On 13 July 2021, the Commission decided not to oppose the above notified concentration and to declare it compatible with the internal market. This decision is based on Article 6(1)(b) of Council Regulation (EC) No 139/2004 (1). On 25 June 2021, the notifying parties informed the Commission that they withdrew their notification.

Notice for the attention of the persons, groups and entities included on the list subject to Articles 2, 3 and 4 of Council Common Position 2001/931/CFSP on the application of specific measures to combat terrorism, as updated by Council Decision (CFSP) 2021/1192, and to Article 2(3) of Council Regulation (EC) No 2580/2001 on specific restrictive measures directed against certain persons and entities with a view to combating terrorism, as implemented by Council Implementing Regulation (EU) 2021/1188

The following information is brought to the attention of the above-mentioned persons, groups and entities listed in Council Decision (CFSP) 2021/1192 (1) and Council Implementing Regulation (EU) 2021/1188 (2).

The Council of the European Union has determined that the reasons for including the persons, groups and entities on the above-mentioned list subject to Articles 2, 3 and 4 of Council Common Position 2001/931/CFSP (3) on the application of specific measures to combat terrorism and to Article 2(3) of Council Regulation (EC) No 2580/2001 (4) on specific restrictive measures directed against certain persons and entities with a view to combating terrorism, are still valid. Consequently, the Council has decided to maintain those persons, groups and entities on the list.

Regulation (EC) No 2580/2001 provides for a freezing of all funds, other financial assets and economic resources belonging to the persons, groups and entities concerned and that no funds, other financial assets and economic resources may be made available to them, whether directly or indirectly.

The attention of the persons, groups and entities concerned is drawn to the possibility of making an application to the competent authorities of the relevant Member State(s) as listed in the Annex to the Regulation in order to obtain an authorisation to use frozen funds for basic needs or specific payments, in accordance with Article 5(2) of that Regulation.

The persons, groups and entities concerned may submit a request to obtain the Council's statement of reasons for maintaining them on the above-mentioned list (unless the statement of reasons has already been communicated to them). Any such request should be sent to the following address:

The persons, groups and entities concerned may at any time submit a request to the Council, together with any supporting documentation, that the decision to include and maintain them on the list should be reconsidered, to the address provided above. Such requests will be considered when they are received. In this regard, the attention of the persons, groups and entities concerned is drawn to the regular review by the Council of the list according to Article 1(6) of Common Position 2001/931/CFSP. In order for requests to be considered at the next review, they should be submitted by 1 October 2021.

The attention of the persons, groups and entities concerned is also drawn to the possibility of challenging their designation before the General Court of the European Union, in accordance with the conditions laid down in Article 263(4) and (6) of the Treaty on the Functioning of the European Union. The attention of data subjects is drawn to the following information in accordance with Article 16 of Regulation (EU) 2018/1725 of the European Parliament and of the Council (1).

The legal basis for this processing operation are Common Position 2001/931/CFSP (2), as updated by Council Decision (CFSP) 2021/1192 (3), and Regulation (EC) No 2580/2001 (4), as implemented by Council Implementing Regulation (EU) 2021/1188 (5).

The purpose of the processing operation is the establishment and updating of the list of persons subject to restrictive measures in accordance with Common Position 2001/931/CFSP, as updated by Council Decision (CFSP) 2021/1192, and Regulation (EC) No 2580/2001, as implemented by Council Implementing Regulation (EU) 2021/1188.

The data subjects are the natural persons who fulfil the listing criteria as laid down in Common Position 2001/931/CFSP and Regulation (EC) No 2580/2001.

The personal data collected includes data necessary for the correct identification of the person concerned, the statement of reasons and any other data related thereto.

The personal data collected may be shared as necessary with the European External Action Service and the Commission.

Without prejudice to restrictions pursuant to Article 25 of Regulation (EU) 2018/1725, the exercise of the rights of the data subjects such as the right of access, as well as the rights to rectification or to object will be answered in accordance with Regulation (EU) 2018/1725.

Personal data will be retained for 5 years from the moment the data subject has been removed from the list of persons subject to the restrictive measures or the validity of the measure has expired, or for the duration of court proceedings in the event they had been started.

Without prejudice to any judicial, administrative or non-judicial remedy, data subjects may lodge a complaint with the European Data Protection Supervisor in accordance with Regulation (EU) 2018/1725.

II. OBJECTIVES The objective of the Pirineos-Pyrénées EGTC is to implement and manage, with a view to sustainable development, territorial cooperation projects and measures within its spheres of competence, with the aim of strengthening economic and social cohesion. In order to meet its objective, the EGTC has the following roles: 1. Promote the central Pyrenees as an international tourist destination under the name ‘Pyrenees’, including marketing; 2. Promote the development of the Pyrenean area and its ‘somontanos’ (mountain slopes) as part of a territorial project integrating the sustainable management of its cross-border communication infrastructures; 4. Involve local bodies, associations and economic and social stakeholders in local cooperation and development projects.

1. On 12 July 2021, the Commission received notification of a proposed concentration pursuant to Article 4 of Council Regulation (EC) No 139/2004 (1).

This notification concerns the following undertakings:

— EP Logistics International, a.s. (“EPLI”, Czech Republic), controlled by ENERGETICKÝ A PRŮMYSLOVÝ HOLDING, a.s. (“EPH”, Czech Republic),

— SLOVENSKE ŽELEZNICE, d.o.o. ("SŽ", Slovenia),

— JV (Slovenia).

EPLI and SŽ acquire within the meaning of Article 3(1)(b) and 3(4) of the Merger Regulation joint control of JV.

The concentration is accomplished by way of purchase of shares in a newly created company constituting a joint venture.

2. The business activities of the undertakings concerned are:

— for EPLI: EPLI (through EP CARGO CZ, EP CARGO PL, RML and Locan) offers rail freight transport services in the Czech Republic, Germany, Poland, Hungary and Slovakia. It offers freight forwarding services, in Austria, the Czech Republic, Germany, Poland and Slovakia (through EP Cargo CZ, EP Cargo PL, EP Cargo DE, Spedica and EP Intermodal),

— for SŽ : the Slovenian state-owned provider of rail freight transport and freight forwarding services and rail passenger transport. Among others, companies within SŽ Group also act as railway infrastructure manager in Slovenia and as a provider of traction and inspection and maintenance services for rail vehicles,

— for JV: the holding company for SŽ - Tovorni promet, d.o.o., Slovenia ("SŽ-TP") and FERSPED, d.o.o., Slovenia ("Fersped"), currently 100% owned by SŽ. SŽ-TP offers conventional and intermodal rail freight transport and some accompanying logistic services related to rail transport predominantly in Slovenia and to a smaller extent in Austria and Croatia. Fersped offers freight forwarding services in Slovenia.

3. On preliminary examination, the Commission finds that the notified transaction could fall within the scope of the Merger Regulation. However, the final decision on this point is reserved.

5. Description of the wine(s) ‘Île-de-France’ protected geographical indication The ‘Île-de-France’ protected geographical indication covers still red, rosé and white wines. The still red wines are mostly cherry red in colour, with predominantly fruity primary aromas that vary in intensity depending on the grape varieties, slight acidity and subtle smoky notes. The still white and rosé wines have predominantly floral and fruity primary aromas that vary in intensity depending on the grape varieties, and a perceptible and balanced liveliness and minerality. The white wines usually have pale yellow shades with green tints and can sometimes be more golden in colour after they have been aged for a year. The rosé wines have mostly salmon-pink shades. The wines meet the analytical criteria laid down in EU legislation.

Description of the link(s) The geographical territory where the demarcated geographical area for the production of grapes eligible for the production of ‘Île-de-France’ PGI wines is located covers almost the entirety of the ‘last plate’ from the Cenozoic in the famous ‘stacked plates’ morphology of the geological strata in the vast Paris sedimentary basin. The causal link between the geographical area and the products is based on the specific quality of the organoleptic properties attributable to the geographical origin, in particular the influence of climate and soil. 20.7.2021 EN Offi cial Jour nal of the European Union C 290/25

The climate in the geographical territory and particularly in the demarcated geographical area for the ‘Île-de-France’ PGI has the effect of creating a typically cool mesoclimate between the rows of vines. Temperatures rise slowly in the morning and more quickly in the afternoon, slowly dropping below 14 oC at night, especially during the grape ripening season. Depending on the grape varieties, this results in harmonious and specific development of the acidity and minerality, as well as of the precursors of the varietal aromas.

The clay-limestone soils, with their sand and silt content, high pH and good cation exchange capacity, have the effect of reinforcing these organoleptic particularities.

The still red wines have predominantly fruity primary aromas that vary in intensity depending on the grape varieties, slight acidity and subtle smoky notes which are linked to the limestone substrates and their sand content, and to the rainfall pattern that is characteristic in the geographical area in the grape-ripening season.

The still white and rosé wines have predominantly floral and fruity primary aromas that vary in intensity depending on the grape varieties. Their perceptible and balanced liveliness and minerality is linked to the presence of sand and silt on and in the limestone substrate where the vines have their roots, as well as to the cool nights specific to the production area in springtime, between the inception of veraison and the ripening of the grapes.

Although diverse vine varieties are grown, priority is given to those that are adapted to northern regions, with a view to ensuring optimal ripening. The winegrowers have gradually enriched their native vine varieties with varieties from elsewhere, in a bid to achieve the best adaptation to the characteristics of the soil, the constraints of the climate and the physiological characteristics of the varieties themselves.

The organoleptic expression of the varieties grown in the homogeneous territory of the ‘Île-de-France’ PGI is profoundly influenced by the sand and silt in the high pH clay-limestone soils, which have good cation exchange capacity and drainage - thus allowing deep roots to form - and by the typically cool mesoclimate. The resulting wines have a perceptible and balanced liveliness and minerality, with predominantly fruity and floral primary aromas and subtle smoky notes.

Winegrowing has developed in this region since the 1960s. The local press has been using the term ‘vins franciliens’ (wines from the Île-de-France region) as well as ‘vins d’Île-de-France’ since the late 1990s. The local festivities organised to coincide with the harvest, the participation in educational initiatives, the inclusion of a wine route in a hiking guide to the Île-de-France region and the fifteen entries in the Salon International de l’Agriculture since 2001 (at which the signatures of over 6 000 people that tasted the wines were collected) have clearly established the link between these two terms, thus enhancing the reputation of the wines among the inhabitants of the Île-de-France region, who are increasingly appreciative of certifiably local quality products. The visual communication also helps to link the name to the tradition of winegrowing in the Île-de-France region down through history, while also drawing attention to the homogeneous soil and climate in the territory and the effect this has on the wines produced there.
