Houses that are owned and fully paid -off are predominately north of KwaDabeka again reflected the presence of the Metro Housing programme in developing subsidy housing stock for individual title.

Only 10% of the population use private vehicles to commute. 3.1 What is a Vision? A vision is a statement of a desired futu re and it can be expressed or articulated in many ways. The vision presented here is a draft vision which will need to be tested and agreed to by the relevant communities and stakeholders of the Clermont / KwaDabeka area and the eThekwini Municipality.

The following broad guidelines have been used to formulate the vision below.

A vision should be for the people and communities who will be using the area, either on a day to day basis and / or on a more irregular or infrequent basis, to express their views about what the environment should look like, how it should support their, and other peoples, lifestyles and activities and how it will be managed. This will include the views of residents, business people, visitors and people who work in the area. This vis ion should then be used to guide the Municipality in its role as manager of the area on behalf of the inhabitants.

Residents and communities from within an area are usually very knowledgeable about their area and understand the issues that they need to dea l with during times of change and growth. However, they are not always aware of wider and higher level issues which are outside of their control, but which have a direct bearing on their daily lives. Invariably local communities will be concerned with issu es such safety, service levels, mobility, environmental quality, property rates and values and issues of noise, privacy and cleanliness and so on.

Municipal government is also directly concerned with all of these issues as the primary service provider, bu t it is also concerned with the wider and higher level issues related to the change of the area and its sustainability in terms of the City’s overall economic and population growth. As such it is also concerned with the role the area can play in the City i n accommodating such growth and change.

At the street-level in areas where topography is fragmented and steep, there is a vertical disconnection between houses and s treets. 6.2 New Elements of Spatial Structure In order to redress some of the imbalances in the existing spatial structure the following elements are proposed as a means of reorganising space and activity to provide improved urban performance levels.

6.2.1 Precincts On closer inspection of the two main pl aces, a number of smaller identifying spatial units becomes apparent. These are defined by the combination of physical features, homogeneity, access, character and form and are indicated in Figure 8. These boundaries may be refined in Phase 2 of the project. Six spatial units have been identified:-  Clermont Central is a cohesive spatial unit with similar formal urban mixed use settlement characteristics  Clermont Emngeni is a fragmented suburban residential spatial unit, similar in nature to Westville North  KwaDabeka Central a fragmented spatial unit with a patchwork settlement pattern ranging from high density urban hostels, to informal settlements, in-situ upgrades and planned suburban housing layouts.
