I. DISASTER PREPAREDNESS and RESPONSE

A. NATIONAL DRRM COUNCIL (NDRRMC)

a. The NDRRMC Response Cluster was activated on 26 October 2020, 4:00 PM.

1. NDRRM Operations Center (NDRRMOC)

a. Maintained RED ALERT Status since COVID-19 response operations. b. Continuous monitoring and ensure dissemination of Weather and General Flood Advisories to all concerned RDRRMCs/OCDROs through SMS, NDRRMC website, and official social media websites for further dissemination to their respective Local Disaster Risk Reduction and Management Councils (LDRRMCs). c. Conducted Pre-Disaster Risk Assessment Meeting on 24 October 2020, 2:00 PM via video conferencing to discuss the weather updates and preparedness activities for TD “QUINTA”. d. Issued NDRRMC Memorandum No. 88, s. 2020 dated 29 October 2020 re Preparedness Measures ICOW “ROLLY” and other weather systems. e. Prepared the Emergency Alert and Warning Messages (EAWM) for dissemination by Telecommunication Companies to the affected areas:

2. Department of Science and Technology – Philippine Atmospheric, Geophysical, Astronomical Services Administration (DOST-PAGASA)

a. Presented the weather updates during the Pre-Disaster Risk Assessment (PDRA) meeting on 24 October 2020. b. Continuous weather monitoring and provision of weather updates.

3. Department of the Interior and Local Government (DILG)

a. Issued memorandum re Activation of the Disaster Online Reporting and Monitoring System (DORMs) for TD “QUINTA” in DILG Regions CAR, I, II, III, and CALABARZON. b. Issued Advisory to all DILG Regional Offices on the LPA East of Mindanao and directed them to advise all LGUs to continue to monitor all PAGASA weather advisories and bulletins, the Met-Hydro Decision Support InfoSys, as well as the ASTI Philsensors website, MGB Geo-Hazard Web Portal, and HazardHunter tool for additional information. c. Recommended pre-emptive evacuation in areas with high to very high susceptibility to flooding and landslide as identified by DOST-PAGASA and DENR-MGB. d. CODIX continuously disseminated weather advisories and updates of TD “QUINTA’ to all DILG regional and field offices which are disseminated to all concerned LGUs.

e. Regional and field offices recommended to all concerned LGUs to convene their respective LDRRMCs, conduct PDRA meeting, and initiate critical preparedness actions.

4. Department of Social Welfare and Development (DSWD)

a. The DSWD Central Office (CO), Field Offices (FOs), and National Resource Operations Center (NROC) prepositioned stockpiles and standby funds amounting to ₱ 890,108,205.94 with breakdown as follows: • Standby Funds A total of ₱298,929,867.71 standby funds in the CO and FOs. Of the said amount, ₱263,367,817.19 is the available Quick Response Fund (QRF) in the CO. • Stockpiles A total of 255,688 family food packs (FFPs) amounting to ₱111,819,494.81; other food items amounting to ₱184,060,510.12; and non-food items (FNIs) amounting to ₱283,420,085.38.

b. The Disaster Response Management Bureau (DRMB) is on BLUE alert status and is closely coordinating with the concerned field offices for significant disaster response updates. c. Placed all QRT members and emergency equipment on standby and ready for deployment. d. DRMB participated in the Online PDRA Meeting on Tropical Depression “Quinta” on 24 October 2020 with other response cluster member agencies. e. Mobilized 5,000 FFPs from NROC, Pasay and VDRC, Cebu to Legazpi, Albay as resource augmentation.

f. Ongoing repacking of FFPs by cash for work beneficiaries at the DSWD Regional Warehouses to be distributed to the affected families of TY “QUINTA” and replenish standby inventory particularly at FO CALABARZON and V to ensure availability of FFPs for possible additional augmentation to the LGUs affected. g. Coordinated with the PCG for the provision of additional volunteers for the repacking of FFPs in NROC, Pasay City. h. Coordinated with UN World Food Programme through OCD re provision of trucks for the mobilization of 1,200 FFPs bound to Marinduque.

5. Bureau of Fire Protection (BFP)

a. Ensured that all Fire Stations are monitoring and always ready to respond to any untoward incidents. b. Coordinated with concern agencies re TD “QUINTA”. c. Continuous monitoring of landslide and flood-prone areas. d. Alerted all BFP personnel for any possible rescue and response activities.

6. Department of Agriculture (DA)

a. Ensured the availability of DA assistance to affected farmers: • Quick Response Fund (QRF) for the rehabilitation of areas affected by the tropical cyclone. • A total of 26,223 bags of rice seeds; 6,785 bags of corn seeds, and 1,792 kgs of vegetables from Regions I, CALABARZON, V, and VI. • Survival and Recovery (SURE) Loan Program of Agricultural Credit Policy Council (ACPC) • Indemnification funds from Philippine Crop Insurance Corporation (PCIC) to indemnify affected farmers.

7. Department of Education (DepEd)

a. Attended and participated to the online PDRA meeting for TD “QUINTA” on 24 October 2020. b. Monitored schools on their preparedness measures as per DO 83, s. 2011 and DM 108, s. 2016 in connection to the ongoing COVID-19 pandemic. c. Disseminated advisories from DOST-PAGASA and IECs on Preparedness Measures for Tropical Cyclones, Storm Surge, and Flood to exposed and affected regions and divisions. d. Generated Rapid Assessment of Damage Report (RADaR) of the affected regions and divisions. e. Coordinated with the exposed and affected regions and divisions on schools with class suspensions, schools used as evacuation centers, and schools with other incidents related to TY “QUINTA”. f. Activated DRRM Teams in exposed and affected regions and divisions. g. A total of 17,561 schools were affected by TY “QUINTA”.

8. Department of Public Works and Highways (DPWH)

a. Installed warning signs and conducted clearing operations. b. Continuous monitoring of flooded areas.

c. Deployed manpower and equipment to the affected area. d. Conducted inspection/assessment of damages along national roads and bridges and other infrastructure facilities. e. Conducted clearing operations by DPWH maintenance crew and partners.

B. REGIONAL DRRM COUNCILS (RDRRMC)

RDRRMCs II, III, CALABARZON, MIMAROPA, V, VI, VIII, CAR, and NCR are continuously monitoring their area of responsibility. Further, said RDRRMCs are in coordination with their respective member agencies to ensure the widest dissemination of Weather Advisories, 24-hour Public Weather Forecasts, and General Flood Advisories through SMS, facsimile, and official social media websites.

1. RDRRMC III

Office of Civil Defense (OCD) III a. Conducted Regional PDRA on 24 October 2020, 4:00 PM via VTC. b. Continuous monitoring and dissemination of weather forecasts and advisories to all local DRRMOs and member line agencies through SMS, official social media accounts, and emails. c. Disseminated MGB list of areas susceptible to flood and landslide to all DRRMOs and line agencies thru email. d. Advised DRRMOs to ensure the observance of social distancing and health protocols inside Evacuation Centers. e. Continuously monitored landslide-prone, low-lying areas, roads and bridges, dams and rivers all over Central Luzon.

PAGASA PRFFWC a. Issued Hydrological Forecast for Pampanga River Basin and Allied River Basin of Pasac-Guagua. b. Issued Flood Advisories and Updated Status of Pampanga River Basin.

DILG III a. Monitored LGU’s preparedness and response actions. b. Disseminated DILG memorandum on the activation of EOC and DMRS for TY “QUINTA”. c. Disseminated Critical Cyclone Track Chart from CODIX.

DSWD III a. Activated DRRMD skeletal duty in the regional office. b. Coordinated with DSWD Provincial Extension Office re status of its AOR. c. Prepositioned 10,534 FFPs in the regional warehouse and satellite warehouses. d. Repacked a total of 5,454 FFPs in the regional warehouse and procured additional 6,000 FFPs. e. Continuously monitoring weather updates in coordination with DSWD Provincial Extension Offices and concerned LGUs.

f. Activated Rapid Deployment Team – Disaster Response Management Division of DSWD FO and DSWD Provincial Extension Office QRT. g. Facilitated the request of assistance of LGUs intended for the affected families of TY “QUINTA”.

BFP III a. On Full Alert status. b. Intensified OPLAN PAGHALASA. c. Placed all fire trucks with personnel on standby. d. Conducted roving within the AOR. e. Continuous coordination with the different agencies within the AOR.

CLCHD a. Continuous coordination with Provincial DOH Offices, PHO, OCD III, and PDRRMCs. b. Continuous conduct of Rapid Health Assessment within its AOR.

DPWH III a. Placed heavy equipment and personnel on standby for possible clearing operations. b. Continuously monitoring the status of roads and bridges within AOR.

MGB III a. Disseminated updated list of areas susceptible to flood and landslide. b. Advised OCD III and other member agencies to disseminate information re landslide-prone and low-lying areas in the region.

PDRRMC Nueva Ecija a. Disseminated weather advisories to all MDRRMCs, BDRRMCs, and concerned agencies through social media and textblast. b. Monitored critical areas on flooding and landslide within AOR. c. Advised all LDRRMCs and concerned agencies to respond to any eventualities within its AOR.

MDRRMC Jaen Distributed food packs to 422 families in Brgys. San Jose and San Antonio.

CDRRMC Palayan City Conducted water level monitoring of Sapang Buho, Sangalat Bravo, and Cabu-Manacnac.

PDRRMC Aurora a. Maintained Red Alert Status of EOC. b. Prepositioned manpower, vehicle, equipment, food and non-food items. c. Continuously monitored weather situation within AOR. d. In close coordination with MDRRMC and other concerned agencies.

MDRRMC Baler a. Activated EOC. b. Issued directives on the suspension of work in LGUs. c. Prepositioned 500 food packs. d. Conducted ocular inspection in all early warning system and facilities.

MDRRMC Dilasag a. Issued advisory on the temporary closure of Dilasag-Dinapigue Road due to overflowed Ditubo River. b. Continuously coordinated with barangay officials re the status of their AOR.

MDRRMC Dingalan a. Issued work suspension in all government offices and advisory on the suspension of school modules within AOR. b. Maintained Blue Alert Status of EOC. c. Advised all barangays to implement pre-emptive evacuation in high risk areas. d. Implemented pre-emptive evacuation of the residents in high risk areas. e. Conducted initial damage assessment within the AOR.

MDRRMC Dipaculao a. Maintained the Red Alert Status of EOC. b. Disseminated weather advisories to all stakeholders. c. Conducted ocular inspection in all early warning system and facilities. d. Advised all concerned District Supervisors for the temporary utilization of school classroom as evacuation facility.

MDRRMC Maria Aurora a. Maintained alert status of EOC. b. Conducted meeting re possible effects of TY “QUINTA”. c. Disseminated weather advisories to all the stakeholders.

MDRRMC San Luis a. Issued MDRRMC advisory re preparedness measures for TY “QUINTA”. b. Raised alert status of MDRRMC OpCen to Blue Alert Status. c.
