The proposed project entails the proposed development on the former Rodenbeck small holding area, Bloemfontein district. The provision of housing in the country is of utmost importance and the Department of Human Settlements plans to upgrade informal settlements and ensure the access to basic services etc. The Municipality aims to upgrade informal settlements in the area. The proposed development entails the establishment of a township and will include numerous land uses such as: single residential, multiple residential, business, school, créches and streets, as well as associated infrastructure developments.

The author states that informal residential development and industrial activities have noticeably altered the natural condition of the terrain and potential archaeological impact resulting from the proposed development is considered non-existent due to the disturbed nature of the area. The affected area is capped by a substantial overburden of geologically recent (Quaternary) alluvial sediments that is extensively disturbed by human activity. It is not considered palaeontologically vulnerable. Final comment

Taking into account the highly disturbed nature of the study area, and that the area is not considered palaeontologically vulnerable, the SAHRA Archaeology, Palaeontology and Meteorites Unit grants exemption to this proposed project from having to undertake further cultural heritage impact assessments, on condition: If archaeological or any other heritage resources are found during construction activities, SAHRA and an archaeologist/palaeontologist depending on the nature of the find must be alerted immediately. If the newly uncovered heritage resource is considered significant a rescue excavation may be required. The specialist will require a valid permit from the responsible heritage authority.
