Introduction

This Data Reference Paper is part of the 2017‐2018 NSW District Review and Planning for Future Ministry with the purpose to ensure that:

Congregations are supported in Christ centred ministry and mission that will enable us to fulfil our District vision and mission. This paper provides the supporting data referred to in the March 2018 Report for Discussion: Holding up a mirror.

Data sources This Paper includes data from the following sources.

Australian Census Data (ABS) Australian census data from the Australian Bureau of Statistics (ABS) in particular National, State and Local Government Area (LGA) population and religious affiliation data.

LAMP ‐ Lutherans in Australasia Members Portal In particular, Congregation Statistical Returns including, for example, average weekly attendance data.

A. Australian and NZ Context: Census and LAMP data

Religious Affiliation in Australia Australian society is going through dramatic change: a) Secularisation b) Loss of trust in Churches c) Young people of all faiths much less interested than their parents to be part of a church d) Changes to who people interact with and the ways people interact with each other because of changes in technology (e.g. social media, online forums, video calls and conferences).

In 1911, 96% of Australians identified as Christian in the Census. 0.8% identified as non‐Christian and 0.4% no religion. In 2016, 52% of Australians identified as Christian in the Census (the BLUE line in chart shows the trend from 1911 to 2016). 8.2% identified as non‐Christian (the RED line in chart) and 30.1% no religion (including no religious affiliation, atheists and secular beliefs) (the GREEN line in chart).

Lutherans in the Australia Census

Lutheran Affiliation in the Census The number of people affiliating as Lutheran in the Census decreases significantly from 1991 to 2016, while at the same time the Australian population grows from 16.8 million to 23.4 million. The following chart shows the numbers of people in the Census affiliated with being Lutheran by State and by Census Year. The BLUE bars show the 1991 Census. One can see SA had 106,000 people affiliated with being Lutheran and NSW had 53,000. In 2006 these reduced to 71,000 and 35,000 respectively (RED bars). In 2016 these reduced to 52,000 and 20,000 respectively (GREEN bars). Lutheran Affiliation in the Census is not the same as attending a Lutheran Congregation.

Note: Some of the reduction in Lutheran Affiliation in the Census from 2011 to 2016 will be because the 2016 Census required one to write “Lutheran” rather than tick a box as in the 2011 Census.

The % of the population affiliating as Lutheran in the Census in 1991 and 2016 The percentage of the population affiliating as Lutheran in the census reduces from 1991 to 2016 and varies by state and territory.

For example in SA in 1991 7.3% of the population affiliate as Lutheran and 0.9% of the population in NSW (BLUE bars). In 2016 this has reduced to 3.1% and 0.3% respectively (RED bars).

Lutherans in the Census and Average Weekly Attendance (AWA) at congregations The likelihood of people who affiliate as Lutherans in the census attending congregations varies by State and Territory.

For example in SA in 2016 there were 4.7 census Lutherans for each average weekly attendee in a congregation. In NSW there were 16.7 census Lutherans for each average weekly attendee in a congregation

Census Lutherans in NSW/ACT by Age group The following chart and table shows the distribution of Census Lutherans in 2016 in NSW/ACT by age group.

The largest numbers of Census Lutherans in NSW and the ACT are in the age range 50 to 80 years of age.

The number of census Lutherans per congregation attendee varies by age group. For those under 50 there are between 15 and 19 census Lutherans per congregation attendee and for those over 50 there are between 11 and 12 census Lutherans per congregation attendee.

B. Lutheran Congregations in Australia and NZ

There are approximately 400 Lutheran congregations in Australia and NZ (based on LAMP statistical returns). The data in this section is based on the most recent statistical returns in LAMP at December 2017.

They vary enormously in size based on average weekly attendance (AWA). 134 of the 400 congregations have an AWA of 20 or less, 8 of the 400 congregations have an AWA of 300 or more.

While over half the congregations have average weekly attendances of 50 or less, most Lutherans attend Congregations with AWA of 100 or more.

Congregation size by District The mix of congregation sizes varies greatly by District.

For example SA & NT have 20 Congregations with an AWA of 150 or more. NSW & ACT have no Congregations with an AWA of 150 or more.

56% of the AWA in SA & NT District is in congregations with more than 100 members. In NSW 16% of AWA is in congregations with more than 100 members.

The NSW District has the largest percentage of AWA in congregations with less than 50 members than any other District.

In the table above one can see that there is a total AWA of 1,387 in Very Large (300+) congregations in the SA & NT District. In NSW & ACT there is a total AWA of 206 in congregations with less than 20 AWA.

In the table above one can see that 26% of the AWA in the SA & NT District with AWA of 51 to 100. In NSW & ACT 44% of the AWA is in congregations of between 51 and 100 AWA.

The following table is similar to the one above except that all the Large categories have been combined. 56% of the AWA in SA & NT, and 16% in NSW & ACT is in congregations with 100 or more AWA.

C. Congregations/Sites in NSW & ACT: Data sources

Congregations/sites In NSW and the ACT there are 53 Congregation/Sites with an AWA of approximately 1,770.

Some Congregations are multi‐site congregations; some are single site congregations. See below for the full list.

For these 53 Congregations/Sites there are:

44 Congregations that have completed statistical returns in LAMP for 2016 representing 1,592 AWA (90 % of the Districts AWA)

28 Congregations/Sites that completed the 2016 NCLS survey. 968 adult surveys were completed (approximately 55% of the District’s AWA).

40 Congregations/Sites that completed the Chairperson’s survey (75% of Congregations/Sites representing 75% of the District’s AWA).

In the regional analyses in this report new regions have been created, in particular Greater Sydney has been included as one region and Coast North and Coast South combined (because once Sydney was in its own Region these two regions are each very small).

D. NSW & ACT Context: Census and LAMP data

The following maps and tables are based on 2016 Census.

There are six maps:

i. Population of NSW and ACT by LGA ii. Population of Greater Sydney by LGA iii. Census Lutherans in NSW and the ACT by LGA iv. LGA’s with Lutheran Congregations in NSW and the ACT v. Census Lutherans in Greater Sydney by LGA vi. LGAs with Lutheran Congregations in Greater Sydney

Each of these maps uses LGA boundaries as at the 2016 census and shows (by colour shades) the population or the number of census Lutherans in each LGA, e.g. light yellow 1 to 99 and dark red 2000 to 2999 for the Census Lutherans.

The tables following the maps show for each LGA that has one or more Lutheran congregations:

E. Congregations' Chairpersons Survey (NSW & ACT)

Response rate The survey was completed for 40 Congregations/Sites out of 53 in NSW/ACT (75%). Half of the Congregations/Sites not completing the survey had an average weekly attendance less than 20, the reminder were in the range 20 to 60.

These 40 Congregation/sites represent an average weekly attendance of approximately 1,450 out of 1,770 in NSW/ACT (75%).

The results can be taken to be reasonably representative of NSW and the ACT Congregations/Sites.

Below is the full text of the survey and the collated responses (in charts and tables).

Survey Text This survey is part of the LCA NSW District Review. See the Interim Report circulated with this survey for details.

The main focus for the next steps in Phase 1 of the Review will be Congregation Church Council discussions and Congregation Members and Pastors surveys during February to April 2018.

Who comes to congregations? There are many ways of describing the people who regularly attend congregations:

By age groups By the number of years they have been coming to the congregation By their activities in the congregation By their priorities for the congregation By other demographic characteristics such as education and marital status By their experience of their faith.

The two ways explored here are: The combination of age and number of years attending the congregation (called TYPE for ease of reference). The orientation of the person (e.g. interested in groups, evangelistic outreach, community service (called ORIENTATION for ease of reference). These descriptions are based on an analysis of the 2016 NCLS data.

TYPE: Age and years coming There are 968 NCLS surveys from Lutherans in NSW/ACT (55% of the District AWA). The following table shows the relationship between age and years coming to the congregation for theses attendees. The table shows the % in each category. For example 23% of the NCLS attendees are 70 years of age or over and have been attending the congregation for more than 20 years.

Coming ‐ people who regularly come to the Congregation; they are not much involved in other groups and activities.

Prayer & Fellowship Groups ‐ people who regularly come to the Congregation; they are involved in other prayer and fellowship groups.

Evangelistic outreach ‐‐ people who regularly come to the Congregation; they are likely to be involved in other prayer and fellowship groups. They are involved in evangelistic outreach and/or see that as a high priority for the Congregation.

Community Service ‐ people who regularly come to the Congregation; they are likely to be involved in other prayer and fellowship groups. They are involved in community service and/or see that as a high priority for the Congregation.

There people have multiple interests and priorities the responses to the questions were used to prioritise what seemed to be the primary orientation of the person.

Person Type and Orientation by Region (New) There are Regional differences in the make up of people attending congregations. For example the proportions of person Type varies with region:

Riverina has the highest proportion of people of Type A. Canberra has the highest proportions of people of Types, C, D and E.

The proportion of people with different Orientations varies with Region:

The Riverina has the highest proportion of people with Community Service Orientation. Sydney has the highest proportion of people with Prayer and Fellowship Groups orientation. Canberra has the smallest proportion of people with Coming Orientation.

Person Type and Orientation by Size of Congregation There are differences in the make up of people attending congregations of different sizes. For example the proportions of person Type varies by congregation size:

Small congregations have a larger proportion of people of Type B. Large congregations have slightly larger proportions of people of Types C, D and E.

Smaller congregations have larger proportion of people with a Coming orientation (possibly because there are not as many opportunities for other activities, etc.).

Large congregations have proportionately more people with a Community service orientation.
