I: INTRODUCTION

In , elections to the State Legislative Assembly were held in the month of April and May 2007. CSDS in partnership with Indian Express and CNN-IBN conducted a Pre-Poll in Uttar Pradesh. The objective of the survey was to reflect the nature of voting behaviour and attitudes of people on electoral politics in the state. The survey was an attempt to understand the people’s perception on the performance of state government as well as the government at the Centre.

1 II: SURVEY DESIGN

Selection of Assembly Constituency (AC): The sample for the survey was drawn using a multi stage Stratified Random Sampling Technique. Out of a total of 403 ACs in the state, a sample of 80 ACs was randomly drawn using the Simple Random Technique.

Selection of Polling Stations (PS): In every sampled AC, 4 PSs were randomly selected using the simple random technique In order to select the polling station from each AC, a comprehensive list of PS in each AC was prepared and a total polling stations was divided by four (a pre determined number of PS from each AC) to arrive at the sampling constant.

First PS was selected randomly which must be less than sampling constant thereafter, sampling constant was added to the randomly selected PS to arrive at the second PS . This process was repeated for the selection of next PS in an AC. It is how; different PSs were selected in each assembly constituency.

Selection of respondent: Thirty respondents were decided to be randomly selected from the voter list of each PS. The reason for sample size was to circumvent clustering and it also has logistic and methodological concerns. For this, a list of voters at each PS was obtained and the total number of voters (at each PS) was divided by fifteen to arrive at sampling constant1. Sampling constant was added to the first respondent number to get next respondent and so on till selection of 30 respondents has completed.

1 If there are 3000 respondents of a polling station, divide 3000 by 30 that will be equal to 100. Thus 100 is the sampling constant for sampling respondents for the survey. The first respondent should be less than 100 drawn from random number table. Thus , if 89th voter is the first respondent selected then keep on adding 100, that is 89+100=189(second respondent), 189+100=289(third respondent) and so on till select 15 respondent

Note: Though four PSs were selected randomly from each AC, in some cases only two or three polling stations were covered due to social tension, threat to fieldworkers’ safety and unfriendly attitude of the community towards the survey and other similar kind of hurdles which would not appreciate to conduct the survey in a stipulated time period of four day. Apart from that the survey could not be conducted in Dhampur Assembly Constituency and 3 polling stations of Sikandra Rao Assembly Constituency because of unavailability of the revised electoral rolls.
