Dear Friends, We at Lutheran Social Services of Illinois believe that we are called to care for our neighbors in need, and we believe that this calling is a gift and a privilege. Out of this deep sense of commitment, we walk with those whom we serve. We rejoice with them in their triumphs, and persevere with them in their challenges. We discover that our lives, too, are changed along the way. This past year, our organization provided care and services to more than 96,700 people, through 190 programs at 85 sites across Illinois.

The demand for our services continues to grow, as poverty and its associated hardships impact almost 2 million Illinoisans. Poverty exists in every corner of Illinois, leaving many communities finding it difficult to address necessary resources to human services infrastructure. Approximately 47 percent of the people we serve have annual incomes of less than $5,000, and almost 80 percent are below the poverty level.

Behind each of these statistics are very real people, in need of hope and a future. The most vulnerable people in our society are at risk for not finding the services they need, including people who are homeless, people who are or were affected by incarceration, people without legal immigration status, and people with mental health and substance abuse issues.

This past year has been challenging for our agency to continue to financially sustain the breadth and quality of programs for people in need. We persevere, and work diligently to navigate the realities of our economy, to evaluating and making adjustments to ensure we make the most of our resources to serve people in need.

4 Lutheran Social Services of Illinois • 2013 Annual Report Gable Point in Crystal Lake Construction has been completed on our newest senior housing site, Gable Point in Crystal Lake. The Victorian-style home, located on three acres, offers 59 affordable one-bedroom apartments for low income seniors, aged 62 and older.

We Help Older Adults Remain Independent Through our Senior Services, LSSI provides the support aging adults need to remain in their homes with the highest level of independence. These services include housekeeping, laundry, personal care, medication reminders, meal preparation, and transportation to appointments. Home Care Provided to 1,971 Clients Founded 146 years ago, LSSI is the largest statewide provider of social services to those in need in communities across the state. In 2013, LSSI served more than 96,700 people, Agency Highlights through 190 programs at 85 sites across Illinois.

We Help Children in Foster Care Tell Their Story Children’s Community Services - Lifebook Program

Children entering the child welfare system experience multiple losses. LSSI’s Lifebook Program helps children create a healing bridge from the past to the present. Similar to a scrapbook, Lifebooks contain vital information from a foster child’s life, with room for photographs, artwork, and their thoughts. Lifebook-trained specialists provide individual guidance to children and foster parents. Children keep their Lifebook, which is an ongoing 0 - 85+ Years of age connection to their past that provides hope and We Serve People insight for the future. Of All Ages Through LSSI's commitment to providing Lifebooks to foster children in our care, Lifebook sales grew, from 65 in 2012 to 1,354 in 2013!

Senior Services Children’s Affordable Services Housing We Help People in Crisis Behavioral Health Services - Project IMPACT LSSI has crisis workers available 24/7 on-site at Swedish Covenant Hospital to stabilize individuals who present at the hospital’s ER with mental health or substance abuse issues. One of the program’s primary objectives is to reduce the number of inappropriate admissions to state psychiatric facilities.

We Keep Children and Parents Connected Prisoner and Family Ministry - Storybook Project Increase From 2012

Living History Program© Medication/Medical Management Senior Protective Services “It’s important to teach clients dignity,” says an LSSI substance abuse counselor. “Outpatient care is the next step before returning to independent living, and we allow for that in a comfortable, safe setting.” LSSI.org Behavioral Health Services

Substance Abuse LSSI provides a continuum of care for clients working to recover from their addictions. Our Substance Abuse Residential Rehabilitation Services offer a safe, caring, environment for men, women, and adolescents wanting to reclaim their lives from the grip of addiction. Individual, family, and group counseling is available. DUI risk education is available at all sites, with the exception of Elgin. Our inpatient, outpatient, and halfway home programs were able to serve 4,347 primary clients last year. With your help, we’ll be helping even more people on the road to recovery. School-Based Services LSSI’s professional counselors work directly with schools to provide prevention and intervention services for children in kindergarten through 12th grades. Services include: individual counseling, crisis intervention, group counseling, classroom presentation, and faculty/staff education.

“My Awesome Life” LSSI believes every child deserves to know his or her life story. That’s why our Lifebook, “My Awesome Life,” is so important for children in foster care, and children who have been adopted. Lifebooks help children in foster care prepare to reunify with their birth parents, or join a new family through adoption. Lifebooks are designed to document their childhood memories as they grow.

Thanks to donors like you, over 3,764 Lifebooks have been given to children by LSSI. With your help, we can make sure every child we serve has a Lifebook. Head Start No child should start school at a disadvantage. That’s why LSSI’s Head Start programs serve some of the most economically disadvantaged neighborhoods in Chicago. Programming is designed to develop students’ social skills and school readiness. Also, through our “Bonding with Books” literacy initiative, each child will receive one free book every month to build an at-home library.

Our Community Child Care programs served 308 kids last year, and with your help, we can serve even more. Single Parent Program LSSI’s Single Parent Program helps single parents become self-sufficient, and cope with the demands of parenting, while improving their self-image, parenting, and job readiness skills. The program covers such topics as parenting, money management, career moves, healthy relationships, handling stress, and successful communication. It is offered to residents who are separated, divorced, widowed, or have never been married. The program provides support groups, parenting, vocational education, and home visits, tailored to each individual’s needs. “At LSSI, we work to put real heart and soul into each building, blending in architectural individuality, as well as affordability.”

Advocacy Programs LSSI’s Social Service Coordinators provided advocacy services for 731 residents who needed help resolving issues with businesses, organizations and governmental agencies. Enrollment in Benefits Programs Last year, we helped 1,369 residents navigate the complex application and enrollment process to obtain government benefits. Home Management Services Residents can sometimes be overwhelmed by the complexities of managing their personal and financial affairs. Our Social Service Coordinators assisted 1,076 residents with tasks like sorting through mail, balancing checkbooks, paying bills on time, keeping track of appointments or medications, and preparing shopping lists. As the population ages, their needs increase, and with your help, we can continue this important work. “When we have the privilege of caring for a person here at our facility, we understand that we are caring for a unique individual. Again, it all comes back to person-centered care.”

This is done by providing the support they need to remain in their home and community, with the highest possible level of independence. Last year, Intouch Home Care Services were provided to 1,971 older adults in several areas around the state of Illinois. Adult Day in Moline The Intouch Adult Day Center in Moline provides a safe, comfortable environment for active seniors, and adults who are socially isolated, to spend their days. The program also gives caregivers peace-of-mind and respite from their caregiving responsibilities, which is especially helpful to caregivers who work. Adult Day Services also helps seniors and families by preventing premature placement of elders in long-term care facilities. LSSI’s Nursing Facilities St. Matthew Center for Health in Park Ridge offers a variety of options to meet the healthcare and social needs of older adults. St. Matthew is Medicare-and Medicaid-certified, and licensed by the Illinois Department of Public Health. Facilities include: • Short-term Rehabilitation • Long-term Nursing Care • Specialized Services for Individuals with • Respite Care Alzheimer’s or other dementias • Hospice Care P.A. Peterson Center for Health in Rockford is a skilled nursing facility that offers a continuum of services for older adults, and short-term rehabilitative services for older adults. P.A. Peterson has been serving the community since 1941. P.A. Peterson is Medicare- and Medicaid-certified, and licensed by the Illinois Department of Public Health.

We provided 1,152 clients with rehabilitation services in our Skilled Nursing Facilities. “While in prison, I took a hard look at my life, and I decided enough is enough. That’s when I decided I was either going to be part of the problem or part of the solution. I decided I wanted to be a man trying to make something out of his life.”

Sending the Voice of Love Home to Children LSSI’s Storybook Project helps parents who are incarcerated stay connected with their children in a simple and meaningful way — through reading. Over 100 volunteers assist moms and dads in 17 prisons and jails throughout the state, by recording them as they read bedtime stories and brief personal messages of love for their children.

Last year, 6,823 children received a book and recording from their parents through the Storybook Project; however, with your assistance, many more children can benefit from this wonderful program. Re-entry Services LSSI Re-entry Services for Returning Citizens is a multi-faceted program that provides returning citizens with meaningful skills training, and continuing services as they return home from prison, and become productive and responsible members of their communities. 28 Lutheran Social Services of Illinois • 2013 Annual Report 2013 Paul Simon Courage in Public Service Women of the ELCA – Immanuel, Rock Falls Award Honors the Late Women of the ELCA Epiphany Lutheran Church, Carbondale The 2013 Paul Simon Courage in Public Service Award was presented posthumously to the late Women of the ELCA, Luther Dawn Clark Netsch. The award recognizes Illinois public officials who demonstrate a commitment to Memorial Church, Chicago just, compassionate, and responsible public policy. Women of the ELCA – Trinity Illinois State Comptroller spoke at the ceremony, part of the annual Lutheran Lutheran, Moline Day activities. “Dawn Clark Netsch was very, very special,” said Topinka, who gave a moving speech Women’s Network of LSSI, Des about her dear friend and colleague. Topinka added that Netsch “faithfully and fearlessly rose above Plaines Zion Evangelical Lutheran Church party politics. She reminded us that government was there to serve taxpayers. “ WOW, La Moille Netsch was an Illinois professor of law and a politician.
