Korby Bracken Director of Health, Safety & Environment Anadarko Petroleum Corporation

Korby Bracken is a registered Professional Environmental Engineer with over 15 years of experience in the oil and gas industry. He is a graduate of the University of Wyoming with a BS in Chemical Engineering. Since graduation he has worked in many business sectors, notably the New Source Review permitting group at the Wyoming Department of Environmental Quality and consulting firms with an emphasis on oil and gas sector permitting and compliance.

Michael Parker Principal Parker Environmental and Consulting, LLC

Mr. Parker is currently Principal of Parker Environmental and Consulting, LLC, which provides environmental and regulatory policy development, technical, and advocacy support on a range of issues, including water resource management, hydraulic fracturing and energy development, onshore and offshore environmental management issues, and carbon capture and storage issues. Prior to establishing his consulting practice, Mr. Parker worked for ExxonMobil Production Company for over 35 years in a variety of engineering and technical assignments. At retirement, Mr. Parker was a Technical Advisor in ExxonMobil’s Upstream Safety, Health, and Environment organization. Mr. Parker provided technical support and guidance to ExxonMobil affiliates world-wide on a range of issues including drilling and production discharges, underground injection control, spill prevention and control, facility decommissioning, artificial reef programs, marine environmental issues, carbon capture and storage, hydraulic fracturing and general issue management coordination. Mr. Parker has served as Chair of the American Petroleum Institute’s Upstream Environmental Subcommittee, the Hydraulic Fracturing Workgroup the Carbon Capture and Storage Work Group and the Water Issues Group and is currently involved in the revisions to API’s HF Guidance Documents and Recommended Practices. Mr. Parker is a graduate of the University of Texas and Texas A&M University and is a registered Professional Engineer in Texas and Louisiana.

Steven E. Tillman Director, Federal Government Affairs Spectra Energy Corp.

Steve Tillman is director of federal government affairs for Spectra Energy Corp. He oversees the company’s U.S. federal government relations activities. He also serves as the company’s liaison with members of Congress, Congressional staff, the Executive Branch and federal agencies. In addition, Tillman works actively with national trade associations representing natural gas and related energy industries, including the Interstate Natural Gas Association of America and the American Gas Association. Prior to his current role, Tillman was located in Spectra Energy’s Houston, TX headquarters where he was responsible for obtaining authorizations from the Federal Energy Regulatory Commission for the company’s numerous capital expansion projects in the U.S. Expansions included the 745 mile Gulfstream Natural Gas System serving Florida, the 338 mile Maritimes & Northeast Pipeline serving New England and the acquisition and expansion of the 1500 mile East Tennessee Natural Gas Company serving the southeast U.S. He has been with Spectra Energy and its predecessor companies since 1985 when he joined the internal audit department performing audits of the company’s corporate departments, international exploration and trading offices, international joint ventures and domestic real estate and retail operations. Tillman assumed his current role in January, 2007. In addition to his profession roles, Tillman served as chair of the Board of Directors of Member Source Credit Union located in Houston, TX, a state chartered CU with $165 million in assets. He has also chaired the Interstate Pipeline Regulatory Committee and is active in various civic roles. Tillman earned a Bachelor of Arts degree in Administration from Rochester Institute of Technology in New York.

Marc L. Spitzer Partner Steptoe & Johnson LLP

As Commission of the Federal Energy Regulatory Commission, Spitzer participated in Commission technical conferences, initiatives and proceedings, including 2005 Energy Policy Act and other rulemakings, rate, enforcement and reliability cases, electric transmission policy, natural gas infrastructure. He also engaged in extensive lecturing and speaking, including before significant international energy conferences representing United States government, major US energy conferences involving Federal and State political and regulatory bodies, regulated entities, energy producers and investors and all major energy trade associations. As Commissioner of the Arizona Corporation Commission, Spitzer presided over electric, natural gas, water, telecommunications rate cases, securities enforcement proceedings, power plant and electric transmission line siting cases, rulemakings including Arizona's Renewable Portfolio Standard, natural gas infrastructure policy statement. Spitzer received the Exceptional Achievement award from the State Bar of Arizona and has been a lecturer in classes on federal income taxation, IRS audits and appeals at national conferences, Arizona State University, Arizona Tax Conference, Arizona Society of CPAs, State Bar of Arizona and other organizations.

David C. Weaver Vice President of Regulatory Affairs AGL Resources

David leads regulatory initiatives throughout the Company’s seven-state geographic footprint for Atlanta Gas Light Company, Nicor Gas, Virginia Natural Gas, Florida City Gas, Elizabethtown Gas, Chattanooga Gas, and Elkton Gas. He was elected to this position in September 2012. During his tenure at AGL Resources, David has authored several major initiatives for Atlanta Gas Light, including: the Georgia Sustainable Environmental and Economic Development (Georgia SEED) tariff; the $830 million Georgia Strategic Infrastructure Development and Enhancement (Georgia STRIDE) program that includes system reinforcement programs, economic development programs and a vintage plastic pipe replacement program; and, Atlanta Gas Light’s compressed natural gas vehicle fueling infrastructure program. In 2010, David successfully led the prosecution of Atlanta Gas Light’s Customer First rate proceeding to obtain funding for key operational programs that created jobs in field operations, construction, the company’s expanded call center operations which were on shore from overseas, and allowed for investments in major technology and customer service- related improvements. Prior to joining AGL Resources, David led government and public affairs Regions Financial Corporation and led Southeast regional government affairs activities for El Paso Corporation (formerly, SONAT), both in Birmingham, Alabama. While at El Paso, David also served as Vice President of Business Development for El Paso’s Global LNG unit leading a regional effort working to create land-based and offshore buoy import terminal development. David began his career at the Federal Energy Regulatory Commission in the Office of the General Counsel’s Electric Rates Advisory section.

Kyle Rogers Vice President of Governmental Relations American Gas Association

Kyle Rogers serves as Vice President of Government Relations for the American Gas Association. In this capacity, Kyle is responsible for managing AGA’s government relations goals and programs, with a growing focus on state level advocacy including governors, state legislatures and public utility commissioners. Kyle also represents the association before the U.S. Congress, administrative agencies of the federal government and key policymakers. In this role he advises the association and its membership on the impact of proposed legislation, determines its appropriate response and designs advocacy strategy to achieve the industry’s legislative policy goals. Prior to joining AGA, Kyle served as a Director of Government Relations for the Travel Industry Association of America (TIA), the Washington D.C.-based national, non-profit association that serves as the unifying organization for all components of the U.S. travel industry. Kyle has also worked on various education and immigration related issues, having worked both as a consultant and Director of Government Relations for national grassroots’ organizations concentrating on linguistic and minority related matters. Kyle has a BA degree in History from Erskine College in Due West, South Carolina.

Dave Witte Senior Vice President General Manager, IHS Chemical

Based in Houston, David H. Witte is senior vice president at IHS and general manager of IHS Chemical, a leading global provider of information and insight and consulting services to the global chemical, petrochemical and refining industries. Dave has P&L responsibility for the Chemical Business line and manages a global team of over 300 chemical experts delivering information and insights to the chemical related industries. During a career spanning nearly 30 years in the refining and chemical industry, Dave has garnered deep experience across a broad spectrum of chemical and hydrocarbon value chains covering a wide array of financial, strategic, technical and commercial issues. Before his appointment to head IHS Chemical, Dave was vice president and global head of chemical consulting at IHS. In that capacity, he managed the consulting services and provided strategic guidance to a diverse global client base covering the energy/chemical spectrum. Before joining IHS, Dave served as executive vice president of business advisory services at Chemical Market Associates Inc. (CMAI), a leading provider of chemical information and insight that was acquired by IHS in 2011. He also served on CMAI’s board of directors. During his career at CMAI, Witte also served in other leadership roles of increasing responsibility, including vice president of strategy and marketing, managing director of CMAI Asia, and global business director and founder of CMAI global fibers and feedstock service. Dave also held previous roles in CMAI’s aromatics consulting service as an expert on the polyester value chain. Prior to joining CMAI in 1996, Dave was employed by Chevron Corporation and Chevron Chemical, with technical and commercial roles in refining and chemicals. He also holds working patents for Chevron’s proprietary Aromax® technology. Dave earned a bachelor of science in chemical engineering from Louisiana State University and 1986 and was recruited by Ethyl Corporation, where he spent several years in process and project engineering roles working in the area of bromine chemical processing. Witte also received a certificate in financial planning from the University of Houston and Strategic Planning from the Wharton School of Business. He is a frequent author and speaker on the chemical industry and chemical markets.

Melissa Hockstad Vice President, Petrochemicals American Fuel & Petrochemical Manufacturers

Melissa Hockstad’s responsibilities include oversight of various petrochemical committees, organization of the International Petrochemical Conference, and providing support for addressing legislative, regulatory and communications issues impacting the petrochemicals membership. She has been with the association since October 2013. Prior to joining AFPM she was Vice President – Science, Technology and Regulatory Affairs at SPI: The Plastics Industry Trade Association. While there she served as SPI’s Chief Science and Technology Officer, Executive Director of its Organic Peroxide and Bioplastics Divisions, organization lead for code- and standards- setting matters and oversaw its Regulatory and Industry Affairs teams.

She previously held positions at the Society of Chemical Manufacturers and Affiliates (SOCMA) where she served as Performance Improvement Director as well as at Basell Polyolefins (now LyondellBasell) where she was a Senior Engineer. Melissa received a M.S. in Materials Science and Engineering from the Pennsylvania State University and a B.S. in Engineering Science from the University of Virginia.

Jim Telljohann Vice President, Corporate Planning & Development Chevron Phillips Chemical Company

Previously, he served as general manager of Global Business Development. Prior to that, Telljohann served as general manager of Aromatics and Styrenics and before that, he served as general manager of the Styrenics business. Telljohann came to Chevron Phillips Chemical from the parent company Chevron Corporation when the joint venture was formed in 2000. He joined CPChem as the finance manager for Aromatics and Styrenics. Telljohann started his career with PPG Industries, where he served as an operations engineer, environmental engineer and supply and logistics supervisor. In 1998, he started working at Chevron’s Richmond chemical plant as a production supervisor, and then as a product manager in San Ramon. He transferred to Houston with Chevron Chemical in 1992 as a business analyst in High Density Polyethylene (HDPE). Telljohann earned a Bachelor of Science in Chemical Engineering from The Ohio State University in 1981 and earned a Master’s Degree in Business Administration in from Case Western Reserve University in Cleveland, Ohio in 1986.

Todd Snitchler Attorney, Energy Practice Group, Regulatory & Government Affairs McDonald Hopkins, LLC.

Prior to joining McDonald Hopkins, Todd served for three years as Chairman of the Public Utilities Commission of Ohio (PUCO) and also served as Chairman of the OPSB. He was elected to two terms as state representative in Ohio’s 50th District. He was a member of the National Association of Regulatory Utility Commissioners (NARUC) where he served on the Board of Directors, was co-vice chair of the association’s committees on gas, as well as on the committee on International Relations. He also served as second vice president of the Mid-Atlantic Conference of Regulatory Utilities Commissioners (MACRUC). Todd also served as the Sector 12 representative to the North American Electric Reliability Corporation Member Representatives Committee. He has provided testimony in the Ohio House and Senate, before the Federal Energy Regulatory Commission, and the United States Senate Committee on Energy and Natural Resources.

Bob Randall Deputy Director Colorado Department of Natural Resources

As Deputy Director, Bob Randall advises and coordinates with the Executive Director on the development and execution of the Department's policy, legislative, and communications initiatives. Bob previously served the Department as Assistant Director for Energy and Minerals and, prior to that, as Federal Lands Coordinator. Prior to joining DNR, Bob was a staff attorney for Western Resource Advocates, a Colorado-based law and policy organization. Before moving to Colorado in 2004, Bob spent seven years as a staff attorney for Trustees for Alaska, a public interest environmental law firm in Anchorage, Alaska. Bob’s work in both of these posts focused on natural resources, particularly with regard to energy development, public lands management, and mining. Bob has lectured on energy issues at conferences and symposia, and he has published papers on federal lands management, oil and gas law, and oil shale policy. Bob holds a law degree from Lewis and Clark College’s Northwestern School of Law in Portland, Oregon, and a journalism degree from the University of Missouri in Columbia, Missouri. Bob lives in Denver with his wife Kate and their daughter.

William P. (Bill) Kenney Commissioner Missouri Public Service Commission

Commissioner Bill Kenney was appointed to the Missouri Public Service Commission by Governor Jay Nixon on January 9, 2013. On January 24, 2013, he was confirmed by the Missouri Senate to a six-year term. Commissioner Kenney was born in San Francisco, California and grew up in Southern California with his parents and eight siblings. He received an Associate of Arts Degree from Saddleback Junior College and attended Arizona State University prior to graduating from the University of Northern Colorado with a Bachelor’s Degree in Business Management. Commissioner Kenney was drafted as a in the by the in 1978. He went on to play professional football for 11 years, 10 with the . Among his many accomplishments were becoming the National Football League’s fourth quarterback to ever throw for 4000 yards in a single season, 1983 and Kansas City Chiefs Most Valuable Player in 1983. Upon his retirement from football, Commissioner Kenney became a licensed real estate broker. He is president of Bill Kenney & Associates, a real estate brokerage and development company. He is also president of Bill Kenney Homes, a residential construction company. Commissioner Kenney was elected to the Missouri Senate in 1994 and served the citizens of eastern Jackson County until 2002. In 2001, Commissioner Kenney was selected by Senate members to serve as the Majority Floor leader, the first Republican to hold this office in over 50 years. During a brief stint when neither party had an 18- seat majority, he became the first Republican in history to serve as co-floor leader. In 1996, Commissioner Kenney was the Republican nominee for Lieutenant Governor. From January 2011 until accepting his current position, Commissioner Kenney was Chief of Staff for Missouri Lieutenant Governor Peter Kinder. In August of 2013, Commissioner Kenny was appointed to the National Association of Regulatory Utility Commissioners Committee on Gas. Commissioner Kenney is married to Sandra (Ehrlich) Kenney. They reside in Lee’s Summit and have four adult children.

Stan Wise Commissioner Public Service Commission

Stan Wise has served on the Public Service Commission since January 1995, having been elected statewide four consecutive times. He was reelected for his fourth term as Commissioner in November 2012. His first elected public office was Cobb County Commissioner in 1990 and he served the county as a member of the Cobb County Planning Commission and the Board of Zoning Appeals. Wise was a Board Member of the ten-county Atlanta Regional Commission from 1992 through 1994. Stan was elected by his regulatory peers as President of the National Association of Regulatory Utility Commissioners (NARUC) in 2003 and 2004, furthering his responsibilities and interaction with Congress, federal agencies, state officials, industry leaders, Wall Street, consumer groups and the news media. Stan has testified multiple times before Congress. Wise is a past President of the Southeastern Association of Regulatory Utility Commissioners (SEARUC) and serves on the International Relations Committee and Gas Committee of NARUC. He is also on the Advisory Council for the New Mexico State University Center for Public Utilities. Commissioner Wise serves on the Friends of the Strand Board of Directors. He is a member of the Board of Trustees for the Feed the Hungry Foundation, a faith-based charity, and a member of the Action Ministries Board of Directors. His alma mater, Charleston Southern University, named Wise the Outstanding Alumnus of the Year in 2006. In addition, he was named the Bonbright Center of the Terry College of Business Honoree of the Year in 2005. He has also served on the U.S. Department of Energy State Energy Advisory Board, the Cobb County Public Schools Educational Foundation, Inc., the Board of Directors of the Cobb YMCA, the Boys Club of Cobb County and the Advisory Board of the North Georgia Law Enforcement Academy. He owned and operated an insurance business in Cobb County for twenty years. Wise was awarded his B.S. in Business Management from the Charleston Southern University in 1974. He also served in the U.S. Air Force Reserve for six years. He and his wife Denise have two grown children.

Jerimiah L. Rieman Director, Natural Resource Policy Wyoming Governor’s Office

Jerimiah L. Rieman serves Governor Matthew H. Mead as his Natural Resource Policy Director, a position he has held since June, 2014. Jerimiah oversees policy issues concerning the management or use of lands or natural resources in Wyoming. Jerimiah served as administrator of the Wyoming Workforce Development Council prior to joining Governor Matt Mead’s Policy Office in 2011. During that time, he also served as Policy and Legislative Advisor to the Department of Workforce Services. Since February 2010 he has overseen American Recovery and Reinvestment Act implementation, accountability and transparency efforts within Wyoming. Jerimiah graduated from Colorado State University with a Bachelors of Science degree in Natural Resource Recreation and Tourism in 2001. The fifth generation Wyoming native also is a 2009 graduate of Leadership Wyoming. Jerimiah enjoys skiing, mountain biking, and Wyoming's great outdoors. He and his wife Kristen are the proud parents of identical twin boys Boden and Potter.

Kathleen Sgamma Vice President, Government & Public Affairs Western Energy Alliance

Kathleen Sgamma is the Vice President of Government & Public Affairs for Western Energy Alliance. She manages federal legislative, public lands, environmental, regulatory, and public affairs issues for companies involved in all aspects of environmentally responsible oil and natural gas exploration and production in the West. Kathleen has testified before several Congressional Committees on energy and environment topics, and is regularly quoted on western issues in national and regional media including the Wall Street Journal, New York Times, Fox News, E&E News, National Journal, and The Denver Post. Prior to joining Western Energy Alliance in 2006, she spent eleven years in the Information Technology sector, including establishing the German subsidiary and European consulting practice for a software company; and three years as a Military Intelligence Officer in the US Army. She holds a BS in Political Science/Defense and Arms Control Studies from the Massachusetts Institute of Technology and an MS in Information Technology from Virginia Tech.
