0.1 Roll Call

It was determined that there were ten (10) delegates personally present. It was agreed to assign, for the Continental Assembly only, ten proxies to them and four proxies to four non-Asian delegates for a total of 24 present personally and by proxy. It was determined that there was a quorum of 50% of 48 members, not counting Saudi Arabia and East Timor which were not yet admitted into FIDE.

1. Administrative Matters

1.1 Report of the President

The Continental Assembly (CA) approved the report of Asian Chess Federation President Sheikh Sultan bin Khalifah Al Nahyan in Annex 1.

1.2 Treasurer’s Report

The CA approved Treasurer’s Report by ACF Treasurer Mehrdad Pahlevanzadeh in Annex 2 with Notes to the Accounts in Annex 3.

1.3 Affiliations

CA welcomed the Saudi Arabia Chess Federation and the East Timor Chess Federation into the Asian chess family. Asian Assembly requests FIDE that their admission be confirmed at the FIDE Extraordinary GA in Tallinn in order for them to be able to vote in the elections in Tromso 2014.

1.4 FIDE Electoral Commission

On nomination by Sheikh Sultan, seconded by Mr. Leong, CA unanimously elected Mr. Bharat Singh of India as Asian representative to the FIDE Electoral Commission for the FIDE elections in Tromso 2014.

1.5 FIDE Office in Sharjah

CA welcomed the report in Annex 4 by Sheikh Saud Bin Abdul Aziz Al Mualla of the letter in Annex 5 from the UAE General Authority of Youth and Sports approving the FIDE Office in the new Sharjah Chess Club.

1.6 Proposed Amendment to Statutes

CA approved amendment to have one woman on the ACF Presidential Board effective 2014 Asian Continental Assembly. Add to 12.1 At least one member of the Presidential Board shall be a woman. Sheikh Sultan welcomed the suggestion by Mr. Geoffrey Borg to add the woman to the ticket.

CA noted the guideline to Asian federations that, just as proxies for the Zone should be from within the Zone, effective 2014 proxies for use in the Asian Continental Assembly may be assigned only to delegates from federations within the Asian Continent, unless it is necessary to obtain a quorum.

2. Tournaments and Matches

2.1 Asian Calendar

CA noted the calendar in Annex 6. Asian Chess Federation thanks the organizing Federations. ACF will conduct inspections and enter into agreements about conditions with future organizers of attached Calendar events.

2.2 Penalty for withdrawal from organization

On proposal by C. Abundo, amended by Mr. D. V. Sundar of India, CA approved a deposit fee of $2,000 for each event which will be forfeited in case a federation does not organize the event.

2.3 Asian Continental Championship 2014

CA noted that FIDE regulations stipulate that the minimum prize fund for the Asian Continental is $50,000 for the Open and $25,000 for Women.

2.4 Asian Club Champions League 2014

ACF Secretary General Hisham Al Taher proposed new format - seven Zone club champions in addition to the host club to meet in a single round robin among eight teams. The 2014 Asian Club Champions League second edition shall be organized 17-25 April 2014 in Al Ain, UAE. Zones are urged to conduct selection tournaments or base by rating of FIDE country rank.

2.5 Asian Children’s Championship Under-6, 8, 10, 12

The Uzbekistan Chess Federation shall organize the Asian Children’s Championship Under-6, 8, 10 and 12 from 20-29 June 2014 in Tashkent.

2.6 Asian Youth Championship Under-14, 16, 18

The All India Chess Federation shall organize the Asian Youth Championships Under-14, 16 and 18, dates and city to be announced.

2.7 Asian Schools Championship

The 2014 Asian Schools Under-7, 9, 11, 13, 15 and 17 shall be organized by the Chinese Taipei Chess Association 7-14 July 2013 in Taichung, Chinese Taipei. CA noted that there was a schedule conflict with Ramadan and the host federation shall be so advised.

2.8 Asian Championship

The Yemen Chess Federation shall organize the Asian Juniors 22-29 August 2014 in Sana’a.

2.9 Eastern Asia and Western Asia Youth Championships

On proposal of ACF Deputy President Casto Abundo, CA approved two new events in order to provide more chances for participation and opportunities for FIDE titles – Eastern Asia Youth for Zones 3.3, 3.5 and 3.6, and Western Asia Youth for Zones 3.1, 3.2, 3.4 and 3.7. In Annex 7, the historical Analysis of Participating Countries shows clearly that smaller federations join when the event is held in nearby countries.

CA awarded organization of the Western Asia Youth to Sri Lanka and the Eastern Asia Youth to the Philippines. Regulations shall be similar to Asian Youth.

3. Other Matters

3.1 Asian Chess Academy

The Asian Chess Academy has been established with FIDE approval, to conduct Trainers, Arbiters and Organizers Seminars and management. The ACF has acquired rights to the ASEAN Chess Academy syllabus by IM Jovan Petronic and the curriculum by GM FST Efstratios Grivas which will be disseminated to Asian Chess Federation Academies and to federations. Following the first Academy in Al Ain, the ACF supported the establishment of an Oman Chess Academy. The aim of the ACF is to have Academies in chess centers around Asia starting with one Academy per zone.

As approved by the FIDE Trainers Commission, the ACF conducted Trainers Seminars in November 2012 by GM Efstraios Grivas and another in December 2012 by GMs Ashok Petrosyan and Alesander Beljavsky in Al Ain, 21-25 May 2013 in Manila, Philippines and 22-26 June 2013 in Sari, Iran by GM/FST Efstratios Grivas. Trainers Seminars were also held 20-22 September 2013 in Hong Kong. Coming Trainers Seminar is scheduled 20-27 December 2013 in Al Ain, UAE.

The ACF supported FIDE Arbiters Seminars in 27-30 November 2012 in Al Ain, 2-6 June 2013 in Kuwait City, Kuwait and 2-6 June 2013 in Osh, Kyrgyzstan. Another Arbiters Seminar is scheduled 21-27 December 2013 in Al Ain, UAE.

Annex 8 is the flyer for the Asian Chess Academy.

3.2 Asian Chess Web Site

ACF invites all federations to submit national news and photos for publication on the web site www.asianchess.com with webmaster Arvind Aaron of India at [email protected] .

3.3 Asian Chess Awards

ACF shall conduct an Asian Chess Awards. The criteria will be events in the one year period from 1st November to 31 st October for the following categories. Nominations should reach the President before Nov 15th of each year. The categories are:

• Asian chess Man of the Year • Asian chess Woman of theYear • Asian chess best player of the year (category male) • Asian chess player of the year (category female)

• Asian chess best player under 14 boys • Asian chess best player under 14 girls • Asian chess coach of the year • Asian chess Arbiter • Asian chess Organizer of the Year • Asian Chess federation of the Year for best competition organizer (level of standard) • Asian Chess federation of the Year (technical wise) best results in both world and Asian championship medals

The Asian Chess Federation president shall consider all nominations and proposals by federations and expert opinion for approval.

3.4 Committees

ACF shall establish Committees for: Development, Competition, Arbiters, Top Players, Talented Junior Players, Media, Marketing, Women and Seniors, Schools and Universities.

3.5 Mission Statement

ACF Secretary General Hisham Al Taher proposes to have an Asian Chess Federation Mission Statement. CA authorized the President Sheikh Sultan to approve the Mission Statement.

Asian Chess Federation is pleased to report the resurgence of chess activity in the countries above. ACF assisted the Saudi Arabia Chess Federation with its formation and application with FIDE, donated prize fund for six tournaments in different regions in Saudi Arabia, donated and in Arbiters Seminars there with the aim of opening chess potential in Saudi Arabia.

ACF is also helping the Timor Leste Chess Federation and the Oman Chess Federation in their formation. Sheikh Sultan had visited Oman last year and ACF sponsored a seminar for school teachers in coordination with the Ministry of Education and Minister of Sports and Youth, and donated chess equipment. As a result chess will be introduced in 60 Omani schools, five schools in each of 12 provinces. Sheikh directed ACF Secretary General Hisham Al Taher to follow up and the Ministry promised inclusion of chess in their budget for the next fiscal year.

The President, Sheikh Sultan bin Khalifah Al Nahyan, gave the awards at the Asian Indoor and Martial Arts Games June 2013 in Incheon, South Korea and met with the President and delegates of the Korean Chess Federation. We are now working on chess in North Korea.

Sheikh Sultan also visited Kyrgyzstan with the FIDE President and attended their GA meeting and tournament and met with their new president, donated chess equipment and agreed to support their Zonal tournament in Osh.

Sheikh Sultan attended the FIDE Presidential Board meeting in Baku, Azerbaijan.

The President directed Hisham Al Taher to Singapore to visit ASEAN, Laos and Cambodia together with FIDE General Secretary Ignatius Leong. Mr. Al Taher also visited the Saudi Arabia Chess Federation and the where he met with the Japan Olympic Committee.

To further this program, the ACF shall establish Asian Chess Academies, conducting seminars with FIDE titles for Trainers, Arbiters and Organizers. Attached is the flyer for your perusal. The ACF Academy conducted Trainers Seminars in Manila, Philippines, in Sari, Iran and in Hong Kong.

This past year, the Asian Chess Federation has held all the tournaments in the Asian calendar.

Asian Chess Federation supported the organization of Zonals and we thank the organizing committees of the Zonal Championships.

ACF also supported the new tournament 1 st West Asian Zone 3.1 Club Cup Team Championship 16-24 March 2013 in Amman, Jordan as qualification to the Asian Club Champions League.

In accordance with ACF policy to spread development, more federations were actively organizing events such as the Asian Junior and Girls by the UAE Chess Federation, the Asian Continental Open and Women’s in the Philippines, the Asian Youth Championship by the Iran Chess Federation.

In Asia chess has regularly been part of Olympic Council of Asia activities. This year, chess was in the Asian Indoor and Martial Arts Games in Incheon, Korea and will be in the Southeast Asian Games this December in Yangon, Myanmar.

Development of the youth continued with the record participation in the Asian Schools and we congratulate the Sri Lanka Chess Federation for its excellent organization.

Asian Chess Federation continued donation of chess equipment and gave chess clocks and sets to Maldives, Mongolia, Laos, Cambodia, Chinese Taipei and Myanmar.

Notes to Accounts of Asian Chess Federation

Deficit of expenses over revenues was covered by the ACF President.

The ACF assists organizing federations to make a tournament popular with the aim of eventually making the event self-supporting.

1. Financial Assistance to Asian tournaments shall be dependent on revenue from registration fees.

2. Budget of assistance to 2014 Asian Youth shall be divided between the Asian Children’s Under-6, 8, 10 and 12 championship and the Asian Youth 14, 16, 18 championship.

3. Trainers Seminar in Tajikistan was for the Lecturer and for participants from neighboring countries.

4. Financial support to Arbiters’ and Trainers Seminar was for the participation of students from several countries, namely Palestine, Yemen, Lebanon, Syria, Iraq, Singapore and Jordan.

5. Chess equipment 2012 donations were for Saudi Arabia, Yemen, Iraq, Uzbekistan, Bangladesh, Sri Lanka, Nepal and Maldives.

6. Chess equipment 2013 donations were for Mongolia, Laos, Cambodia, Chinese Taipei and Myanmar.
