Term - Definition ABAG Association of Bay Area Governments - The official comprehensive planning agency for the San Francisco Bay region with 101 cities and all nine counties represented as voluntary members. AC Alameda Contra Costa Accessibility A measure of the ability or ease of all persons to travel among various origins and destinations. ACCMA Alameda County Congestion Management Agency ACHP President’s Advisory Council on Historic Preservation - An independent federal agency that promotes the preservation, enhancement, and productive use of our nation’s historic resources, and advises the President and Congress on national historic preservation policy. ACTIA Alameda County Transportation Improvement Authority ADA American’s with Disabilities Act of 1990 - A federal civil rights law enacted in 1990 that mandates provision of access to public facilities for persons with disabilities. Title II of the law applies to transportation facilities and transit vehicles. Affected environment The natural, human, and cultural environment in the project area that may be positively or negatively affected by the project. Alignment A ground plan or route of a railroad, highway or fixed guideway transit route. Alternatives The set of transportation improvements or projects that are compared in the EIS to determine their effectiveness in meeting stated needs. Along with the set of “Build” Alternatives, there is a “No-Build,” which tests the effects of not building a project, and a “Baseline” alternative, which tests a series of smaller incremental steps toward accomplishing the purposes of the build alternatives. Aquifer A permeable body of underground rock or sand capable of yielding quantities of groundwater to wells and springs.

Articulated vehicles Transit vehicles with one or more joint mechanisms that allow bending in curves yet provide a continuous interior. BART Baseline Alternative An alternative in the EIS process that seeks to attain as much as possible of the goals of the build alternatives through a series of smaller, less expensive measures. The baseline was formerly called the Transportation Systems Management (TSM) alternative. Bay Area Air Basin (BAAB) Includes the area of San Francisco Bay and the nine surrounding counties. Bay Area Air Quality The public agency entrusted with regulating stationary Management District sources of air pollution in the nine counties that (BAAQMD) surround San Francisco Bay. Bay Conservation and Commission established to protect San Francisco Bay Development Commission through legislation and Bay governance. (BCDC) Berkeley Ecological and A coalition that advocates sustainable transit for all Safe Transportation Berkeley area users. Coalition (BEST) Best Management Related to stormwater management, activities, Practices (BMPs) prohibitions of practices, maintenance procedures, and structural and/or managerial practices, that when used singly or in combination, prevent or reduce the release of pollutants and other adverse impacts to surface waters. Brownfield Property on which redevelopment or reuse may be complicated by the presence or potential presence of hazardous substances, pollutants, or contaminants. The presence of these substances usually comes from prior uses of the site.

Major characteristics include stops at stations only, optional precision docking systems at stations, and off-board fare collection. Cal EPA California Environmental Protection Agency CAA Clean Air Act, as amended in 1990. - A federal law enacted in 1990 that places new federal controls on all sources of air pollution, including mobile sources (automobiles, buses, trucks, etc.). California Air Resources Part of the Cal EPA tasked with protecting public Board (ARB) health through the reduction of air pollutants. Central Business District The traditional business core of a community, (CBD) characterized by a relatively high concentration of business activity within a relatively small area. Because of its compactness, there is usually an emphasis on pedestrian traffic in the CBD. CESA California Endangered Species Act CEQA California Environmental Quality Act CFR Code of Federal Regulations cfs cubic feet per second Citizen Advisory A group of local citizens who provide insight to the Committee (CAC) Redevelopment Agency as members of the community. The Federal Transit Administration has replaced this measure with Transportation System User Benefit. CRHR California Register of Historic Resources Cumulative effects Impacts resulting from the incremental consequences of an action when added to other past and reasonably foreseeable future actions. Curbside lanes The outside lanes of a street adjacent to the curbs. When transit vehicles use curbside lanes, stations are needed along each sidewalk for each direction of travel. See median lanes. de minimus Of insufficient significance. A de minimus contribution means that the environmental conditions would essentially be the same whether or not the proposed project is implemented. Decibels Unit of measure for noise levels. Weighted sound levels are usually expressed in units called A-weighted decibels (dBA). Demand responsive Demand responsive service is a bus, mini-bus, or van service service without a fixed route. It responds to demand from customers. Rides are typically arranged ahead of time by phone. Demand responsive service can connect with the nearest fixed route or deliver to the ultimate destination. Eight-hour ozone standard The level of ozone (O3) measured over 8 hours considered desirable to protect public health and the environment. Ozone is the primary constituent of smog. Exposure to ozone has been linked to increased episodes of respiratory aliments, such as asthma. Endangered Species See Threatened and Endangered Species. Environmental Impact A written assessment of the possible impact--positive Report (EIR) or negative—that a proposed project may have on the environment, together consisting of the natural, social, and economic aspects. Environmental Impact A comprehensive study of potential environmental Statement (EIS) impacts related to federally-assisted projects, as required by the National Environmental Policy Act of 1969, as amended (NEPA). The first version released to the public and FTA for review is the Draft EIS (DEIS), which is followed by the revised Final version (FEIS). Environmental Justice (EJ) Analysis to determine that a project (transit, road, waste facility, etc.) does not disproportionately impose negative impacts on a disadvantaged community or population in contrast to positive impacts for that community or the community as a whole. HCM Highway Capacity Manual Headway Time between arrival or departure of transit vehicles. For instance, a 5-minute headway means a transit vehicle will arrive, on average, every 5 minutes. Hertz (Hz) A unit of frequency. HOPE Housing Opportunities for People Everywhere Horizon year The year for which population, employment, and traffic projections have been made and transportation needs analyzed. For the North Corridor project, that year is 2030. HPSR Historic Properties Survey Report HRER Historical Resource Evaluation Report Hybrid vehicle A transit vehicle able to use two sources of power. For instance, a hybrid trolley bus could use electric power from overhead wires or, when away from the wires, use a diesel-electric motor. Intelligent Transportation Computer-based technology applications designed to Systems (ITS) move traffic and transit more efficiently and to supply information to travelers. Examples include global positioning systems (GPS) for locating vehicles and traffic signal priority (TSP) for giving preferential green time to transit vehicles at intersections.

Locally Preferred The project alternative chosen by COTA as a result of Alternative (LPA) the federal project development process. It defines the alternative that is deemed best suited to meet the region’s transportation goals, is responsive to community concerns and input and has been examined and declared superior in relation to its social, economic and environmental impacts. NOx Nitrogen oxide No-Build Alternative Alternative showing projected future conditions of an area in the absence of the proposed project. It reflects what is expected to happen if the project was not built. Non-attainment area A geographical region which fails to conform to established standards for specific environmental conditions (air quality, water quality, etc.). Non-revenue Non-revenue track is not used for carrying passengers. (For instance, track from the terminal station to the rail yard is non-revenue track.) Non-revenue movements are the movements of transit vehicles which intentionally do not carry passengers. (For instance, at the start of the day, the positioning of a transit vehicle from the yard to the start of a route is a non-revenue movement.) Notice of Intent (NOI) A notice that an Environmental Impact Statement will be prepared and considered.

O3 Ozone Off-board fare collection Collection of transit fares off the vehicle, typically at a station. Patrons can enter any door of the transit vehicle since fares do not have to be collected at a single entry point on board. Boarding time is greatly reduced with off-board fare collection. When off-board fare collection is used, verification of fare payment is often made by random inspection onboard vehicles. Operating and Ongoing expenses for funding the operations of a maintenance (O&M) costs transit system and maintaining vehicles, guideways, stations and other transit facilities. Operating plan For transit, an operating plan details characteristics such as running times, frequency, required number of vehicles, changes in frequency throughout the day, and assumptions pertaining to yards and stations.

Overlay routes typically fan out at one or both ends of the common portion in order to serve a greater area for collection or distribution of passengers. The common portion of the routes often has an improved guideway, higher travel speeds, and more substantial stations. Palustrine A wetland term meaning pertaining to wet or marshy nontidal wetlands. Pantograph An arm on top of electric transit vehicles which contacts the overhead power source. Pantographs are usually spring-loaded to keep the contact shoes in contact with the Overhead Contact System. Paratransit Form of transportation service that is more flexible and personalized than conventional, fixed route or fixed schedule. Service is adjusted to individual needs. Examples of paratransit include vanpools, minibuses, demand-responsive bus services, and specialized bus services for the mobility impaired or transportation disadvantaged. Park-and-ride A parking area at a transit station for commuters who park automobiles and continue their commute by public transit. Park-and-ride lots are also used in ride share (car pool) programs. Peak period The time during which the maximum amount of travel occurs and demand for transportation services is greatest. It may be further specified as the morning (a.m.) or evening (p.m.) peak. Passenger-mile The transportation of one person for a distance of one mile. Streetcar Often referred to as a trolley. Rail vehicles operating in mixed traffic on streets, similar to local buses. Streetscape The space between the buildings on either side of a street that defines its character. In some cases the transit vehicle reverses direction at the terminal station. In other cases, the transit vehicle proceeds directly to a yard (without passengers) after stopping at the terminal station. TFCA Transportation Fund for Clean Air Threatened and An “endangered” species is one that is in danger of Endangered Species extinction throughout all or a significant portion of its range.
