4. Status of Lifelines

Region VIII Eastern • Macabut Bridge Approach B (km 1008-300) along -Guian, - 12 meters length washed-out – not passable

Region V

Albay • Temporary bridge in Kilkao, Daraga - washed out • Newly constructed dike in Yawa River - partly destroyed • Bridge connecting Brgys Kilikao and Binitayan was destroyed –As a result, 4 barangays along the slope of Mayon Volcano namely: Alcala, Matnog, Budiao and Kilikao are temporarily isolated from the town proper • Slope protection and road shoulder in Legaspi–Manito Section - damaged and eroded 30m • Part of Awang Dike collapsed with Malinao and Brgys Diaro and Ogub partly flooded. • Malilipot- Malinao to Tabaco City and Sablayon - flooded due to the swelling of Candao River and Sitio Paclas in Libon - not passable • Ligao City – Mamutnga Bridge section along Ligao-Tabaco Rd - hardly passable due to scattered earthen materials along the roadway

Catanduanes • Landslide occurred along the section of P Vera and Viga proper • Possible landslide along Pandan-Caramoran Road • Bocon river swollen [preventing flow of traffic

5, Flood Monitoring • Legaspi City, Albay - light to moderate flooding is on going in Washington Drive, Junction of Lakandula and Penaranda Ext, Junctions of Rizal Street and Binanuahan, Rizal St and Lapu Lapu, Daraga-Legaspi City-Sto Domingo Boundary Road, MSR Libod Section Camalig, DM Junction Camalig-Inaracio- Penablanca Road

6. Humanitarian Assistance

OCD • Facilitated the airlift of 106,720 lbs of assorted relief supplies of PNRC and DSWD relief supplies to City via C-130 • Facilitated the release of 400 sacks of rice worth P365,000.00 : 300 to PDCC Eastern Samar, and 100 to Lone District of Eastern Samar as augmentation/support for the on going relief operations. .

2 • PNRC Manila provided 20,000 pcs plastic relief bags (220 lbs/100 kilos); 800 sacks used clothings (8,800 lbs/4,000 kilos); and 250 cartons Compact Food (97.700 lbs/3,500 kilos) airlifted to Eastern Samar • DSWD Manila provided 1,670 packs of family food packs and 1,500 packs used clothing worth P549,029.80 airlifted to Eastern Samar

Region V • DSWD 5 has sufficient stockpile of relief goods for possible relief operations . So far, the MSWDO of Irosin, Sorsogon provided relief assistance to the displaced population of said municipality • DA 5 conducted damage and needs assessment for any possible damages on agriculture in the flooded areas • DPWH 5 coordinated with District Engineering Offices to monitor the overall status of various road networks, conducted road clearing operations in Catanduanes and the DPWH Albay is now undertaking clearing works in Namutnga Bridge Section in Albay • PDCC Albay dispatched APSEMO teams to conduct ocular inspection and damage assessment in flood and landslide-stricken areas., monitor major river systems and tributaries , and issued public advisories through locals broadcast media . • Oas MERIT SAR conducted search and rescue operations of the missing person.

Region VIII

DSWD • The DSWD Field OfficeI has sufficient standby funds worth P550,269.00 and stockpile of relief commodities worth P819.566.75 as augmentation support to the RDCC whenever necessary. So far, has already provided 3,000 family packs to PDCC Eastern Samar

DOH • DOH Center for Health VIII prepared and mobilized assorted medicines, drugs, vaccines and medical supplies amounting to P46,176.95 for 6 municipalities in Eastern Samar namely: Borongan, , Dolores, Maslog, , Gen Mc Arthur and Guian

AFP • Troops from the 14 th IB and the 62 nd IB of the Armed Forces of the assisted PDCC Eastern Samar in the conduct of rescue/evacuation operations

DPWH • DPWH Eastern Samar and Western Samar mobilized equipment for restoration, rehabilitation and clearing operations in the landslide affected areas; installed warning signs, temporary bailey panels and steel mats to make roads passable; and conducted grading and reshaping of unpaved roads

DA • Finalized the inventory of available good seeds region wide in anticipation of seed requirements of displaced farmers and nitially set aside P3 Million from the GMA Rice Assistance Continuing Fund for the implementation of a post-

3 calamity special seed subsidy and input assistance program in partnership/counterparting scheme with the LGUs.

LGUs • CDCC Tacloban City extended assistance worth P7,812.00 to the affected families. of Eastern Samar • PDCC Eastern Samar provided 200 boxes of sardines and 100 boxes of noodles to the affected families of Eastern Samar • Representative Teodulo Coquilla provided 50 boxes noodles and 50 boxes sardines for the affected families of Lone district of eastern Samar

7. Declaration of Areas under State of Calamity • The entire province of Eastern Samar was declared under a State of Calamity through Sangguniang Panlalawigan Resolution No. 14, series of 2008
