Subject: SOUTHWEST MONSOON-2007: DAILY FLOOD SITUATION REPORT SUMMARY OF IMPORTANT EVENTS AS ON 31.07.2007

RAINFALL SITUATION IN THE COUNTRY UTTAR PRADESH  Heavy to Very heavy rainfall has been reported in some parts of the State during last 24 hours.  05 districts (Sravasti, Bahraich, Maharajganj, Basti and Barabanki) of the State are reported to be severely affected.  The situation in Basti, Barabanki and other affected districts are returning to normal as no fresh significant rainfall has been reported.  Heavy to very Heavy rainfall has been reported in some parts of the State during last 24 hours.  Due to heavy rainfall in upper reaches of Nepal border, the rivers Bagmati, Budhi Gandak, Gandak, and Koshi continue to be in spate.  122 Relief Camps are opened in the State where 6,650 people have been accommodated.  1370 boats have been deployed in the affected areas of the State for rescue and relief operations. ASSAM  Light to moderate rainfall has been reported in a few parts of the State during last 24 hours.  3416 villages in 24 districts are reported to have been affected in the state.  239 Relief camps and 251 temporary relief shelters have been opened in the State in which about 35,751 people are accommodated.  Ferry services between Dibrugarh-Dhemaji continue to be suspended due to increased and high flow of water in river Brahmaputra. WEST BENGAL  Heavy to very heavy rainfall has been reported in north Bengal during last 24 hours.  188 Relief Camps have been opened in the State where about 14,599 people are accommodated.  Due to heavy rainfall in north Bengal, river Torsha, Tista, Jaldhaka and Mahananda continue to be in spate. ARUNACHAL PRADESH  Heavy to very heavy rainfall has been reported in some parts of State during last 24 hours.  08 districts are reported to have been affected by flood in the state.  Road communication between Teju to Tinsukia continues to be cut off. Border Road Task Force (BRTF) was deployed to restore the road communication.  ITBP Bn at Tezu has been kept in stand-by for relief and rescue operation in Lohit district .

1 KERALA  No significant rainfall has been reported in the State during last 24 hours.  88 relief camps continue to run in the State where 13472 people are accommodated.

Loss of Human lives • As per provisional information received from the affected States, 12 human deaths (Assam-05, West Bengal-04, Bihar-03)) have been reported during the last 24 hrs . The cumulative number of people who lost their lives during the South West Monsoon so far is 1103. IMD  A low pressure area is likely to form around 4 th August over northwest & adjoining west-central Bay of Bengal . Subsequently, the southwest monsoon is likely to revive over central & adjoining peninsular .  Fairly widespread rainfall activity with isolated heavy to very heavy falls over Gangetic plains & northeastern states are likely during next 48 hours and decrease thereafter.  Under the influence of the off-shore trough, fairly widespread rainfall activity with isolated heavy to very heavy fall is likely along the west coast during next 3-4 days .  In association with an upper air cyclonic circulation over west -central Bay of Bengal & adjoining coastal areas of south Andhra Pradesh and north Tamil Nadu, fairly widespread rainfall activity is also likely over Tamil Nadu and south Andhra Pradesh during next 48 hours.

Central Water Commission(CWC) There are 07 High, 32 Moderate and 14 Low flood situation sites.

INDIA METEOROLOGICAL DEPARTMENT

Warning (for next 24 hours) • Isolated heavy to very heavy rainfall is likely over Andaman & Nicobar Islands, northeastern States, Sub-Himalayan West Bengal, Sikkim, Bihar, Uttar Pradesh, Uttarakhand, Konkan, Goa, Coastal Karnataka, Kerala, south Coastal Andhra Pradesh and north Coastal Tamil Nadu. Outlook for subsequent two days  Increase in rainfall activity is likely over Orissa and north Andhra Pradesh.  Fairly widespread rainfall with isolated heavy to very heavy fall is likely along the west coast.

CENTRAL WATER COMMISSION According to the Central Water Commission (CWC) report dated 31 st July, 2007 , there are 07 High, 32 Moderate and 14 Low flood situation sites.

The details of the High Flood sites are as under:- High Flood Situation

Assam  River Burhidihing at Khowang is flowing at 103.71m with a steady trend against the danger level of 102.11m and the previous highest flood level (HFL ) of 103.92m of 25.08.1988. 2  River Beki at Beki NHX is flowing at 45.76m with a falling trend against the danger level of 45.10m, and the previous highest flood level (HFL ) of 46.20m of 04.08.2000.

Bihar  River Burhi Gandak at is flowing at 53.90m with a steady trend against the danger level of 52.53m, and the previous highest flood level (HFL) of 54.29m of 15.08.1987.  River Bagmati at Benibad is flowing at 49.77m with a rising trend against the danger level of 48.68m, and the previous highest flood level (HFL) of 50.01m of 12.07.2004.

Uttar Pradesh  River Ghaghra at Elgin Bridge is flowing at 107.07m with a steady trend against the danger level of 106.07m, and the previous highest flood level (HFL) of 107.18m of 14.09.1983.  River Rapti at Balrampur is flowing at 104.94m with a falling trend against the danger level of 104.62m, and the previous highest flood level (HFL) of 105.25m of 11.09.2000.  River Ghaghra at Ayodhya is flowing at 93.45m with a falling trend against the danger level of 92.73m, and the previous highest flood level (HFL) of 93.65m of 19.08.1998.

UTTAR PRADESH  Heavy to Very heavy rainfall has been reported in some parts of the State during last 24 hours.  No human death has been reported by the State during last 24 hours.  05 districts (Sravasti, Bahraich, Maharajganj, Basti and Barabanki) of the State are reported to be severely affected.  In Sravasti district , out of 537 villages , 106 villages have been severely affected due to flood water of river Rapti . o Water level of river Rapti is still above the danger level but in falling trend. o Water logging has been reported in several low lying areas. Traffic movement in various severely affected villages has reportedly come to standstill due to waterlogging. Daily used essential commodities are being supplied to the villagers through boats. o 16 relief camps have been opened in the district where a number of families are accommodated. o 01 PAC Company along with 04 country boats and 01 motor boat has been deployed. 07 private boats have also been deployed for rescue and relief operations.  In Maharajganj district , 04 tehsils are reported to have been severely affected due to flood water of river Ruhi and its tributaries . o Water level of river Ruhi is above danger level but in falling trend. o Out of 04 affected tehsils , 02 tehsils (Sadar & Parinda) continue to be submerged under water. o Water logging has been reported in several low lying areas. Traffic movement in various severely affected villages has reportedly come to standstill due to waterlogging. Daily used essential commodities are being supplied to the villagers through PAC or private boats.

3 o 04 PAC Companies along with 04 motor boats have been deployed . 49 private boats have also been deployed for rescue and relief operations. o Sufficient number of medical teams with doctors have been deployed in the affected areas for providing medical care.  In Bahraich district , heavy to very heavy rainfall has been reported. o 150 villages with a population of 1,45,000 are reported to have been affected. o Water logging continues to be reported in several low lying areas of the district. o Traffic movement in various severally affected villages has suffered disruption. The essential commodities are being supplied to the villagers through boats. o 02 PAC Companies along with 04 motor boats have been deployed in the district. 199 private boats have also been deployed for rescue and relief operations.  The situation in Basti, Barabanki and other affected districts is returning to normal as no fresh significant rainfall has been reported.

BIHAR  Heavy to very Heavy rainfall has been reported in some parts of the State during last 24 hours.  Due to heavy rainfall in upper reaches of Nepal border, the rivers of Bagmati, Budhi Gandak, Gandak, and Koshi continue to be in spate.  03 human deaths (Muzaffarpur, Madhubani & ) have been reported in the State during the last 24 hours.  In district heavy to very heavy rainfall has been reported.  Out of 17 blocks , 15 blocks are reported to have been affected severely.  205 boats are deployed in the affected blocks for rescue and relief operations.  In East Champaran, heavy to very heavy rainfall continue to be reported.  Out of 27 blocks , 15 blocks are reported to have been affected severely.  3.00 lakh cusec water has been released from River Balmiki in the river Gandak due to which several low lying villages have been flooded.  The river Gandak is reported to be in spate.  Due to water logging in the railway track on to Sugoli- route, rail services in this section have been suspended.  The traffic movement on Mohihari-Betai National Highway (NH-28) has also been suspended as the river Burhi Gandak has overflown this highway  142 boats have been deployed in the affected areas for rescue and relief operations  In Darbhanga district, heavy to very heavy rainfall continue to be reported.  Out of 18 blocks , 16 blocks are reported to have been affected severely. 546 villages with a population of 15.74 lakh have been affected severely.  Several breaches have been reported in the embankment of rivers Kamala Blan & Adhwara group  A landslide is reported to have been occurred in Darbhanga-Patna National Highway (NH-57) resulting in suspension of traffic movement on this section. 4  Waterlogging has also been reported at various places over Railway track due to which train services have been affected.  32 relief centres are opened in the district where affected people are being shifted.  10 medical camps have also been opened in the district for providing medical care to the affected people.  378 boats have been deployed in the affected areas for rescue and relief operations  In , heavy to very heavy rainfall continue to be reported.  Out of 16 blocks , 11 blocks are reported to have been affected severely. Orai and Katra blocks are reportedly cut off from the district.  River Bagmati, Lakhandehi and Burhi Gandak are in spate.  A PWD bridge in Sahabganj block near Nawal chauk has broken down due to flood water of river Burhi Gandak. The vehicular movement on this section has been diverted through an alterative route.  03 Relief Centres have been opened in the district where about 200 people are accommodated.  356 boats have been deployed in the affected areas for rescue and relief operations  In all, 122 Relief Camps are opened in the State where 6,650 people have been accommodated.  In all, 1370 boats have been deployed in the affected areas of the State for rescue and relief operations.

ASSAM  Light to moderate rainfall has been reported in a few parts of the State during last 24 hours.  05 human deaths (Kamrup, Morigaon, Karbialong, Udalguri and Shivsagar) have been reported in the State during last 24 hours.  239 Relief camps and 251 temporary relief shelters have been opened in the State in which about 35,751 people are accommodated.  A timber road bridge on NH-52 in Dhemaji district washed away due to the recent flood water. The Road communication from Dhemaji with the rest of the Country continues to be cut off.  Ferry services between Dibrugarh-Dhemaji continue to be suspended due to increased and high flow of water in river Brahmaputra.  3416 villages in 24 districts are reported to have been affected in the state.  In Dibrugarh, a Baily bridge situated over river Dilli has collapsed as a result the vehicular movement between Sinari & Namrup has been disrupted.  In Nalbari district , due to flood in river Noona, a few breaches in its embankment have been reported. A number of villages under revenue circle Tehu and Borma are marooned due to flood water of river Mora-pagaldia.  In Dhubri district, Due to flood water of river Brahmaputra, the National Highway (NH-31) at Sonamukh and Salkocha has been submerged under water. As a result, road communication on this section has been cut off.  In Jorhat the traffic movement on Mudoijan – Jhanjimukh road has been suspended as this road continues to be submerged under the flood water of river Brahmaputra.

5 WEST BENGAL

 Heavy to very heavy rainfall has been reported in north Bengal during last 24 hours.  04 human deaths (CoochBehar & Paschim Midnapur-02 each) have been reported in the State during last 24 hours. 188 Relief Camps have been opened in the State where about 14,599 people are accommodated.  A few breaches have been reported in the embankment of river Tista, Torsha & Mahananda in CoochBehar and Jalpaiguri districts due to which several villages in these districts have been severally affected.  Due to heavy rainfall in north Bengal, river Torsha, Tista, Jaldhaka and Mahananda continue to be in spate.

ARUNACHAL PRADESH

 Heavy to very heavy rainfall has been reported in some parts of State during last 24 hours.  No human death has been reported in the State during last 24 hours.  River Siang and Lohit are flowing above their danger levels.  In Upper Siang , Log Bridge, suspension bridge and potter tracks at various sites have reportedly been washed away.  08 districts are reported to have been affected by flood in the state.  Road communication between Teju to Tinsukia has also been cut off. Border Road Task Force (BRTF) has been deployed to restore the road communication.  ITBP Bn at Tezu has been kept in stand-by for relief and rescue operation in Lohit district .  Several other landslides have also occurred in the State disrupting the road communications at different locations.

KERALA  No significant rainfall has been reported in the State during last 24 hours.  No human death has been reported in the State during last 24 hours.  In all, 88 relief camps continue to run in the State where 13472 people are accommodated.  05 teams of NDRF (Kozhikode, Alappuzha, Idukki, Wayanad, & Malappuram) continue to be deployed in the State for rescue and relief work.

Army

 In Assam, two Army columns and two Engineer Task Forces (Barpeta and Kamrup districts) continue to be deployed for rescue and relief operations.
