PSA Negros Occidental being the largest province in Western Visayas, successfully conducted the 2020 Census of Population and Housing (2020 CPH). The office was also able to pre-register in the Philippine Identification System (PhilSys) a total of 834,766 individuals in the last quarter of 2020.

ROLL-OUT OF STEP 1 REGISTRATION

The Philippine Identification System (PhilSys), established by RA 11055 or “PhilSys Act,” is a single digital foundational identification system for all citizens and resident aliens of the Republic of the Philippines. PhilSys aims to provide a valid proof of identity to Filipinos and to improve their lives by making public and private sector services more accessible, secure, and responsive to their needs. From the last week of September to October 2020, PRO- PSA RSSO VI and PSOs conducted series of trainings for personnel prior to Step 1 registration. A total of 954 Step 1 Registration PhilSys personnel were hired which is comprised of 166 Registration Officers I (or data collectors), 787 Registration Officers II (or field supervisors), and 76 reserve staff.

At the end of 2020, a significant milestone in PhilSys Step 1 Registration was achieved as the nationwide target of 9 million individuals was breached, registering more than 10 million individuals from low-income households. Region VI surpassed also its 100 percent mark, registering 2,072,771 individuals (103.24%) from the four priority provinces in Region VI (Antique (105.50%), Capiz (108.14%), Iloilo (107.83%), and Negros Occidental (97.55%)).

PREPARATORY AND COORDINATION OF STEP 2 REGISTRATION

At the end of 2020, nearly all LGUs (93%) in the four priority provinces in Region VI had signed the MOA for LGU-based Registration Centers with eight (8) remaining LGUs from Iloilo. Registration kits were also successfully received by the PSOs from 2-3 November 2020 in coordination with the Unified Commands of the Armed Forces of the Philippines. Registration kits were stored in areas under maximum security, undergone hardware check, and installed with RegClient System. 2020 CENSUS OF POPULATION AND HOUSEHOLD

2ND LEVEL TRAINING The Second Level Training is one of the pre-enumeration activities of the region prior to the conduct of 2020 CPH Enumeration, conducted last 20-25 July 2020 at Seda Atria Hotel, Iloilo City in order for the participants to be equipped in field operation strategies and processes, and learn census concepts, definitions, and standardized instructions and guidelines. VIRTUAL PRESS CONFERENCE PSA RSSO VI OIC Marlene Y. Alviar led the Virtual Press Conference for the 2020 Census of Population and Housing on 28 August. The event was attended by 35 participants from media, regional line agencies, academes, and LGUs and PSA provincial offices. OIC Alviar gave message and the overview of the 2020 CPH. REGIONAL CENSUS COORDINATION BOARD The Regional Census Coordination Board (RCCB) was created to ensure systematic coordination of government agencies and instrumentalities involved in the conduct of census. The series of meetings were conducted to give updates of the schedule and timetable of activities of the 2020 CPH. RCCB was created to ensure smooth operation of the conduct of 2020 CPH, and to seek assistance and support in relative to the census enumeration.

ENUMERATION Enumeration operations started nationwide on 1 September 2020. More than 9000 field personnel were hired and deployed by the Provincial Statistics Offices in Region VI for data collection on the population and housing characteristics. Despite several lockdowns due to COVID-19 pandemic, enumeration was successfully completed in December 2020.

2020 CENSUS EVALUATION SURVEY Census Evaluation Survey for the 2020 CPH was conducted in response to the need to analyze and evaluate the results of the 2020 CPH in selected areas nationwide. It has three (3) major phases, namely: (a) Main Survey; (b) Processing/Matching, and (c) Follow-up Survey. In the region, a second level training was held last 07-09 October 2020. Selected enumeration areas were drawn from Aklan, Antique, Capiz, Iloilo and Negros Occidental.

In 2020, PSA RSSO VI co-chaired and acted as the secretariat for the Regional Statistics Committee (RSC) VI. The committee had convened four (4) quarterly meetings held on 05 March, 24 June, 14 August and 09 December, with an average attendance rate of 78.8 percent. 31st NATIONAL STATISTICS MONTH

The National Statistics Month (NSM) celebration aims to promote awareness and appreciation of the importance and values of statistics to the different sectors of the society, and to elicit cooperation and support of the general public in upgrading the quality and standards of statistics in the country. PSA RSSO VI spearheaded the conduct of activities for the 09 October- 31st NSM Opening Ceremony 31st National Statistics Month. The 2020 theme was, “BRIDGING DIGITAL GAPS: MAKING INFORMATION AVAILABLE TO ALL”. Due to restrictions brought by the pandemic, all activities for the National Statistics Month were held online. PSA RSSO VI also spearheaded the conduct of the 31st NSM Opening and Closing Ceremonies, World Statistics Day Celebration in Western Visayas and the Statistical Infographics Contest. More NSM activities are Statistical Infomercial Contest, Statistical Page Contest, and conduct of Webinars related to appreciation of statistics. PSA RSSO VI joined and placed second in the 31st NSM Statistical 09 October- 31st NSM Opening Ceremony Infomercial Contest.

In February, officials of PSA RSSO VI attended a number of invitations to mass wedding activities within Panay and Guimaras Islands. In the Municipality of Ajuy and Local Government Unit of Balasan on 14th February, PSA RSSO VI CRASD Chief William G. On 21 February, in observance of the Civil Registration Month celebration, PSA RSSO VI conducted a Registration Symposia at Jalandoni Memorial National High School. CRASD Chief William G. Jaro and Registration Officer IV Mary Grace D. Dorilag gave brief discussion regarding the Concepts on Civil Registration Laws such as RA 9048, RA 10172, RA 9255, RA 10625 and Vital Statistics in Western Visayas.
