EXECUTIVE SUMMARY

I. Introduction to the Proposed Project

This preliminary Environmental Impact Assessment (EIA) study is carried out for the Proposed Mixed Development on Lot 368 Section U15, PT50037 (Part of Previous Lot 360) Section U16, Lot 2132 Section U17, Mukim Sungai Buloh and Lot 2685 Section U15, Mukim Bukit Raja, District of Petaling, Selangor Darul Ehsan. Phase 1 area for the development is 1,795.42 acres (726.58 ha) and the total Project area is 2,787.41 acres (1,128.03 ha). The proposed Project is to be developed by Sime Darby Elmina Development Sdn. Bhd. (SDEDSB) The locality of the Project Site falls under the jurisdiction of Majlis Bandaraya (MBSA). A Site Suitability Assessment (Penilaian Awal Tapak) has been submitted to the Department of Environment (DOE) Selangor on 14 th May 2013 and the department has requested an EIA to be submitted for the development.

The Project Site is situated within the District of Petaling, Selangor Darul Ehsan. The proposed Project Site is surrounded by several mixed developments i.e., residential and commercial. The proposed Project Site is located approximately 26km of City, is 17km southeast from the Project site, 9km from Shah Alam and , Sg.Buloh is 12km northeast from the Project site and is approximately 10km west from the Project site. The geographical location of the proposed Project Site is at a longitude of 101 o 29’31.39” E to 101 o 31’ 07.38” E and a latitude of 03 o 08’ 54.86” N to 03 o 13’ 13.06” N. General location of project site is shown in Figure A . The Project site is accessible via NKVE at junction and via Guthrie Corridor Expressway and via Federal Highway that exits at Batu 3 junction, Shah Alam and later joins Guthrie Corridor Expressway. The existing access into the Project Site is from Federal Route 54 (Jalan ) via Elmina Estate.

At present, The Project Site is an oil palm plantation, known as Elmina Estate . The oil palm is still being harvested by the workers. Besides that, there are a few existing structures within the site at Lot 2132 and PT50037 which consists of Office, Workshop, Shops, Elmina Clinic, bungalows, staff quarters, Hindu temple, surau , church and workers quarters. The current site condition of the Project Site is shown in Figure B . The immediate landuse adjacent to the Project Site are listed as below:

The proposed Project is a housing development involving an area of more than 50 ha and a new township development which falls under the ambit of item 7 and 9 (e) under the Schedule of the Environmental Quality (Prescribed Activities) (Environmental Impact Assessment) Order, 1987 made under Section 34A of the Environmental Quality Act 1974.

Based on ‘Rancangan Tempatan Majlis Bandaraya Shah Alam -2020’, the proposed Project Site lies within Blok Perancang Kecil (BPK) 4 (Section U15) for Lot 368 and Lot 2685 and Blok Perancangan Kecil (BPK) 5 (Section U16 and U17) for PT 50037 (Part of Previous Lot 360) and Lot 2132 and is prioritized for residential, hence it compliments with the proposed mixed development that comprises of commercial and residential components.

II. The Existing Environment

Physical Environment a. Topography • From the topography survey plan, the morphology of the Project Site shows that the Project Site is generally characterised as undulating terrains with average elevations ranging from RL20m to RL60m above mean sea level. • The highest ground (approximately RL 128.49m) lies near the peak of the hill lock in the western boundary of the Project Site while the lowest ground (approximately RL 12.54m) within the floodplains of Sg. Buloh which is situated at the north-western portion of the Project Site • The terrain of the Project Site slopes down from the high ground in the western portion towards the valleys of both tributaries of Sg. Buloh and Sg. Subang in the northern and southern portions of the Project Site respectively. • The Construction Suitability Plan of the Project Site is as follow:

Hydrology • The Project Site lies within the Sg. Buloh and Sg. Kelang river catchment area. There are altogether two (2) water intake points within the Sg. Buloh catchment area and eight (8) water intake points within Sg. Kelang catchment area but none of these water intake points are located downstream of the Project Site. • The northern portion of the proposed Project Site is drained by two (2) tributaries of Sg. Buloh which one of the them originates from Saujana Utama Development in the western boundary of the Project Site and flows towards the north to discharge into Sg. Buloh near Desa Moccis. • Another tributary of Sg. Buloh originates from the higher grounds in the western boundary of the Project Site which flows towards the northwest to discharges into Sg. Buloh near Kg. Kubu Gajah Dalam. • The major stream traversing the middle portion of the Project Site is called Sg. Subang, which originates from the upstream catchment of Subang Dam. • The southeastern portion of the Project Site is drained by Sg. Pelampas, however both tributaries of Sg. Pelampas are water ponding due to the platform levels rise by the adjacent development of Denai Alam • Approximately 47%, 44.4% and 8.6% catchments of the Project site flows into Sg.Buloh, Sg. Subang and Sg. Pelampas respectively.

Geology and Soil • Almost the entire Project Site is located within the Kenny Hill Formation except the north-western portion of the Project Site is located on the unconsolidated and semi-consolidated Quaternary Clay and Silt Deposit which known as Gula Formation. • In the lowlands the soil materials of the Kenny Hill Formation is covered by alluvium especially when it is near the river (i.e. Sg. Subang). • Based on the soil investigation conducted by Subsurface Engineering Sdn. Bhd. under the supervision of the consulting engineer, Ranhill Consulting Sdn. Bhd., a total of forty six (46) deep boreholes namely BH 1 to BH 46 were proposed within PT 50037, Lot 368, Lot 2132 at Mukim Sungai Buloh, whereas a total of twenty nine (29) deep boreholes namely BH BS1 to BH BS29 were proposed within Lot 2685, Mukim Bukit Raja are drilled. • From the borehole log profiles, it can be seen that the subsurface of the site are generally made up of sandy silt and sandy clay (phyllite), sand (schist) and quartzite which is mostly moderately weathered. • There are possible blasting areas Identified at BH 4, BH 5, BH 8, BH11, BH13, BH18, BH23, BH30, BH36, BH43, BH44, BH BS28 and BH BS 29. • Based on Reconnaissance Soil Map of (Pindaan 2002), published by the Ministry of Agriculture, Malaysia, majority of the Project Site is located on sedentary soils namely the Serdang-Bungor- Munchong Association (in the middle portion of the Project Site) and Serdang-Kedah Association (in the southern portion of the Project Site) while the northern portion of the Project Site is situated on Peat Soil within the floodplain of Sg. Buloh and the eastern portion of the Project Site is situated on the Telemong- Akob-Local Alluvium. • However, based on the Soil Investigation carried out, there is no trace of peat at the northern portion of the Project Site. • According to the Hydrogeological Map of Selangor and Kuala Lumpur Federal Territory (2008) published by Jabatan Mineral and Geosains (JMG) Malaysia, the entire Project Site is located on high potential aquifer regime of this region. d. Landuse • Agricultural land areas are the prevalent landuse, with a total area of 21,597.42 acres (46.56% of the impact area). The main cultivated crops in the vicinity of the Project Site are oil palm and mixed horticulture. • Most of the oil palm plantations are represented by Strathairlie Estate, Coalfields Estate, Kemajuan Tanah Bukit Cherakah, Bk.Darah Estate, Lam Bee Estate, Hup Seng Estate, Elmina Estate, Subang Estate and Palaniappa Estate • The mixed horticulture is cultivated with local fruits and vegetables and can be found within the settlement / villages such as Kg., Kt. Bt,Tempurong, Kg.Baru Sg.Pelong, Kg.Sg.Pelong, Kg.Merbau Sempak, Kg. Kubu Gajah, Kg.Merbau Sempak Tambahan, Kg. Tengah, Kg.Paya Jaras Hilir, Kg.Paya Jaras Dalam,

Kg.Subang, Kg.Melayu Subang, Kg.Budiman and Rizab Melayu Sg.Binjai. • Settlements & associated non-agricultural areas consist of urban and associated areas, recreation areas, Highway & Main road, power line and quarry & ex-quarry area (2-3 km from the Project site) are the second predominant landuse of the impact area i.e., 13,090.15 acres or 28.22%. • The urban environment namely Taman Bukit Subang, Denai Alam, Bandar Saujana Utama, Mutiara Subang, Taman Desa Subang, Taman Puteri Subang, Taman Nusa Subang, Taman Subang Murni, Bandar Pinggiran Subang, Taman Subang Perdana, Sunway Kayangan, Kayangan Heights, Perdana Heights, Taman Sandara Permai, Taman Puncak Perdana, Cahaya SPK, Bandar Nusa Rhu, , Taman Desa Coalfields, Taman Desa Moccis, Kg.Sri and as well as area are among the nearest receptors to the Project site, occupies approximately 10,611.52 acres or 22.88% of the total impact area. • About 2.96% of the impact area is covered by road/highway (i.e. Guthrie Corridor Expressway, Jalan Kuala Selangor, Jalan , Jalan Sungai Buloh). • Power line right of way makes up of 792.27 acres or 1.71% of the impact area while quarry and ex-quarry cover 127.28 acres (0.27%) of the impact area. • Forested land i.e., idle grassland covers of approximately 559.15 acres (1.21% of the total impact area). Forest (i.e. Bukit Cherakah Forest Reserve) occupies a total area of 6,862.33 acres (14.79% of the total impact area). Secondary forest covers approximately 421.14 acres (0.91% of the total impact area). • Other landuse that can be found is the newly cleared land (7.57%), and water body covers of approximately 0.74% of the impact area. • The Project Site which covers approximately 5.8% of the total impact area mainly comprises oil palm trees. • Immediate receptors to the Proposed Project will be houses in Taman Bukit Subang, Denai Alam, Kg.Merbak Tambahan and Bandar Saujana Utama. The distance from the nearest house to the Project boundary:  Taman Bukit Subang - 14m  Denai Alam - 16m  Kg.Merbak Tambahan - 18m  Bandar Saujana Utama – 88m

• In addition, there is an existing furniture manufacturer (Tick Keong Industries Sdn. Bhd.) at the north out of the Project boundary with distance of approximately 400m to the boundary of the Project Site • The nearest distance from the water edge to the nearest proposed residential within Project Site is at 242m whereas the nearest distance to the proposed commercial lot is at 440m. • The nearest distance from the dam structure at Tasik Subang Dam to the proposed boundary of Gated Community is 573m and the nearest boundary to the commercial lot is at 427m. Existing nearest receptors with distances to the Project Site is shown in Figure C.

Water Quality • The baseline water sampling session was conducted on the 16 th May 2013 (for sample at W1 to W11) and 30 th September 2013 (for sample at W12 to W15) and representing two monitoring sessions i.e., morning and evening. The sampling and analysis was conducted by a DSM-accredited laboratory, i.e., Permulab Sdn. Bhd. • The water quality is summarized in terms of Water Quality Index (WQI) as shown in Table B. The computed results showed that all sampling points fall under Class I, II, III and IV of the National Water Quality Standards for Malaysia. • Generally, the water quality is clean and acceptable for recreation except for rivers at Sg.Buloh and upstream of tributary of Sg.Subang at Taman Bukit Subang where an extensive treatment are required, and use of water for fishery purposes or irrigation only.

Sound Level • Noise level was conducted on six (6) sampling sites N1, N2, N3, N4, N5 and N6 (same location with the air quality assessment) for 24-hour period for two separate sessions, i.e., from 7:00 a.m. to 10:00 p.m. for day-time and 10:00 p.m. to 7:00 a.m. for night-time. • Point N4 (both sessions), N5 and N6 (morning sessions) are slightly higher by 1-2 dB than the recommended limit. The possible noise source for Point N4, N5 and N6 were from vehicles passing along road near the residential areas and human activities at the monitoring point.

Biological Environment • The existing biological environment of the Project Site is limited to the flora and fauna composition of an agricultural estate area of Peninsular Malaysia. • There are Environmental Sensitive Areas (ESA) within its proximity as below: A. Tasik Subang Dam – at the western region from the Project Site. It is a natural water catchment which is still covered by well-grown secondary forest. A relic patch of common Dipterocarpaceae and common non-Diptercarp trees species dominate the forested area. B. Taman Botani Negeri Shah Alam – an area of forest combined with plantations and botanical gardens. It is approximately 3.5km south of the Project Site. • The predominant vegetation in this area is oil palm ( Elaeis guineensis ) covers the whole part of the Project Site. The oil palm trees observed at the Project Site are mainly consists of mature (2005 and 2006 plantings) to old planting (1986 and 1996 plantings). • The fauna composition at the Project Site seems to be very much adversely affected due to estate activities within the site and surrounding urban development activities nearby (i.e., Bandar Saujana Utama, Taman Bukit Subang, Kg. Merbau Sempak, Guthrie Corridor Expressway, etc.) which does not provide a suitable habitat for wildlife. • The removal of natural vegetations followed by intensive cultivation of oil palm ( Elaeis guineensis ) has affected the fauna species in terms of its composition and population density. • No large and small mammal was recorded in the estate area except for cattle, cow and buffaloes. • Based on the interview from the estate supervisor and workers, monkey such as Langur and Macaques are also common visitor to the Project Site from the nearby Tasik Subang Dam and Bukit Cherakah

Forest Reserve. • All reptiles and amphibians species found and to be found in the Project Site is categorized as least concern status under the IUCN Red List of Threatened Species.

Socio-economic Environment • Based on the Population and Housing Census of Malaysia 2010, the total number of population in Mukim Sungai Buloh and Mukim Bukit Raja were 466,163 people and 117,869 people respectively (total 564,032 people). • The total population of Mukim Sungai Buloh and Mukim Bukit Raja was recorded at a total of 564,302 people therefore the proposed development will see an increment of 36% towards the total projected population for both the when it is fully operational. • For this proposed development, at present various socio-economics activities can be observed within the proposed Project Site as well as human settlements. • There are some existing structures within the site i.e. at Lot 2132 and PT50037 which consists of Office, Workshop, Shops, Elmina Clinic, bungalows, staff quarters, temple, surau, church and workers quarters. At the time of preparing for the EIA report, the developer has initiated relocation and compensation strategy to the affected parties such as workers and the religious buildings. • A Social Impact Assessment (SIA) was conducted by PEERS Consult Sdn. Bhd., from 12th to 19th of September 2013. This exercise was carried out not only to assess the social impact towards the communities but also to fulfil the requirement by one of the stakeholders i.e. Majlis Bandaraya Shah Alam (MBSA). • Currently, there are 134 human populations within the Project site which includes the executive officer, administration officer, Estate Workers and former workers. • There are a total of 111 units of existing structures within the Project site which includes Management office, workshop, sundry shop, clinic, hindu temple, mosque, church, executive officer’s bungalow, quarters for administration staff and estate workers. • The finding of the SIA is extracted into the EIA study.

III. Proposed Project Description

• The proposed development is divided into 2 development phases i.e., Phase 1 (1,795.42 acres) and Future development (991.99 acres) on a total 2,787.41 acres of land. • Based on the proposed development component in Phase 1, the provision for infrastructure will be the major landuse type which accounts for 43.66% of the total developed area (i.e. 728.92 acres), followed by residential development, open areas, commercial, institutions, and amenities. • The major landuse type for future development will be the residential development with 481.26 acres or 48.51% , followed by commercial area, infrastructure, agriculture land, and open areas.

• Residential component make up 25.85% of total Phase 1 area, i.e., approximately 431.51 acres for a total of 16,914 units. • In Phase 1, there are five (5) types of houses that are proposed to be constructed at the Project Site i.e. Terrace House, Semi Detached House, Town House, Gated Community Housing and Apartment. • Residential component make up 48.51% of total area coverage of the Future Development area, i.e., approximately 481.26 acres for a total of 4,238 units. It is proposed that Mixed Development plots will consists of proposed terrace houses, bungalows, gated community, townhouse, and high cost condominium be constructed at Future development areas at Zone 2A, 2B and part of Zone 2C. • The commercial sector takes up 5.80 % (i.e. 96.79 acres) of Phase 1 development, shall consist of 2- storey of shop office, commercial plot, mixed development, stall, food court, petrol station, private community center and market. • The commercial plots with total area of 145.10 acres of land and mixed development shall be strategically located at the main entrance into the proposed development in the middle part of Future Development area. • All the institution and public amenities shall be constructed in Phase 1 areas. The total land use area for institutions and public amenities` facilities in Elmina Development West is 95.21 acres which includes 5.70% of Phase 1 area. • Public amenities that will be provided within this development include a primary, secondary and integrated schools, kindergarten, mosque, surau, hall, police station, fire station as well as community center. • A total of 728.92 acres or 43.66% of Phase 1 areas have been provided for Infrastructure and utilities facilities in Phase 1 and they are detention pond, drain reserve, TNB substation and TNB main distribution station, sewage treatment plant, drainage reserve, cemetery reserve, water tank and roads in Phase 1 development. • The detention ponds covering a total of 160.28 acres land (9.60%) will also be upgraded to recreational area and landscaped at Phase 1 areas. • At Future Development area, a total of 153.18 acres or 15.44 % have been provided for infrastructures and they are detention pond, drain reserve, and roads reserve. • 89.58 acres or 9.03 % areas have been provided for water detention purposes located at the southern of the project site at Lot 2685. • There are six (6) main access provided to access the proposed development. The main access will be coming from Guthrie Corridor Expressway (GCE), Persiaran Elektron, Persiaran Neutron and Persiaran Metafasa at the eastern part and Jalan Kuala Selangor –Sg. Buloh (Federal Road 54) at the northern part as well as from the Saujana Utama at northwestern part of the development. • The tarred roads occupy approximately 470.75 acres of land at Phase 1 areas and 53.08 acres at Future Development areas which also includes the car park area • Besides the built up units, there is allocation for open areas, buffer zone and town park.

• Total area coverage of 207.23 acres at Phase 1 areas and 11.10 acres at Future developments area are planned for open areas in Elmina West development. • Town Park of 45.09 acres at Phase 1 is allocated along the proposed detention pond running parallel to Sg.Subang reserve. • The allocation of the proposed open area which is known as ' Green and Blue Network ' will emphasize the relationship between man and the two natural elements of plant and water. • To emphasize the concept of 'Park Haven', the city of Elmina West can be connected to the network green around the development site. • Elmina West development design aims is to maximize the value and usage of green spaces to create a positive environment and health of the population, thus emphasizing the setting of Elmina West as the "Wellness City". • There is an allocation for agriculture plot with a total areal coverage of 152.58 acres (i.e. 15.38 % of Phase 1 area) at the southern portion of the Project area which is also proposed for future development. • Sufficient buffer areas are required due to the site close proximity with the Tasik Subang Dam and Bukit Cherakah Forest Reserve. They are : o National Security Council (or known as Majlis Keselamatan Negara, MKN) requires a distance of 100m from the dam structure to the nearest proposed development. o A total of 26.14 acres of land have been allocated as Selangor Waters Management Authority (or known as Lembaga Urus Air Selangor, LUAS) watershed area. o 20 m buffer strip are provided along the western boundary of the project site adjacent to Bukit Cherakah Forest Reserve as required by the Pejabat Daerah Hutan Hulu Selangor.

• With the total population equivalent estimated to be 195,000 ; the quantitative demand in basic infrastructural facilities and the amount of waste generated is summarized in Table D .

The development at the proposed Project site will be divided into seven (7) main development zones i.e., Zone 1A, Zone 1B, Zone 1C, Zone 1D, Zone 2A, Zone 2B and Zone 2C for duration of approximately 26 years i.e., from mid of 2015 (site clearing) to mid of 2040 (completion of building works).

The earthworks activities will be separated into 7 zones in accordance to the development zones i.e., Zone 1A to Zone 2C which it is anticipated that it would be completed in 13 years. Site clearing and earthworks is expected to be carried in mid 2015 and expected to be completed in mid of 2027. The earthworks at each phase will commence once the site clearing at particular area of the Project Site has completed. The construction of main building and infrastructure shall be started in early 2016 and is expected to be fully completed in mid of 2040. The development schedule may vary due to sales launching stages and actual construction works are subjected to the authorities approval.

IV. Significant Environmental Impacts & The Proposed Mitigation Measures

The key environmental issues are those related to activities during the site clearing, construction phase and operational phase. All the impacts that are likely to be generated by the proposed Project together with the proposed mitigation measures are summarized in Table E.

V. Environmental Management Plan (EMP)

Apart from the recommendation of mitigating measures, this report also emphasizes on the formulation and implementation of an environmental management plan (EMP). This plan involves the participation of the Project developer, local authorities, consultants as well as the contractors. The outline of the EMP relies on a collective effort from all the various group involved regardless of their level of involvement in the hierarchy. The management schemes and monitoring program proposed for the proposed Project at construction and operational levels are:

• Supervision, field training and maintenance program for pollution control structures; • On-site implementation of mitigation measures; • Planning of a progress of works on site; • Provision of safety measure along with an emergency response plan; • Implementation of a properly documented traffic management scheme to ensure safety within the site; • Water, air and noise quality monitoring to evaluate the effectiveness of the proposed mitigation measures implemented on-site; • Water, air and noise quality need to be analyzed by a laboratory accredited by Jabatan Piawaian (Standard) Malaysia.

VI. Conclusion

The Proposed Development will be developed on on Lot 368 Section U15, PT50037 (Part of Previous Lot 360) Section U16, Lot 2132 Section U17, Mukim Sungai Buloh and Lot 2685 Section U15, Mukim Bukit Raja, District of Petaling, Selangor Darul Ehsan. Phase 1 area for the development is 1,795.42 acres (726.58 ha) and the total Project area is 2,787.41 acres (1,128.03 ha) and shall be developed by Sime Darby Elmina Development Sdn. Bhd. The Project Site is under the jurisdiction of Majlis Bandaraya Shah Alam (MBSA).

In reviewing the proposed Project and its’ anticipated integration with the existing environment of the Project Site, the main concerns is the effect of soil erosion and contamination (i.e. water, air and noise pollution) on the physical environment and upon human himself during the earthworks and construction phase. Part of the biological environment will be lost during site clearing and construction activities. However, this can be mitigated via the various practical and cost effective remedial measures recommended in this report to minimize adverse environmental impacts. Success of the development in integrating with the surrounding developing areas will contribute towards the social acceptability of the proposed Project. By incorporating the concept of conservation in an environmentally led design layout plan, a sustainable development can be achieved to offset its adverse impacts.
