The use of simple comparisons – increases and decreases in median prices between similar suburbs or towns – disregards the number of sales comprising the median and can be misleading in some instances. It should be remembered that suburbs and towns with higher numbers of sales provide the best guide to trends. Property analysts will be able to define and explain various locations’ trends using their knowledge of individual locations and their associated sub-market anomalies. This is the purpose of publishing a comprehensive set of data for the whole of Victoria, as reported to Land Victoria over the 15 months to September 2011. A sub-market group is a set of properties grouped by land values and other market characteristics or attributes common to the group, such as land use or building construction. It is estimated that almost 92 per cent of sales for the September quarter of 2011 and 98 per cent for the June quarter of 2011 are included in the data, making it the most comprehensive and authoritative property information available. Page 3 Metropolitan Melbourne House prices in metropolitan Melbourne decreased by 4.1 per cent in the September 2011 quarter, from $500,500 to $480,000. This follows an increase of 3.2 per cent in the previous quarter. The number of metropolitan sales for the quarter is expected to culminate at 11,736, slightly lower than the June 2011 quarter, which had the lowest quarterly sales volume since the June 2009 quarter.

Page 5 The data does not indicate the general location of the 4.1 per cent decrease in metropolitan Melbourne housing values. It does indicate the need for data analysts to undertake their own detailed research. It has generally been observed that there are more suburbs showing a decrease in median house price in the September 2011 quarter compared to the June 2011 quarter (192 metropolitan suburbs with 10 or more sales show a decrease in median house price for this quarter, compared to 181 suburbs in the June 2011 quarter). One-hundred-and-two metropolitan suburbs with 10 or more sales in both of the last two quarters shifted from showing a median price increase for the June 2011 quarter to a median price decrease for the September 2011 quarter. For example, Oakleigh decreased by 7.0 per cent for the September 2011 quarter, while it showed an 8.9 per cent increase for the previous quarter. This compares to 136 metropolitan suburbs shifting from a decrease to an increase in the June 2011 quarter. Conversely, no metropolitan suburbs with 10 or more sales in both of the last two quarters have shifted from showing a median price decrease for the June 2011 quarter to a median price increase for the September 2011 quarter. This compares to 89 metropolitan suburbs shifting from a decrease to an increase in the June 2011 quarter. Seventy-nine metropolitan suburbs with 10 or more sales in the last two quarters showed decreases for the June and September quarters in 2011. This is compared to 96 metropolitan suburbs in the previous quarter. Significant examples include Blackburn, Elwood and Armadale. The biggest increase in median price in a suburb with 10 or more sales occurred in Keilor, which had 10 sales and rose by 34.0 per cent ($540,000 to $723,800). The next biggest increase in the Melbourne metropolitan area occurred in Canterbury, which had 24 sales and rose by 27.2 per cent to 2,152,500. For the quarter, Malvern had the largest (metropolitan Melbourne) median house price decrease in a suburb with 10 or more sales. Malvern had 26 house sales and its median house price decreased by 30.7 per cent from $1,691,500 to $1,172,500. Mont Albert North experienced the second- highest median price decrease in metropolitan Melbourne. It had 19 sales and its median price decreased by 26.5 per cent from $1,020,000 to $750,000. Millgrove had the lowest median price ($215,800) for metropolitan suburbs in the September 2011 quarter. The median house price in Millgrove decreased by 14.9 per cent from the June 2011 quarter. Toorak continued to have the highest median price at $2,511,000, a decrease of 3.4 per cent from the previous quarter and a 5.2 per cent increase for the 12 months to September 2011.

Country Victoria’s median house price decreased by 1.8 per cent for the September 2011 quarter, falling from $280,000 to $275,000. Over the 12 months to September 2011, the median house price in country Victoria increased by 1.9 per cent.

The number of country Victoria house sales for the September quarter is expected to be 4,948, which is 10.7 per cent less than the September 2010 quarter.

A comparison of house prices in regional, seaside and large towns also indicates various trends.

Regional city housing markets continued to show mixed results for the September 2011 quarter. Bendigo median house prices decreased by 11.5 per cent for the quarter having increased by 15.2 per cent for the previous quarter, giving a 12 month decrease of 16.7 per cent. Horsham decreased by 3.6 per cent for the quarter, but did not change in the previous quarter.

The sample above is the same used in the previous quarter’s report. It shows that five of the 12 large towns had increases in their median house price for the September 2011 quarter. In the previous quarter three showed increases and in the March 2011 quarter six showed increases. Page 7 Morwell had a decrease of 0.9 per cent, having increased by 8.3 per cent in the previous quarter. Yarrawonga showed no change and Traralgon had an increase of 4.1 per cent. Sale had an increase of 11.1 per cent for the September 2011 quarter, showing a change of trend from the previous quarter when it decreased by 12.9 per cent.

The above sample shows that six of the 11 seaside towns selected had increases in their median house prices from the June to September 2011 quarters. Anglesea increased 16.6 per cent, having decreased by 25.8 per cent during the previous quarter. Cowes median house price decreased by 15.3 per cent for the September 2011 quarter, having increased by 15.7 per cent in the previous quarter. Sorrento's median house price increased by 37.6 per cent during the September 2011 quarter, having decreased by 22.8 per cent in the previous quarter.
