PUNJAB Flood Situation as of 12-9-2014

Punjab Flood Forecast as of 12-9-2014 Rain-thundershowers are expected at isolated places in Gujranwala, , Sargodha, , Faisalabad, Mandi Bahuddin and divisions.

Damage Reported (1600hrs: 11 Sep 2014- 0800hrs: 12 Sep 2014) Incidents related to heavy rain and flooding, the death toll reaches approx. 179 and more than 350 others injured in different cities of Punjab including Lahore, Faisalabad, Chiniot, Sialkot, Gujranwala, Okara, Kasur, , Sheikhupura, Mandi Bahauddin, Narowal and Gujrat.

District Situation Jhang More than 200 were inundated due to breach in Payala embankment. Hundreds of acres of land and 15 villages of Tehsil Shorkot, near River Chenab Catchment areas are also inundated. Pak Army flood relief operation continues in Athara Hazari, Ahmed Pur Siyal and Shorkot River Catchment areas.

Road Abnormalities District Roads Situation Jhang Jhang - Bhawana road is closed due to flood water. Jhang-Bhakkar, Jhang-Khusab, Jhang- Muzaffargarh, Jhang-Shorkot and Jhang-Multan roads are closed for all type of traffic due to breach in Athara Hazari Embankment. Multan Multan-Layyah road is closed at Chowk Azam due to possible flooding. Alternate route is Multan Muzaffargrah-Layyah. Hafizabad Hafizabad-Gujranwala road is close for traffic near Chatta, as the bridge on upper Chenab canal was damaged due to flooded water. Chiniot Jhang road near Ramzan Sugar Mills is closed due to flood water. Rajanpur/RY Khan The access between Rajanpur and RY Khan is possible through Guddu and Ghazi Ghat only. Areas Likely To Be Affected District Updates Multan The district administration has prepared a contingency plan to breach the embankments of Head Muhammad Wala and Head Sher Shah to save the Multan city and advised evacuation from River Chenab catchment areas (Qasim Bela and Shah Pur Lama). Multan-Muzaffargarh road is likely to be inundated. Army Troops have also been deployed in catchment areas. Muzaffargarh Due to possible breach of Sher Shah Embankment, the district administration has issued flood and evacuation warnings in the River Chenab Catchment areas (Lal Pul, Chak Phiphara, Doaba, Rohari and Nawab Pur) administration has issued flood and evacuation warnings in River Catchment areas. PRCS Response to Floods 2014 Updates as of 12-9-2014

A. NHQ: To respond to the situation NHQ took lead to coordinate with the branches and monitor the situation. So far PRCS NHQ has done the following: 1. At National Level, the Operational Room has been made functional to coordinate with PRCS Provincial/ Regional Branches, Movement Partners and other line departments, while logistics and other necessary arrangements are being harmonized. 2. PRCS website and DMIS is being updated on regular basis. 3. A Rapid Assessment Team of NDRT had completed the assessment of Sialkot and Narowal and come up with the following recommendations:-  Provision of Food Items and Non Food Items except tents.  Medical health units have been deployed in the field by health department, however, ambulances are required along-with antmedicines of skin, acute respiratory, malaria etc.  For clean draining water, Aqua tabs are required. 4. While another team has been deployed for rapid assessment of flood affected areas of district Jhelum, Gujrat, Gujranwala, Mandi Bahauddin and Lahore and found that District Govt. is capable of dealing with the situation therefore no intervention required.

B. AJK: Keeping in view the disaster situation the PRCS AJK State Branch is in close coordination with SDMA and has deployed two assessment teams for District Bagh, three assessment team in Poonch, one assessment team in Kotli and one assessments team in Sundhati. In addition to this the district wise activities/response actions taken by AJK branch are as follows:

1. District Muzaffarabad  Coordination with the State Disaster Management Authorities and district branches and the volunteers.  Emergency operation center has been functionalized to coordinate with the stakeholders and PRCS District Branches and NHQ.  Deployment of BDRT/NDRTs in District Poonch, Bagh and Haveli  The distribution of shelter and Non Food Items to seven affected families has done. District Bagh  Rapid assessment done in UC Dharry, Bagh  The distribution of emergency shelter and Non Food Items has done to the 86 x affected families of district Bagh. 2. District Poonch  The distribution of No- Food Items to 53 affected families done.  District Office of MRE Hajira is declared as base camp of PRCS and 2 teams each comprised of four members deployed to operate (assessment & distribution) from base office Hajira. 3. District Haveli  Four BDRT is being deployed  MRE District Supervisor is coordinating with District Administration. 4. Current Field Structure  Two functional district branches of Bagh & Neelum MRE Offices at Poonch, Haveli, Bhimber and Kotli 5. Identified Needs  Emergency Shelter (Tents and Tarpaulin Sheets)  Non Food Items (Kitchen Set, Hygiene Kit, Blankets)  Food Package (1 month Package) and Mobile Health Units

C. PUNJAB: PRCS Punjab Provincial Branch together with its District Branches of Sialkot, Narowal and Gujrat is actively engaged in assessing the situation. The activities carried out by Punjab branch are as follows:  Four teams are being deployed in the field for rapid assessment.Each team comprised of 1 x NDRT member alongwith 2 x trained volunteers. The teams are deployed as under for the assessment of areas:  Team – A Jhang & Chiniot  Team – B Narowal, Sialkot, Gujrat, Gujranwala  Team – C Hafizabad and Mandi Bhaudin  Team – D Multan & Muzaffargarh  PHQ dispatched 300 food packs of 22 kg from own have distributed in affected areas of Sheikhupura.  The distribution of Non-Food Items to 250 x affected families of Sialkot has been done.  Assessment for 250 food packages is in process in District Chiniot.

D. Gilgit Baltistan: On request of Gilgit Disaster Management Authority, PRCS GB Branch has provided relief assistance of 20 tents, 440 blankets, 140 Plastic Sheets, 70 Kitchen Sets and 70 stoves to 70 snowfall affected families of Daiosai, District Astore.  Lifesaving relief food assistance (58% families of targeted caseload) along with preventive nutrition ration.  Emergency livestock support (75% families of targeted caseload); Livestock feed/fodder (70% families of targeted caseload); Animal shelter (93% families of targeted caseload)  Cash Transfer programming (64% families of targeted caseload).

Response

 In the July round, WFP assisted 42,899 families (536,238 individuals) with 3,895 MT of food in Bannu, D.I. Khan, Lakki Marwat, FR  Bannu camp and Kurram Agency. About  55,249 families in total have received assistance in June and July 2014.  FAO provided 100,000 doses of Peste des Petits Ruminants vaccine to the provincial  Livestock and Dairy Development Department

Health Situation Needs

 Emergency Primary Health Care including communicable disease surveillance and control, emergency obstetric care and treatment of children with severe acute malnutrition with complications.  Measles and Vitamin A supplementation campaigns.  Critical human resources, equipment and capacity gaps in MNCH and routine EPI services.  Support to overburden health facilities.

Response

 Provided 49 Emergency Health Kits covering 441,000 people, 7 Diarrhoeal Disease Kits for estimated 7,000 moderate to 700 severe diarrhoeal interventions, 15 doses of anti-Leishmaniasis treatments to Women and Children Hospital, Bannu.  Vaccinated 7,133 under two years children with multiple antigens and 947 pregnant women against tetanus.  Implemented Minimum Initial Service Package for Reproductive Health services, establishment of referral mechanism and distribution of RH kits along with support through additional female health care providers.

Logistics Situation Needs

 Logistics Cluster support is required to augment existing logistics infrastructure for the timely delivery of essential relief items.

Response

 Transported 2,388 m3 and stored 1,044 m3 of relief cargo for partners.  Loaned and erected 8 mobile storage units for 3 different organizations.  Trained 18 participants from 11 different organizations in assembling prefabricated warehouses.

Nutrition Needs

 Strengthening of integrated outreach services, through Lady Health Worker programme and promotion of breastfeeding.  Active screenings and referrals of children < 5 year at community level.  Stabilization Centres to support malnourished children who have medical complications.

Response

 30 health facilities in Bannu District and 10 health facilities in DI Khan district provided CMAM services.  20,511 families and 41,022 children (6-59 months) are assisted under Blanket Supplementary Feeding component of Nutrition with 102.555 MT of distributed Corn-Soya Blend.  Stabilization Centres established in Maternal and Child Hospital.

Shelter Needs

 NFI provision to all displaced families.  Cash rental assistance.  Temporary shelter construction assistance in overcrowded host communities.  Cash assistance to host communities hosting most vulnerable displaced families with houses requiring basic repair.

Response

 Distributed 51,473 NFI kits.  Distributed 38 shelters and 156 emergency shelter kits.

 Government has disbursed PKR 358,236,000 (US$3.6 million) to 29,853 families.

Protection Needs

 Registration, grievance desks/legal counselling, protection monitoring, legal assistance and humanitarian communication.  hild Protection activities including protective spaces, psycho social support referral and response to child protection cases, tracing/reunification/ alternative care for unaccompanied children/separated children.  Provision of life saving GBV prevention and response to various kind of GBV including rape, early marriage, trafficking among others. Also enhancing access to basic services including reproductive health care.  Protection services targeting older persons and persons with disability.

Response  Registration support to FDMA (2nd phase registration) in Bannu and Peshawar.  Protection monitoring capturing persons with specific needs including unregistered families.

 CPWC established child protection help desks and helpline responding to various child protection cases, as of the end of July more than 1,300 child protection cases identified.  Five static child-friendly spaces established, 13 mobile outreach child-friendly space operational, in total attended by 153 children (83 boys/70 girls) and 31 women. Five child protection committees were also established. Three child protection cases referral was made.  The members of GBV sub-cluster have been responded through advocacy on GBV messages to other clusters, and distribution of hygiene and dignity kits.

Water, Sanitation and Hygiene Needs

 Most of the displaced are residing with the host community and some of them are residing in government schools.  Displaced people have insufficient access water of appropriate quality & quantity for drinking, cooking and maintaining personal hygiene.  Displaced people have limited access to toilets that are culturally appropriate, secure, sanitary, user friendly and gender appropriate.  Displaced people need to receive critical WASH related information to prevent water borne diseases, especially diarrhoea.

Response

 Provided safe drinking water to 220,441 displaced individuals through water tankering, rehabilitation of water supply schemes and installation of hand pumps and household water treatment.  Rehabilitation and construction of sanitation facilities for 38,826 displace families residing in schools and host communities.  Critical hygiene kits provided to 31,955 displaced families.
