Message

In upholding its vision of a progressive Philippines anchored on science, the Academy in 2005 held a series of roundtable discus­ sions and scientific forums in such issues as forensic DNA tech­ nology, popul'ation, biotechnology, Philippine agriculture., and other i concerns important to the lives of our fellow . Recogni· tion was also given to men and women of science who gave countless hours and exert.e,d much effort to advance science and technology in the Philippines.

2005 also witnessed the Academy's gathering of experts from the universities, research institutes, governme.nt agencies and the business sector to prepare a strategic master plan for the xr••••••.. Philippine agricultural and natural resources sector called Philip· pine Agriculture 2020, supplemented by specific industry cluster plans. Spearheaded by the Agriculture Sciences DiVision, PA 2020 was reviewed by all the other Divisions and will be presented to the Executive and Legislative Branches of the government for their approval and execution in 2006.

The Academy underwent a transition this year as we, the new set of officers, assumed our posts in the last quarter of 2005. Thus., most of the accomplishments we present in this Report must be credited to the hard work of the previous Council, under the strong and capable leadership of Acd. Perla D. Santos Ocampo, as well as to the contributions of all the members of the Academy and the support of our able Secretariat. Following in their footsteps, we will endeavor to lead the Academy to become a stronger force in the national and international sci­ ence community.

Through this Report, I invite you to join us in celebrating the accomplishments of 2005 and in making the next years a more productive era for science and technology in the Philippines.

Executive Summary

As the highest advisory and recognition body on science and technology, the National Academy of Science and Technology considers it an honor and a great responsibility to report on the achievement s of t he Academy for 2005.

The Academy persevered to fulfill its advisory function through relevant activit ies. Recom mendations emanating from the different advisory activities, like roundtable discussions, legislJtive fora, information fora, were forwarded to concerned agencies for appropriate actions. Topics like rabies, virgin coconut oil, bioremediation of mining wastes, forensic DNA technology, human genome, biotechnology and GMO, and population were taken up.

Highlighting the activities in 2005 is the 27th Annual Scientific Meeting with the theme, " Philippine Agriculture 2020: A Strategy for Food Security, Global Competitiveness, Sustainability, Justice and Peace." The discussions during the plenary sessions were focused on achieving a Ph ilippine agricult ure that is market-driven, private sector-led, with the government facilitating the institutionalization of macro, sectoral/ subsectoral policies, infrastructure development and avenues for convergence via good governance. More than 600 stakeholders participated in t he two-day affair.

Under the NAST's Recognition Function, Academician Ricardo M. Lantican was conferred the order of National Scientist by President Gloria M. Arroyo for his outstanding contributions to science. Dr. Caesar A. Saloma was elected as Academician . The whole scientific community was saddened by the demise of National Scientist Alfredo V. Lagmay of the Social Sciences Division. A necrological service at the DOST and a state funeral was held in his honor.

Young scientists were given due recognition for their significant contributions to Philippine science and technology through the Outstanding Young Scientist Awards, TWAS Award for Young Scientist in the Philippines, and NAST­ DuPont Talent Search for Young Scientist. On the other hand, the NAST-Hugh Greenwood Environmental Science Award and the NAST-LELEDFI Award for Outstanding Research in Tropical Medicine were given to exemplary researches on environment protection and on tropical medicine, respectively.

The four monographs published served as resource materials for the studies undertaken by the Academy through its roundtable discussions and various fora.

To strengthen its linkages, Academicians attended and participated in international and local fora. Academicians also actively participates as board members of some international organizations.

The Biotech House, one of the major attractions in the Bioteknolohiya! exhibits was completed in 2005. It showcases the different biotechnology products that are commonly used in an ordinary household. The new exhibit was made possible through the generous support of government agencies and private sector.

The year 2005 also marked the turn-over of NAST leadership with the election of Acad emician Emil Q. Javier as NAST President. He replaced Acd. Perla D. Santos Ocampo who served as NAST President for two terms (1999- 2002, 2002-2005).

The achievements and accomplishments of t he Academy and the individual Academicians would not be possible without the unstinting support and enduring trust of the scientific community, the Department of Science and Technology, other government agencies and the private sector. RECOGNITION FUNCTION

The Academy recognizes and provides incentives to Filipino scientists for outstanding achievements in scientific research and development. NAST, through its Recognition function, has contributed significantly in promoting and fostering excellence in science and technology research in the country.

Awards

National Scientist Rank and Title The cont erment of the Order of National Scientist by the President of the Republic of the Philippines is the highest honor given to a Filipino man or woman of science. Nominees should receive 60% of the votes of the full membership of the Academy before being recommended to the President of the country for the honor.

On 05 December 2005, Dr. Ricardo M. Lantican, renowned expert in plant breeding, was conferred the Order of National Scientist by Her Excellency Gloria Macapagal-Arroyo at Malacafian Palace

Since 1978, the Academy has been able to produce 30 National Scientists. Of this number, only 11 are living. A Progressive Philippines Anchored on Science 7

DR. RICARDO M. LANTICAN 's pioneering scientific works in plant breeding have had worldwide significance, impact and applications . His works on field legumes, started in the 1950s, resulted in the development and release of more than 20 improved varieties of mungbean, soybean, and peanut. Outstanding mungbean variet­ ies characterized by the combination of a novel plant architecture, elevated yield levels, and better resistance to important pests, have become the varieties of choice by farmers, not only of t he Philippines but also of farmers t hroughout Asia, including Thailand, Taiwan, Vietnam, Indonesia, Myanmar, South Korea, Sri Lanka, In dia, Bangladesh and China.

A work with a colleague and a graduate student was the first in the world to show the extra-nuclear inherit­ ance of susceptibility to Southern leaf blight in maize. Agricultura l scientists in the USA acknowledged t hat attention to such work could have averted the millions of dollars loss in their corn industry in 1969. Subsequent hybrid seed production worldwide relied on the Philippine experience. It also created a renewed worldwide awareness of the vulnerability of genetically uniform crops to pests and diseases, thus stimulating interest in conserving genetic diversity.

He was also involved in strengthening the R&D capability in the Philippines and to some extent in Southeast Asia by being one of the founders of two national research and development centers, as director of research of UPLB and of the Institute of Plant Breeding, UPLB and as Undersecretary for R&D of the Department of Science and Technology. As a professor of agronomy and plant breeding, he has trained many of the leaders in crop science and plant breeding in the Philippines and other Asian countries.

Membership in the Academy Academicians and Corresponding Members Election to the Academy is by peer recognition and carries with it the title of "Academician." Resident Filipino scientists elected as Academicians shall have demonstrated and earned distinc­ tion in independent research and significant innovative achievements in the basic arid/or applied sciences as manifested by their published works in recognized scientific and technical journals. Corresponding membership may be conferred on non-resident Filipino scientists who have made exemplary contributi ons to the advancement of science and technology. Aside from possess­ ing the same qualifications as the Academicians, corresponding members must have continuing connections and contributions to Philippine science. They shou ld regularly come to the Philippines to practice their fields of expertise. Filipino citizenship and residency are waived as long as the first three qualifications are met. This year's newest member, Dr. Caesar A. Saloma, Professor of Physics at the University of the Philippines, was elected to the Academy and was con ferred the title of Academician during the investiture ceremony held on 14 July 2005 at the Manila Hotel.

CAESAR A. SALOMA, Ph.D. Physics University of the Philippines Diliman In recognition of his outstanding researches and accom· plishrnents in the field of instrumentation physics that resulted in the development of new techniques and methods of mea­ suring physical signals, signal sampling and reconstruction. A new method using a cheo1per laser light source in multidimen­ sional microscopy that produces high-quality images of dam­ aged semiconductor sites developed by his team could lead to lower production cost of integrated circuits and prevent losses in semiconductor industries. His scientific and technological works on biological and statistical physics, optical instrumentati on, laser microscopy and microscope design, optical beam propagation and ligh t interaction with matter, computational physics, information processing and signal recovery have been nationally and inter­ nationally recognized. For his significant contributions in that were achieved under comparatively unfavorable conditions, he received the 2003 Galileo Galilei Award from the International Commission for Optics. His inter-est in the dynamics of complex adaptive systems has led to his investigat ions on real escape panic in mice that are escaping from a pool of water which was fea· tured in a number of intern ational science magazines and news programs. His dedication and effort to train younger Filipino physicists as Director of the National Institute of Physi cs, University of the Philippines is manifested in the increase in student population and 1- apid development of the NIP graduate programs, number of PhD and MS graduates, as well as number of NIP publications in ISi-abstracted journals. Honorary Membership To recognize exceptional outstanding contributions to science and technology, the Academy established the Honorary Membership which may be conferred on recipients of internationally recognized prestigious scientific awards such as the Nobel Prize, the Food Prize and the like, who come to the Philippines to deliver a lecture for the Academy. Dr. Norman Borlaug, the Father of the Green Revolution and Nobel Peace Prize Awardee, is an Honorary Member of the Academy.

The Outstanding Young Scientist (OYS) Award The Outstanding Young Scientist Awards are given to young Filipino scientists who have made significant contributions to science and technology. The awardee must not be more than 40 years old on the day of the awarding. The OYS Awardees for 2005 were:

MARIO JUAN A. AURELIO, Ph .D. (Structural Geology and Tectonics) School of Graduate Studies, Mapua Institute of Technology and Mines and Geosciences Bureau, Department of Environment and Natural Resources

In recognition of his scientific and technological achievements in structural geology specifically in the study of Philippine natural disasters such as earthquakes, volcanic eruptions and recurrent flooding. His researches addressed specific problems in the field of energy resources caused by geologic structures and have shown that detailed structural studies are basic prerequisites to t he planning and management of explora­ tion and development programs in the country and in other parts of the world.

JULIE F. BARCELONA, Ph.D. (Botany) National Museum of the Philippines

In recognition of her outstanding contributions to t he field of biology specifically on plant systematics. Her studies on the ferns and rafflesias are botanical landmarks that provide information significant to documentation and research on Philippine floral diversity. Her discovery of new species of Rafflesia, a genus of large-smelly-flowered parasitic plants, l1as placed the country in the center of interest and active research on unique and largely unknown and endangered species. She has also prepared and main­ tained the most complete and updated database of pteridophytes (ferns and fern allies) collected in the Philippines since the early 1800s which is the most powerful resource in biodiversity conservation in this plant group in the Ph ilippines.

RICARDO C.H. DEL ROSARIO, Ph.D. (Mathematics) Department of Mathematics University of the Philippines Diliman

In recognition of his outstanding scientific research in the field of mathematics that made him one of the few foremost experts in the country in the area of applied numerical analysis, scientific computations and control theory. His cutting-edge research on smart materials as applied to shell dynamics was an outstanding application of his expertise in mathematical modeling and simulation. The impact of his expertise in the area of applied mathematics can be seen in the rapid developmen t in the Math Depart-· ment of UP Diliman of applications that cover problems in other disciplines such marine science, biology, and chemistry. · lO A Progressive Philippines Anchored on Science ---+------MA. REGINA M. HECHANOVA, Ph.D. (Industrial/Organizational Psychology) Department of Psychology Ateneo de Manila University In recognition of her contributions to t he field of Industrial/ Organizational Psychology especially in understanding the dynamics and meaning of WORK in the Philippine setting. Her researches focused on Filipino workers as they go on expatriate assignments; as they combine job and family; as they respond to new technology and learn best practices. Moreover, she used partnerships and media to bridge the gap between research and practice.

RONALDO B. MACTAL, Ph.D. (History) Department of History De La Salle University- Manila In recognition of his exemplary researches on different periods, themes, and issues in Philippine history-from local history, to public health, to imperialism during the Philippine revolution, to our diplomatic history. Besides excellence in his field, he is unique in t he use of readable Filipino in almost all his writings. Such an unusual gift has enabled him to share his scholarship in Philippine history with school teachers and the public at large.

FELIX EDUARDO R. PUNZALAN, M.D. (Cardiology) Department of Medicine UP College of Medicine In recognition of his significant research contributions to cardiology specifically in the improvement of cardiovascular health (both preventive and curative). His research on Low Density Lipoprotein Receptor (LDLR) Gene Mutation among Filipinos with FamWaf Hyperchofesterofemia has important implications in the approach to management of patients with hypercholesterolemia that involves family members. He was also responsible for the first documented local genetic research on a cardiovascular topic that received recognition from the Philippine Heart Association.

JOHN DONNIE A. RAMOS, Ph.D. (Molecular Biology/Immunology) Research Center for the Natural Sciences University of Santo Tomas In recognition of his significant contribution in the field of molecular immunology particularly in allergology that addresses one of the most recognized major health problems worldwide in current times, both in developing and developing which are estimated to be reaching epidemic proportions in the 21 •tcentury. He is also credited for determining the full-length cDNA sequence of Bl t 11 allergen gene, coding for a high molecular weight paramyosin-homolog allergen from Blomia tropicalis. The production and utilization of recombinant allergens is in-line with the component-resolved diagnosis (CRD), where allergic patients were diagnosed accurately and rapidly with specific allergens that guide technicians with proper therapeutic modalities. il ------A Progre~ve Philippines Anchored on Science LUIS FRANCISCO G. SARMEHTA, Ph.D. (Electrical Engineering and Computer Science) JAVA Wireless Competency Center and Department of Information Systems and Computer·System Ateneo de Manila University In recognition of his significant scientific and technical contributions in the area of volunteer and grid computing by developing Bayanihan, a framework that makes it possible to build inexpensive high-performance parallel computing networks. Bayanihon has been considered as the optimum work t hat can be done with the least burden to economic resources. He has pioneered in setting up the Ateneo Java Wireless Competency Center whkh has developed significant wireless applications including t hose for cellular communications networks. Moreover, he has written some of the first anti-virus programs in the Philippines which he gave freely and have been widely used in the country.

TWAS Prize for Young Scientist in the Phflippines (Mathematics) This award is given to an outstanding Filipino scientist jointly by the Academy and the Third World Academy of Sciences (TWAS). Every year, one award is given in the selected discipline for the year - biology, chemistry, mathematics, or physics.

For 2005, the prize for physics was given to Vincent Ricardo M. Daria, Dr. of Engineering in Applied Physics from the National Institute of Physics in UP Diliman. He wa.s chosen in recognition of his significant scientific contributions in the field of optics, microscopy, signal processing and instrumentation physics. His contributions captured . ~ in his numerous peer-reviewed publications in distinguished scientific journals, are recognized by his peers for having significant future applications in optical technology and signal processing.

'NAST- Hugh Greenwood Environmental Science Award On 21 April 2005, the Academy awarded the NAST-Hugh Greenwood Environmental Science Award to Dr. Pag-asa D. Gasplllo. Dr. Gaspillo is the Director, Engineering Graduate Studies, De La Salle University in Manila merited the award because of her significant contributions in the field of water and wastewater management. She received a cash prize of US$1,000 through the NAST Foundation, a plaque of recognition from the Academy, and a possible one million peso grant under the DOST Secretary Research Grant for Environment for an approved proposal.

NAST-DuPont Talent Search for Young Scientist Awards Co-sponsored with DuPont Phils., this award was conceptualized to encourage young people to pursue careers in science and technology. The award is open to talented Filipino scientist below 35 years old and affiliated with scientific associations, research institutions or college/university. Finalists are required to present an oral presentation of their paper during the final judging.

Benefits of Academicians and National Scientists

Research Fellowships Aside from the recognition awards, the Academy also provides incentives, benefits and privi­ leges to Academicians and National Scientists. One of these is the research fellowship grant which is open to Academy members.

Lagmay The Academy was saddened by the loss of one of the country's precious treasures - National Scientist Alfredo Villagracia Lagmay, in the afternoon of 15 December. Dr. Lagmay, born on 14 August 1919 in Manila is considered as a "scientist and philosopher of distinction, and scholar and humanist in tradition ... " He was conferred with the rank and title of National Scientist on 13 July 1988 by then President Corazon C. Aquino. Dr. Lagmay's most important contributions to Phili ppine scientific community included among others, his influence on the rise and growth of scientific psychology in the country. His writings and publ icati ons, na t ional. and internati onal, in experimental and clinical psychology, on Filipino values, and on the significance of the native culture bearer in indigenous research, exemplify the high standard of excellence and originality that has made him an influential teacher for over four decades in the academe. AWARDS RECEIVED BY NAST MEMBERS Acd. Emil Q. Javier was chosen to receive the 2005 Madhuri and Jagdish N. Sheth International Alumni Award for Excep­ tional Achievement. The Sheth Award recognizes alumni who were citizens of another country at the time of their enrollment at the University of , and who have achieved international or national prominence in academe, business, government, sci­ ence, human welfare, the arts and humanities or other fields.

Acd. Mercedes B. Concepcion was this year's recipient of the UN Population Award in recognition of her outstanding contributions to population research and develop­ ment policy in the Philippines.

Acd . William G. Padolina was the recipient of the ASEAN Science and Technology Meritorious Service Awards while Dr. Luis Francisco G. Sarmenta, an OYS awardee, won the ASEAN Outstanding Young Scientist and Technologist Awards (AOYSTA) upon the endorsement of the Academy. Symposium and Workshop: Nurturing Science Culture

This symposium was held on 02 September 2005 at the University Hotel, University of the Philippines (UP) Diliman, City which resulted in the formula­ tion of the (a) policies /guidelines on science commu­ nication and (b) criteria for judging for the Outstand­ ing Science Communicator Award. Academician Bienvenido F. Nebres, SJ, delivered the keynote paper entitled "The Challenge of Developing Science Cul­ ture in the Philippines." Secretary Estrella F. Alabastro and Mr. Alberto A. Manlapit, Director of Corporate Af­ fairs, UNILAB, who represented Mr. Carlos Ejercito (UNILAB President), graced the occasion and delivered their messages.

Among the panel of discussants who were all experts in their chosen fields were: ( 1) Dr. Queen a N. Lee­ Chua (ADMU and Philippine Daily Inquirer) - Chemi­ cal, Mathematical and Physical Sciences Reporting, (2) Ms. Inez Ponce de Leon (ISAAA) - Research Re­ porting; Mr. Howie G. Its is a body that the government turns to for its advisory activities, addresses issues and concerns on S& Tat national and local levels.

27t1o Annual Scientific Meeting

This year's ASM espoused the theme "Philippine Agriculture 2020: A Strategy for Food Security, Global Competitiveness and Sustainability, Justice and Peace." The ASM served as the first public consultation of the draft Philippine Agriculture 2020 document which addresses issues, concerns, and plans about Philippine Agriculture. It was held at the historic Manila Hotel on 13-14 July 2005. The 27th ASM was steered by eminent scientists Academicians Emil Q. Javier and Teodulo M. Topacio Jr.

The 2Jth ASM focused on the future of Philippine Agriculture. The organizers believed that for the country's agriculture sector to survive and eventually compete with the rest of the world, the sector should be market-driven and private sector-led. The government should facilitate the institutionalization of sectoral/subsectoral policies, infrastructure development, and avenues for convergence via good governance.

There were seven plenary sessions, each discussing part of the entire document and subjected to analysis, debate, and discussion. Speakers and panel discussants were experts in various fields where agriculture has direct impact like health, information and communications technology, environment, among others. The draft document built upon the strategic plans of the concerned government agencies, the Medium Term Development Plan and validated by a series of stakeholders meetings and consultations for almost a year.

WHEREAS, Philippine agriculture has been uncompetitive relath·e to our ASEAN neighbors, and yet too many Filipinos who depend on it are mired 1n poverty;

WHEREAS, the Nat:onal Academy of Science and Technology (NAST) in collaboration with the Departments of Science and Technology (DOST), Agriculture (DA), Environment and Natural Resources (OENR), Philippine Council for Agriculture, Forestry and Natural Resources Research and Development (DOST·PCARRD), Philippine Cou ncil ior Aquatic and Mar ine Resource' Research and Development (DOST­ PCAMRDI Bureau of Agricultural Research tDA-BARf , Ecosystems Research and Developmenl Bureau (DENR·ERDB), STRIVE Foundation, and Philippine Sustiiinable Development Network, Inc. WHEREAS, PA 2020 adopts for its conceptual fralT'ework the strong, dynamic lin~s between human well-being and tr.e integrity of ecosystems based on the UN/World Bank Millennium Ecosystems Assessment Framework, extends t he planning horizon to a longer, more strategic period, builds upon the Medium-Term Phil ippine Development Plaf' (MTPDP), and the Agricul ture and Fisheries Moderni zation Act (AFMA), and promotes Lhe agro-industrial cluster ~pproach anchored on agricJll ure as a way of life;

WHEREAS, the National Scientists, Acaderiicians, scie!'ltists, agency specir.lists ;ind stakeholders from government, academe and the private sector accept broadly the PA 2020 during the NAST 27 th Annual Scientific Meeting held at the Manila Hotel on July 13·14, 2005;

WHEREAS, PA 2020 :s very much a work in prngress and will require further research and additional inputs from stakeholders;

NOW, THEREFORE, BE IT RESOLVED AS IT IS HEREBY RESOLVED, that the NAST and the DOST family:

1. Proceed w ith more vigor and a great sense of urgency to complete PA 2020 for endorsement to the President and the Executive Branch. Congress. and other stakeholders by December 2005;

2. Enjoin the House and Senate Standing/Ad Hoc Committees on Agriculture and Food; Agrarian Reform; Aqwaculture and Fisheries Resources; Ecology; Food Security; Globalization and WTO Good Government; Millennium Development Goa!s; Natural Resources; Science and Technology to consider PA 2020 as basis for legislating relevant laws and a sequel to AFMA with s' rong emphasis on it s financial requirements and mobilization strategies;

3. Seek the assistance of the Secretaries of the DA and DENR, Department of Land Reform (DLR) and lhe National Economic and Development Atithority (NEDA) in crafting much needed and relevant reforms in their respective domains, and in particular, as regards 2sset reforrr, and instit~tional and policy changes to attain the vision of PA 2020;

4. Cunduct meetings and seminars on PA 2020 to solicit t he support of the agribusiness sector. local government units, associations of iarmers, fisher folks and forest dwellers and other civil society organizations, and other stakeholders;

5. Recommend to Lhe scientific community the conduct of relevant researches, generation of more technologi es and innovations, and the development of science-based decision making mechanisms mechanisms in support of PA 2020;

6. Mobilize technical and financial resources to suppor t t he refinements ord irriplementation of PA 2020; a1·d

Roundtable Discussion on "The Assessment of the National Rabies Prevention, Control and Vacdnation Program of the Bureau of Animal Industry. " The RTD was successfully conducted on January 13 at Apacible Hall of the Department of Agriculture in . Acd. Teodulo M. Topacio Jr. was the NAST focal person for the activity.

Roundtable Discussion on Bioremediation of Mining Wastes. The RTD was held on 07 April 2005 and topics presented include "Current Concerns on Waste Management of the Mining Industry," "Mine Waste and Mill Tailings Management" and "Environmental Initiatives of the Mineral Industries." For its part, the Bioremediation Team headed by Academician Asuncion K. Raymundo, gave a presentation on "R&D Strategies for the Bioremediation of Mining Wastes."

Most of the principal stakeholders were present and provided a wide spectrum of opinions. Congressman Edmundo 0. Reyes Jr. of , which plays host to Marcopper, offered insights and suggestions on legislation and possible solutions. DOST Secretary Estrella F. Alabastro and Mrs. Leonarda Camacho, Country Representative of UNESCO were present throughout the proceedings.

The event ended on a positive note, with the participants agreeing to the need to address the problem. DOST asked for proposals and gave the assurance that DOST would consider funding the appropriate projects. Despite the fact that the major mining companies said that they have adequate waste treatment systems, they offered to partner with the Bioremediation Research Team in the development of technologies for the benefit of small miners, and collaborate with the NAST regarding solutions to the problem.

Science Legislative Fora

Science Legislative Forum on Human Genome: Focus on Forensic DNA Technology. The SLF, which was held on 14 March 2005 at the National Science Research Institute-University of the Philippine Diliman, was co-sponsored by the Philippine Council for Advanced Science and Technology Research and Development-Department of Science and Technology (PCASTRD-DOST) and the DNA Analysis Laboratory.

The SLF resulted in the filing of House Resolution No. 659, "Resolution calling to institutionalize and maximize the value of forensic DNA technology by establishing the DNA technology center that will maintain and manage the national DNA database through appropriate legislation and appropriations", which was sponsored by Congressman Lorenzo R. Tanada Ill and filed on 14 March 2005.

Members of both Houses and their technical staff attended SLF. At the forefront was Dr. Maria Corazon A. De Ungria, NAST 2003 Outstanding Young Scientist who also heads the DNA Analysis Laboratory at the ~P Diliman. A Progressive Philippines Anchored on Science 25

Shedding light on issues and concerns surrounding forensic DNA technology were two important presentations: a plenary talk by Mr. Christopher Asplen, former Executive Director, US National Commission on the Future of DNA Evidence and Dr. De Ungria's "A Brief Overview of Forensic DNA Technology in the Philippines."

Invited as discussants were: Dr. Bernadette J. Madrid, Director, Child Protection Unit Network (CPU), "Issues in the use of Forensic DNA technology in Child Sexual Abuse Cases"; Ms. Socorro Diokno, Executive Director, Free Legal Assistance Group (FLAG) , "Issues in the use of Forensic DNA technology in Capital Cases"; and Hon. Nimfa C. Vilches, Philippine Judicial Academy, "Issues in the use of Forensic DNA technology by the Judiciary."

Other guests were HE Ambassador Peter Beckingham, British Embassy, Manila; Dr. Rogelio A. Panlasigui, DOST Undersecretary for R&D and Dr. Perla Santos Ocampo, NAST President.

The SLF was an offshoot of the SLF on Human Genome at t he House of Representatives held in 2004.

The SLF was held on 05 May 2005 at the Philippine Senate participated in by the technical staff of the Senators and concerned sectors. Some of the luminaries present were Sen. Ramon Magsaysay Jr., DOST Secretary Estrella F. Alabastro, and Chiefs of Staff of the Senators. In general, the SLF impressed upon the members of the Philippine Senate and their technical staff the importance of modern biotechnology and human genome, both cutting-edge sciences, as tools to help propel national development while considering issues and concerns.

With the theme "Advancing the Frontiers of Science", the activity was held on 15 June 2005 at the Audiovisual Room, 2 nd Floor, National Institute of Geological Sciences, College of Science, University of Philippines Diliman, Quezon City. Speakers were Ms. Carmelita Ericta, Administrator of the National Statistics Office, Dr. Alumanda Dela Rosa Executive Director of the Phil·ippine Nuclear Research Institute (PNRI), and Dr. Eduardo A. "1. 9 in 5" Conference-Workshops on Population

The theme "1.5 in 5" aimed to pursue the war against poverty and unemployment by targeting a growth rate of 1.9 within five years, a commitment by the Arroyo administration. The activity was held on 22 November 2005 at the Westin Philippine Plaza , City.

Representatives from the government sector answered the question "How to attain 1. 9 in 5: The Government Plan." Speakers were Hon. Augusto B. Santos , Director General of the National Economic Development Authority (NEDA) and Hon. Victor Agueda E. Agbayani, Jr., Governor of Province. The paper by Hon. Bellaflor Angara-Castillo, Governor of Province was read by Ms . Mia Ventura of the Commission on Population.

Representatives from the private sector gave their views in "Attaining 1. 9 in 5: The Private Sector's Contributions." They were Mr. Oscar M. The Conference-Workshops on Population culminated in the formulation of workable action plan involving all sectors in support of the government's effort to achieve population growth rate of 1. 9% in 2010 which will be presented to President Gloria Macapagal-Arroyo. NAST President, Acd. Emil Q. Javier presented the plan to the Commission on Population during the Population Congress held at the Dusit Hotel, last 29 November 2005.

S4•h Annual convention of the Philippine Association for the Advancement of Science (PhilAAS). The Academy co-sponsored the activity which was held on 15 September 2005 at the Tomas Aquinas Research Complex Auditorium of the University of Santo Tomas. It focused on the theme "Sustainable Resource Development Through Science and Technology."

International Symposium­ Workshop on Vermi-Technologies for Developing Countries. Due to the rapid expansion of earthworm science and technology, the Philippine Council for Aquatic ~md Marine Research and Development together with NAST, PhilRice, The Worm Man, Country Bank and Croplife Phili ppines saw a need to assess t he state·of -the-art technologies for vermicompost, vermi meal , vermiceuticals particularly for developing countries where such techniques can have socioeconomic and environmental benefits.

The symposium-workshop was held on 14-16 November 2005 at Los Banos, Laguna where research and industry stakeholders were brought together and the current status and prospects of vermin technologies were discussed.

Sdentists Exchange Visit Program Under the KOSEF Program, Dr. Nelly S. Agangan, a University Researcher and Program Leader for Biotechnology for Agriculture and Forestry of the National Institute of Molecular Biology and Biotechnology (BIOTECH), was endorsed by the Academy for a Postdoctoral Fellowship in Seoul National University.

Co-sponsored Activities Outstanding Young Scientists, Inc. (OYSI) OYSI held a "Symposium on Filipino Young Scientists Science and Technology Advocacy for Countryside Development" on December 12, 2005 in Tacloban City. The Academy gave Php 30,000.00 in support of the said activity.

Visit of Officials of the US Embassy in the Philippines US Foreign Services Officer Marsha Goldberg visited the Academy on June 27, 2005. Academician Evelyn Mae Tecson-Mendoza, Academician Reynaldo B. Vea and Ms. Luningning E. Samarita welcomed her group. They discussed collaborative activities in the field of agricultural biotechnology, biofarming, capacity building for biotechnology, and scholarship programs. Acds. Mendoza and Vea suggested specific collaborations on (a) exchange of scientific literature; (b) possible development of linkage with the National Academy of Engineering; (c) possible sandwich program especially for Science Education; and (d) strengthening industry-academy linkage.

Ms. Goldberg mentioned that she would discuss the results of the meeting with US NAS and other concerned agencies for the next step.

Science Education Members of the House Commit tee on Science and Technology met with Professors Pierre Lena, David Jasmin, and Yves Quere ( IAP) of the French Academie des Sciences during a business / exposure trip to France. They discussed possible exchanges on French / Philippine science educational system, the Philippine presentation of LAMAP Project concept and commitment of French Academie des Sciences to support the implementation of LAMAP project in the Philippines for the year 2006. The Philippine contingent was composed of Representatives Antonio M. Diaz (2"d Dist. ), Ma. Milagros H. Magsaysay (1'l Dist. Zambales), A. Magsaysay, Rene DM Velarde (Buhay), and Ms. Tess Arana Pagunuran . The French group also reminded Ms. Pagunuran 's group about the Memorandum of Understanding (MOU) to be signed by NAST and the French Academie des Sciences. The final proposal was submitted to the French Embassy for review and consideration by the French Academie des Sciences by Ms. Samarita who attended the meeting at the French Embassy. New Publkations released

Four new NAST publications were launched on 15 December 2005. These were:

• Science Based Reviews: Issues and Concerns of Modern Bfotechnology (Evelyn Mae Tecson-Mendoza, editor). This monograph focuses on the presentation and discussion by experts of scientific evidences on the issues and concerns of modern biotechnology encompassing biosafety to the environment, food and feed safety and socio-economic aspects.

• Current Status of Medical Education in the Philippines (Ramon L. Arcadio, MD, MHPEd and Perla D. Santos Ocampo, MD, editors) This monograph synthesizes the pressing issues concerning the setting up of medical schools - its impact on the quality of medical education and the Philippine health care system - and offers solutions to address the current situation of Philippine medical education in the country. Topacio, editor) This monograph is a compilation of papers presented during the Roundtable Discussion on the "Assessment of the National Rabies Prevention, Control and Vaccination Program of the Bureau of Animal Industry."

PHILIPPINE SCIENCE HERITAGE CENTER

Bioteknolohiya!, a new interactive exhibit that depicts the actual and potential benefits from modern biotechnology in the areas of agriculture, health and medicine, and environment, trade, and industry was launched on 15 December 2005 at the Rlilippine Science Heritage Center or Sa/inlahi Museum, DOST Compound, Bicutan, Taguig City.

The exhibits illustrate the fundamental concepts, principles, and applications of modern biotechnology. Presented in catchy visuals and interactive displays; the exhibits are intended to inform and educate ~ the average individuals, especially students, teachers, and parents, :~ who visit the SaUnlahi all year round. Since its establishment in 1998, the museum has been accommodating almost 100,000 visitors every year, especially students and teachers.

Underscoring the importance of the science of modern biotechnology on the Lives of the people and the nation in general, Biotechnolohiya! showcases different biotechnology products from both the traditional and modern methods. It aims to promote awareness and understanding of the potential and actual benefits of the safe and responsible applications of modern biotechnology in the context of sustainable development.

The 'biotech house' , which was one of the major attractions, shows different biotechnology products that are used in almost every household. At the center of the exhibit is a giant rotating of a DNA (deoxyribonucleic acid) helix. Included in the launching was tht;' ,~ / 'traveling exhibit', a portable mini-replica of the entire exhi · which will be brought to different areas of the country. 3.4 I A Progressive P r~ lllppines Anchored on Science T .

Forty-one (41) teachers from different schools, including some NAST staff, attended the seminar workshop on 12 May 2005. The activity started with a tour of the exhibits, which was led by National Scientist Vergara. The workshop, which was facilitated by Acd. Evelyn Mae Tecson­ Mendoza, aimed to provide teaching knowledge on modern biotechnology to high school biology teachers.

V. Management Information System and Planning

As one of the co-implementing agencies, the Academy was given a grant of more than PhP 700,000.00 for the project "One-Stop Shop for Mature Technologies in the Philippines'' under the e-Government Portal Project. The project aims to come up with an internet-based service to promote DOST-assisted/monitored technologies and provide technical assistance to the business community/ various stakeholders in order to increase and attract investments on said technologies 35 A Progressive Philippines Anchored on Science__,_ __ ACCOMPLISHMENTS OF ACADEMICIANS Academicians spend a lifetime of research, teaching and public service in the pursuit of science as an intellectual activity and its applications to serve humanity. The Academy's present 52 members are involved in the following areas of activities: R&D Management, Research and Development, Education, Regulatory Activities, Entrepreneurship and Industry, Extension, Advocacy and Community Service.

R&D Management

As high officials of various R&D institutions at the national, regional and international levels, several of our Academicians are involved in setting directions and policies in R&D, in the overseeing and implementation of RE!D programs, the transfer of technologies to their target clientele and training of manpower, among others . Many also serve as advisors, consultant and chairs/ members of technical committees of such institutions.

Acd. William G. Padolina as Deputy Director-General for Operations and Support Services, he exercises overall supervision over the utilization, repair and maintenance of IRRI 's physical assets, including the library and the information technology network. Furthermore, he is responsible for IRRI 's compliance with national and international regulat ions and guidelines on intellectual property rights, plant quarantine and biosafety. Acd. Padolina serves as the liaison between the Philippine government and IRRI and serves as the secretary of the Board of Trustees. Acd. Perla D. Santos Ocampo is a member of the Executive Committee of the Inter Academy Medical Panel and of several other national and international committees and tirelessly works on pediatrics and medical education. Acd. Edgardo D. Gomez continues to coordinate the Philippines/ Southeast Asian Center for Excellence (within the UP MSI) in the GEF /World Bank Coral Reef Targeted Research Project.

Acd. Rafael D. Guerrero Ill, Executive Director of the Philippine Council for Aquatic and Marine Research and Development (PCAMRD), continues to seek to accomplish PCAMRD mandate for formulating effective strategies, policies, programs and projects for the efficient management of the country's aquatic and marine resources through research and development by the National Aquatic Resources Research and Development System. Many of our Academicians lead the implementation of various projects in their respective fields.

Acd. Edgardo D. Gomez received recognition for his outstanding contributions as a faculty member by being appointed University Professor Emeritus effective 31 October 2005 after 31 years of teaching at UP Diliman. He is presently undertaking two research projects on coral reef restoration and remediation. Acd. Magdalena C. Cantoria continues her research on the evaluation of herbal drugs and recently completed a monograph on herbal drugs from Philippine medicinal plants and standardization of herbal drugs. Acd. Evelyn Mae Tecson­ Mendoza, aside from her research on developing papaya with delayed ripening trait using genetic engineering, is working on the engineering of the mungbean storage protein vicilin to improve its nutritional and functional properties. Acd. Asuncion K. Raymundo has investigated the antimicrobial properties of bacteria from extreme environment. NS Jose R. Velasco pursues researches on citrus Mandarin in and and makapuno embryo growth on surrogate nuts; he also translated the minutes of the 1901 -1921 meetings of the Imus Principal Council from Spanish and published Imus in the 20th Century

Corresponding Member Amador C. Muriel, presently Visiting Professor of the Hong Kong University for Science and Technology, has observed infrared radiation in turbulent carbon dioxide as predicted by his molecular theory of turbulence. Acd. Caesar A. Saloma pursues research in the development of ·based instrumentation for the analysis of optically thick biological samples (e.g. wholemount mouse embryos) and semiconductor devices (e.g. flip chip microprocessor and photodiode arrays) and the development of analytical tools that allow the quantitative understanding of complex adaptive systems. Corresponding Member Baldomero M. Olivera, as newly appointed Professor of the Howard Hughes Medical Institute, will lead a Biodiversity-Biomedical Initiative in the Philippines. Acd. Salcedo L. Eduardo serves as Curator of helminth parasites at the UPLB Museum of Natural History and continues his research and publications on various new and old species of nematodes. Acd. Lourdes J. Cruz tirelessly pursues her research on conotoxins and new bioactive compounds in indigenous sources while she continues her community service project in Morang, . 37 ------A Progressive Philippines Anchored on Science Education

Several Academicians are at the forefront of Philippine education - establishing policies and strategies, developing curricular programs, teaching and training students, preparing teaching materials, and mentoring of future scientists and leaders.

Acd. Bienvenido F. Nebres, SJ is the President of the Ateneo de Manila University and continues to work for the upgrading of science education not only in the tertiary level but also at the elementary and high school levels. Acd. Reynaldo 8. Vea, as the President of the Mapua Institute ofTechnology (MIT), leads MIT in its primary goal to produce graduates who can successfully practice their profession globally. He cites as the greatest achievement under his helm the further improvement of the quality of Mapua's education and research and the institution of a Continuous Quality Improvement system in all areas of operation. Acd. Veronica F. Chan is currently the Associate Dean for Basic Sciences at the Emilio Aguinaldo College of Medicine. Acd. Asuncion K. Raymundo- as UPLB's Institute of Biological Sciences Director, her two top goals were to maintain the high morale of the faculty and staff and improve the physical facilities of the Institute. With high morale, the faculty and staff would be expected to perform at their best in teaching, research and extension supported by needed facilities. These two goals, she believes, were accomplished during her term as director.

Acd. Ledivina V. Carino- as University Professor and former Dean of UP Diliman's National College of Public Administration and Governance, her goal has been to encourage current and prospective civil servants and civil society leaders to engage in governance for the public interest, and to study and analyze the elements that propel or inhibit them from that mission. Acd. Raul V. Fabe/la is currently the Dean of the College of Economics at UP Diliman. Acd. Andrew B. Gonzalez continues to work for the improvement of educational system in the country. Acd. Caesar A. Saloma, as director of the National Institute of Physics at UP Diliman, he cites as his accomplishments to be the increase in the number of BS and MS graduates, increase in the number of ISi publications based on research work done in NIP and the increase in the number of MS and PhD students. Correspondjng Member Eduardo A. Padfan, retired scientist of the US National Institutes of Health, as Adjunct Professor at UP Diliman, participated in one tutorial series and team-taught four courses, published three scientific papers and four newspaper articles, and was awarded one patent during the past year. 38 I A Progressive Philippines Anchored on Sc ience ---r-;;;cymaking and Regulation I A number of Academicians are members or chairs of important technical committees in the government and in the international scene which conduct science-based studies and make policy recommendations in the fields of economics, governance, agriculture, environment, population, education, science and technology, and others. Some of them are also involved in the regulatory agencies of the country such as the different boards of the Professional Regulatory Commission and the National Committee on Biosafety of the Philippines. NS Gefia T. Castillo as a member of various national and international board of trustees and advisory councils of research and educational institutions advises on policy issues in agriculture, women and gender, education and biotechnology. NS Dolores A. Ramirez continues to actively serve as Vice-Chair of the National Committee on Biosafety of the Philippines (NCBP) and is a member of the board of trustees of the Program on Biosafety Systems. Acd. Teodulo M. Topacio Jr has served as Chair of the Board of Veterinary Medicine of the Professional Regulatory Commission (PRC) and actively promotes adoption of a national program on the eradication of rabies.

Acd. Emil Q. Javier, immediate past Chair of the Technical Advisory Committee and Interim Science Council of the Consultative Group of International Agricultural Research (CGIAR) continues to advise the national government on matters related to science and agriculture, in various capacities. Acd. Angel L. Lazaro Ill, while active fn his consultancy and construction companies promotes the improvement of the civil engineering education and profession as Chair of the Board of Civil Engineering of the PRC Acd. Prescillano M. Zamora is a member of the PAWB-DENR Philippine Plant Conservation Committee. A Progressive Philippines Anct1ored on Sc ience 39 - - --+-- Extension, Advocacy and Community Service

Acd. Ramon F. Abarquez Jr tirelessly advocates science-based intervention in various heart diseases through national, regional and international conferences. Acd. Solito F. Camara-Besa continues to work for the enhancement of medical education. Acd. Leopoldo S. Castillo reaches out to students, researchers and industry practitioners in the livestock industry; recently, he completed five annotated bibliographies of Philippine Biodiversity: Livestock and Poultry which are now being prepared for release by NAST. Acd. Mercedes B. Concepcion is this year's recipient of the United Nations' Population Award in recognition of her significant contributions to research and policy in the fields of population and development. As a member of the Board of Trustees of the Population Commission, she continues her research and advocacy toward an effective population management programme in the country.

NS Ricardo M. Lantican, former Undersecretary of the Department of Science and Technology and the first Chair of the National Committee on Biosafety of the Philippines, actively serves as member or chair of scientific review panels of biotech regulatory and research granting institutions. NS Benito S. Vergara, as officer or member of various boards of trustees and committees, works tirelessly to promote science culture through his activities in the Philippine Science Heritage Center and the science centers network in the country; he also continues to promote the science and industry of ornamental crops by helping organize conferences and exhibits and through his publications. Acd. Romulo G. Davide is strengthening the Farmer-Scientist Training Program in a Corn-Based Production System for Sustainable Agriculture. Acd. Conrado S. NS Paulo C. Campos has successfully applied his expertise and experience in diverse projects such as livestock, sugarcane farming, hospital and college management. Acd. Ceferino L. Follosco, President of Alpha Machinery and Engineering Corp., is successfully running several companies and spearheads industry clustering activities nationwide. Acd. Jo.se 0.
