NOTICE INVITING ELECTRONIC TENDER

The District Magistrate, Jhargram invites e-Tender (under Two Bid System-‘TECHNICAL BID’ &’FINANCIAL BID’) from the intending bidders preferably having trucks of his own and having experience in carrying of food stuffs for ‘Lifting and carrying of Rice from the godowns of the FCI, Paschim Midnapur to the go-downs of all the ICDS Projects of Jhargram district for a period of one year from the date of execution of the contract deed. The contract may be extended for a further period of six months. Intending bidder may download the tender documents from the website https://wbtenders.gov.in directly.

1) The amount of Earnest Money at a Rs.30,000/-(Rupees Thirty Thousand only) should be paid online through NEFT/RTGS or Net-Banking as per Order No –> 3975 – F(Y) Dated : 28th July,2016 of Finance Department Government of West Bengal. The same should be documented through e-filing and scanned copy of the aforesaid documents is to be uploaded through the said website as per date and time schedule as stated in this NIeT. 2) Intending Bidders are requested to generate NEFT / RTGS challan (those who are interested to pay EMD amount in NEFT/RTGS method) from the website https://wbtenders.gov.in and make the EMD payment in his bank before 3 Banking Working Days earlier from the Last Date of Bid Submission. 3) The successful bidder will have to sign a contract deed of agreement on acceptance of his/her bid by the Accepting Authority. At the time of signing of Agreement Deed, he/she will have to deposit Security Money of Rs. 75000/- (Rupees seventy five thousand) only in the form of Demand Draft drawn in favour of the District Magistrate, Jhargram within 7 (seven) days from the date of acceptance of the tender. 4) The selected bidder will have to continue work for a period of one year from the date of signing of the agreement deed and within that time no prayer for enhancement of rate, revision of clauses of Agreement Deed or relinquishing of work will be entertained. If the successful bidder refuses to/does not sign the Agreement Deed within the time specified by the Accepting Authority, his Earnest Money will be forfeited and he will be black-listed by the Accepting Authority. 5) The earnest money of the unsuccessful Tenderers, documented through e-filling as scanned copy will return automatically and it is as per Order No –> 3975 – F(Y) Dated : 28th July,2016 of Finance Department Government of West Bengal. 6) The quantity of work which will be ordered to execute by the Authority within the tenure cannot be ascertained. 7) The rice allotted under WBNP (Avg. 4730 Quintal - 5000 Quintal per quarter as experienced in the previous year) is to be lifted from the godowns of FCI within a stipulated time specified by the FCI (Avg. five or less working days as experienced in the last/previous year) and if the contractor fails to lift total quantity of allotted rice and carry the same is not completed within stipulated time, his name would be brought into book for taking disciplinary action and his security money will stand forfeited. 8) The prospective bidders or any of their constituent partners should not have record of poor performance such as abandoning the works, not properly completing the contract, inordinate delays

Govt. of West Bengal Office of the District Magistrate & Collector, Jhargram (ICDS Cell) L a n d l i n e - 03221257915 Email – [email protected] in completion, litigation history or financial failure etc or they had not been black listed or were not involved in any litigation with the O/o the District Magistrate, Jhargram or with any Block Level/District Level/State Level office of the Department of W&C Dev and Social Welfare during the last five years prior to the date of this NIeT. Such abandonment or litigation history etc as mentioned above will be considered as disqualification towards eligibility. A declaration in this respect has to be furnished by the prospective bidder without which the Technical bid shall be treated as non-responsive and will be void ab initio. 9) The bidder should submit a written power of attorney authorizing the signatory of the bid to participate in this tender. 10) Conditional/incomplete tender will not be accepted under any circumstances. 11) During scrutiny, if it comes to the notice of the tender inviting authority that the credential or any other paper found incorrect or manufactured/fabricated, that bidder would not be allowed to participate in the tender and that application will be rejected without any prejudice. 12) The authority reserves the right to cancel the NIeT or tendering process and also any or all tenders at any stage without assigning any reason to the applicant and no claim in this respect will be entertained. 13) Before issuance of the letter of Acceptance/Work order, the Tender inviting Authority may verify the credential and other documents of the lowest tenderer if found necessary. After verification, if it is found that the documents submitted by the lowest tenderer is either manufactured or false ,in that case work order will not be issued in favour of the said tenderer under any circumstances. 14) The rate must be quoted clearly in figures for net weight of rice. 15) The authority may extend the period of contract with same terms and conditions for a maximum period of six months, if considered essential. 16) The undersigned shall not bound to accept the liability on account of any loss or damage suffered by the successful bidders due to change in the policy of the Govt or due to any other reasons if the tender is cancelled in whole or any part thereof. The undersigned reserves the right to stop work or to cancel the work order at any stage by a notice in writing without assigning any reason thereof. 17) Non-availability of trucks due to strike or disruption due to any dispute between the contractor and his workers as to the wages or otherwise, will not be deemed to be a reason for failure of the contractor to maintain the time schedule for transportation and the contractor shall be responsible for any loss or damage on this account. 18) The contractor shall engage competent and adequate no. of workers to the satisfaction of the District Magistrate, Jhargram or any Officer acting on his behalf for ensuring efficient handling and transportation of Rice and furnishing correct and up-to-date report as desired by this office. The contractor shall be responsible for the good conduct of his workers and shall compensate for the losses arising from negligence, carelessness, lack of skill or misconduct of his workers. 19) The transporter/contractor is supposed to lift only sound bags form godown of FCI and deliver the same in the sound condition to the projects. For any occurrence of loss and damage during transportation, the transporter will be held responsible and collectable claim will be raised against him/her and will be realized from his/her security deposit and pending bills. 20) The District Authority, Jhargram reserves the absolute right to accept or reject any or every tender including the lowest one without assigning any reason whatsoever.

21) For all disputes regarding interpretation, operation or effect of any clause in the “Deed of Agreement” the arbitration of the District Magistrate, Jhargram is final. 22) The bid /proposal are to be submitted in two parts. The two parts of the proposal are: A) Part-I - Technical Proposal B) Part-II - Financial Proposal Both Technical bid and Financial bid are to be submitted concurrently duly digitally signed by the Tenderer through the website https://wbtenders.gov.in as per date and time stated in the NIeT.

(A) Part-I Technical Proposal 23) Self-attested photocopy of PAN card, WBVAT Registration Certificate and proof of latest return submitted, acknowledgement of Income Tax Return for the assessment year 2018-19, trade licence and credential certificate are to be accompanied with the Technical bid documents. 24) The tenderer must produce the credentials/proof of his experience in this type of carrying regarding any government transportation to a value of not less than 10 Lakh per year in a single tender completed within the last 3 years from the Government organization. The credential certificates must include the nature of work done and the period for which the work was done for the said authority.

(B) Part-II Financial Proposal 25) The rate of carrying is to be submitted in the BOQ only, no other mode will be accepted. This rate will be inclusive of loading and unloading and all other incidental cost at the FCI godowns and that of the projects and it is also included the GST and any other applicable Taxes. The carrying contractor has to satisfy himself/herself that he/she has received and lifted the exact quantity of rice allotted to this district. During the process of carrying, no loss/damage of rice will be entertained and payment will be made as per weight of rice recorded at the end of the project godown. The carrying contractor has to make arrangement to weigh the rice at the end of the project godown at his own cost and risk. 26) In case a tenderer fails to qualify in Technical Bid, his documents related to Financial Bid will not be considered/opened. 27) Work order will be issued on the basis of the Financial Bid as per decision of the District Level Tender Committee.
