2. Casualties 5 Two (2) persons were reported missing: one (1) in Silangan, San Mateo identified as Arnold Julian (9 yrs old), fell down in a manhole and the other one in Imus, Cavite Jonathan Hormeneta (22 years old) slipped while crossing a bridge in Shelter Town, Imus, Cavite. Allegedly, he fell in “Buhay na Tubig” and believed to be swept by strong current of water 5 One (1) person identified as Joemar Ligara, 13 years old was reported dead in Caloocan City North Brgy. 160 due to drowning in 3. Damages Region IV-A 5 Based on the initial assessment of DPWH IV-A, damage to roads in Laguna is PhP380,000.00

5 A landslide in Buntong Palay, San Mateo, Rizal has caused the damage of 8 houses (5 totally and 3 partially)

Region I 5 A total of 1,299 houses were reported underwater in Ilocos Norte: 655 in Dingras and 644 in Paoay and 95 houses are isolated in Nueva Era

4. Status of Lifelines

4.1 Roads and Bridges

NCR 5 –Navotas-Governor Pascual Avenue (Frances to LTO Malabon); Sanciangco Road (M.H. Del Pilar to Catmon Bridge, CP Aquino St. corner Dagat- Dagatan Avenue); and North-Manila (Dapitan-Maceda–Antipolo St. and Espana St.), C. Arellano and – impassable to all types of vehicles as of 2:00 PM

CAR 5 Mt. Province - Ilocos Sur Road via Tue Km 389-200- closed due to boulder slide caused by intermittent rains - clearing operations on-going 5 Baguio – Bontoc Road -Closed to traffic due to minor landslide 5 Tabuk-Banawe Road (Okwa Lubo section) closed to traffic due to landslide 5 Mt. Province-Cagayan (Km 407+000); Talubin-Barlig-Natonin (km 422+600); and Banaue-Mayoyao – AgiAlista-Isa Road (km363+700) – closed to traffic due to minor landslides

Region I 5 Ilocos Norte (Manila North Road) - Pancian and Pasaleng bridges in Pagudpud – road shoulder eroded - but still passable. Other national roads are passable to all types of vehicles

2 5 Ilocos Sur (Manila North Road) Km 313+103-km395+478 – potholes, scoured shoulder and water ponding but still passable to all vehicles 5 La Union – Kennon Road - passable to light vehicles only. Other roads are passable to all types of vehicles 5 Pangasinan - (Manila North Road) km 180+100-km180+150 – flooded but passable to all types of vehicles. Other national roads are passable

Region II 5 All roads and bridges are passable to all types of vehicles except Cabagan-Sta. Maria overflow-bridge which is temporarily impassable due to swollen river

Region III 5 Bulacan II - MNR Pandayan section (km20-km20+500) - not passable to light vehicles. All other national roads and bridges within region are passable to all types of vehicles

Region IV- A 5 All roads are passable except Bauan-Mabini Road (km 172+250) – One lane passable due to fallen rocks

Region IV-B 5 All national roads and bridges are passable to vehicular traffic

4. 2 Power / Communication Lines

Region II 5 Communication lines, power, water and health facilities are all operational

5. Flood Monitoring NCR (as of 9:00 AM, July 17, 2009)

Malabon: 9 brgys with flood water ranging from 8” to 24” deep Marikina: 5 brgys - knee deep Manila: 4 brgys flood waters ranging from 12” to 15” deep Muntinlupa: 3 bgys - knee deep Pasig City – 4 brgys

Region VI Six (6) barangays were affected in Bacolod City with flood waters ranging from 1 – 3 feet deep

6. Dam/River Systems Monitoring

CAR Ambuklao Dam - Critical level is 752m ASL and current level is 744.46m with two (2) gates open at 3 m

3 Binga Dam – Critical level is 575m ASL and current level 572.40m with three (3) gates open at 3 m

NCR La Mesa Dam - 80.15m spilling level with current 80.26m - QC DPOS has been monitoring the situation for possible evacuation of brgys. likely to be affected by the overflowing. Marikina River - spilling level is 16.0 m and the current level is 17.0m - Marikina is placed on 3rd alarm and Marikina Rescue team has been placed on stand-by for possible evacuation.

Region I San Roque Dam - spilling level 280.00m and the current level is 254.36m - no gate open

Ilocos Norte - Quiaoit River in Batac - overflowed as a result of continuous heavy rain. Urban barangays are being monitored for possible flooding Abaga River in Adams, Tibangan and Rukab Rivers in Nueva Era- overflowed due to heavy rainfall

Region II Magat Dam –Spilling/critical level is 193.0M/160m and current level is 190.22m (inflow 297 cms and outflow 380m) Cagayan River Basin – water level is still normal

Region IV-A Wawa Dam – PNP Rodriguez conducted an ocular survey of the allegedly overflowing Wawa Dam. Based on the findings, water has gradually subsided

II. EMERGENCY RESPONSE

A. National Action

5 NDCC recommended the suspension of work yesterday July 17, 2009 in all government offices in areas affected by PSWS No. 2 and 1 including NCR and the provinces of Bulacan, Pampanga, Tarlac, Nueva Ecija, Bataan, Zambales, Rizal, Quezon, Laguna, Cavite and Batangas, excluding those involved in disaster relief operations, emergency health and security services. Suspension of work in private offices shall be under the discretion of management of said offices 5 NDCC-OpCen disseminated Flood Advisories, Gale Warnings, and Flood Bulletin to Regions I, II, III, IV-A, IV-B, VI, CAR for dissemination to respective local Disaster Coordinating Councils for constant monitoring and appropriate actions 5 DSWD’s disaster management teams (DMTs) from the regional down to the provincial levels have been activated to provide technical assistance to the concerned local government units (LGUs) whenever necessary 5 DSWD Field Offices in Regions I, II and CAR have prepositioned stand –by funds worth Php 871,780.00; 7,557 family food packs; and stockpile of food and non-

4 food relief commodities worth PhP2,388,634.39, as augmentation support to the LGUs whenever necessary

5 DepEd-NCR suspended classes in Pre-School, Elementary, and High School levels in . Meanwhile, according to CHED, the suspension of classes in college/universities is at the discretion of School Administrators 5 The Philippine Airlines Lines reported that as of 3:00 PM, all flights are still operational except the flight for Tuguegarao which has been cancelled

5 PAGASA has issued notice of spilling of Ipo Dam which stated that the moderate rains over the Ipo Dam watershed warranted the opening of the spillway at elevation 100.87m at 3:30 AM today 17 July 2009 by the Ipo Dam Management. However, the outflow from the dam is not expected to cause detrimental effect to the communities along the Angat River in Bulacan Likewise, directed Acting Operations Manager of NIA-MARIS Cauayan, Isabela, to close the spillway before 12:00 today and terminate all flood warning operations of Magat Dam 5 The AFP- NCRCOM dispatched 1 SQD 51DRC to conduct search and rescue, libreng sakay and evacuation operations in Malabon City. Likewise, they dispatched two (2) M35 trucks in Taguig City and 1 SQD 2DRU in Caloocan City, which helped in evacuating 267 families /895 persons to different evacuation centers 5 AFP Assets deployed six (6) units M35 trucks, 1 military jeep, two (2) rubber boats and 31 personnel from ARESCOM 5 JTFL-NCR established TCP at HYFN, PKOC Barracks, Camp General Emilio Aguinaldo, Quezon City 5 DRRU, NCR-RCDG and ARESCOM composed of 6 Officers and 33 EPs are on standby at HNCRCOM, Camp Aguinaldo for possible DRRO deployment. 5 AFP alerted NCRCOM for possible rescue and evacuation of residents living along the river banks that maybe affected by flood water flowing from the Wawa dam.

B. Regional Actions

NCR 5 OCD-NCR team conducted site inspection of evacuation centers in Brgy Santolan and Maybunga to assess ongoing relief efforts being undertaken by the local government units and along Mangahan floodway to monitor the status of residents in the area. 5 OCD-NCR coordinated with NCRCOM and MMDA to facilitate the request of Taguig City for two (2) units M35 trucks to be utilized in the evacuation of residents affected by flooding; placed the CDAG on stand by for possible deployment and response operations; notified the following cities in Metro Manila such as Quezon City, Valenzuela, Malabon and Caloocan through the respective local Civil Defense Deputized Coordinators on the current level of La Mesa Dam to take appropriate actions

5 5 CDCC Quezon City conducted ocular inspection in the barangays likely to be affected by the overflowing La Mesa Dam and swelling of the Tullahan river particularly Brgys. Sta. Lucia, Talipapa, Gulod Nagkaisang Nayon and North Fairview. Also conducted ocular inspection at District 4 especially in Tatalon, Damayang Lagi, Roxas District and Dona Imelda 5 The DSWD NCR provided relief assistance to the evacuees of Pasig City, Marikina City and Taguig City.

CAR 5 CRDCC-OCD has been activated since July 16, 2009 and alerted concerned local government executives (LCEs), Civil Defense Coordinators, Communications Group, PNP R3, AFP Unit Commanders to be prepared for any possible deployment 5 Engineering Crew of DPWH-CAR with heavy equipment are on stand by for immediate deployment 5 AFP-513rd Army Engineering Battalion prepositioned one (1) unit of Pay loader at Lamut Ifugao for immediate deployment 5 Classes were suspended in Benguet (all levels) and in Abra (Elementary and High School levels)

Region I 5 Disseminated weather advisories, gale warnings, flood bulletins and general flood advisories to concerned RDCC Member-Agencies, local DCCs and local radio stations thru facsimile and SMS 5 RDCC OpCen had been activated since 16 July hence, Officers from response agencies are rendering duty at the OPCEN to ensure prompt action and deployment of resources 5 AFP (PN, PA and PAF) assets are on standby for possible rescue operations and humanitarian response 5 MDCCs affected by the overflowing of rivers have prepositioned assets in anticipation of possible evacuation 5 The DSWD-I provided relief assistance worth PhP 37,000.00 to the 250 families/1,000 persons affected in Paoay, Ilocos Norte.

Region II 5 RDCC II and respective Disaster Operation Centers (DOCs) in the provinces have been activated since July 16 to monitor any possible effects of Tropical Storm “Isang” in respective AORs

Region III 5 Disseminated General Flood Advisories to PDCCs Aurora, Zambales, Bataan, and Pampanga thru SMS and email

6 Region IV-A 5 DPWH IV-A conducted declogging of canals and temporary patching of potholes at the road sections of Cavite I - Manila–Cavite Road (km15+293- km17+512), Cavite-Batangas Road (km 21+000-Km23+500), Quezon II (MSR Daang Maharlika -Tiaong Section, Candelaria Section (km 102+462- km111+048), Sariaya Section (km111+048-km121+896) and Diversion Road Lucena City (km126+000-Km 134+328)

Region IV –A 5 MDCC San Mateo dispatched a rescue team along Marikina River for the recovery of Arnold Julian who was reported missing. They also issued warning to the residents at Purok 2 of Brgy Buntong Palay 5 MDCC Bacoor deployed a team to monitor flooded areas in Bacoor, Cavite 5 MDCC Imus and members of Cavite Rescue 161 assisted in the conduct of search and rescue operations in Buhay na Tubig in Imus, Cavite 5 DSWD IV-A sent team to the province of Cavite to monitor the affected families

Region VI 5 Disseminated bulletins and warning advisories to 6 PDCCs, 2 HUCs-CDCCs, R3 PRO-VI and concerned members of RDCC VI-CWG and alerted all DCCs concerned most specially those situated in low-lying areas to take precautionary measures for possible flooding
