Procedures for Initiating a Mandatory Declassification Review (MDR) Request

The still classified portions of these RAC documents are eligible for MDR. To file a request follow these steps:

1. Obtain the Presidential Libraries Mandatory Review Request Form (NA Form 14020).

2. Complete Sections I, II, and Ill of NA Form 14020.

3. In Section Ill, for each qocument requested, simply provide the Executive Standard Document Number (ESDN) in the Document SubjectfTitle or Correspondents column. The ESDN will be printed on the top and bottom of the document , and written on the declassification authority stamp, and will follow this format:

The latest information from Famagustsa indicates that the Greek National Guard entered the city this ·morning and that the situation was critical for Turkish forces. At Larnaca, are attempting to sur­ render, but National Guard troops continue to fire on·T>oth Turkish and UN forces. , the second largest ci~y on Cyprus, has been quiet since its cap­ ture by the National Guard yesterday.

19. There have been fragmentary reports from Turkish sources throughout the day of a Greek flotilla composed of 13 ships sailing towards Cyprus. The Turkish general staff reported that it had inter­ cepted such a flotilla off the western coast of Cyprus. Heavy losses were inflicted on destroyers and landing craft in the convoy, according to this account.

Brezhnev vaguely called for an end to "outside military interference." His failure to specificaliy mention the Turkish invasion is .in line with general Soviet a~proval 6f,the Turk action.
