ADMINISTRATIVE CIRCULAR

1. Venue

The Bali Democracy Forum (BDF) VIII will be held on December 10-11th, 2015 at the Bali Nusa Dua Convention Center (BNDCC), Bali, Indonesia. The BNDCC contact details are as follows:

2. Working Language and Interpretation Facilities

English will be used as the official language of the Forum. The Organizing Committee will provide 3 (three) booths and associated audio equipment, i.e. microphones, headphones and monitor, to support a simultaneous interpretation. Each booth could accommodate one interpreter only.

Delegates who wish to use these facilities need to provide their own interpreters and to reserve the facilities in advance. Allocation for the interpretation booth is on a first-come- first-serve basis. Each delegation is responsible for registration and accreditation of their respective interpreters before December 4h, 2015.

Interpreters should report to the Organizing Committee of the Bali Democracy Forum VIII, 1 (one) hour prior to the commencement of the meeting. The Organizing Committee will take up an attendance check and escort all interpreters to the room where the booths are located.

3. Dress Code

During the course of Bali Democracy Forum VIII official meetings, the attire will be Lounge Suite/Batik long sleeve. Further information regarding dress code and attire can be found on the Tentative Program of Work.

4. Liaison Officers and Security Officers

The Bali Democracy Forum Organizing Committee will assign Liaison Officers (LOs) and Security Officers (SOs) for:

5. Registration Delegates are requested to register on-line at http://bdf.kemlu.go.id starting from November 16th, 2015. On-line registration will be closed on December 5th, 2015 at 2 PM Western Indonesian Time (GMT+7). Delegates who wish to register must login at the registration page of the website with the following:

Each country is requested to register online and submit their official list of delegation (names and titles) by note verbale to the Directorate General of Information and Public Diplomacy, Ministry of Foreign Affairs of the Republic of Indonesia, no later than December 4th, 2015. ID Badges will be issued according to the list of delegation submitted by the respective Diplomatic Missions or Ministries of Foreign Affairs.

Registered delegates are invited to collect their ID badges by presenting a photo ID, passport or a diplomatic identity card, and signing the receipt form at the registration counter located at the BNDCC Buliding 2, December 8-9th, 2015 at 9 AM - 8 PM.

Please be informed that only registered delegates with ID badges are allowed to access the meeting venue.

6. Access to Meeting Venues

Lapel pins must be worn and visible at all times. They are required for entry into the secure conference venues in lieu of a Conference Pass.

The lapel pins will be conveyed by the Liaison Officers. Other Head of Delegates (Non- Ministerial Level) should take their pins and ID badges at the registration desk.

Use and Issuance of ID Badges

ID Badges must be worn at all times at the meeting venue. ID Badges are required for entry into the BNDCC and to every designated conference facility or venue on December 10-11th, 2015. Access will be denied to non-accredited individuals and those who make improper use of their passes.

Loss of ID Badges

Loss of ID Badges should be reported immediately to the Organizing Committee Secretariat. Once the identity of the delegates is verified, re-issuance of the ID Badges will be made upon submission of a letter issued by the applicant’s Diplomatic Mission and the presentation of a photograph identification document. Once ID Badges are replaced, the previous pass will no longer be valid.

7. General Security Arrangements

Security Check

In order to provide adequate security throughout the meetings, various levels of security checks and screenings will be implemented at each venue. Security checks consist of visual and electronic verification of ID Badges, electronic (X-Ray) or physical search of belongings, and walk-through metal detectors. When necessary, individuals may be subjected to a physical search.

Only vehicles with the Special Access Sticker are allowed to park in restricted areas of BNDCC. The vehicles will be subjected to electronic and physical search prior to entry.

Venue/Hotel Security Arrangements

Appropriate security arrangements will be employed at all venues (including for social functions) and official hotels.

Delegates are subject to various levels of security checks and access control for entry to the meeting venues. Delegates are advised to arrive early to allow time for security checks.

8. Visa Arrangements

All visitors to Indonesia are required to possess a passport that is valid, with the expiration date of the passport must be at least 6 (six) months prior on the date of entry into the territory of Indonesia.

Passport must contain at least two blank visa pages. The ‘amendment’ and ‘endorsement’ pages at the back of the passport does not count as blank page and cannot be used for visa and stamp for entry permit purposes.

It is strongly recommended that visitors obtain a valid visa before departure and are advised to submit their visa application at the earliest convenience, at the Embassies and Consulates of the Republic of Indonesia abroad. The list of the Embassies and Consulates of the Republic of Indonesia and their addresses are available at website http://kemlu.go.id/Pages/Mission.aspx?l=en

For visa application, please provide a letter from government agency/institution which describes the purpose of the visit. Application form must be completed with recent color photographs (passport size) and copy of flight itineraries or tickets and signed by the applicant. The application form can be obtained at the Indonesian Embassies and Consulates. Please be advised that visa to Indonesia must be used within 90 (ninety) days from the date of issuance.

Visa applications will be processed by Indonesian Embassies and Consulates once all required documents are completed. Please note that the letter of invitation to the BDF VIII does not automatically guarantee the issuance of visa for entry into the Indonesian territory.

Holders of diplomatic and service passports are recommended to apply the required visas to Indonesian embassies and consulate accredited to their respected countries.

Some participants are not required to have a visa to enter Indonesian territory in accordance with Indonesian regulations. The Visa Waiver Programs of the Government of the Republic of Indonesia are as follows:

c. The Government of Indonesia offers a facility of Visa on Arrival for short visit not exceeding 30 days for nationals from 67 countries/entity which can be applied on arrival at the Soekarno-Hatta International Airport, Jakarta and at Minangkabau International Airport, Padang. Visa on Arrival is subject to US$ 35 fee, payable by cash on arrival. Should the participants, holders of a diplomatic and official or service passports, including all ministers or head of delegations, wish to apply for a Visa on Arrival, the said fee shall apply and be borne on them. Bank facilities are available next to the Visa on Arrival desk in the airport arrivals area for those who need to exchange money to pay the fee. Visa on Arrival is not convertible to other types of visas.

Nationals from other countries not include on the three lists above or countries where there is no Indonesian Embassies and Consulates, will need to apply for a visa at the nearest Indonesian Embassies and Consulates to their country of residence or request to apply conditional Visa on Arrival to the Government of the Republic of Indonesia. Should the participants wish to apply conditional Visa on Arrival, delegation coordinators representing the countries are reminded that they must submit an official note to the Indonesian BDF VIII Organizing Committee with each delegate’s full name, nationality, passport number and passport’s date of expiry, in order to be eligible of this conditional arrangement at the earliest convenience. A Letter of Guarantee (LOG) will subsequently be provided confirming this conditional Visa on Arrival arrangement. For this conditional arrangement, delegation coordinators are advised to submit the application as early as possible.

Visitors, including all ministers or head of delegations, using the Visa on Arrival facility and conditional Visa on Arrival procedure must pay a fee of US$ 35, payable by cash on arrival. Bank facilities are available next to the Visa on Arrival desk in the airport arrivals area for those who need to exchange money to pay the fee.

9. Local Transport Arrangements

Head of Delegation: Ministerial Level

The Government of Indonesia will provide each Head of Delegation at Ministerial Level with 1 (one) VIP Sedan, starting from the arrival until the departure or December 9th-12th, 2015.

Motorcades will be arranged for Ministerial Level Official. Delegates are requested to inform and update their respective Liaison Officers on the bilateral program and other activities in order to ensure proper motorcade, protocol, and security arrangements.

Head of Delegation: Vice Ministerial Level

The Government of Indonesia will provide each Head of Delegation at Vice Ministerial Level with 1 (one) VIP Sedan, starting from the arrival until the departure or December 9th-12th, 2015.

Shuttle Service

The Government of Indonesia will provide scheduled transportation for delegates at regular intervals to travel between the I Gusti Ngurah Rai International Airport and recommended hotels on arrival and departure, as well as between the recommended hotels and the venue of the meeting from December 9th-12th, 2015.

10. Hospitalities

Accommodation The Government of Indonesia will provide complimentary accommodation, with the following arrangements:

Courtesy Accommodation for Head of Delegation at the Ministerial Level Countries with head of delegation at the Ministerial Level will be provided complimentary accommodation for the head of delegation plus 1 (one) at designated hotel. The rooms will be available for check-in on December 9th, 2015 and check-out on December 12th, 2015.

Mini bar, laundry, room service, phone charge, and other personal expenses will not be covered by the Organizing Committee.

Courtesy Accommodation for Head of Delegation at the Vice Ministerial Level Countries with head of delegation at the Vice Ministerial Level will be provided complimentary accommodation for the head of delegation only. The rooms will be available for check-in on December 9th, 2015 and check-out on December 12th, 2015.

Mini bar, laundry, room service, phone charge, and other personal expenses will not be covered by the Organizing Committee.

Other Delegates Other delegates will be responsible for their own accommodation arrangements. While delegates are free to make their own hotel bookings, for convenience and special rate, it is advisable that participating delegates stay in hotels recommended by the Committee.

11. Arrival and Departure

VIP

VIP facilities at I Gusti Ngurah Rai Airport, Bali, Indonesia will be extended to Ministers and Vice Ministers as heads of delegation. Participating countries are kindly requested to inform the Organizing Committee, Directorate of Protocol of the Ministry of Foreign Affairs of the Republic of Indonesia with a copy to the Directorate of Public Diplomacy, of their itinerary no later than December 4th, 2015.

Other Delegates

Other Delegates will have to go through normal entry and exit lanes at the I Gusti Ngurah Rai International Airport. The Bali Democracy Forum Organizing Committee will set up a Hospitality Desk at the airport to provide assistance to all delegates upon arrival and departure from I Gusti Ngurah Rai International Airport. The Organizing Committee will be on duty from December 9th-12th, 2015 at the I Gusti Ngurah Rai International Airport. To facilitate hospitality arrangements, the itinerary of delegates should be conveyed to the Organizing Committee, Directorate of Protocol of the Ministry of Foreign Affairs of the Republic of Indonesia with a copy to the Directorate of Public Diplomacy, no later than December 4th, 2015.

Special Aircraft Clearance

Heads of State/Government and Ministers travelling by private aircraft are requested to submit flight details, call signals, and route details of the aircraft no later than December 4th, 2015 to the Directorate General of Protocol and Consular Affairs of the Ministry with a copy to the Directorate General of Information and Public Diplomacy, for the issuance of the required flight clearance.

12. Firearms and Radio Clearance

Clearance of Firearms and Ammunition

Security officers who provide protective security for VIP by carrying firearm must have permit for the firearm they carry into Indonesia. To process the issuance of the permit, the Ministry of Foreign Affairs of Indonesia needs to receive an official note informing identity of security officers (name, place/date of birth, rank/position, passport number), the flight itinerary (arrival and departure schedule of the security officers), and the firearms they are going to carry (type, brand, serial number, caliber, and quantity of ammunition).

The official note should be sent to the Directorate of Diplomatic Facilities of the Ministry through fax number +6221 386 2754 and [email protected] no later than 23 November, 2015.

The Ministry will forward the information to the relevant authority for the processing and issuance of the permit. The number of firearm encouraged to bring in to Indonesia is maximum 4 (four) firearms per delegation with a maximum 10 (ten) ammunitions for each firearm.

Personnel carrying firearm must declare their firearm together with the permit to the Indonesian customs officers both at the arrival and departure of the personnel (at the airport or the hotel). Firearms other than the ones mentioned in the permit shall be deposited/kept temporarily at the local Customs Office and can be collected prior to their departure.

Security Officers carrying firearm should comply with the guidance given by the Indonesian security officers. They shall not display their firearm in public and shall not use them arbitrarily. They are not allowed to carry their firearm in the meeting rooms.

Radio Clearance

Security officers who provide protective security for VIP/VVIP by using radio frequency for their communication devices must have permit for the use of radio frequency. To process the issuance of the permit, the Ministry of Foreign Affairs of Indonesia needs to receive an official note informing identity of security officers (name, place/date of birth, rank/position, passport number), the flight itinerary (arrival and departure schedule of the security officers), and the communication devices they are going to carry (type, brand, radio frequency that will be used, time periods for using that radio frequency).

The Ministry will forward the information to the relevant authority for the processing and issuance of the permit. Personnel carrying communication devices must declare their communication devices together with the permit to the Indonesian customs officers both at the arrival and departure of the personnel.

13. Media

International Media Center

An International Media Center will be established at the Building 2, BNDCC in order to facilitate the work of journalists accredited to cover the meetings. The media center will be operating from December 9th- 11th, 2015.

Media / Press Registration

Online registration for members of the press to attend the Bali Democracy Forum VIII open from November 16th – December 4th, 2015. Member of the press who wish to cover the events will be required to register at http://bdf.kemlu.go.id.

Any request for registration beyond the specified deadline will not be processed. After successful registration, each applicant will receive confirmation and further notification by e-mail.

Media advisory will also be available at http://bdf.kemlu.go.id.

Registered foreign journalist entering Indonesia for media coverage of the forum are required to have visa. Visa can be obtained from the Indonesian mission in their respective countries (http://www.kemlu.go.id/Pages/Mission.aspx?l=en).

Members of the press must personally obtain their badges at the registration counter located at the BNDCC Building 2, December 8th – 9th, 2015, at 9 am – 8 pm showing their confirmation letter and valid ID.

14. General Information

Bilateral Meetings For any inquiries regarding bilateral meetings of head of delegates at ministerial level, delegates should further contact the person in charge listed in the section of contact person information.

Internet Facilities

Wireless internet facilities are also available in the meeting room and media centre. Office equipment and internet facilities are located at the hotel business centre. Delegates are responsible for all costs they incur at the business centre.

Currency Exchange

Indonesia’s national currency is Rupiah (Indonesian Rupiah = IDR). The exchange rate normally fluctuates between IDR 13.000 and IDR 14.000 for USD 1.

Medical Services

Medical facility for VIP and other delegates will be provided at the venue for minor illnesses. Any major treatment will be carried out at the local hospital, where a 24-hour medical service will be available and a general practitioner will be working on duty throughout the day. Delegates will be responsible for the costs incurred of any hospital treatment, and should therefore ensure that they have appropriate insurance coverage prior to traveling.

Climate and Weather

Bali has a tropical climate with high humidity. The average temperature is 30 degrees Celsius or 86 degrees Fahrenheit.
