Brief summary of work being carried out: 1. Role as an adviser As an adviser I am mainly responsible for helping the institutions review the way we can improve the level of professional development for civil servants currently being offered. I have submitted various reports over the past few months that have been discussed internally and with the Principal Permanent Secretary and my proposals have been embraced. These include providing our top civil servants with specific training; succession planning introduced for middle and top management; links with the University strengthened; review of current CPD. 2. Role of External expert for Iprase (www.iprase.tn.it).

Have been chosen by Iprase – the Institute for Research and Experimentation in Education based in the Autonomous region of Trento – to be involved with a research team led by Professor Angelo Paletta, Faculty of Management, University of Bologna, the research arm of the Ministry for Education in Rome, Invalsi, to run a research exercise entitled “Leadership e processi di miglioramento delle scuole” (Leadership and processes for school improvement). This entails drafting out questionnaire surveys for school leaders, for middle managers and teachers in 50 schools in Trento. The drafting out of an interview schedule for school heads. The creation of a research instrument to carry out an observational study of school leaders. These instruments are currently being discussed within focus groups so that each instrument is accepted and endorsed by all the schools involved in the study.

As a result of this work we aim to identify the training needs of each school and work with them in Phase Two of this project.

This will lead towards a series of reports and publications both through Iprase and refereed journals.

3. External expert for the European Commission Project: Professional Autonomy, Accountability and Efficient Leadership. My involvement will entail carrying out a research study of school leadership in Malta as part of a Peer Learning Activity that will be held in Malta in June 2014. I will co-ordinate task force meetings between March and June 2014. I presented a paper for a conference that took place in November 2014.

4. External Examiner of PhD candidates. Serve as an external examiner for PhD candidates at the University of Lincoln, United Kingdom.

5. Chairperson of the Fellowship Awards Committee for the Commonwealth Council for Educational Administration and Management. The role of this committee is to review all nominations received from Commonwealth countries wishing to nominate educators for the Fellowship. This is an award

Year (February 2009 – August 2010) Appointed as Permanent Secretary for the Ministry of Education, Culture, Youth & Sport and then on the 9th February 2010 appointed Permanent Secretary for the Ministry of Education, Employment and the Family.

Role delineation: The Permanent Secretary is accountable to the Prime Minister. My responsibility is to support the general policies and priorities of the Government and to operate within the context of the management practices and procedures established by the Government as a whole.

Main responsibilities: 1. To provide support and advice to the Minister among other things by: a. anticipating issues in the House of Representatives or the media b. managing current issues and problems, keeping the Minister fully informed c. providing advice d. generating ideas to support the Minister’s agenda e. encouraging a climate in which the Minister and Ministry staff can work effectively together.

Main achievements in the post

Took a leading role in the drafting and launching of the First National Cultural Policy, February 2010.

Elimination of the selective examination system at 11+ in the national education system.

Undertaking the introduction of the draft Curriculum Framework which will bring about the necessary developments for the National Minimum Curriculum to be reviewed and developed.

Establishing the Self-Evaluation component within the school development and school improvement dimensions.

Represented the Minister during the High Level Group meetings and the Informal Meetings of Ministers of Education during both the Czech Republic and Swedish presidencies.

Co-ordinated the first review of the College Network system that was officially and nationally introduced in 2008.

Spearheading the Vocational Education reforms at secondary level. Signatory to the piloting that will take place over the next 3 years.

Leading major reform in the way our National Library and the library services in Malta.

Undertook an audit at the Institute of Tourism that is now entering its first phase in the reform that it is undergoing.

Aim To review the current teacher appraisal system (i.e. Performance Management Programme).

Strategy A strategy was introduced after discussion with the Permanent Secretary and the Director Generals and work carried out. The work that is nearing completion has involved the development of 4 documents that can lay the foundations for a new appraisal system entitled Performance Management and Professional Development that mainly: a. helps individual teachers develop an Individual Career Plan that articulates the career path they wish to pursue. b. addresses the lacunas created by the previous model.

Development four documents that have been approved at the highest level by the Government and the Malta Union of Teachers. The four documents were: a. Teacher Performance Management: Appreciating the local context. Background document, Quality Assurance Department, Directorate for Quality and Standards in Education, Malta. b. Teacher Evaluation … to enhance professional practice. Working document, Quality Assurance Department, Directorate for Quality and Standards in Education, Malta. c. The Purposes of Evaluation. 3. Review of the current school Audit procedures.

One of the main responsibilities of the QAD was to review the current system that was introduced a few years ago to carry out external audits.

The review has been carried out and this has involved meeting with all those that have been directly or indirectly involved in the audit process either as receivers (i.e. school members) or else as auditors (i.e. the Audit teams) and the policy makers (i.e. those who introduced the audit system). Now we are in a stage where a report will be submitted for deliberation by the Permanent Secretary, by both Director Generals, the Director for Curriculum Management and eLearning, and the Ministry. Report will be present by the end of July 2008.

The main aim was that of developing a QAD that helps to support schools in their endeavours to carry out internal self evaluation and an external audit system. This acknowledges and builds on the principles espoused by the Education Act of 2006.

4. Professional Development

Professional training for newly-promoted Assistant Heads of School. Ran two of the five-day professional development programme for newly-promoted Assistant Heads of School. The areas covered: Leaders and Leadership and Nurturing Schools into Learning Communities

Professional Development for Heads of School Carrying out a needs analysis to identify the training needs of Heads of School. Report to present by end of July.

Developing a training programme for Heads and Assistant Heads of Schools for 2008- 2009. Main aims: To provide ongoing support for newly promoted heads and assistant heads of school. This programme which will commence in scholastic year 2008-2009 is aimed at providing ongoing support (through a system of meetings, seminars, workshops and training sessions, including online support) throughout their career.

5. The Non-State Sector

The QAD is responsible to monitor, grant warrants and liaise with the Secretariat for Church schools, and the various independent schools. All matters dealing with the appointment of teachers, setting up of new schools, review of licences, monitoring of school development practices and external audits can be carried out through the QAD.

I also meet students facing difficulties during their teaching practice phases. These meetings are held during and after the teaching practice six-week sessions and involve offering advice and direction to students. Sessions vary according to the particular needs of the students. I roughly see around 30 students a year as a result of the problems they may be encountering during their field placement. A rough estimate of the hours of engagement would be around 120 hours.

Approached back in 1989 to set up a new secondary institution in the early 1990s I accepted the challenge and took up the post in February 1992. In the first stage I presented the Directors with a Mission Statement, the overall aims the College would pursue, a holistic curriculum programme, the College prospectus, a strategic plan of action, and the financial implications to set up and run the College. The College ran on two-year development plans which helped us to monitor and evaluate the programmes in place and allowed us to introduce new initiatives.

Regular meetings with Senior Management were held and Annual Reports submitted to the Board of Trustees to whom I was accountable.

In the initial stages I developed the educational programme at St Martin's College which aimed at: - taking into consideration the programme offered at primary level. - work round the standards set by the National Minimum Curriculum and the academic requirements of local and foreign examination boards. - reflecting the holistic education programme I felt our students needed to be exposed to and one which parents believed in.

This involved research, personal reflection and discussions with various stakeholders.

▪ Each subject was developed round a programme of studies, and developed over two years. Whilst each subject is constantly monitored and evaluated this programme was reviewed after four years in practice. ▪ One area, new to the College and to our Island, was introduced - that of Cultural Accretion. ▪ Personal and Social Education was developed into a five-year programme and has also been introduced at primary level. ▪ Creative and Practical studies were given their due importance through the 'five' year programme. ▪ Community Service was placed as one of the College aims. ▪ Introduced a 'new' organisational structure for the primary and secondary schools. ▪ Introduced an induction programme for new teachers as a normal feature within the College. ▪ Appraisal took place across all levels and followed the following format: o informal and formal discussions o personal evaluations o regular meetings with team members, senior staff. ▪ Personal and professional development is encouraged, supported and provided by the College.

2. Part-time lecturer at the Faculty of Education. There I was mainly involved as a part-time lecturer with the Department of Primary Education, and a teaching practice tutor. I also lectured in the evening diploma programme in Educational Administration and Management.

There I was mainly involved in: - organising and running in-service courses in the field of management for school leaders - setting up the INSET Centre within the Education Department - conducting research in the field of school improvement and school leadership - school development consultancy work in state and church schools - personnel management at the school and systems level - co-ordinator of the first Upgrading Course for Instructors - teacher of psychology at the Art and Design Centre, .

1997-2013 School Development Consultancy and Training Since joining the Faculty of Education at the University of Malta I have been providing consultancy to state and non-state schools at primary and secondary level in the areas of school development, school development planning and school self-evaluation. Sessions have varied in duration, ranging from long-term support, including working with Senior Management Team members and staff on various school issues, including developing school policies, strategies and action plans.
