Plans Underway for LBESPA’s 13th Annual CE Workshop

Harris, L-AUD/SLP In keeping with its commitment to provide quality continuing education Chairperson opportunities for licensees, LBESPA once again plans to hold a CE workshop Lafayette, LA that will provide attendees with up to six hours of continuing education. The event is scheduled for Saturday, April 25, 2009, at the Crowne Plaza Hotel Theresa H. Rodgers, L-SLP (formerly the Holiday Inn Select) in Baton Rouge. The format for the workshop Vice Chairperson will be as it has been in the past with two morning sessions, one focusing on Prairieville, LA speech-language pathology and the other focusing on audiology. Sherry Kerrilyn R. Phillips, L-SLP Sancibrian, M.S. CCC-SLP will speak from 8:30-11:45 on “Targeting Social Secretary/Treasurer Competence for Children with Autism Spectrum Disorders”. The audiology West Monroe, LA session, “Identification and Management of Hearing Loss in Infants and Young Children”, will be held concurrently and will be presented by Peggy Blum, AuD. Glenn M. Waguespack, L-AUD Board Member The luncheon speaker, Dr. Raymond Strong will address Medications/Drugs Shreveport, LA and Communication Disorders, with both speech-language pathologists and audiologists. Do You Know Your Designation?

Recently LBESPA has encountered ethical situations in which licensees misrepresented their cre- dentials in signing diagnostic reports, progress notes, and other correspondence. Articles have appeared in the 2007 and 2008 LBESPA newsletters discussing the appropriate representation of earned degrees [e.g., M.A. (Speech-Language Pathology), Ph.D. (Special Education)] when listing designations. However, there has not been a focus on other credentials and the implications when misused in professional designations.

While LBESPA does not have jurisdiction over other agencies’ credentials (e.g., ASHA’s Certificate of Clinical Competence or CCC), it has a responsibility to protect consumers in ensuring that pro- fessionals represent themselves accurately and appropriately with respect to all professional docu- ments and communications. The LBESPA Code of Ethics in Rule 701.E.3.a. states, “Individuals shall not misrepresent their credentials, competence, education, training or experience. “

It is important to understand that just as an individual has to renew a license to maintain its cur- rency, professional organizations as well as other agencies may also have requirements for main- tenance of credentials. A factor in the ethical situations that have been brought to LBESPA’s at- tention involve lapsed credentials, i.e., the individual at one time had earned the credential but did not meet or follow the requirements for renewing the credential. Individuals sometimes mistakenly think that because at one time they had met the requirements and earned ABA (American Board of Audiology) Certification, or the Certificate of Clinical Competence, that they can use the designa- tion John Doe, Board Certified, American Board of Audiology, or Jane Doe, CCC-SLP, for life, whether the annual certification fee was paid, whether the continuing education or certification maintenance requirements were met, etc.

In order to avoid misrepresentation of qualifications and credentials to the consumer, it is important that licensees utilize the appropriate licensure designation and are cognizant of the fact that desig- nations representing other credentials must be completely accurate, reflecting only currently held credentials. It is hoped that this clarification related to designations will alleviate misleading infor- mation in reports, advertising, and other documents related to the professions of speech-language pathology and audiology.

3 National Provider Identifier Numbers Beginning July 1, 2009 Speech Language Pathologists engaged in private practice will be able to bill directly to Medicare. However, to do so practitioners must have a National Provider Identifier (NPI) Number. The NPI is a HIPAA Administrative Simplification Standard, adopted by the US Department of Health and Human Services. According to the ASHA Leader, "Many health plans, including Medicare, Medicaid, and private health insurance plans, and all health care clearinghouses are now required to accept and use NPIs". NPI Numbers are free; appli- cations can be completed online by logging on to The Centers for Medicare and Medicaid Ser- vices’ website at www.cms.hhs.gov/nationalprovidentstand/. NPI information and links are also available at www.asha.org.

Gold Standards Summit 2009: Transforming Clinical Education in Audiology

The American Academy of Audiology held a meeting in Orlando, Florida in mid January to review in general the current models of educating clinician audiologists and a more specific review of what is working well and what is not in audiology training programs through out the country. Of the 73 recog- nized training programs in the country approximately 67 were represented at the conference. One of the factors discussed was that the practice of one to one supervision limited the number of students that could be accommodated by current training programs. Other doctoring professions such as den- tistry and physical therapy have developed different models that allow for greater number of students per supervisor.

A second concern noted was that clock hours are not an effective standard of training in that a set number of clock hours does not guarantee clinical competence. It was felt that a set of clinical compe- tencies must be met and that a standard set of exams spaced throughout the four year training period would be an excellent way to address this concern.

The bottom line was that the current accreditation process for university training programs provided by the American Speech and Hearing Association (ASHA) via the Council on Academic Accreditation (CAA) was considered inadequate. The accreditation program, American Commission for Audiology Education (ACAE), that has been developed by the American Academy of Audiology has put forth as a significantly better model. At this point the discussion turned to how to move from the current accredita- tion body to that of the one put forth by the American Academy of Audiology. The university program directors were in favor of the transformation; however, several significant obstacles were discussed.

First, all university programs currently utilize the ASHA based accreditation process and that the time, effort and cost of this process does not inspire program directors to engaged in a second accreditation process. Second, training standards and curriculum via accreditation are linked to national certification through ASHA which in turn is linked to state licensure standards and to the ability to bill for services via insurance companies and other third party payers.

It would appear that there is a great push by the American Academy of Audiology to become the ac- creditation body for clinical audiology training programs. It should be noted, however, that the current barriers are formidable and that the likely transition may or may not occur. Licensure boards must monitor this movement because if this transition does occur it will likely necessitate changes in the practice act of most state licensure boards through out the country.

Disciplinary Actions Taken By the Board

Emily Cestia, Audiologist/Hearing Aid Dispensing # 5897, was sanctioned through a Consent Agreement and Order by the Board on April 18, 2008, relative to practicing without a valid license. Said license was suspended on June 5, 2008 until such time as terms of the agreement are met.

Election of Board Officers

On December 5, 2008, members of the Board conducted its annual election of Board Offi- cers.
