House Bill 449- Smith, Vance of the 133rd- relating to blasting or excavating near utility facilities, so as to revise the "Georgia Utility Facility Protection Act" to enhance the processes for locate requests and to require that 9-1-1 be contacted if an excavator damages a gas or hazardous liquid pipeline
