INTRODUCTION 1.1. This report sets out baseline information supporting the Binfield Parish Transport Plan. Railton TPC Ltd was commissioned in September 2017 to review the existing transport conditions in and around Binfield Parish to establish an evidence base from which to develop transport policies. The Parish Council is aware of a number of existing transport iss ues in and around the parish and is seeking to proactively influence new development and transport investment so as to minimise possible adverse transport impacts and maximise potential transport benefits. 1.2. The revised version of this report (May 2018) inco rporates a number of comments received from Bracknell Forest Council on the draft version produced in December 2017. 1.3. This Baseline Report and the subsequent Transport Policy is expected to accompany and inform a revised Neighbourhood Plan. The Neighbourh ood Plan was prepared in the context of the proposed major developments at Amen Corner (north and south) and at Blue Mountain. The 2016 Neighbourhood Plan has not, however, been prepared in the context of further development sites that may form part of th e emerging Local Plan, the opening of the Lexicon, the major redevelopment of Bracknell town centre or with any detailed consideration of the opening of Crossrail that will be served by Twyford railway station to the north of the parish. 1.4. The final section provides a summary of the key issues emerging from the baseline review. 2 Railton 2. OVERALL TRANSPORT CO NTEXT Location 2.1. The extent of Binfield Parish is shown on the plan attached as Figure 1 . Key elements of the transport context are illustrated in Figure 2 . 2.2. Binfield Parish is situated within Bracknell Forest, a unitary authority forming part of the former county of Berkshire. The parish lies to the west and north -west of Bracknell and includes some areas that constitute the north -western fringe of the built -up area of Bracknell. The vast majority of the parish’s built -up area lies in the southern half of the parish. Surrounding Urban Areas 2.3. The centre of Bracknell lies around 3km south -east of the centre of Binfield Village. There are a number
