    Best practices in rural development Flanders – Belgium Nominated and winning projects Competition Prima Plattelandsproject 2010 Preface At the beginning of April 2010, the Prima Plattelandsproject competition was launched. In the frame of this competition the Flemish Rural Network went in search of the best rural projects and activities in Flanders, subsidized under the Rural Development Programme 2007-2013 (RDP II). No fewer than 35 farmers or organisations submitted their candidacy. A total of 32 candidates were finally retained by the Flemish Rural Network. These were distributed as follows in function of the competition themes: - added value through cooperation: 15 candidates; - smart use of energy in agriculture and rural areas: 0 candidates; - care for nature and biodiversity: 8 candidates; - communication and education as an instrument: 6 candidates; - smart marketing strategies: 3 candidates. The provincial juries decided which of the submitted files could continue to the next round (up to 3 projects per theme per province). Then an international jury selected the five best candidates for each theme for the whole of Flanders. After that, everyone had the opportunity to vote for their favourite(s)on the www.ruraalnetwerk.be website. No less than 7300 valid votes were registered! The four winning projects were honoured on 14 January 2011 during an event at the Agriflanders agricultural fair. Picture: The four winning projects. We present a patient with severe nonischemic cardiomyopathy in whom the HeartLogic algorithm was activated on her Boston Scientific cardioverter defibrillator. She had an out-of-alert state for several months and had clinically “stable” heart failure with no hospitalizations in the last 6 months. A sudden and fast increase of the HeartLogic index preceded her presentation in the emergency ward by several days. The detailed readout of HeartLogic however had some atypical features for heart failure decompensation. The patient presented at the emergency department with an increased dyspnea and a dry cough. Clinical exam showed desaturation and was suggestive for an acute respiratory infection.

This reform inter alia included a transfer of powers worth 20 billion euros from the federal level to the level of the federated states, a profound reform of the Senate, and a substantial increase in fiscal autonomy for the regions. This contribution critically analyses the current state of Belgian federalism. Although the sixth state reform realized important and long-awaited changes, further evolutions are to be expected. Since the Belgian state model has reached its limits with regard to complexity and creativity, politicians and academics should begin to reflect on the seventh state reform with the aim of increasing the transparency of the current Belgian institutional labyrinth.     Social Injustice to floods in Flanders (Belgium): a GIS analysis Tom Goosse1, Luuk Boelens2 & Hannelore Mees3 Abstract Flanders (Belgium) applies the Multi-Layered Water Safety concept to cope with Flood Risk Management (FRM). Next to the traditional protective infrastructure this concept addresses spatial planning, crisis management and recovery structures. It implies a shared responsibility between stakeholders from the public, private and civic sector. However, little is known about the populations living in flood prone areas, and if it is just or efficient to ask their cooperation. This paper explores the social characteristics of the exposed population, through a GIS-analysis of the spatial distribution of the different social vulnerability indicators. Two sets of social data are used: statistical sectors for the whole of Flanders and building blocks for the Denderleeuw, Ninove and Geraardsbergen municipalities, which are particularly prone to floods. While a disproportionate exposure of non-Belgians to floods is observed in the non-urban areas of the three municipalities, statistical tests indicate this difference is non-significant. Nevertheless, from the perspective of distributive justice, these inequalities indicate the need for area-specific approaches based on the social characteristics of the population to ensure the efficiency and social justice in FRM. In terms of procedural justice, the social vulnerability indicators entail an underrepresentation in the public participation regarding flood risk policies. These findings advocate the involvement of the citizens at the local scale to define the most appropriate measures in FRM.     1. Introduction The Provincial Authorities have a ground-tied responsibility and within this the different departments have their responsibility in the spatial planning process. The rural and peri-urban area is covered by the Department of Agriculture and Rural Development which is actively involved in the Provincial Spatial Plan, landscape planning and integration, advice, co-operation and financing projects. From this responsibility the project aim is to look at integrated environmental building quality of the public space. One part is the involvement in the Leie – Schelde project area in the south-west fringe of Gent. And the second part is to stimulate the use of Provincial Quality Chamber for the other peri-urban areas. The goal of the Leie-Schelde project was the development of an integrated policy view carried out by the project manager (Flemish Land Agency), the steering committee (8 Local Communities, Province of East Flanders, Flemish Land Agency) and the 4 theme groups (communication, slow roads, tourism and recreation, cultural heritage). Proposed instruments were testing and implementing the transnational approaches on planning and public policy making. Also making use of: stakeholders workshops, theme group sessions, info point and the implementation of the Provincial Quality Chamber (meetings of experts involved in spatial planning, architecture and landscape integration to advise on building and landscape integration projects). The SURF project enabled transnational learning in the use of instruments from the spatial planning and stakeholder engagement theme group. Partner methodology for 3D visualisation (Aberdeen, Norfolk) for stakeholder participation and communication was tested in the spatial structure planning process in the Beveren greenhouse area (peri-urban area of Antwerp).
