The -Carleton District School Board (OCDSB) is committed to providing optimum learning environments for students in a way that ensures equity of access within sustainable resources

The Ministry of Education has been clear that school districts will continue to see a reduction in the funding that is tied directly to maintaining excess pupil space. When funding and enrolment are misaligned, the costs of empty pupil spaces negatively impact all students as resources cannot be maximized to support student learning. To achieve that goal, the Board has undertaken a five year Pupil Accommodation Review Plan which includes most areas of the District. A multi-year student learning and accommodation plan provides an opportunity to review, reconsider and, where needed, recreate better learning environments for students.

The Eastern Secondary Area Pupil Accommodation Review: Phase One is scheduled to begin in September, 2016 and encompasses the following 3 secondary schools:

Colonel By Secondary School Gloucester High School Rideau High School

All aspects of the programs and services delivered to these school communities have been reviewed to determine how best to realign resources to provide wider program opportunities for students, better access to programs of choice and facilities that are in better condition to support learning. To achieve this goal one school closure, program relocations, program additions and facility enhancements have been proposed.

Currently the Eastern Secondary Area (as defined for the review) has 1,362 excess pupil spaces. The staff proposal reduces the excess pupil space by 966 pupil places and brings the overall utilization in the area to a factor of 85%.

Recommendations Summary

There are no proposed changes to Colonel By Secondary School’s location or regular program catchment area brought forward at this point in time following a thorough examination of options (as referenced in the Eastern Area Secondary Review Report: Phase One). Upon approval and certification of a new International Baccalaureate Program in the western part of the District, a recommendation will be brought forward for the establishment of District boundaries for both eastern and western programs.

The following are the proposals for change in the Eastern Secondary Area Pupil Accommodation Review: Phase One:

 Rideau High School would be closed and its Grade 9 through 12 students would attend Gloucester High School effective September 2017. EXECUTIVE SUMMARY - EASTERN SECONDARY: PHASE ONE

 An International Baccalaureate Program boundary would be established for Colonel By Secondary School upon receipt of certification for the new western International Baccalaureate school site and program.

Following the consultation period (identified on the Consultation Plan) with school communities, the general public and the established area Accommodation Review Committee, a final report with recommendations will come back to the Board for decision making on 7 March, 2017.

Planning Transitions

The decision to close a school can profoundly affect students and parents. Where this change occurs, transitions are planned in a sensitive manner that is supportive of school communities. The transition process will provide parents and students with the opportunity for positive visioning of a new school experience and will be planned and implemented in collaboration with parents/guardians, students, school staff, board staff and senior administration through a school level transition committee structure. The Student Learning and Accommodation Planning Transitions Planning Guidelines (Appendix B) provide the framework that will facilitate the change process.

One of the purposes of the planned consultation process with the Advisory Review Committee and the public is to seek advice on implementation issues. Two implementation issues to be considered are the potential change of school attendance boundaries and student enrolment entitlement at the new school location. Following the consultation period, final recommendations will include a comprehensive listing of all of the needed boundary changes to facilitate the recommendations. All proposed changes are reflected in the boundary maps included in the Rideau HS and Gloucester HS proposal.

The final recommendations will also include specific language around the transitions of students who will move to their new school location. There is no intent to repatriate students attending Rideau High School on an approved transfer to their home school; rather these students would be permitted to follow their cohort to Gloucester High School. Transfer students will continue to be considered as cross-boundary for the purposes of transportation eligibility.

Human Resources

The closure of schools or the consolidation or reconfiguration of programs impact all staff within those schools. The transition for staff must be planned in a sensitive, consistent and thoughtful manner which is consistent and appropriate to the specific school situation. The Human Resources Guidelines: School Accommodation Reviews document (Appendix D) provides a framework which will be used in combination with applicable collective agreement provisions and on-going discussions with representatives of applicable bargaining agents to facilitate staffing changes arising from the recommendations. Financial Implications

From a financial perspective, the proposed plan will result in changes to staffing levels. For example, the closure of a school means the reduction of certain positions that are not directly connected to enrolment and therefore may be eliminated or redeployed. This includes school administrator positions, school office and technicians, EAs and some teaching positions. In addition, the grade and program reconfigurations may result in further efficiencies in terms of staff deployment of teaching and other support positions. Further information will be provided once staff has an opportunity to further analyze the staffing implications based on the proposed reconfigured plan. Facility Upgrades

In some cases, the proposals for change include facility enhancements. Changes in the Eastern Secondary Accommodation Review include some building enhancements but no major renovation projects are planned. The proposed work could be funded through School Consolidation capital provided by the Ministry of Education. If this is not forthcoming, the use of Facilities Renewal and School Improvement Funding will be required.

City of Ottawa Consultation

The OCDSB has discussed its plan for ongoing accommodations review with its municipal partners in a number of different forums. Formally, the OCDSB along with the 3 other publically-funded school boards in the City of Ottawa met to discuss, in broad terms, partnership opportunities and facility plans on April 27, 2016. Notice of this accommodation review has been sent to the City of Ottawa and all Community Associations listed on the City of Ottawa website. Further meetings will be scheduled to provide updated information and seek input as the area reviews progress.

Transportation

The proposed closure of Rideau High School will result in more students requiring busing to attend school. These students would be issued an OC Transpo Student Pass based on eligibility.

To create more dynamic and successful learning environments for our students many components need to be balanced. This is the case with the proposed closure: our goal is to create a more vibrant learning opportunity for the combined students of Rideau HS and Gloucester HS. Resources can be focused, program choice significantly expanded, and we can achieve some stability in our long term capital planning, all of which benefits student outcomes.

Summary

The proposed changes for the Eastern Secondary Area Pupil Accommodation Review will result in greater program opportunities for students that will enhance their individual learning experiences within sustainable resources. Eastern Secondary School Review: An Overview

Proposed Plan for Change:

1. Rideau High School closes and its students would attend Gloucester High School.

2. No changes are proposed for Colonel By Secondary School at this time.

3. RIDEAU HS GLOUCESTER HS COLONEL BY SS

Per the proposed changes neighbourhoods and areas which currently feed to Rideau High School for grades 9 to 12 will be directed to Gloucester High School.

Rationale

The decision to begin with a secondary review in the east is linked to the urgent learning issues of two of the three schools identified for study; Rideau High School (HS) and Gloucester HS.

Pupil Accommodation Reviews normally include both elementary and secondary schools. The decision to undertake only three secondary schools as Phase 1 of this review is based on extraordinary circumstances. Decreasing enrolment at Rideau HS and Gloucester HS poses significant challenges in terms of offering viable student programming in the future.

Given the contiguous nature of the Colonel By Secondary School (SS) catchment area with the above schools and the enrolment projection for its local attendance area, it was considered prudent to include the school initially as part of the review.

The Eastern Area Secondary Review Phase One includes Colonel By SS, Gloucester HS and Rideau HS. Additional schools that are contained within this family which are not being studied at this time will be part of other future area reviews.

In reviewing this area of schools, several guiding principles for all District Area Pupil Accommodation Reviews governed the consideration of a plan for the future.

There is a compelling need to address two of the three high schools in this area vis-à- vis their potential to offer a broad range of programming based on their current and projected enrolments. The reality is that the ability to provide a wide range of programs to meet students’ individual learning needs is tied to the number of students enrolled.

All secondary schools are moving toward combining courses in programs to offer a broad range of three program pathways in core subjects and students choice in their elective courses. This is a viable approach to high school organization that provides flexibility in timetabling. This approach becomes problematic when a school population reaches a number that the combined course is a singleton section and can only be offered in one semester, or in some extreme cases, every other year. Both Rideau HS and Gloucester HS are unable to offer a number of courses based on low (or no) subscription and both schools offer a proportionately high number of single section, combined courses: 44 and 50 respectively. This situation often results in students unable to take courses of interest or need. The combination of the two student populations will provide enhanced timetabling opportunities as elaborated upon below.

Gloucester HS is projected to operate with a utilization rate of 40% in 2017 which represents 646 students attending a school building with a capacity of 1,608 pupils. Rideau HS will have a utilization rate of 41%, which represents a student population of 399 students in a school with a capacity of 966. Conversely, Colonel By SS is projected to have a utilization rate of 117% in 2017. Its projected enrolment of 1,142 students is supported by approximately 700 students enrolled in the International Baccalaureate (IB) Program from across the District; its local community catchment is relatively small.

In combination these three secondary schools contain a total of 1,362 surplus pupil spaces (a combined 62% utilization rate). One of the overarching principles for any pupil accommodation review is to ensure that resources are being optimized to support student learning. Maintaining excess pupil places in this area negatively impacts on how well supports and service can be channeled for existing students.

The proposed plan for change will remove 966 surplus pupil places from the District’s holdings.

Current Status

Colonel By Secondary School

In reviewing this area, Colonel By SS was initially considered as part of the review as its local attendance area is gradually declining in contrast to the growing demand for its International Baccalaureate Program (which has been capped based on the school’s capacity). There are no proposed changes to Colonel By SS brought forward at this point in time, although several options were explored. One option was to close the school and move its programs to Gloucester HS. To do so, would not leave sufficient space to accommodate students from Rideau HS as well. This would not help to address the declining enrolment issue there.

In addition, any adjustment to the attendance area of Colonel By SS would likely impact on secondary boundaries in the Orleans area, which is scheduled for its own future accommodation review. At that time, attendance boundaries for Colonel By SS would be considered as part of the larger, eastern picture.

Lastly, contingent on requisite approvals (both from Board and the international organization), a second IB Program site will be introduced in the western portion of the District in two years. The impact of that decision on Colonel By SS will need to be understood over time. For these reasons Colonel By SS will not be part of any proposals for change in this review. Rideau High School

Rideau HS is a culturally diverse high school which currently offers programming to 419 students. This level of enrolment reflects approximately 40% of the total secondary OCDSB student enrolment in its attendance area. The students who are not attending Rideau HS do so for variety of reasons: applying for cross boundary transfers to other schools; attending their designated French Immersion school (which Rideau HS does not offer due to lack of enrolment); choosing to leave the public system to attend co- terminus board schools or private schools and; enrolling in other specialized OCDSB programs.

This erosion of the school population in no way is reflective of the excellent programs and services offered at Rideau HS. It does, however, impact on its ability to offer the depth and breadth of programming that would be optimal in a composite high school. The school has been responsive to individual needs, particularly with students who may be new Canadians through the immigration process.

Rideau HS also has built an exemplary First Nations, Metis and Inuit (FMNI) experience for its students. Involvement of the FNMI community permeates the school; decisions made are guided by consulting with the FNMI community, including Elders, Senators, traditional knowledge keepers, community partners, students and families via circle talks.

Community partners are welcomed each day to connect and offer support to students. A variety of program offerings support the ongoing commitment to education and the building of awareness of past and current histories. In addition, Rideau HS is a willing partner when approached by the community to support events and /or projects. At Rideau HS, the Contemporary Aboriginal Voices course (NBE3C) is used as the Grade 11 English credit. There are other Native Studies courses offered as well including Native Arts and Aboriginal Beliefs, Values and Aspirations in Contemporary Society. In partnership with the Aboriginal Liaison Worker from the Wabano Aboriginal Health Centre, a highly successful program was developed for English Literacy Development (ELD) students to introduce them to FNMI initiatives and issues.

Gloucester High School

Gloucester HS is a composite high school offering academic programming designed to meet the varied interests and learning needs of a diverse student body. Approximately 21% of Gloucester HS students have Individual Education Plans and over 30% of the student population is English Language Learners.

The school offers a rich array of academic programming for students such as French Immersion, Spanish, Arabic and Japanese. Many of the graduates have received certification in the Grade 12 French Proficiency Test (Diplôme d’études en langue française – DELF). The school also offers the opportunity to gain Advanced Placement standing at select universities through the writing of Advanced Placement examinations in French and French Immersion. The Gloucester HS facility is expansive and offers a multitude of varied instructional spaces: both classrooms (science labs, a foods room, a fashion room) and specialty areas (one double gym, one single gym, a dance/yoga studio, an outdoor education room, a spinning room, a fitness studio, four tech labs, three classroom sized computer labs, a large library including a small computer lab, a small lecture theatre, auditorium, two art rooms, a dark room, and a greenhouse).

Learning Enhancements for Rideau High School and Gloucester High School

The closure of Rideau HS and the consolidation of students at Gloucester HS will provide many enhanced learning opportunities for the new, combined student body.

For Rideau HS students, there are numerous program opportunities currently in place at Gloucester HS that would become new program options for them. Conversely, there are classes currently running at Rideau HS that would complement the Gloucester HS experience. The following chart is an analysis of the different types of courses that ran this year at both schools.

Most notably, in looking at the expanded course offerings for the new student body, pathways from Grade 9 through to Grade 12 in many subject areas become possible where, before, numbers prohibited offering or running the full range of interest courses. The consolidation of the two schools at one combined site is mutually advantageous in terms of the breadth and depth of programs that can be offered. The following is a listing of courses that currently are run at only one school and could be run for the larger student body.

The additional student enrolment will facilitate offering certain courses in both semesters, which allows for more flexibility in what courses students are able to take over the course of the secondary school experience.

Additionally, an International Certificate Program is offered at Gloucester HS. The OCDSB International Certificate Program recognizes and honours students who demonstrate a commitment to being motivated, engaged and active global citizens. Staff will be actively pursuing the addition of a number of other Specialist High Skills Major (SHSM) courses at Gloucester HS based on current course offerings: a number of clusters of courses in Construction/Landscape Architecture, Health and Recreation, Media/Business and Communications Technology courses have the potential of certification in the future.

The addition of any SHSM is dependent on Ministry of Education approval and the ability to staff the program based on teaching qualifications and interest. The addition of any SHSM program adheres to the District’s goal of offering better access to programs that enhance individual learning styles and interests.

Contingent on the findings of the secondary study group, which will be analyzing the delivery of the District Program for High Performance Athletes, Gloucester HS could be an ideal location for the establishment of a second program based on its location next to the local municipal pool and hockey arena.

Staffing

The closure of Rideau High School would mean that staff currently assigned to the school would be considered surplus and require a new placement for September 2017. Staffing processes within the District are largely governed by the provisions of the collective agreements. Staff has also initiated discussions with representatives from each of the affected bargaining units with respect to the implications arising from the school accommodation decisions generally. Placements for affected staff from Rideau would, therefore, be determined based on the unique spring staffing processes established for each employee group.

The potential staffing implications of establishing an IB boundary for Colonel By will be reviewed as plans to establish the new IB program move forward.

Staff will continue working closely with the unions to analyze the impact of the recommended changes to ensure that all impacted employees – teachers, administrators and education workers - are supported through out the process and are placed into suitable positions in accordance with the respective collective agreement and handbook requirements. Further information will be provided following discussions with the bargaining agents.

Facility Upgrades

The choice of Gloucester HS as the receiving school for Rideau HS students is also based on the type of instructional space that is currently available at the site and what its potential for the future is. The building is easily accessible by local transit and there is the ability to accommodate more students in terms of bus access and available parking spots.

The nature of the site would also lend itself to a future Grade 7-12 configuration. There are a number of areas of the school, particularly the tower area that would provide a natural congregation area for an intermediate population. With a student capacity for 1,608, the school would still have space flexibility in the future should it be needed.

By reducing excess pupil spaces, we also reduce our overall footprint that needs to be heated, cooled, lit and otherwise maintained. This allows us to better reallocate the dollars available for maintenance and facilities renewal. As decisions are made on which buildings to retain or dispose of in an area, the district can move ahead with much more confidence with major investments in the building that will impact the learning environment

There will also be the addition of a Learning Commons Area in the school.

A. Learning Commons

As the Learning Commons’ concept grows, a school library’s collection- based facilities will continuously change and expand, creating access- based services suited to a school community’s needs.

A Learning Commons provides a flexible space in a school where there are vertical, non-permanent surfaces on the walls and partitions for students to collaborate and make their thinking visible. There is also flexible seating spread throughout. The variety of configurations of furniture is determined by the pedagogical goals of the day/activity/task. Chairs and desks/tables are set-up to foster collaboration and group work, working in pairs, or individual work. Students who require accommodations, such as quiet workspace, cubicle, or proximity can differentiate their workspace to meet their specific needs. Learning commons areas rely on not just print materials but also provide a virtual learning space for students.

Many secondary schools will find it most appropriate to renovate the library space to a Learning Commons area for the student population; but the Learning Commons may fit into other areas of a facility depending on the unique needs and layout of each school.

Other Options Considered

The pressing issues in the East are the acutely low enrolment/utilization at Rideau HS and the declining enrolment and facility utilization at Gloucester HS. The need to solve these problems scopes the solutions that can be considered.

In considering a closure of Rideau HS because of low enrolment, one must take into account not only the accommodation needs of current students, but the potential student population contained in the attendance area. Rideau HS attracts less than 40% of OCDSB students in the catchment and less than 20% of the high school-aged population. Gloucester HS is the only school in geographic proximity that can accept the current enrolment, let alone accommodate potential future growth. For example, Lisgar Collegiate Institute, located in Centretown, is not a viable option given its physical size and its enrolment level.

There was thought given to the closure of Gloucester HS and the relocation of its students to the Rideau HS building, or to a new future secondary school to be built on the Rideau HS site. The benefit in such a closure would have been the consolidation of 1,608 pupil places; however, the likehood that the Ministry of Education would provide capital funding for the construction of a new 1,000 plus pupil place secondary school when both schools have a combined 1,362 excess pupil spaces is unlikely.

As indicated, there was also consideration given to consolidating Colonel By SS at Gloucester HS. In order to address the urgent concerns at Rideau HS, however, all three secondary schools would have to be accommodated under one roof; a total student population of almost 2,200 students in a 1,608 pupil capacity school. Although Gloucester HS did operate with such high student numbers many years ago, it was not considered optimal and occurred at a time when class sizes were significantly higher. Consolidating an enrolment of that size in one school building would likely serve to restrict access to specialized resources and facilities, rather than enhance it. Furthermore, Phase 2 of the East Review is yet to take place, and such a large consolidation of students would limit future options (the creation of a grade 7-12 configuration for example).

Colonel By SS has been scoped from this review out of necessity. It may be involved in a future accommodation review should opportunities present themselves, or circumstances shift.

Implementation Timelines and Issues

It is anticipated that Rideau HS would be closed for September 2017 and its students relocated to Gloucester HS.

Involving and consulting with the First Nations, Metis and Inuit (FNMI) community will be pivotal in terms of transition planning and expanding opportunities for students. The importance of building relationships while listening and seeking to understand cannot be overemphasized. The intent is not to merely try to transfer the programs (and lodge building) from Rideau HS to Gloucester HS but to focus on consultation and communication. Developing and fostering positive community relationships and partnerships, and being intentional in supporting quality FNMI programming, resources, and initiatives will be an essential part of the transition planning process. The commitment and best practices exemplified at Rideau HS will provide a starting point for discussion and staff will reach out and begin to plan collaboratively for those changes.

Rideau HS hosts one of the OCDSB pre-school/toddler child care programs. The closure of Rideau HS would result in the potential relocation of the program. This program is currently fully subscribed with a majority of the families who use this service live in the Donald Street area. A relocation of the program would therefore ideally find a site within the local neighborhood in order to continue to serve its clientele. One potential site which is being explored is at Queen Elizabeth Public School. This location would provide continuity within the community for child care services. Staff is currently analyzing all of the preschool/toddler programs offered by the District. Any decisions regarding a new location site would be contingent on future Board decisions concerning pre-school childcare programs.

In that same vein, there is also a Language Instruction for Newcomers to Canada (LINC) program that operates at Rideau HS with an associated child care. This will also need to be moved should Rideau HS be closed. On a very preliminary basis staff is in the process of assessing the Ottawa Technical Secondary School site as an appropriate location for this program.

Rideau High School currently hosts a Learning Disabilities system class with 22 students. That class would be relocated to Gloucester High School would maintain student support and service in the same zone and potentially better serve the far east and southern areas of the District.
