MASS TRANSPORTATION LOANS AND GRANTS For necessary expenses in connection with loans including purchase of securities and obligations in connection with mass transportation facilities, as authorized by clause (2) of section 202(a) of the Housing Ante, p. 173. FEDERAL NATIONAL MORTGAGE ASSOCIATION

LIMITATION ON ADMINISTRATIVE EXPENSES, FEDERAL NATIONAL MORTGAGE ASSOCIATION In addition to the amount otherwise available for administrative expenses of the Federal National Mortgage Association for the current fiscal year, not to exceed $600,000 shall be available for such expenses.

PUBLIC HOUSING ADMINISTRATION

ANNUAL CONTRIBUTIONS For an additional amount, fiscal year 1961, for "Annual contribu­ tions", $5,322,000.

INTERSTATE COMMERCE COMMISSION

Be it enacted hy the Senate and, House of Representatives of the Patents. Foreign applica- United States of America in Congress assembled, That section 119 of tlons. title 35 of the United States Code, entitled "Patents", is amended by 66 Stat. 800. adding the following paragraph thereto: "In like manner and subject to the same conditions and require­ ments, the right provided in this section may be based upon a subse­ quent regularly filed application in the same foreign country instead of the first filed foreign application, provided that any foreign appli­ cation filed prior to such subsequent application has been withdrawn, abandoned, or otherwise disposed of, without having been laid open to public inspection and without leaving any rights outstanding, and has not served, nor thereafter shall serve, as a basis for claiming a right of priority." OEC. 2. Section 44(d) of the Act approved July 5, 1946, Public Law 489, Seventy-ninth Congress, chapter 540 (60 Stat. 427; 15 U.S.C. 60 Stat. 44 1. 1126(d)), is amended by adding the following paragraph thereto: "In like manner and subject to the same conditions and require­ ments, the right provided in this section may be based upon a sub­ sequent regularly filed aj)plication in the same foreign country, in­ stead of the first filed foreign application: Provided, That any foreign application filed prior to such subsequent application has been with­ drawn, abandoned, or otherwise disposed of, without having been laid open to public inspection and without leaving any rights outstanding, and has not served, nor thereafter shall serve, as a basis for claiming a right of priority."
