SUMMARY
In terms of Section 39 (3) of the National Environmental Management: Protected Areas Act (Act No 57 of 2003) [PAA], public consultation is required when preparing a management plan for a protected area. The purpose of this Public Participation Report is to provide background on the public participation process that was followed in developing this Integrated Management Plan (IMP) for Ndumo Game Reserve (NGR). It reflects the input and involvement the public has had on the development of the IMP as well as providing a summary of the responses received, together with EKZNW’s response in addressing each comment received. This document is to accompany the IMP document through the various approval stages, providing additional process information to decision makers.
The National Environmental Management: Protected Areas Act No 57 of 2003 requires that Ezemvelo KwaZulu-Natal Wildlife (EKZNW) compile and implement IMPs in all of the protected areas under its jurisdiction. Initially, independent consultants were used to draw up these documents (Ndumo Game Reserve being one such area). On completion of these draft documents it became apparent that each had a different format, making it very difficult to assess, review and implement. Ezemvelo KZN Wildlife therefore established the Management Planning Unit in early 2009 and developed a standardised template for EKZNW IMPs. This unit is now responsible for co-ordinating and drawing up standardised IMPs for all the protected areas under EKZNW management.
The initial consultant documents were reworked into the present documents by the EKZNW Management Planning Unit. The editing of these documents was done in consultation with staff in the field, together with independent and in-house specialists. Interested and affected parties as previously identified by the consultants during their draft IMP document development, as well as the general public were invited to review and comment on the new format, revised draft documents.
Hard copies of the Ndumo draft IMP were made available for review at the protected area offices, at the local and district municipal offices, local library and an electronic copy was available on the EKZNW website.
Comments received were considered and incorporated into the draft Ndumo IMP where appropriate. A summary of comments received and responses made is included in Appendix 5 of this report. In some cases additional feedback was obtained through one-on-one meetings with the stakeholder and direct feedback on the comments received was provided to all interested and affected parties that responded to the draft IMP. Additional consultation with EKZNW management and specialist staff was undertaken by the Management Planning Unit after the consideration of the public’s comments and the final Ndumo IMP was produced in January 2010. A copy of this final draft document as submitted for approval has been placed on the Ezemvelo KZN Wildlife web site and interested and affected parties informed accordingly. A summary of the process followed is attached as Appendix 1.
The approval process that is being followed is that of submission to internal Ezemvelo KZN Wildlife internal committees, followed by submission to the Nature Conservation Service Board, submission to the Department of Agriculture, Environmental Affairs and Rural Development’s Head of Department and finally to this department’s MEC.
Once approved, the Ndumo IMP will then be circulated to the provincial Environmental Portfolio Committee and an electronic copy placed on the EKZNW website. An advertisement will be placed in the regional newspapers advising stakeholders that the IMP has been approved.

INTEGRATED MANAGEMENT PLANS
Ezemvelo KwaZulu-Natal Wildlife (EKZNW) is the designated Management Authority for Ndumo Game Reserve as well as Tembe Elephant Park and is responsible for the compilation of an Integrated Management Plan (IMP) for these protected areas in accordance with the National Environmental Management: Protected Areas Act, No. 57 of 2003. An IMP (an overarching management policy framework for a protected area which includes a Zonation Plan) was compiled for each protected area with the assistance of stakeholders. It is a five-year planning document.
Ndumo Game Reserve as well as Tembe Elephant Park form part of the protected area network of the Lubombo Transfrontier Conservation and Resource Area and more specifically the Usuthu-Tembe-Futi Transfrontier Conservation Area between South Africa and Mozambique.
EKZNW invites the public to comment on the draft IMPs for Ndumo Game Reserve and Tembe Elephant Park.
The draft IMPs can be accessed on the EKZNW website at www.kznwildlife.com or viewed at the respective Reserve offices. Copies for viewing will also be available at the Jozini and Umhlabuyalingana Local Municipal Offices as well at the Umkhanyakude District Municipal Offices. Printed copies of the draft plans can be obtained from the following officials at a cost of R30, 00 each.
