1.0 Introduction

1.1 This report comprises a Transport Statement in support of a planning application for the proposed extension of Spring Lane Primary School. Spring Lane Primary School is located off Spring Lane, Northampton.

1.2 The objective of this report is to provide the Planning Authority and Local Highway Authority (LHA) with sufficient information to consider the highways issues of the proposed school extension for a planning application.

1.3 The reports were scoped with Mr R. Sim-Jones of Northamptonshire County Council, the local highway authority, who advised that a Transport Statement would be the appropriate level of assessment for the proposed extension of Spring Lane Primary School.

2.0 Site Description and Proposed School Extension

2.1 Spring Lane Primary School is located off Spring Lane, Northampton as shown on the location plan enclosed in Appendix A. The school is located in central Northampton in a predominately residential area.

2.2 Spring Lane Primary School is for pupils aged from 4 to 11 years, the school currently has 291 pupils. It is proposed to expand the school from a 1 to a 2 form entry. The school currently has capacity for 210 pupils; an additional form for the school will result in a proposed capacity of 420 pupils. The proposed extension is shown on the plan Architecture Initiative Dwg No Al_2058 SL-04 enclosed in Appendix B.

2.3 Spring Lane Primary School currently has 31 full time and 12 part time staff. As a result of the extension the staff numbers will increase to 37 full time and 37 part time members.

3.0 Surrounding Highway Infrastructure

3.1 The surrounding highway infrastructure is shown on BCAL drawing 4875-82 in Appendix C. The main vehicular access to the school is located off Spring Lane. Spring Lane is a cul-de-sac road off St Andrews Road providing access to a few commercial properties and the school car park. Spring Lane varies in width and is 6.3m wide by the school access and bound by 1.8m wide footway on the school side and a 3m wide footway on the opposite side of the carriageway. Spring Lane is subject to a 20mph (32kph) speed restriction and is traffic calmed. There are parking restrictions and restricted parking bays on Spring Lane.

3.2 Herbert Street/Crispin Street is a cul-de sac road providing access to the nursery pedestrian access point on Crispin Street. Herbert Street and Crispin Street are 7.3m wide and bound by 1.8m wide footway on both sides of the carriageway. Both roads are subject to a 20mph (32kph) speed restriction and are traffic calmed. There are parking restrictions and restricted parking bays on both roads.

3.3 The two main pedestrian entrances into the school are located on Scarletwell Street. Scarletwell Street links the residential area with A5095 St Andrews Road. Scarletwell Street varies in width and is 7.0m wide at the school pedestrian entrances and bound by 1.8m wide footway on both sides of the carriageway. Scarletwell Street is subject to a 20mph (32kph) speed restriction and is traffic calmed. There are parking restrictions and restricted parking bays on Scarletwell Street.

3.4 There are “no waiting” restrictions and “School Keep Clear” road marking located adjacent the main pedestrian entrances into the school.

3.5 Footways within the vicinity of the school appear to be of sufficient width to provide adequate facilities for pedestrian users at the school. The footways within the vicinity of the site have dropped kerbs and tactile paving at appropriate locations.

4.0 Site Access and Parking

4.1 The school has a vehicular accesses located off Spring Lane. This is used for staff and visitors only. Parents are not generally allowed to use the car park for dropping off pupils.

4.2 The school has a pedestrian access located off Spring Lane some 6m east of the vehicular access.

4.3 The school has two pedestrian accesses located off Scarletwell Street.

4.4 The nursery school has a pedestrian access located off Crispin Street.

4.5 The existing school has 4 cycle parking spaces.

4.6 The existing school has 24 parking spaces including 3 disabled parking spaces for staff and visitors only. The school site is restricted in terms of space and part of the car park is to be used for the extension. Hence the parking provision for the school will remain at 24 spaces including 3 disabled spaces.

4.7 The cycle parking will be increased to 14 spaces which can be seen in Appendix B.

5.0 Vehicle Movement Observations

5.1 Vehicle movements on Spring Lane, Herbert Street/Crispin Street, Scarletwell Street and Lower Cross Street were observed at the school on 19th October 2012 between 08:00am and 09:20am. The school access gates were unlocked at 08.45am, there were very few vehicles associated with the school observed parking on Scarletwell Street before this time and by 9.10am the vast majority of vehicles had been driven from the area.

5.2 Traffic flows on all roads were observed to be light as most of the roads are cul-de-sacs or access a limited residential area. It was noted that significant refurbishment work was being carried out on a number of properties to the south of the school.

5.3 Parents and guardians who drive their children to school tend to utilise both sides of Scarletwell Street to drop off point or park. The parking spaces in Lower Cross Street were used to drop off pupils. No vehicles were observed parking on St Andrews Road and Herbert Street. A small number of vehicles dropped off at the end of Crispin Street.

5.4 Generally parents observed the “School Keep Clear” road markings, a small number of late arrivals dropped off on these markings. A small number of vehicles did park on yellow line markings in Scarletwell Street and in vacant resident parking spaces but the length of stay was short.

5.5 Generally traffic along Scarletwell Street observed the speed limit.

5.6 Generally the traffic associated with the school did not impede the flow of traffic.

5.7 There were no observed traffic movement issues which we believe could not be avoided with more considerate driver behaviour or would be significantly exacerbated by the proposed extension of Spring Lane Primary School.

6.0 Sustainable Forms of Transport

6.1 The available sustainable transport infrastructure resources, within the vicinity of the proposed extension are set out below. Details are correct at the time of writing the report. The location of sustainable transport facilities and walking/cycling distances are shown in Appendix C.

6.2 Walking

6.2.1 The surrounding local highway infrastructure is described in section 3. Walking distances, to various locations are shown on the plan enclosed in Appendix C.

6.2.2 Suggested acceptable walking distances for school journeys which were produced by the Chartered Institution of Highways and Transportation (CIHT) are shown in table 1 below. It can be seen on the plan enclosed in Appendix C that a large number of residential dwellings are located within the CIHT acceptable walking distance of 1000m.

6.2.3 The existing pedestrian network will therefore provide adequate links for the proposed new pupils at the school.

6.2.4 The existing footway widths would also appear to be appropriate for existing and proposed pedestrian trips.

6.3 Cycling

6.3.1 The proposed extension will connect with the surrounding local highway infrastructure which provides adequate facilities for those predicted to be generated by the school extension. NPPF states that cycling has the potential to substitute the car for journeys less than 5km, it is shown in Appendix C that a significant number of residential dwellings are located within a 5km travel distance.

6.4 Public Buses

6.4.1 The school is served by a bus stops located on the A428 Spencer Bridge Road – ‘Northampton, opp Arundel Street’; St. Andrew’s Road – ‘Semilong, adj Spring Lane’; as well as St. Andrew’s Street – ‘Northampton, o/s St Marks House’. These stops are approximately 280m, 200m and 180m respectively from the school’s main access. The bus routes served by these stops are shown on the route map enclosed in Appendix D. General bus service frequencies are set out in table 2 below. Full bus time tables for the bus routes can be found in Appendix D.

6.5 Trains

6.5.1 Northampton train station is located approximately 0.4km from Spring Lane Primary School. Northampton train station connects with Birmingham to the north and London to the south.

6.6 Motorised Two Wheeled Vehicles

6.6.1 The proposed site highway accesses and the existing surrounding highway infrastructure enable the use of motorised two wheeled vehicles as a means of transport to the site.

6.7 Disabled Access

6.7.1 The surrounding local highway network incorporates dropped kerbs at suitable locations to aid access to and from the school for disabled people. The extension will incorporate level thresholds and/or ramps to ensure that it is accessible to users with varying levels of disability and visual impairment in line with Building Regulations.

6.8 Summary

6.8.1 The school is shown to be well served and accessible to more sustainable means of transport providing an alternative to the private car.

7.0 Assessment of Vehicular Impact

7.1 This section will consider the vehicular impact of the proposed extension on the surrounding highway network.

7.2 The proposed extension will increase pupil numbers by 129 from 291 to 420. The school is located near an industrial estate and predominantly residential area, it is therefore highly likely that the school expansion will continue to serve the local residential dwellings and that the travel pattern will remain very similar both pre and post expansion.

7.3 Vehicle trip generation rates for Primary Schools in Northampton were calculated as part of the Northampton Multi Modal Study. The vehicle trip generation rates for the AM and PM traditional peak hour for the 85th Percentile are shown in table 3 below and enclosed in Appendix E.

7.4 Based on the above vehicle trip generation rates the predicted number of new vehicle trips on the local highway network for the school can be calculated based on an additional 129 pupils. The predicted numbers of vehicle trips for the AM and PM traditional peak hour are shown in table 4.

7.5 The proposed expansion of the school is therefore predicted to generate approximately 34 additional vehicle 2 way movements on the surrounding highway network as a result of the proposed extension in the morning peak hour.

8.0 Existing Recorded Accident Statistics

8.1 Recorded traffic accident statistics have been obtained from Northamptonshire County Council’s Interactive Mapping for the three year period prior to October 2012. An extract of the mapping is enclosed in Appendix F.

8.2 From the recorded accident data there are no recorded accidents on Spring Lane. There is one slight/damage only accident which occurred on St. Andrew’s Road, opposite Spring Lane. This was approximately 110m west of the school.

8.3 Based on the above recorded accident data we do not consider an increase in vehicle trips associated with the school will adversely affect the safety of the neighbouring roads.

9.0 Conclusions

9.1 It is proposed to expand Spring Lane Primary School from a 1 form entry to a 2 form entry school which could increase pupil numbers by 129 pupils from 291 to 420. Staff numbers at the school will also increase by approximately 31.

9.2 The school is shown to be well served and accessible to more sustainable means of transport providing an alternative to the private car.

9.3 The number of parking spaces cannot increase on the restricted site hence the parking provision will remain as 24 including 3 disabled spaces. The cycle parking will also increase to 14 spaces.

9.4 The proposed extension is predicted to generate a small number of additional vehicles on the highway network. We do not consider that the additional vehicles will have a significant adverse impact of the surrounding highway network.

9.5 Based on the recorded accident data we do not consider the predicted increase in vehicle trips will adversely affect the safety of the neighbouring roads or junctions.

Buses on route 19 run up to every 12 minutes in term time, and drop you off right outside the rail station or in town centre. If you’re a student you can travel free between Park Campus and Avenue Campus, and for just £1 each way in to town - show your student ID when you get on. If you’re studying at Moulton College, or want to get Western Favell shopping centre, use route 18 - see page 18. And it’s not just for students - there are some great ticket deals whether you travel every day or just now and then. Just pay the driver in cash when you get on, or show your pass. Our drivers are regulars on these routes, so they really know the area and are happy to help out or provide advice whenever you need it. Travel Plan for Spring Lane Primary School

“As a school we believe that children and adults need to have healthy life styles and we believe an effective travel plan will encourage this”.

1.0 Aims

As a school we aim to:-

❐ Reduce the risk from traffic around our school. ❐ Encourage families to take a ‘safer’ route to school. ❐ Keep parents and the community informed of traffic safety. ❐ Reduce the number of car journeys to our school. ❐ Raise families awareness of the pollution and environmental issues associated with car use. ❐ Encourage a positive approach to walking to school.

2.0 Our School

Number on roll: School 291 Nursery 76

Location: Spring Lane, Spring Boroughs, Northampton

Catchment: The majority of the children in our school come from the Spring Boroughs area or from the lower part of Semilong (across Grafton Street). A few travel from other areas of the town. The children in the Nursery Unit come from a wide catchment area.

DRAFTThe school has Designated Special Needs provision with 12 places. These children are transported into the school from other areas of the town and county.

There is a Children’s Centre on site. Visitors and users of the Centre are encouraged to use the Lorry Park at the

3 bottom of Spring Lane (the owners support this arrangement).

Staff members: 31 full time 12 part time

3.0 Other Factors

The school is situated in the centre of a complex street system, roads and streets have been blocked off. There is an industrial estate near the school, which means that delivery lorries use roads close to the school entrance.

There are limited parking areas around the school.

In the school there are 24 parking spaces including 4 disabled spaces for staff cars and a small area for parents to drop children off (this is used mainly by the Nursery Unit and the pre-school parents).

Children take part in traffic surveys (this is a unit of work in Year 1 and 4 geography work) and Road Safety is integrated into PSE, geography and school assemblies.

Regular information is included in the newsletter to cover items concerned with travelling to school. The school is part of the “Healthy Schools Project.”

4.0 Use of Travel Surveys

As part of our strategy we have undertaken a survey amongst parents, staff and children. This is given more emphasis when it coincides with ‘walk to school’ week. Children who walk to school are given incentives such as stickers and certificates.

We will undertake a survey of car use and single passenger rates to coincide with the new intake each September. This information will help to form trends and changes and to be used to set reduction targets.

As part of the Healthy Schools Award the children completed a questionnaire. The results showed that the majority of the children would like to walk to school, but realize this is not practical (because of distance from school). DRAFT The older children would like to cycle to school, but will need training.

In preparation for this the P.E. Co-ordinator has attended a cycle instructors course run locally.

5.0 Transport and Road Safety Problems

The school lies in a square of land. It is surrounded by a main road and 3 small streets (one of which is blocked off and another, which has factory entrances leading off of it).

This means that 33% of the children have to walk alongside or cross a main road. There is a crossing but because of the age of the children most in Years 1 to 5 come to school with parents, a small percentage of Year 6 walk to school.

Parking around the school is a problem. There are restricted parking bays, which are monitored closely by Traffic Wardens.

A resident’s permit parking scheme covers most of the suitable parking around school.

In Scarletwell Street there are zig-zag markings by the school gate. At the beginning of the school day and towards the end of the day parking builds up about 10 minutes before the school closure.

Each week a coach takes Year 5 to the swimming baths. This has to park on the zig-zag lines outside the school gate. This problem also occurs when classes are going on external trips eg.to the seaside.

Cycling to school will be developed. This will require careful discussion with the whole of the school community; a policy will need to be developed to ensure safety for all. Storage for bicycles will become an issue as will the need to train to Cycling Proficiency status.

6.0 Initiatives and Targets

. Reduce the number of car journeys made by pupils by encouraging car-sharing schemes. Use the Newsletter to raise awareness of car sharing. Aim to have less than 20% of parent journeys by car.

. The number of single occupancy, one pupil journey to be reduced by 5% per annum.

. Review the inclusion of Road Safety in the PSHE programme and linked to science and maths. DRAFT . Yearly participation in the walk to school week linked to graphic information – aim to improve year on year participation figures. Target figure of 75% of Key Stage 2 children walking to school and 65% of Key Stage 1 children walking to school.

. To investigate the idea of introducing a ‘walking bus’.

5 . Review safe routes to school information and encourage parents to participate in ‘Park & Walk’ strategy.

. Reference to safe parking and walk to school to become a standard element in the school brochure.

. Regular liaison with Residents about the parking situation around school via Governors, Friends of School, Spring Boroughs Residents Association and Councilors.

7.0 Monitoring and Review

1. This is an ongoing document and will change according to circumstances.

2. Annual review will be in the first instance the responsibility of the Health and Safety Committee. It will then go to the full governors.

3. Review of the curriculum elements will take place when the humanities curriculum is being reviewed.

4. Records of walking to school will be taken once per term and results monitored.

5. Pedestrian and cycling education to be developed.

6. Safer routes to school survey and review to become part of the curriculum offer for Years 5 and 6 – Upper Key Stage 2 Manager to supervise.

8.0 Contact details

The Headteacher will be the first point of contact and will be responsible for the day to day overview of the plan.

The PSHE Co-ordinator will be responsible for ensuring the curriculum elements are planned for and carried out.

The class teacher will be responsible for ensuring the survey information is collected.

The Health and SafetyDRAFT Committee of the Governors will be responsible for reviewing and monitoring the progress of the place.
