Dusenbury, commissioner of the South Carolina Vocational Rehabilitation Department, received the Rehabilitation Services Administration's Commissioner's Distinguished Service Award for "historic contributions to the productive in­ dependence, equality, and quality of life of people with disabilities." J. Hewlette Wasson, president of the South Carolina Rehabilitation Associa­ tion, presented the association's Citizen­ ship Award to Grady L. Patterson Jr., state treasurer, at a luncheon honoring business and industry held on Monday, June 1, at the annual meeting. Patterson, cited for his many years of state service as assistant attorney general and later as state treasurer, was instrumen­ tal in the establishment of accounting pro­ cedures and banking arrangements for the South Carolina Vocational Rehabilitation Department. This made it possible for Reh abilitation Centers across the state to enter into contractual arrangements with the state's businesses and industries. Dart spoke to attending rehabilitation workers and interested guests after accept­ ing the award and said in part, " .... I have no illusion that one person, especial­ ly one of my limited abilities, is going to effect any great leaps of progress in a federal bureaucracy that has resisted the efforts of great presidents. "I will not win every fight, but I can pledge to you today that I will devote every ounce of my energy and all of my limited resources to being a faithful ad­ vocate for Americans with disabilities, and I pledge to you that I will never betray the great principles and projects in which we all believe." t justin Dart Jr.

Ringer retires

Thomas E. Ringer Jr., assistant commis­ sioner for Administrative Services, retired from the South Carolina Vocational Rehabilitation Department on June 30, 1987 with 39 1/z years of state service. After his army discharge in 1946, Ringer began his state career with the Veterans Administration's Regional Office as Chief, Voucher Audit Section. In 194 7 he worked as an auditor with the South Carolina State Department of Education until he joined the Division of Vocational Rehabilitation in 1955. (This division became the South Carolina Vocational Rehabilitation Department in 1957.) Ringer, a native of Newberry County, graduated from Pomaria High School and Newberry College. Thomas E.
