The Irish government published a Bill which will pave the way for a Constitutional Referendum to extend the franchise in Presidential Elections. These proposals will bring the Presidential voting system into line with well-established international good practise. It will also give effect to the definition of the Irish nation as made up of citizens across the whole island and abroad. The legislation will pass through the Oireachtas and then onto a vote in a citizens referendum in the twenty six counties. The gathering, which will also be a celebration of the park’s official naming after Emmet, will include an Ancient Order of Hibernians color guard. U.S. Senator Lisa Murkowski (R-AL) has been invited, said the IAUC. Lined up to attend is Irish Ambassador to the United States Dan Mulhall and former congressman Joe Crowley (D-NY), who championed the park’s naming and dedication in the House of Representatives. Senator Murkowski, in turn, played a pivotal role in securing the park’s official designation by way of Senate legislation. Murkowski, as chair of the Senate’s Energy and Natural Resources Committee, added a section to the Natural Resources Management Act. That section, part of the bill S.47, provided for the re-designation of National Park Service Reservation 302 as “Robert Emmet Park.” Reservation 302 was the previous name for the site of the statue of Emmet, who was executed after a failed uprising 1803 and who became famous for his “speech from the dock” at his trial. That speech will be recreated at Sunday’s gathering during which there will also be Irish music and poetry readings. If you would like to discuss this further, please let me know: A local trade consulting firm would be retained as a contractor by another local consulting firm for the purpose of advising a US company affiliate of a foreign entity. The work is not for the purpose of providing assistance to a foreign government or foreign governmental entity nor are subcontractor's services intended to represent the US entity directly or indirectly before any federal agency. The US company imports goods into the United States that are subject to a suspension agreement of an antidumping duty. The subcontractor's Statement of Work includes the following relevant tasks: • providing and analyzing publicly available data on the covered imports, including monitoring and explaining contemporaneous US Government trade policy • tracking and analyzing relevant trade policy developments; • providing consultative assessment, advice and analysis on trade flows of covered products, and the importation of the product subject to the anti-dumping order; • monitoring related trade actions. Finally, the contracting entity itself is acting under contract to a foreign government owned entity and has represented that it has or will be registering with FARA with respect to its activities under that contract. Thus, the basic question is whether FARA views the subcontractor as a required registrant (or an entity/person that must be otherwise identified by the registrant) where the subcontractor will not provide services directly to the foreign entity nor represent the foreign entity before any government agency.
