Overall Objectives • To understand, plan for, & take action on the City’s coastline in a holistic & integrated manner. • To identify key coastal risks & economic opportunities along the coastline, & make recommendations accordingly.

Role & Purpose To provide a holistic & integrative mechanism to assess the coastline from a development perspective, including identification of key challenges & opportunities, & provide guidance in addressing these.

Primary Purpose To guide where investment should &/or could be focussed along the coastline. • Public expenditure priority areas – to address challenges or facilitate unlocking opportunities • Private sector opportunity areas – large or mini- scale

Outcomes • Contextual Analysis • Economic & Spatial Strategic Framework • Towards Implementation Understanding the Coastal Context

Bio-Physical Infrastructure Access Understanding the Coastal Context

Opportunities Possibilities & Imperatives 1. Spectacular scenery areas 1. Eco-tourism & Adventure tourism 2. Unique nature areas & resources 2. Not killing the ‘golden goose’ 3. Highly variable coastline & wide range of possible 3. Small boat berthing, launching, storage, & activities destinations 4. Destination areas 4. Linkages between ports and harbours 5. High amenity / value coastal residential areas 5. Target key linkage infrastructure & services 6. 2 significant bays in metro & a further 2 within 150km 6. City for all – redress & equity 7. 8 harbour areas within metro & a further 7 within 7. ‘Sweating’ existing assets by addressing 150km of seasonality 8. Established industries: fishing, boat building, oil & gas 8. The next 100 years – don’t preclude the 9. Highly accessible & attractive coastal development realisation of major new opportunities strips 10. Spatial development agenda & public investment(?)

Constraints / Problems Threats & Risks 1. Cold & rough seas & few sheltered coastal areas 1. Climate change, increased ferocity & 2. Challenging climate: cold & wet winters & south frequency of sea storms etc. aspect, strong prevailing winds 2. Rapidly increasing metro population & 3. Dynamic dune areas pressure on coastline 4. Increasing crime & socially destructive behaviour 3. Increasing safety & security issues 5. Decreasing maintenance & capital funding 4. Financial & other resource constraints 6. Growing inaccessibility to coastline due to apartheid 5. Over-emphasis on environmental relocation, city expansion & traffic congestion protection over appropriate development 7. High seasonality of recreation & tourism so under- possibilities utilised facilities 8. Hazardous areas: Koeberg: sea flooding & erosion Understanding the Coastal Context
