Despite its UPR commitment to ensure the right to freedom of opinion and expression, the government has continued to severely limit the exercise of this right. 3. During the second UPR of the Lao PDR, the government accepted four of the 14 recommendations it received with regard to freedom of opinion and expression.

The present shadow report, jointly submitted by FIDH and LHMR as part of the United Nations (UN) Human Rights Committee (CCPR)’s review of the Lao PDR, documents numerous and serious human rights violations committed by Lao PDR authorities and illustrates the government’s failure to comply with its obligations under the provisions of the International Covenant on Civil and Political Rights (ICCPR). The Lao PDR’s initial report under Article 40 of the ICCPR was submitted by the government in 2017, seven years after the original 2010 deadline. The government report is essentially a list of legislative provisions and incomplete statistics, and contains no details on how domestic laws and government policies and actions comply with the provisions of the ICCPR.

Objective This Decree is set out to implement the Law on the Promotion of Foreign Investment correctly to the objectives and uniformly throughout the country on the principles, methods and measures regarding the promotion, protection, inspection, resolution of disputes, policies towards productive persons and measures against the violators. Article 2.
