28 Member Briefing on Herts Local Enterprise Partnership: General Funding Opportunities.

A briefing was requested by the Sustainable Development, Planning and Transport Committee on the potential for obtaining economic development in Three Rivers from Central Government via the Hertfordshire Local Enterprise Partnership (LEP).

Background

LEPs were created in 2011/12 by the Coalition Government as the main local conduit for investment into economic and infrastructure growth and delivery. So far, 39 local enterprise partnerships have been created.

The Hertfordshire LEP is a business-led partnership between local businesses, academia, voluntary organisations and local government with a remit to boost the local economy and create new jobs.

The LEP has developed a mission, namely:

‘To accelerate business-led economic growth in Hertfordshire'.

The LEP recognises that fundamentally it will be the private sector that will create the jobs and businesses that will unlock economic growth in Hertfordshire. However it will seeking to ensure that EU, Central Government and local authority investment can be utilised where possible to kick start growth and/or provide some of the infrastructure needed to unlock investment.

The LEP has an ambitious plan for Hertfordshire to become a world- leading economy; one of the top three in the country outside London. The key priorities are:

 To encourage enterprise and business growth and build on our innovation assets

 To maintain and improve the skills and employment prospects of residents

 To identify and prioritise the strategic infrastructure required for economic growth

 To secure greater investment from business and government in Hertfordshire by improved promotion and advocacy activity.

These priorities are reflected in the LEP’s “Strategic Economic Plan for Hertfordshire - Perfectly Placed to do Business” (March 2014). This sets out the three Growth Areas in Hertfordshire which have been defined spatially around the principal road and rail corridors of the:

 M1/M25 (including the Three Rivers area)

 A1(M)

The LEP has established four Programme Boards based around the four objectives of the LEP:

 Enterprise and Innovation

 Strategic Infrastructure

 Skills and Employment

 Investment and Advocacy.

Funding

The LEP receives core Government funding to help run its administrative functions, which are based in offices in Garden City (Bio Park). It also receives and administers two key types of funding:

 Devolved Central Government and European Funding  Funding to directly assist businesses.

Hertfordshire Growth Deal

The LEP received £199.2m from the Government ‘s Local Growth Fund in Autumn 2014 for funding schemes and projects up to 2021, with the key priorities being:

 Croxley Rail Link - a new extension of the Metropolitan underground line and new stations at Cassiobridge and Watford Vicarage Road. The scheme offers economic benefits for Three Rivers and Watford and beyond, linking business areas with London and stimulating investment particularly in Watford and Croxley Business Parks and Watford Health Campus. The funding for this scheme is subject to Final Approval being secured through DfT’s local major scheme process

 A1(M) Growth Area Forum/ - to accelerate housing delivery in the growth area

 M11/A10 Growth Area Forum – to accelerate housing delivery in the growth area

 M1/M25 Growth Area Forum – to accelerate housing delivery in the growth area

 Broxbourne Enterprise - which will provide start-up space for new and small enterprises in Broxbourne

 Stevenage Bioscience Catalyst Phase 2- a project to accelerate the second phase of this facility which is driving innovation at the heart of UK bioscience

 M1/M25 Transport package – a package of transport schemes including A414 Junction Improvements, Hemel Hempstead station forecourt enhancements, and Watford Business Park Pedestrian and Cycle Access Enhancements.

Hertfordshire Growth Deal Expansion At the end of January 2015, Hertfordshire LEP was again successful in securing additional Government funding for a series of projects to help deliver new homes, jobs, support business growth and improve the skills of its workforce.

The LEP was awarded £22.3m additional funds for 2016-2021 by the Government six months after it secured £199.2m, bringing the total so far for projects in Hertfordshire to £221.5m.

The LEP estimates that over the lifetime of its Deal (2015-2021) up to 15,000 new jobs could be created, 20,000 new homes built and it has the potential to unlock £430m of public and private investment.

The projects announced as part of this expansion are:

 Evergreen Infrastructure Growth Fund: £12.5m for an infrastructure fund which will support regeneration projects and provide up to 4,000 new homes and 1,275 jobs, including at South Oxhey and Bishop’s Stortford

 Hatfield: £6m to regenerate the Town Centre which is expected to create 241 new jobs and 97 new homes

 Oaklands College, : £0.8m to fund at least 100 new science and technology apprenticeships

 North Herts College: £0.4m for a Design and Innovation Centre or ‘fab lab’ which will give small and medium-sized manufacturers’ access to state of the art equipment and engineering skills training

3 31  University of Hertfordshire: £2.5m for an innovation hub which will link up SMEs with the world-class academic and research facilities at the University.

[For Three Rivers, the key part of this announcement is the award of around £2.3 m of funding towards the South Oxhey Initiative which will be available in 2018/19. However the Council is still awaiting further details from the LEP/Central Government about the precise nature, timing and conditions associated with the funding].

Growing Places Funding

The LEP has been allocated a total of £16m to help kick-start economic activity by addressing immediate infrastructure and site constraints and promoting the early delivery of jobs and housing.

The selected projects are:

 Elstree Studios: owned by Borough Council - the £2m funding will mean new film and television production facilities can be built, alongside some business premises

 Maylands Business Park: the £3.5m funding will kick-start two stalled sites to create a combination of new business units and homes

 Watford Health Campus: the £6m funding will support infrastructure to improve access to the site, where there will be a new hospital, housing, offices, a hotel, a business park and green spaces for the local community.

Growth Hub

The LEP has also supported the development of a Growth Hub in association with the University of Hertfordshire. The Hub is expected to be opened in March and will co-ordinate business support across the County.

European Funding

Hertfordshire has been notionally allocated around £60m of European Structural and Investment Funds (ESIF) up to 2020. The Government has indicated that LEP areas should take the lead for ensuring the allocation and delivery of EU funds in order to maximise economic growth. The ESIF allocation for Hertfordshire is separated into three different sections:

 European Structural Fund (ESF) . Includes an initial allocation of £29.9m for the ESF themes of Strengthening Research, Technological Development and Innovation (40%), Enhancing the Competiveness of SME’s (40%) and Supporting the Shift towards a Low Carbon Economy (20%) . With match-funding, the total value of this Fund for Hertfordshire is anticipated to reach £59.8m.

4 32  Economic Regional Development Fund (ERDF) . Includes an initial allocation of £29.9m for ERDF themes of Promoting Employment and Supporting Labour Mobility (30%), Promoting Social Exclusion and Combating Poverty (20%) and Investing In Education, Skills and Lifelong Learning (50%). . With match-funding, the total value of this fund for Hertfordshire is anticipated to reach £37.9m.

The match funding will come from the Department for Works and Pensions, Skills Funding Agency and the Big Lottery, which are known as the ‘opt in’ organisations.

 European Agricultural Fund for Rural Development (EAFRD)- allocation of £1.5m.

The start date for the tendering processes for both ESF and ERDF are likely to be delayed until June or July with projects unlikely to be agreed until September or October at the earliest.

The projects that will be supported as part of the ESIF programme are likely to have to be very large scale, cover more than one district and attract other match funding. Projects will therefore need to be developed on a Hertfordshire-wide basis. The Herts Economic Development Officer Group (HEDOG) is currently undertaking some scoping in this regard.

Some scoping for the ESF programme has already been undertaken as part of the Herts Get Set project – a project supported by the Big Lottery’s Programme Development Fund, and delivered in collaboration with Herts Community Solutions partners and the LEP. This focuses on activities addressing the root cause of poverty and lifting barriers to work, such as relieving debt and providing affordable childcare, together with helping socially disadvantaged young people aged 16-24 and adults into the workplace.

Funding to assist business

The LEP also offers/directs businesses to a range of funding sources which could be of direct benefit to them. These include:

 Grants for Growth- a regional EU grant programme to help the county’s SMEs buy plant, machinery and equipment to either improve energy efficiency, reduce waste or raise productivity

 Start up Loans- loan scheme with mentoring support for budding entrepreneurs

 Business Loans- loan scheme with business support for existing businesses

 Enterprise Finance Guarantee Scheme- Government backed loan guarantees for start ups, newly established SMEs and existing firms below £41million turnover

 Angels Den- London and Hertfordshire based business angel network which links pre-screened businesses with experienced business people who can provide investment and mentorship

 Growth Accelerator- up to £10K government funding for expert business coaching and support

 Manufacturing Advisory Service- access to specialist manufacturing advice and financial help for small and medium sized businesses.

The LEP is clearly the main source of funding in Hertfordshire for economic development, infrastructure and business support. Three Rivers will benefit from the projects and planned investment in the area including the South Oxhey Initiative, the Croxley Rail Link and projects in adjoining areas such as Watford and . Three Rivers businesses will also benefit directly from business advice available through the Growth Hub initiative.

In order to benefit further from the LEP’s resources in future, it is important that authorities such as Three Rivers continue to engage with the LEP at all levels including through the:

 Herts Economic Development Officers Group (HEDOG)  Chief Executives Coordinating Group /Leaders’ Group (CECG/LG)  Herts Infrastructure and Investment Panel (HIPP)  Local Strategic Partnership (LSP)  Hertfordshire Community Foundation (HCF) and Herts Community Solutions Partners.

It is also important that the Council develops partnerships with other authorities and agencies and collaborates on bids for funding particularly in relation to the ESIF programme.

Subsequent to the flooding issues experienced last year, discussions have continued with the Environment Agency (EA) and some works have taken place which you have been advised of in previous emails from myself and Rebecca and are summarised below. The EA’s compound is apparently due to be set up this week, tree work will commence on Monday 19 January and dredging will begin on 22 January. The tree work will involve removing low vegetation, some pollarding and some crown lifting of mature trees. Any dead trees/branches will be removed. Subject to the weather, the EA advise that the desilting work will be complete by 17 February.

The EA advise the following works have taken place since February 2014:

TRDC have fully cleared the side channel of debris and vegetation. TRDC are regularly carrying out repairs to the banks damaged by dog poaching by using sandbags. The breach in the millstream has been temporarily repaired by the EA. This has generally been successful although there are still leaks upstream and water levels at the breach location remain continuously high. The EA contract to desilt the millstream has now commenced on site. Water levels in the millstream will reduce on completion of the work. The planned completion date for the work is 17 February 2015. The EA have now replaced the 450mm sluice board at the side of the millstream with 3 no 150mm boards. This will allow the water levels in the millstream to be incrementally lowered.

A Contingency Plan has been drawn up which is attached and this will go in the next Members Information Bulletin at TRDC. Please note the mobile phone numbers contained therein are not for general use, only in the event of potential flooding.

3. Trigger for Action

TRDC – Grounds Maintenance inspectors presently check the park, Chess, millstream and side channel every two days. Very high water levels in the section of the Chess immediately upstream of the breach would trigger a potential flooding alert.

EA – Watercourse Inspector to monitor flood warnings and take action once a severe flood warning is issued.

4. TRDC – Actions to be Taken in a potential flood event

Mobilise manpower, plant and other materials with a view to raising banks in the Chess upstream of the millstream. Ensure trash screens on the playing field ditch are clear.

Alert Herts CC Highways as to the potential for flooding of the A412.

5. EA Actions to be Taken

Mobilise manpower to attend site immediately and consider removing one or more of the 150mm boards from side sluice

Provide additional sandbags to TRDC as required.

Contact Mitchells and Butler to ensure the trash screen at the culvert entrance is clear.

Monitor flow in the side channel including that from the side sluice to ensure there is no flooding in the public house grounds as a result of culvert capacity.

38 Three Rivers District Council Monthly Economic Summary General Economy January saw oil prices continue to plummet, putting further economic stress on oil exporting nations. The Eurozone had a busy month with the far left political group, Syriza, winning the general election in Greece, putting doubt as to whether Greece will default on its debts to the rest of Europe. The cap on the Swiss Franc was released due to speculation of QE in the EU, which was later confirmed as starting in March 2015. QE of €1.1 trillion will be spread over 18 months. Meanwhile, the UK saw inflation drop to 0.5% in January where the MPC voted unanimously to hold Bank Rate at 0.5%.

Although the figure remains above the 50 threshold, which represents growth for the 22nd consecutive month, the UK Manufacturing PMI grew less than was expected, coming in at 52.5. Construction saw sluggish growth in December with the PMI falling to 57.6 from 59.4. Residential construction provided some good news, although the housing market has been cooling since July. The UK’s service sector grew at its slowest rate since mid-2013 with December’s PMI dropping to 55.8 down from 58.6, representing the biggest fall in three years. Although the three PMI releases showed growth slowing towards the end of the year, all the figures were comfortably above the 50 threshold, suggesting the UK economy is still growing.

UK inflation fell to the lowest level in 14 years during December to 0.5% from 1.0%, the drop was largely due to continued falls in fuel and food prices. Economists claimed low inflation was not a cause for concern in the UK as it gives more spending power to consumers. Mark Carney is due to write a letter to Chancellor George Osborne explaining why inflation is below 1%, although as elections approach low inflation is seen as a positive as wages showed strong growth once again with real wages outperforming inflation for the third month in a row. Average weekly wages excluding bonuses grew 1.7% in November compared to a year before. As wages grew faster than inflation unemployment continued to fall to 5.8%, its lowest level in over 6 years. Although wages are picking up they are still well below the levels seen before the financial crisis.

During January, the Bank of (BoE) policymakers voted to hold bank rate at its record low level of 0.5%. The month before the vote was 7-2 in favour of holding rates whereas in January, on the back of weaker than expected UK inflation, all nine policymakers voted against a rate hike. The first unanimous vote since August.

In December retail sales rose unexpectedly on the back of Novembers Black Friday sales. This was mainly due to falling oil prices encouraging consumers to buy more and Christmas shopping. Retail sales rose 0.4% on the month after November’s surge of 1.6% and compared with the same month a year ago sales rose by 4.3%. Excluding fuel sales, volumes rose by 0.2%, representing half the pace of growth in overall sales and suggesting consumers were taking advantage of lower oil prices.

Britain's economy recorded its fastest annual growth since 2007 last year despite a bigger-than-expected slowdown in the final three months of 2014. GDP grew by 2.6% in 2014 up from 1.7% in 2013. However, questions are being raised as to whether 2014’s growth marks a temporary high point as the economy peaks following the financial crisis, or if it is part of a longer expansion.

The middle of January saw a surprise turn of events as the Chairman of the Swiss National Bank, Thomas Jordan, announced that the cap on the Swiss Franc would be removed. The cap was set at 1.2 francs per Euro. The day the cap was removed the Euro fell to 0.8052 against the franc. Switzerland looks set for deflation and exports look set to be hit hardest, but Thomas Jordan explained that as the ECB were about to announce QE the cap would no longer be sustainable.

The European Central Bank (ECB) left interest rates unchanged in January at 0.05%. Shortly after, the ECB announced it would start Quantitative Easing (QE) in order to bolster the economy and encourage public spending and borrowing. The ECB announced it plans to buy public and private securities worth €60 billion a month until the end of September 2016, totalling €1.1 trillion.

US employment data showed the US is still creating nonfarm jobs at a faster rate than economists forecast. Nonfarm payrolls increased by 252,000 in December after a strong jump of 353,000 during November. December’s figure marks the 11th month in a row where over 200,000 US nonfarm jobs have been created. Unemployment fell by 0.2% during December to a

Housing Market Since mid 2014 the housing market has been losing momentum. Housing prices at the end of the year reiterated this, growing 6.8% since last January, down from year on year growth of 7.2% seen in December. Month by month prices grew by 0.3% in January, which was in line with expectations and up from a 0.2% increase in December.
