A. Traffic Management Scheme – Temporary Traffic Management Schemes of the (East)

The construction of the South Island Line (East) has commenced in mid 2011. Implementation of the latest temporary traffic management schemes listed below were been presented to the Traffic and Transport Committee of Southern District Council on 13 Feb 2012 and 16 Apr 2012. The current status of implementation is as below:

Vicinity of Aberdeen Tunnel toll plaza and Ocean Park area Aberdeen (i) From 2012 to 2013, TTMSs at Road in the vicinity of Aberdeen Tunnel Toll Plaza, including the Wong Tunnel Toll Chuk Hang Road flyover to the Tunnel and the slip road leading from the Tunnel to , will be implemented at night Plaza intermittently for viaduct superstructure construction.

(ii) Temporary and intermittent road closure at the slip road leading from the Tunnel to Shouson Hill and the flyover to the Tunnel during night time will be implemented in phases during the second and third quarters and the second half of 2012 respectively. Please refer to Appendix 1A&B for details.

Nam Fung Road Tunnel Adit (i) Traffic at uphill lane of Nam Fung Road has been temporarily reduced to dual-lane two-way starting from the first to second quarter of 2012 for underground gas pipe protection works.

(ii) Part of the pedestrian path at the junction of Nam Fung Road and Nam Fung Path, and a section of footpath on Nam Fung Road near the junction, would be temporarily narrowed down during the same period of time for temporary drainage and cabling works.

(iii) Diversion of a section of the pavement at Nam Fung Path near the site entrance and TWGHs Wong Chuk Hang Complex will be maintained until the third quarter of 2012 for the construction of piling and pier works. Meanwhile, the footpath leading from the bus stop at Wong Chuk Hang Road to Nam Fung Path will be temporarily diverted to a new temporary footpath within the Complex and the anticipated implementation period will be the second half of 2012. Please refer to Appendix II for details.

(iv) Existing carriageway at the roundabout will be maintained during day-time but reduced to dual lane at night-time in phases for around a month starting from mid 2012.

Vicinity of Ocean Park Road Wong Chuk (i) Temporary traffic diversion will continue to be implemented from 2012 to 2013 in phases for viaduct construction and Hang and underground utility works along a section of Ocean Park Road between Aberdeen Sports Ground and the City Bus Depot. Nullah Dual-lane carriageway and the existing Ocean Park Road roundabout will be shifted slightly to the north but all traffic lanes will be maintained.

Nam Long Shan Road, Heung Yip Road, Police School Road and Yip Fat Street (i) Temporary closure of a section of Heung Yip Road between its first and second junctions with Yip Fat Street has been implemented since March 2012 for the underground utility works to facilitate the construction of the . Traffic to this section of Yip Fat Street can either travel from Wong Chuk Hang Road westbound via Aberdeen Police Station and Heung Yip Road eastbound, or from Ocean Park Road roundabout via Police School Road and Road northbound.

(ii) Starting from the second quarter of 2012 until the third quarter, part of the northbound carriageway adjacent to Nam Long Shan Road Sitting-out Area will be temporarily closed at night time for underground utility works. The pedestrian access to Tai Wong Ye Temple will be temporarily narrowed for nullah improvement works. Starting mid 2012 until mid 2013, the pedestrian access adjacent to Leader Centre leading from Wong Chuk Hang Road to Yip Kan Street will be temporarily closed in phases for construction of the footbridge connecting Heung Yip Road and Wong Chuk Hang Road. Pedestrians to Yip Kan Street will be diverted to the junction with Wong Chuk Hang Road.

(iii) In connection with the construction of the viaduct and associated slope works, a portion of the footpath near Tai Wong Ye Temple and a footpath and staircase adjacent to the Holy Seminary Spirit in Wong Chuk Hang will continue to be temporarily closed until 2015.

(iv) Starting from the third quarter of 2012 until the third quarter of 2013, a section of Nam Long Shan Road and Police School Road at its junction with Heung Yip Road will be temporarily shifted eastwards to facilitate the demolition works of the two existing road bridges and the subsequent nullah reconstruction works. Existing carriageways will be maintained. Please refer to Appendix IIIA & B for details.

(v) Starting from the second quarter of 2012 until late 2012, intermittent temporary road closure of a section of eastbound bus lane on Wong Chuk Hang Road near its junction with Nam Long Shan Road will be implemented at night while a section of westbound bus lane on the Road will be closed round-the-clock for underground water mains works. Traffic on other lanes near the junction will be maintained.

Lei Tung and Lei Tung and Apleichau Bridge Road Apleichau (i) Cable diversion works along Drive near Sham Wan Towers are on-going and partial road closure on the Bridge Road carriageway will be implemented in phases while diversion of vehicular and pedestrian traffic will be implemented where Tung necessary. From mid 2012 to 2014, the junction of Apleichau Bridge Road and Ap Lei Chau Drive will be diverted with the Ap Lei Chau Drive shifted towards the site of ex-Harbour Mission School. Carriageway and footpaths accessing Ap Lei Chau Drive and Lei Tung Estate Road will be maintained and signalized junctions will be in place. Detailed arrangement of the TTMS will be further discussed by the MTR Corporation and relevant Government departments. Please refer to Appendix IV for details.

(ii) In order to facilitate underground utility works and removal of some street light poles along Apleichau Bridge Road near ex-Harbour Mission School, temporary partial lane closure at Apleichau Bridge Road eastbound would be carried out during daytime and temporary partial lane closure at the eastbound and westbound of the Road would be implemented during night time in May to June 2012.

(iii) The relocated bus terminus near Tung Hing House at Lei Tung Estate has been opened for operation since April 2012. To facilitate utility diversion for the construction of the station entrance outside Lei Tung Commercial Centre, part of Lei Tung Estate Road adjacent to Phase 1 of the Centre and the facilities at the existing bus terminus will be temporarily closed starting from the second quarter of 2012. The above-mentioned arrangement will last until the first half of 2014.

(iv) Utility ducts installation and drainage diversion works at the junction of Main Street, Ap Lei Chau and Wah Ting Street are on-going and partial road closure on carriageway in the vicinity will be implemented in phases until mid 2012.

Main Street, Main Street, Ap Lei Chau Ap Lei Chau (i) Utility ducts installation and drainage diversion works at the junction of Main Street, Ap Lei Chau and Wah Ting Street are on-going and partial road closure on carriageway in the vicinity will be implemented in phases until mid 2012.

South Horizons (i) Construction of is in progress at Yi Nam Road, Lee Nam Road and South Horizons Drive. Associated TTMSs are being implemented in phases.

(ii) A section of Yi Nam Road between its junction with Lee Nam Road and the existing Public Transport Interchange has been closed to all vehicular traffic since November 2011. Footpath and carriageway on Yi Nam Road outside South Horizons Phase III and IV will be temporarily diverted in phases in the third and fourth quarter of 2012. Franchised buses and Public Light Bus can access the South Horizons Bus Terminus from Yi Nam Road and traffic can still access to South Horizons Drive from Yi Nam Road. Please refer to Appendix V A & B for details.

(iii) Dual-lane two-way traffic on a section of Lee Nam Road outside Block 23A and Phase IV of South Horizons will be maintained.

(iv) Traffic of the section of Yi Nam Road between Apleichau Bridge Road and the entrance of Marina Square East will be maintained except for buses as one-way one-lane heading only to South Horizons Drive. The above TTMSs will be maintained until the fourth quarter of 2012. Please refer to Appendix V A & B for details.

(v) Temporary road closure for 3 to 5 minutes at junction of Lee Nam Road and Yi Nam Road for the open blast works at Yuk Kwai Shan is expected to be implemented starting from the second quarter of 2012 to the first quarter of 2013.

(vi) Starting from March 2012, temporary road closure for 3 to 5 minutes has also been implemented at a section of Lee Nam Road and Lee Wing Street during the tunnel blasting at the junction of Lee Wing Street/Lee Nam Road for the construction of and tunnel. This temporary road closure arrangement is anticipated to last for three months.

(vii) A road closure starting from around 11pm until 6am the next day is expected to be implemented in phases at a section of Lee Nam Road adjacent to the School of Motoring in the second quarter of 2012 to facilitate the installation of the conveyor truss. Emergency vehicle access to the Ap Lei Chau industrial area via Lee Nam Road will be maintained.

The detailed TTMS will be discussed in Community Liaison Groups on an ongoing basis.

Traffic condition Monitoring (i) OCP Roundabout – Traffic condition is similar to it was before implementation of TTM. Traffic will build up early morning at 7:45 and in the afternoon at 2:45 for buses and cars going to schools for drop off and pick up. The condition has been monitored and no major difference except slightly long queue than it was before TTM started.

(ii) Junction of Apleichau Bridge Road/ALC Drive westbound – Traffic was found building up at around 2:30 in the beginning of 2012. The situation has improved.

(iii) Apleichau Bridge Road next to Ap Lei Chau Estate westbound – occasional traffic jam was observed when bus not park close enough to the bus stop. Bus company has been informed and monitoring will continue.
