Public Comment Period Chairman Pruden invited comments from the audience; there weren’t any. Great Salt Lake Council Proclamation Declaring the Year of 2018 as “Great Salt Lake Council 100th Scouting Anniversary” Presented by Chairman Pruden and Mayor Winn Chairman Pruden read the following statement, titled, “’A Proclamation Declaring the Year of 2018 as the ‘Great Salt Council 100th Scouting Anniversary Year.’” It read as follows: “Whereas, in 1918, the Great Salt Lake Council of Boy Scouts of America was formed as part of the Scouting Movement all across America and the World; and, whereas, beginning with its incorporation, the mission of the Great Salt Lake Council has been to prepare young people to make ethical and moral choices over their lifetimes by instilling in them the values of the Scout Oath and Law which among other things states the pledge to, ‘do duty to God and our Country and to help other people at all times’; and, whereas, the success of Scouting in the Great Salt Lake Council has been a culmination of many hours of selfless volunteerism by many leaders and community organizations whose ideas and generosity have helped shape the lives of many youth; and, whereas, the Great Salt Lake Council of the Boy Scouts of America and its core of dedicated volunteer leaders are proving necessary support to the leaders in the Cub Scout Packs and Scout Troops. Now, therefore, I, Debbie Winn, Mayor of the City of Tooele, the Tooele City Council, and the City of Tooele hereby proclaim the year of 2018, as the ‘Great Salt Lake Council Scouting 100th Anniversary Year’ and encourage all citizens to join in congratulating the many volunteer leaders, parents, church and community organizations, who have generously allowed bringing the values‐based program to our young people for the past 100 years, and many more to come. Signed this, the 1st day of August 2018.” The proclamation was signed by Mayor Debbie Winn. Mayor Winn stated that it was a great honor to be able to sign the Proclamation. She thanked all of the leaders and volunteers for the time and effort they put into the program. She stated that they make a positive impact on the Community. Darwin Cook, the District Chairman for the Deseret Peak District, came forward and thanked everyone for the recognition. It stated that it was a great honor to receive this recognition. There are thousands of hours that have been volunteered on behalf of the Program. The future for the Boy Scouts of America is bright. Those volunteer hours will continue by the Boy Scouts and their leaders in the future. The City now has an Explorer Post that has started under the direction of Chief Kirby. He thanked the City Council and Mayor for the recognition. Chairman Pruden thanked the Boy Scouts of America for their service to the Community. He stated that he grew up in Southern California and had a rocky relationship with his father, however, his Scoutmaster took him under his wing. His Scoutmaster patented a fire starting kit device that Chairman Pruden and his Boy Scout Troop helped his Scoutmaster make in his garage. The lessons he learned from his Scoutmaster and fellow Scouts helped shape his life in a positive manner. He encouraged the Scouts in attendance at the meeting to continue to move forward in their efforts in the Scouting program. 5. Resolution 2018‐43 A Resolution of the Tooele City Council Accepting the Completed Public Improvements Associated with the Porter’s Place Subdivision 90 North Main Street | Tooele, Utah 84074 Ph: 435‐843‐2110 | Fax: 435‐843‐2119 | www.tooelecity.org Recorder’s Office Presented by Paul Hansen This is a Resolution that was tabled two weeks ago and is again being brought forth before the Council. It is for a small, three‐lot subdivision on South Coleman just north of 700 South. The public improvements consist of the water lateral, the sewer laterals, and the asphalt roadway section. The improvements meet all City Code standards. Chairman Pruden asked the Council if they had any questions or concerns; there weren’t any. Council Member Wardle moved to approve Resolution 2018‐43. Council Member McCall seconded the motion. The vote was as follows: Council Member McCall, “Aye,” Council Member Wardle, “Aye,” Council Member Pratt, “Aye,” Council Member Gochis, “Aye,” Chairman Pruden, “Aye.” The motion passed. 6. Minutes Chairman Pruden asked the Council if there were any comments or questions about the minutes from the City Council meeting dated July 18, 2018. Chairman Pruden had one minor correction to the minutes. Council Member McCall moved to approve the minutes from the City Council meeting dated July 18, 2018 with the corrections. Council Member Pratt seconded the motion. The vote was as follows: Council Member McCall, “Aye,” Council Member Wardle, “Aye,” Council Member Pratt, “Aye,” Council Member Gochis, “Aye,” Chairman Pruden, “Aye.” The motion passed. 7. Invoices Presented by Michelle Pitt Chairman Pruden explained that any bills that exceed $20,000 have to be approved by the City Council. An invoice in the amount of $78,200.00 to Pacificorp for the police station construction to remove overhead wires on Garden Street and to convert them to underground wires, to relocate the single phase line from the middle of the property to the east of the property, and to remove the street light and wire and pole on 100 East, was presented. This is an estimated cost. Council Member Wardle asked if the estimated cost comes in higher if it would come back before the Council again for approval for the higher amount. Ms. Pitt explained that if it’s 10% or higher it would come back before the Council for approval. Chairman Pruden stated that if it ended up being higher at all he would like it to come back before the Council for approval. Ms. Pitt responded that any higher estimated amount would be presented to the Council again for their approval. An invoice in the amount of $20,950.00 to Pacificorp for the police station construction to remove the line going through the property and convert it to underground wires, as well as moving the street light pole and wire, was presented. 90 North Main Street | Tooele, Utah 84074 Ph: 435‐843‐2110 | Fax: 435‐843‐2119 | www.tooelecity.org Recorder’s Office Chairman Pruden requested that if this estimated amount comes in higher that it be presented to the Council for approval for the new amount. An invoice in the amount of $37,912.00 to the Nickerson Company Inc. for the motor repairs to well number eight was presented. Chairman Pruden stated that there are two wells that have motors that are being repaired. The water tanks are doing well, thanks to the efforts of the City staff. He expressed his appreciation to the Public Works Department for assisting with the recent firefighting efforts. An invoice in the amount of $85,023.50 to the Tooele County Sheriff’s Office for the 1st Quarter dispatch fees for the 2019 Fiscal Year was presented. An invoice in the amount of $83,164.50 to the Tooele County Auditor for the 4th quarter dispatch fees for the 2018 Fiscal Year was presented. Council Member Wardle asked Ms. Pitt if Tooele County had returned the contracts for those invoices yet; Ms. Pitt responded that they hadn’t yet. Council Member Wardle requested that they hold off on approving those invoices until they get the contracts back from Tooele County. Chairman Pruden suggested they approve the invoice for the 4th quarter dispatch fees for the 2018 Fiscal Year and table approving the invoice for the dispatch fees for the 2019 Fiscal Year until the City receives the contract for those services. Mr. Baker clarified that the Council wanted to pay for the services, but only pursuant to the contract. Chairman Pruden responded in the affirmative, that they wanted to approve invoices for services that have contracts in place. Council Member McCall explained that it costs a lot to run a city. Council Member Pratt moved to approve payment of all of the invoices presented excluding the invoice for the dispatch fees for the 2019 Fiscal Year. Council Member Gochis seconded the motion. The vote was as follows: Council Member McCall, “Aye,” Council Member Wardle, “Aye,” Council Member Pratt, “Aye,” Council Member Gochis, “Aye,” Chairman Pruden, “Aye.” The motion passed. 8. Adjourn Council Member Pratt moved to adjourn the City Council meeting. Council Member Wardle seconded the motion.
