2. INTRODUCTION OF THE PROJECT The existing & expansion stone mining is at Mauja: Chengro, Thana: Taljhari, District: Sahebganj (Jharkhand). The mine area is proposed for Plot No. 17(P), 18, 19, 20(P) respectively having a total area 2.06 ha. The mining lease area was granted by the state government over an area of 2.06 ha for mineral stone on dated 23.09.2010 for a period of 7 years. (ie.. 23.09.2010 to 22.09.2017).

HISTORY OF EXISTING STATUS OF THE MINE: The lease is from 2010 to 2017 from a period of 7 yrs, and the total area is 2.06 ha. Out of 2.06 ha, mining work at the site has been done; the client had developed some green belt outside the boundary of the mine area and along the side of the haul road to protect dust emission through mining. And grows few trees like sangwan, mango, neem etc the work is going on in bench wise pattern. He had also developed haul road and along the some CSR activity like distribution of blanket etc had been done. This Project is helpful for social activity like employment of the people nearby area and development of infrastructure activity. Mining operation had been doing by semi mechanized method.

2.1. Identification of Project and Project proponent The existing & expansion stone mining is at Mauja: Chengro, Thana: Taljhari, District: Sahebganj (Jharkhand). The mine area is proposed for Plot No.17 (P), 18, 19, 20(P) respectively having a total area 2.06 ha. M/s Chengro Stone Mine has involved in the stone mining activities of this Project. It is a Private Individual Company. The Project Proponents are Sri Lalan Singh & Sri Dilip Tiwari who is working as owner of this Company. The Company is Private Partnership Company.

2.2. Brief description of nature of the project The mine area is proposed for Plot No. 17(P), 18, 19, 20(P) in Village: Chengro, Thana: Taljhari, District: Sahebganj (Jharkhand) respectively having a total area 2.06 ha. Mining will be done in a semi-mechanized way, i.e. partially by machinery and partially by manual means. Now, considering the demand and supply of stone, lessee wants to apply Environmental Clearance for his mine lease for stone production. Hence he has applied as Existing Project and sought Environmental Clearance for this Project from DEIAA Sahebganj. Area details of mine lease area

2.3. Need for the project and its importance to the country The economy of is the eleventh largest in the world by nominal GDP and the third largest by purchasing power parity. The primary reason for the economic growth can be attributed to the growth in infrastructural facilities such as roads, highways & buildings. Infrastructural growth is directly proportional to the availability of raw materials such as soil, stone, sand etc. With the growing infrastructural requirement of the India, the demand of raw materials has increased geometrically. The stone is required in various construction activities and will be sold to nearby markets to fulfill the requirement of local people.

2.4. Demand – Supply Gap The growth in India’s economy and population, coupled with urbanization, has resulted in an increasing demand for residential, commercial, industrial, public roads & highways as well as other physical infrastructure. Considering the demand of the mineral and its sufficient availability in this area, it is essential to have stone mine to sustain the demand and supply gap. 2.5. Imports vs. Indigenous Production There will be no imports for the proposed project. All the mined stone will be used in developing the infrastructure. 2.6. Export Possibility The present project does not seek the export possibility as it is a cheap mineral and the demand is high in the local area. 2.7. Domestic/Export Markets Excavated stone will be used for domestic market. 2.8. Employment generation (direct and indirect) due to the project. The proposed stone mining activity is envisaged to improve the socio-economic condition on a micro-economic scale by generating local employment of approximately 38 peoples directly and indirectly.

3. PROJECT DESCRIPTION 3.1. Type of project including interlinked and interdependent projects, if any. The present project is an application for the environmental clearance and it is neither interlinked nor interdependent as the mined mineral will be sold to market directly. 3.2. Location (map showing general location, specific location, and project boundary & project site layout) with coordinates The mining lease area is located at Village: Pakariya Thana: , District: Sahibganj (Jharkhand). The mine area is proposed for for Khata no.: 27, 12 & 25 Plot.no. [ 08(P), 09(P), 10], [ 13(P)], [40(P)] respectively having an area of 9.00 Acres/3.64 Ha No ecological sensitive zone that lies within 10 km radius of the proposed mining area. 3.3. Details of alternate sites considered and the basis of selecting the proposed site, particularly the environmental considerations gone should be highlighted. No alternate site was considered as the project is mineral specific. The mining lease area has already been granted to the project proponent. 3.4. Size and Magnitude of operation The Highest Capacity of the Project will be 47427 tons per year and the mining operations will be confined to the lease area granted. The existing & expansion mine lease area is spread over an area of 2.06 ha at Mauja: Chengro, Thana: Taljhari, District: Sahibganj, State: Jharkhand.

3.5. Project description with process details Stone mining will be done at the proposed site. Mining operations is to be carried out by opencast method, partially semi mechanized and partially by manual means. Mining will be carried out in the form of benches. The overburden removal from benches will be done by semi mechanized mining method, with deployment of small excavator and dumpers. Hard rocks will be excavated by Jack hammer drills and controlled blasting. Blasting will be carried by the license holder/permitted blaster

BLASTING: Blasting will be carried out in an accurate and systematic manner, taking into account all necessary safety precautions. The broad blasting parameters will be used and blasting will not be done in unfavoured weather. Control blasting will be done with the help of high density explosive for loosening the hard rocks. Each compress air drill holes will be charge with 25 kg of explosive considering powder factor of 2.07m³/Kg of explosive. The total requirement of explosive will be 45 X 25 = 1125 kg per month. Blasting operation will be carried out on strictly as per the provision of MMDR, 1961 under the strict supervision of qualified persons and all safety precaution i.e. marking the danger zone with red flag, use of warning signals and providing blasting shelter will be taken.

3.6. Raw material required along with estimated quantity, likely source, marketing area of final product/s, Mode of transport of raw material and finished product No raw material is required for the proposed stone mining project. As it is a stone mining project the finished product is stone and small stone chips. The finished product will be carried out to the local markets through tractors or trolleys.

3.7. Resource optimization/recycling and reuse envisaged in the project, if any, should be briefly outlined. Resource optimization/recycling and reuse are not envisaged. Negligible amount of waste water is expected. 3.8. Availability of water its source, energy/power requirement and source should be given Water is required for domestic purposes, dust suppression and plantation purposes. Approximately 6.98 KLD of water is required. No power is required for the mining operations. The fresh water for domestic and plantation purposes will be sourced from the nearby villages and private water suppliers will be hired for dust suppression purposes.

3.9. Quantity of wastes to be generated (liquid and solid) and scheme for their management /disposal. Very less amount of waste water is expected at site. The generated waste water will be disposed through soak pit. Small amount of solid waste will be generated which will be further cleared by the workers itself. The overburden which will be generated at the site will be used in filling of low lying areas, roads and excavated pits. Excavated soil will be used in plantation purposes along the periphery of mine lease area. 4. SITE ANALYSIS 4.1. Existing area 1. Green belt area is developed outside the border of the mining area and all the area is converted into reservoir. 2. Over burden is used for preparing roads and infrastructure development like parapet wall etc.

4.3. Topography A large part of the district is hilly. The vast tract of land enclosed between hill ranges had been assigned a name- Damin-I-koh, which is a Persian word means Skirts of the hills. The region on the bank of the is fertile and richly cultivated. The district may be divided into two natural divisions on the basis of its geographical location and cultivable land. First region consists of Borio, , Barhait, and Taljhari blocks and lies under Damin-I-koh area. The hills and slopes are covered with forests, once dense but scanty now. The valleys have cultivable lands, yielding mostly paddy. The inhabitants of this region are generally Paharias, Mal Paharias and Santhals. The inhabitants on the hill top cultivate Barbatti and maize using rain water. The second region consists of Sahibganj, Rajmahal, and blocks. This plain region consists of the uplands, undulation along ridges and depressions. The Ganges, Gumani and Bansloi rivers flow through this region. 4.4. Existing land use pattern (agriculture, non-agriculture, forest, water bodies including area under CRZ), shortest distances from the periphery of the project to periphery of the forests, national park, wild life sanctuary, eco sensitive areas, water bodies (distance from the HFL of the river), CRZ. In case of notified industrial area, a copy of the Gazette Notification should be given. There are no national parks, wildlife sanctuary and other notified eco sensitive areas within 10 km from the periphery of the project site.

4.5. Existing Infrastructure There is no building & structure within mining lease area except some vegetation existing on the lease area which will be cleared when required. Nearest railway station is Sakrigali Railway Station about 3 km from Project site in west direction.

4.6. Soil classification The major soil type of the district is the Rajmahal type soil witch derived from basaltic lava. These soils are black in colour, very fertile and restricted to Rajmahal lava areas. The other soil type of the district are red soil, eroded scarp soil, foothill soils, Tal soil and alluvial soil. The red soils are light to medium and are red to yellow or light grey in colour. The eroded scarp soil occurs in transverse section of dissected, descending scarp land at various altitude of upland. The yellowish red foothill soils occur in the eastern fringe of the district. The Tal soil is found in the back water belt of the Ganga around Barharwa when the rain water remains stagnant in the rainy season. 4.7. Climate data from secondary sources The district is characterized by humid to sub-humid climate. During summer the hot spell prevails from March to middle of June. Rainy season starts from middle of June to end to September. Winter starts from the middle of November and continues till the end of February. The district experiences great heat from March to May, when the maximum temperature reaches upto 44.40c. December being the coldest month when the minimum temperatures fall down up to 6.80c. 5.2. Population Projection The manpower proposed for the Project is 38 people. Local people will be given employment. They will be hired from nearby villages. No influx of people is anticipated. Hence, there will be no change in the demographic structure of the area where the Project is proposed.

5.3. Land use Planning (Breakup along with green belt etc.) The existing stone mining will be carried out on an area of 5.09 acre. Green belt will be developed along the periphery of the mine lease area and the areas suggested by local gram panchayat. 5.4. Assessment of infrastructure demand (physical & social) 5.4.1. 6.4. Connectivity (Traffic and transportation road/rail/metro/water ways etc.) The lease area is well connected by village road in right side from Sakrigali at a distance of about 2 km. 6.5. Drinking water management (source & supply of water) The daily water demand including for process & domestic water will be 6.98 KLD which will be supplied by the water tanker and from nearby villages. 6.6. Sewerage system The domestic effluent from the existing mining site will be managed through a soak pit. 6.7. Industrial waste management There will not be any industrial waste generation. 6.8. Solid waste management Solid waste generated will be of domestic in nature and separate bins will be used for collection of organic, inorganic and inert waste. No littering will be allowed in the mine site. Overburden will be used in filling of low lying areas, excavated pits and plantation purposes. 6.9. Power requirement & supply/source The mining would be semi-mechanized. Electrical power will not be required at the site. Transportation will be done through tractor/trolleys operating on diesel.

7. REHABILITATION AND RESETTLEMENT (R&R) PLAN 7.1. Policy to be adopted (central/state) in respect of the Project affected persons including home oustees, land oustees and landless laborers (a brief outline to be given) Since there are no people living at the Project site. The resettlement and rehabilitation is not applicable.

8. PROJECT SCHEDULE & COST ESTIMATES 8.1. Likely date of start of construction and likely date of completion (time schedule for the Project to be given) The Project activity will be taken up in parallel along with the opening of mine, after the Environmental Clearance is granted. The production will commence after the grant of Environmental Clearance. The Project will be completed when the entire mineral will be excavated.

8.2. Estimated Project cost along with analysis in terms of economic viability of the Project The Project proponent will incur a total cost of Rs. 48 lakh and may vary from place to place and with magnitude of the stone mining. This will include the rent/lease for land, cost of labor, cost of transportation, fuel charges etc.

8.3. CSR Budget The following CSR activities are proposed:  Study Materials for needy students  Distribution mosquito nets to the poor villagers.  Donation to poor students for books and school bags.  Provided medicine to poor people.  Road maintenance Total Cost of the project – Rs. 40 lac Yearly CSR cost is @ 5% of the total project cost is prescribed. 9. ENVIRONMENTAL MANAGEMENT PLAN 9.1. Air Environment Management  Water sprinkling on haul road and approach road.  Plantation around the mining lease area will be provided to arrest dust emissions.  Monitoring of Air quality will be done on regular basis.  Tractors/Trolleys will be covered by tarpaulin sheets during transportation.  Regular maintenance of vehicles.  All the vehicles that will be used for transportation i.e. trucks, tippers, and dumpers will be maintained regularly and checked for Pollution under Control.  Personal Protective Equipment like dust mask will be provided to all employees working in the likely dusty areas. 9.2. Water Environment Management  No wastewater will be generated in mining activities except sanitary waste.  Sanitary wastewater will be treated in septic tank/soak pits.  Garland drains will be created around mine area and dump area.  The wash off and leachates from dump sites will be collected by providing garland drains around the dump sites and they will be de-silted in these drains.  The drains will be cleaned regularly before onset of monsoon.  Surface runoff will be discharged through sedimentation tank. 9.3. Noise Environment Management Mitigation measures to control ambient noise levels:  Green Belt/Green Cover will be developed around mine pits to attenuate noise levels.  Employees will be provided with personal protection equipment (PPE’s) at high noise area.  Operator enclosure will be provide with aquatics prove cabin.  Proper maintenance, oiling and greasing of machines at regular intervals will be done to reduce generation of noise. Mitigation measures to control vibrations and fly rock:  Blasting will be performed strictly as per the guidelines specified under blasting technology.  Blasting operations will be carried out only during daytime as per mine safety guidelines.  Proper warning signals will be used.  Adequate safe distance from centre of blasting will be maintained.

 During blasting, other activities in the immediate vicinity will be temporarily stopped.  Overcharging will be avoided.  Optimization of blasting  Usage of staggered pattern  Supervision of drilling and blasting operations to ensure design blast geometry.  Sub-drilling will be kept just adequate to tear-off the bench bottom.

9.4. Soil  Proper mitigation measures will be adopted to control dust emissions like water sprinkling.  There will be no outside discharge from mining lease area.  There is no toxic element present in the mineral which may contaminate the soil.

9.5. Occupational Health and Safety Measures  The fugitive dust emission will be suppressed by water sprinkling on haul and transportation road. The level of dust emissions will be controlled as per permissible limit.  All workers (regular and daily) will be registered under ESIC for regular monitoring of their health and occupational diseases.  All employees regular or contractual will be selected for complete health check and occupational disease check in ESIC hospital which comes under Ministry of Labor.  Any suspected case will be further examined by ESIC occupational health detection center. 10. ANALYSIS OF PROPOSAL (FINAL RECOMMENDATIONS) 10.1. Financial and social benefits with special emphasis on the benefit to the local people including tribal population, if any, in the area The project will bring economical benefits to the state by the way of royalty for mineral and people by the way of direct (38 people) and indirect. The mine management will be helping nearby villages by providing aid to school, conducting medical and social awareness camps, helping in formation of self help groups etc especially keeping in the view the tribal and economically backward population in the area as part of its corporate social responsibility. Thus the project will bring out socio-economic improvement of the area and will prove beneficial to the area.
