PATTAMBI TALUK , DISTRICT

Introduction

The District collectors as per proceedings dated DC PKD/4806/2018-C5 has constituted the following members as expert committee for the evaluation of SIA report . In respect of acquisition of 0.2024 hectors of land for PHC Muthuthala at of Palakkad

District .

The SIA expert committee conducted meeting on 21-01-2020 , 23-01-2020 and 24-01-2020 the committee evaluated the SIA report in detail and conducted site inspection of the land proposed to be acquired .

Analysis of Cost and Evaluation

The present PHC for the health care of the public of Muthuthala and near by premises which is a backward area is functioning in a rented building the land proposed for acquiring as per RFCTLARR act for the construction of the new building for PHC is found highly suitable and essential by the expert committee .since the PHC , muthuthala has been upgraded has family health centre construction of new building is inevitable . The proposed land for acquisition is 0.2024 hec . (50cents) of land .comprised is Re surv 195/3, block no

: 26 of muthuthala village belonging to two persons .

1) Anitha .T.P ,gopalayam house ,muthuthala .p.o 2) geetha T.P, bhavan house ,manapally kavu ,palakkad

The above mentioned inherited land jointly owned by the above persons is recorded as

’NILAM’ as per village records .paddy and tapioca has been cultivated in the above said land approximately thirty years ago on enquiry .it is seen that no cultivation is done recently on site inspection .there are five coconut trees approximately aged 25 years in the above said land. There are no building or residential house in the above said area . Hence the impact done to the land acquisition is very less. There is only very small income from the above said land and the loss sustained is very less .there is no problem regarding rehabilitation and loss of income . According to SIA report the district medical officer has certified that the proposed land for the above project is more suitable and convenient. Sufficient fund has already been allotted for the implementation of the project .

The project is highly beneficial for the public and this project adversely affect only two family of five individuals .the expert committee evaluated that the land proposed for the project is highly suitable and convenient . The alternate land offered before the SIA team by the land owners for free surrender is not convenient for the public due to lack of proper passage and hence it cannot be considered . Conclusion

SIA has observed all the relevant provisions and conducted studies as per the terms and conditions of RFCTLARR ACT 2013 the main merit by constructing a new building for the PHC now functioning is rented building is that the public will get better health treatment facilities . The land proposed for acquisition is a very small extend of point 0.2024 Hector ( 50 Cent ) processed by two families and there are no residential building or structures and hence the impact or loss due to acquisition is very low . As such the expert committee evaluate that the merit of the proposal is high when compared to demerit . Further the project is found to be highly essential and suitable since there are no alternate proposals , the present project is recommendable as the land to be acquired is “NILAM” as per village records , proper permission under the wet land act 2008 has to be obtained from the Government before construction of the building .

In the above Circumstances the expert committee unanimously recommend that the land owners has to be given better compensation for the land and improvement as per the rules . The report is submitted here with :
