1 INTRODUCTION

LEA Consulting Ltd. (LEA) has been retained to provide transportation consulting services for the proposed redevelopment of 954-958 Broadview Avenue and 72 Chester Hill Road in the City of Toronto (herein referred to as the “subject site”). The subject site is located west of Broadview Avenue, between Chester Hill Road and Fulton Avenue, as illustrated in Figure 1-1. The site is currently occupied by a three-storey commercial building, with accesses on Broadview Avenue and Chester Hill Road. The subject site is bound by residential properties to the north and south, and Broadview Avenue to the east. Figure 1-1: Site Location

The potential redevelopment of the site will include an 18-storey senior’s residence building connected to two low-rise residential buildings, while maintaining the façade of the existing heritage schoolhouse. It is understood that parking will be provided underground. The preliminary site plan is shown in Figure 1-2. As the subject site is proposed as a retirement home, the trip generation for the proposed development is anticipated to be insignificant. Resultantly, no significant traffic impact on the surrounding transportation network is expected. In accordance with the City of Toronto Transportation Impact Study Guidelines, a comprehensive traffic study is not required when the proposed development generates less than 100 vehicular trips. As such, the following assessment will review the potential trip generation for the proposed development.

2 EXISTING TRANSPORTATION CONDITIONS

This section will identify and assess the existing transportation conditions present in the study area, including the road, transit, cyclist, and pedestrian networks. ROAD NETWORK This subsection will describe the road network within the above-mentioned study area. The roadways, which are all under the City’s jurisdiction, are described in detail below, with the existing intersection controls and lane configurations illustrated in in Figure 2-1.  Broadview Avenue is a north-south minor arterial road that operates with a four-lane cross-section (two lanes per direction) within the study area. Broadview Avenue operates from Downtown Toronto and becomes O’Connor Drive north of Fernwood Gardens. The roadway has an unposted speed limit of 50 km/h within the study area.

 Mortimer Avenue/Pottery Road is an east-west minor arterial road with a two-lane cross-section (one lane per direction) within the study area. Mortimer Avenue operates with a posted speed limit of 40 km/h within the study area.  Fulton Avenue is a local roadway that operates as a one-way street between Pape Avenue and Broadview Avenue. The roadway operates with a posted speed limit of 30 km/h within the study area.  Chester Hill Road is a local roadway that operates between Broadview Avenue and west of Thorncliffe Avenue. It operates as a one-way street between Cambridge Avenue and Broadview Avenue. The roadway operates with a posted speed limit of 30 km/h within the study area.  Browning Avenue is a local roadway that operates as a one-way street between Pape Avenue and Broadview Avenue. The roadway operates with a posted speed limit of 30 km/h within the study area. TRANSIT NETWORK The proposed development is accessible by public transit in the form of subway and bus service operated by Toronto Transit Commission (TTC). The existing transit network surrounding the study area is described below and illustrated in Figure 2-2. Figure 2-2: Existing Transit Services

Subject Site

TTC Route 8 Broadview is a bus route that operates generally in the north-south direction between the Broadview Station on Line 2 Bloor-Danforth and the area of O’Connor Drive and Coxwell Avenue. It operates all day, seven days a week with 30-minute headways throughout the day. Route 8 is accessible in the study area at the Broadview/Chester Hill intersection.

TTC Route 62 Mortimer is a bus route that operates generally in the east-west direction between Broadview Station and Main Street Station on Line 2 Bloor-Danforth. The service operates all day, seven days a week.

Route 62 operates with 15-minute headways during peak hours. Route 62 is accessible in the study area at the Broadview/Chester Hill intersection.

TTC Route 87 Cosburn is a bus route that operates generally in the east-west direction between Broadview Station and Main Street Station on Line 2 Bloor-Danforth. This route is part of the Ten-Minute Network with two services operated seven days a week. Route 87 is accessible in the study area at the Broadview/Chester Hill intersection.

TTC Route 100 Flemingdon Park is a bus route that operates generally in the north-south direction between Broadview Station on Line 2 Bloor-Danforth and the area of Don Mills Road and Wynford Drive. It operates all day, seven days a week. Route 100 operates with approximately 3 to 4-minute headways during peak hours. Route 100 is accessible in the study area at the Broadview/Chester Hill intersection.

CYCLING NETWORK Cycling facilities are limited in the area of the subject site. Contraflow bike lanes are available along a short segment of Chester Hill Road. To the north of the site, sharrows are available along Pottery Road which provides connection to the Lower Don River Trail and Downtown Toronto. The existing cycling facilities in the area are illustrated in Figure 2-3. Figure 2-3: Existing Cycling Network

PEDESTRIAN NETWORK In the area immediately surrounding the subject site, continuous sidewalks are available on both sides of the street along Broadview Avenue and Chester Hill Road, with a crosswalk available at the signalized intersection. The pedestrian environment also facilitates utilitarian travel, with a number of destinations accessible by foot along Broadview Avenue. The subject site receives a Walk Score of 89/100, meaning that most daily errands can be completed by foot.

3 SITE-GENERATED TRAFFIC

The proposed redevelopment will introduce a senior’s residence to the subject site, consisting of a total of 214 units. This section will discuss the forecasted trips the proposed redevelopment is expected to generate. Overall, the proposed redevelopment is expected to generate a small number of trips. To determine trip generation for the proposed development, LEA conducted a proxy trip generation survey of a comparable retirement home at 1238 Queen Street East. This retirement development is located in relatively similar transportation context as the subject site. The proxy site is situated along Queen Street with access to a number of TTC streetcar routes, while the subject site is also located in front of a transit stop and within walking distance to Broadview Station which offers subway and streetcar services. Both developments are in neighbourhoods generally comprised of residential uses with some commercial uses available along the Broadview Avenue and Queen Street corridors. The trip generation survey was conducted on Wednesday June 6, 2018 during the weekday morning peak (7:00 AM to 9:00 AM) and afternoon peak (4:00 PM to 6:00 PM). The number of vehicles entering and exiting the building were recorded and summarized in Table 3-1. The trip generation rates were determined based on the number of units at the proxy site and subsequently applied to the subject site. Detailed survey results are available in Appendix A. In addition, the existing trip generation of the subject site was subtracted from the future traffic projection to determine the net increase in traffic. The trip generation survey of the subject site was conducted on October 23, 2018 from 7:00AM to 9:00AM and from 4:00PM to 6:00PM. The survey results are appended in Appendix B.

Based on the proxy trip generation rates, the proposed development is expected to reduce the number of trips on-site. During the weekday AM peak hour, a reduction of 26 trips is forecasted, while a reduction of 32 trips is expected during the weekday PM peak hour. As such, no intersection capacity analyses have been conducted, and the subject site is expected to improve traffic operations in the immediate area.

4 PARKING REVIEW

This section will review the vehicular and bicycle parking standards based on the applicable requirements for the study area. VEHICULAR PARKING The Currently, the governing Zoning By-Law for the subject site is City of Toronto Zoning By-law 569-2013 (Policy Area 4). The minimum parking requirements and proposed supply are summarized in Table 4-1. Table 4-1: Parking Summary

Based on the parking review, the proposed development is required to provide a total of 64 spaces according to the By-law. The proposed parking supply of 64 total spaces meets the minimum By-law requirements.

BICYCLE PARKING It is recognized that bicycle parking is not required for the proposed retirement home. However, the development will provide four (4) bicycle parking spaces onsite.

5 LOADING REVIEW

The governing Zoning By-Law for the subject site is City of Toronto Zoning By-law 569-2013, which was reviewed to determine the loading requirements for the proposed development. The loading requirements are summarized in Table 5-1. The proposed site plan will provide one Type ‘G’, which meets the requirement. A review of the functionality and accessibility of the proposed loading space was completed to determine that the proposed loading space can be safely accessed and egressed by a waste collection vehicle. The swept path diagrams are provided in Appendix C.

6 CONCLUSIONS AND RECOMMENDATIONS

• The subject site has been analyzed based on the proposed 18-storey seniors’ resident development consisting of 214 units and 64 parking spaces. Primary access to the site will be provided via a driveway onto Broadview Avenue as well as a laneway onto Chester Hill Road.

• Overall, the proposed development is expected to reduce the number of trips made to/from the site, and therefore will not have a traffic impact on the surrounding road network.

• The parking requirements specified within Zoning By-law 569-2013 requires a total of 64 vehicular parking spaces for the proposed development. This is met by the proposed provision of 64 vehicular parking spaces. The development will provide four bicycle parking spaces.

• The loading review determined that the Subject Site will satisfy the City’s loading requirements with the provision of one Type ‘G’ loading space.
