August 25, 1972 AN ACT [S.2166] To authorize the establishment of the Grant-Kohrs Ranch National Historic Site in the State of Montana, and for other i)uriM)ses.

Be it enacted hy the Senate and Home of RepreHetdatu^exi of the Grant-Kohrs United States of America in Congress assembled. That, in order to Ranch National Historic Site, provide an understanding of the frontier cattle era of the Nation's Mont. history, to preserve the Grant-Kohrs Ranch, and to interpret the Establishment. nationally significant values thereof for the benefit and inspiration of present and future generations, the Secretary of the Interior (here­ inafter referred to as the "Secretary'") is hereby authorized to desig­ nate not more than two thousand acres in Deer Lodge Valley, Powell County, Montana, for establishment as the Grant-Kohrs Ranch National Historic Site. Land and build­ ings, acquisition. SEC. 2. Within the area designated pui-suant to section 1 of this Act. the Secretary is authorized to acquire lands and interests in lands, together with buildings and improvements thereon, by donation, pur­ Publication in chase or exchange. The Secretary shall establish the Grant-Kohrs Federal Register. Ranch National Historic Site by publication of a notice to that effect in the Federal Register at such time as he deems sufficient lands and interests in lands have been acquired for administration in accoT'dance with the purposes of this Act. Administration. SEC. 3. Pending such establishment and thereafter, the Secretary shall administer lands and interests in lands acquired for the Grant- Kohrs Ranch National Historic Site in accordance with the Act of August 25, 1916 (39 Stat. 535; 16 U.S.C. 1, 2-4), as amended and supplemented, and the Act of August 21,1935 (49 Stat. 666; 16 F.S.C. 461 et seq.), as amended. Appropriation. SEC. 4. There are authorized to be appropriated $350,000 for land acquisition and not to exceed $1,800,000 (»Tuly 1971 prices) for develop­ ment plus or minus such amounts, if any, as may be justified by reason of ordinary fluctuation in construction costs as indicated by engineer­ ing cost indices applicable to the type of construction involved herein. Whereas the United States will host the Nineteenth Annual World Ploughing Contest in September 1972 in Blue Earth County, Minnesota, and Whereas up to twenty-two nations can be expected to participate in this contest on , and 16 as part of a weeklong Farm­ fest—^U.SA., and Whereas the 1972 National Ploughing Contest and the 1972 Grand National Tractor-Pull Contest are included in the scheduled events of Farmfest—U.S.A., and Whereas Farmfest—U.S.A. will feature exhibitions of machinery, equipment, supplies, services, and other products used in the pro­ duction and marketing of agricultural products; promote foreign and domestic trade and commerce in such products; and salute worldwide agriculture: Now, therefore, be it 86 STAT.] PUBLIC LAW 92-409-AUG. 29, 1972 633

Public Law 92-408 AN ACT August 2 9, 1972 To establish the Seal Beach National Wildlife Refuge. [H.R. 10310]

Be it enacted hy the Senate and House of Representatives of the United States of America in Congress assembled^ That the Secretary Seal Beach National Wildlife of the Interior is authorized to establish the Seal Beach National Refuge, Calif. Wildlife Kefuge (hereafter referred to in this Act as the "refuge") Establishment. as part of the national wildlife refuge system. SEC. 2. (a) The refuge shall consist of certain lands, to be deter­ mined by the Secretary of the Interior vrith the advice and consent of the Secretary of the Navy, within the United States Naval Weapons Station, Seal Beach, California. Publication in (b) Upon determination of the boundaries of the refuge by the Federal Register. Secretary of the Interior and the Secretary of the Navy the Secretary of the Interior shall immediately designate the area agreed upon as the refuge by publication of a description of such area m the Federal Register. (c) That portion of the United States Naval Weapons Station, Seal Beach, California, designated pursuant to this Act as a national wildlife refuge shall be transferred, without consideration, to the administrative jurisdiction of the Secretary of the Interior at such times as such portion is determined by the Department of Defense to be excess to its needs. SEC. 3.
