Foreword

Working together, Forest Fire Management Victoria (FFMVic*) and the Country Fire Authority (CFA) have developed this Joint Fuel Management Program which covers the Grampians FFMVic Region and West CFA Region. It demonstrates our commitment to working more closely together to deliver the best bushfire risk reduction outcomes for Victorians. The Joint Fuel Management Program is planned to achieve an integrated and risk-focused fuel management program across public and private land. It is designed to implement long-term bushfire management strategies that outline how the risk of bushfires is managed for the protection of life and property on public and private land, while maintaining and improving natural ecosystems. During the 2019/20 summer, we saw devastating bushfires across eastern , which have had significant impacts on our communities and the environment. In response, we have developed a Joint Fuel Management Program which implements our strategies to achieve or maintain residual risk at or below set targets but also supports our plan for managing landscape-scale bushfire propagation and the reduction of risk to ecosystems from these large fires. In some places, this may include identifying burns in recently burnt landscapes, with consideration given to the local context. We also acknowledge the significant change during the past year with the establishment of Fire Rescue Victoria (FRV) on 1 July 2020. This occurred as part of the Fire Services Reform involving CFA and the Metropolitan Fire Brigade. The reform process will see the establishment of new FRV areas for Metropolitan and key cities and larger towns across the State. The role that FRV will play in the planning and delivery of future JFMPs will be established as the reform process continues. The following program has been shaped by a variety of research and local information, such as specialist input from FFMVic, CFA staff and volunteers and key industries, as well as knowledge from local communities, including Traditional Owners and key stakeholders. We would like to recognise the work that has been put into developing this Joint Fuel Management Program, by FFMVic, CFA and the local communities.

Joint Fuel Management Program

This Joint Fuel Management Program (JFMP) lists fuel management activities in the Grampians DELWP Region and the West CFA Region only. It covers Midlands and Wimmera DELWP Districts and CFA Districts 15, 16 and 17 (Map 1). The schedules contained within this document set out where and when activities are planned to occur for the period from 2020/21 to 2022/23. The planned activities are listed by Lead Agency. To view all fuel management works in your area, the statewide Joint Fuel Management Program map can be viewed at http://www.ffm.vic.gov.au/jfmp. This document contains the following details: Planned Burns - fuel reduction, ecological, cultural and other planned burns by indicative year for the three- year period. Non-Burning Fuel Treatments - the program of works that uses methods other than burning to achieve fuel management objectives. Fire season preparation works – works done prior to the fire season, to ensure infrastructure used in fire detection and suppression are ready for use. Cultural burning – planned burns led by Traditional Owners on their Country using fire for a number of purposes. It is important to note that the ability to carry out planned activities is dependent on seasonal and local weather conditions. To allow for this, planned burns from the second and third years of the program may be brought forward to the current year to replace a burn planned for the first year. The JFMP is prepared and will be implemented in accordance with Safer Together: A new approach to reducing the risk of bushfire in Victoria, the Code of Practice for Bushfire Management on Public Land 2012 and relevant CFA and FFMVic Instructions, Manuals and Guidelines. Burns on public land associated with logging regeneration as well as small heap burns are not included in the JFMP as they are approved as part of separate planning processes.

Our Objectives

This JFMP has been developed to implement strategies set out in the draft Grampians Bushfire Management Strategy (BMS), which has been developed by FFMVic and CFA in consultation with agencies, stakeholders and the community. The BMS will replace the West Central, South Western and Mallee Murray Goulburn Strategic Bushfire Management Plans and establishes a cross-tenure fuel management strategy to address the bushfire risk across public and private land. It sets clear objectives and associated performance measures for fire management at a regional scale. It identifies where important values and assets are located across the landscape, as well as regional trends including population, industry and environmental change. The BMS defines the configuration of fire management zones across the region that focus appropriate fire management activities to reduce bushfire risk for identified values and promote ecological resilience over the life of the strategy (30-40 years). Importantly, the BMS identifies Bushfire Risk Engagement Areas (BREA) across public and private land. These areas are intended to support agencies to engage with private landholders about fuel management where it will provide effective bushfire risk reduction. The cross-agency planning process was overseen by the Grampians Regional Strategic Fire Management Planning Committee (RSFMPC), who have given in principle endorsement to the Bushfire Management Strategy. It is currently complementary to the Mallee Murray Goulburn, South Western and West Central Strategic Bushfire Management Plans. This JFMP has been developed to deliver on the objectives outlined in the Grampians Bushfire Management Strategy. These are: • minimise loss of life and property; • reduce the risk of economic drivers being impacted by bushfire; • minimise loss of infrastructure; • maximise persistence of ecological communities and species; and • maximise cultural heritage values.

Each fuel management activity supports one or more of these objectives. During the development of the Grampians BMS, communities told us that life and property are the most import values to protect against bushfire. The JFMP contains many burns being undertaken in order to reduce the risk to this value. By treating fuels in areas identified for asset protection, the JFMP aims to protect nearby communities and assets by reducing radiant heat and threat from embers.

The JFMP aims to maximise persistence of ecological communities and species by: • avoiding burning in highly fire-sensitive areas, where possible; • promoting a mix of vegetation growth stages to provide a range of habitat for fauna, which includes maintaining longer unburnt vegetation across all vegetation types; • minimising the area burnt while below its Minimum Tolerable Fire Interval; and • applying measures at each planned burn to mitigate impacts on threatened species associated with mechanical disturbance and planned burning.

The JFMP encourages landscape-scale burning with ecological objectives. Further, it highlights the importance of having some long undisturbed areas within the landscape as they can contain greater amounts of the high- quality habitat and ecological attributes that can assist landscape recovery after large bushfires. For example, long undisturbed areas may have higher densities of hollow-bearing trees and more decomposing litter (shelter and food source for animals), which can be lost with increased disturbance frequencies. Further, plant seedbanks can build with time-since-disturbance, meaning more may be available for re-generation post bushfire in areas with less disturbance. This JFMP contains several burns aimed at building and promoting ecological resilience through the diversification of growth-stages across the landscape and breaking up of past bushfire scars. It also contains several fine-scale winter mosaic burns aimed at promoting ecosystem health through low intensity burning undertaken in a way that is sensitive to the needs of the present species. This prescription of burning can help

promote flora regeneration whilst keeping fire out the damper refugia and gully areas important to fauna species.

Landscape-scale burning is also being undertaken to reduce fire proliferation throughout the region. Planning for these burns will include two objectives – attempting to mitigate bushfire spread in the landscape and promoting landscape health through appropriate ecological burning. Several of the burns within this JFMP will have a Monitoring, Evaluating and Reporting (MER) component attached to their delivery. The knowledge gained from these burns will help develop improved burn prescriptions and risk mitigation measures when considering certain values during future fuel management programs. These MER components include: • monitoring planned burn impacts on Brush-tailed Phascogale and Greater Glider populations and habitat to continue developing burn mitigation measures meaningful to these species; • continuing to monitor how fauna, particularly small mammals, is responding to small-scale winter ecological burns in the heathlands of the system; • continuing to monitor how the Shrubby Foothill Forest ecosystem responds to repeated low intensity burning within the Fire Effects Study Areas (FESAs); and • monitoring of pre- and post- burn overall fuel hazard.

Residual Risk The draft Grampians Bushfire Management Strategy contributes to achieving the Victorian Government Statewide risk reduction objective, which commits to maintaining bushfire risk at or below a residual risk of 70% in the long-term. Residual risk is the risk, on average, that bushfires will impact on life and property across the landscape. It is expressed as the percentage of the risk that remains after bushfire history and fuel management (mainly planned burning) activities are considered. It is reported on an annual basis. Each District works towards managing the local bushfire risk through identifying planned burns and other fuel management works, which collectively will meet the Statewide risk reduction target. This JFMP aims to meet or exceed the regional residual risk targets and to enable the delivery of bushfire management strategies other than residual risk. It provides flexibility to account for different seasonal conditions. This may mean that not all planned burns and other works in Year 1 are carried out, which may mean that the projected residual risk is not achieved. Limited burning opportunities due to weather conditions over the past two to three years, in conjunction with an absence of large bushfires in the region over recent years, has caused the region’s residual risk to exceed its long-term target. Because of this, the JFMP includes many asset protection burns around the regions highest risk communities, such as those in and around the Wombat State Forest and Lerderderg State Park. These burns are critical in reducing the regions risk to below its long-term target. The residual risk is projected to be below the regional target by 30 June 2021, reduced to 66%, with the implementation of the full first year of the program. Midlands District, which carries most of the region’s risk, achieves a residual risk of 68% by this date, and it continues fall to 59% by 30 June 2023. The risk in Wimmera District remains low, with the JFMP reducing risk slightly to 39% by the end of the first year, with strategic placement of planned burns near higher-risk towns such as , Ararat and Stawell. Planned burns The following is a summary of the area and number of planned burns in all Districts over the next three years to achieve BMS objectives. These planned burns may have fuel reduction or ecological objectives and details for individual burns are included in Appendices 1 and 2. Any planned burns which have been added to the JFMP for the first time are indicated as being ‘new’ in the detailed description. Burns are planned for township protection in the Daylesford - Trentham – Macedon Corridor, including the Wheatsheaf Firescape project in association with landowners and Hepburn Shire; at and surrounds and near Ararat and Stawell. FFMVic and CFA will again carry out planned burns at Apsley, Edenhope and Nhill in the far west of the region. CFA brigades across the region will carry out their important roadside and rail burning program particularly in the Rokewood, Skipton and Dereel areas. Wimmera District will continue with their program of landscape-scale burning in the Grampians National Park, re-introducing fire into the 2006 Mt Lubra bushfire area. Midlands District have identified four landscape scale burns, which are new on this JFMP. These burns will be treated over several years, with low coverage in each year, aimed at creating a mosaic of uneven-aged vegetation. Non-burning fuel treatments Non-burning fuel treatment can include mulching, slashing or other operations which do not involve planned burning to reduce fuel loads. The work is an important contributor to reducing bushfire risk to communities as non-burning treatments may be more appropriate or practical in certain areas. For example, fuel on small areas located within or close to townships may be slashed or mulched, where burning is impractical. These methods may also be more suitable in certain vegetation types. Some of these fuel treatments are annual, with others prioritised based on the seasonal conditions and scheduling of specific planned burns. The actual treatment area will be dependent on the condition of the fuels at the time of assessment. An increased mechanical fuel treatment program is planned across the Region, aimed at reducing risk to communities. This work is currently not reflected in residual risk calculations. This includes mulching of woody weeds around the communities of Daylesford and Hepburn Springs. Works are also planned to improve access and egress in the Wartook area, which was affected by the large 2014 Northern Grampians bushfire. Cultural Burning

Cultural fire is fire deliberately put into the landscape authorised and lead by the Traditional Owners of that Country for a variety of purposes, including ceremony, protection of cultural and natural assets, fuel reduction, regeneration and management of food, fibre and medicines, flora regeneration, fauna habitat protection and healing Country’s spirit. We are guided by the Victorian Traditional Owner Cultural Fire Strategy which provides policy direction and a framework for fire and land management agencies to better enable Traditional Owners to undertake cultural burning for these cultural objectives. There are six principles underpinning this strategy: • cultural burning is right fire, right time, right way and for the right (cultural reasons), according to lore; • burning is a cultural responsibility; • cultural fire is living knowledge; • monitoring, evaluation and research support cultural fire objectives and enable adaptive learning; • Country is managed holistically; and • cultural fire is healing.

The Strategy was authored by Victorian Traditional Owners with the support of a partnership between the Federation of Victorian Traditional Owner Corporations, DELWP, Parks Victoria and the CFA. FFMVic and CFA recognises that cultural burning can assist landholders and communities in the use of fire to care for Country. The sharing of knowledge by our local Traditional Owners as well as from Indigenous peoples from other parts of Australia will assist in improving our adaptive fire management practices in Victoria. This builds on supporting community through learning about how we live with fire. Working together to foster knowledge sharing is an important way to enable participation of Aboriginal communities. Traditional Owners in the Midlands area are in the early stages of formalising a cultural burning program with FFMVic and CFA. The Wadawurrung aim to be more actively involved in land management on Country and cultural burning is considered an important part of Caring for Country. The burns included in this JFMP will help continue the tradition of cultural burning on Wadawurrung Country and help heal the land. It is also an opportunity to pass on and develop knowledge within the Wadawurrung community and more broadly with other land managers. Wadawurrung are also working with Catchment Management Authorities and Water Authorities to undertake cultural burning on a broad range of tenures across Wadawurrung Country. There are six cultural burns in the Midlands area, including Mullawallah and Burrumbeet, that are significant food and resource gathering areas and cultural burning will help them be healthy productive areas. Both these areas also contain important cultural sites and the burns are planned to help manage and protect these sites. The Recreation Road burn, in the Woowookarung Regional Park, is in an area being returned to native vegetation after use as a pine plantation. Cultural burning practices will help return this Country back to more natural vegetation communities. The successful cultural burning of the Skipton Common will be followed up with a burn at Blacks Creek Nature Conservation Reserve where the focus will be on the health of the riparian vegetation. Traditional Owners in the Wimmera are collaborating with land-management authorities to prevent major fires and pass on knowledge of an ancient cultural burning practice. Barengi Gadjin Land Council, (BGLC), has started a cultural burning project, ‘Right Burning to Make Country Good’, with help from Parks Victoria and DELWP. As part of this program, BGLC have recruited staff to develop a cultural burning program for the area. BGLC currently have four Traditional Owner burns on the JFMP and plans to expand this number in coming years. Some burns that are currently in the JFMP as ecological burns may in future transition to cultural burns – for example Jilpanger – Bow Lake Road. , also known as Dyurrite, has now become an embedded cultural burn in the Grampians JFMP. This burn is particularly important to BGLC as the site has significant cultural meaning. The Lubeck burn has several cultural sites and is a significant burn for the Barengi Gadjin people.

The following cultural burns are nominated and will be led by Traditional Owners with support from FFMVic and CFA.

Glossary

This glossary provides information on terms contained within the body of this document and the schedules. BREA - Bushfire Risk Engagement Areas. Burn Type – indicates the primary purpose of the burn. Burn Number and Name – the unique identifier for each burn or planned fuel management activity. Cross-tenure burn – a burn that covers both public and private land Fire Management Zone (FMZ) – an area of public land in which fire is managed for specific asset, fuel and ECO objectives. Values included in this column can be APZ - Asset Protection Zone; BMZ – Bushfire Moderation Zone; LMZ - Landscape Management Zone, PBEZ – Planned Burn Exclusion Zone; or, NZ -Not Zoned. Forest Fire Management Victoria (FFMVic) – FFMVic consists of specialist staff from DELWP, Parks Victoria, Melbourne Water and VicForests. Land Management Objective - identifies the desired land management outcome(s) of the burn. Lead Agency - The Lead Agency for a planned burn is determined by the burns distance from public land. Within 1.5 km of public land, planned burning on non-public land falls within DELWP’s legislative scope and DELWP can choose to be the Lead Agency. If it is outside 1.5 km of public land, DELWP is unable to undertake the planned burn; instead, the CFA will be the Lead Agency to undertake that burn. Local Government Area (LGA) – the municipality in which most of the fuel management activity is located. Location – a direction and distance of the planned burn from the nearest major township/locality. Planned Burns - Planned burning is one of FFMVic and CFA’s most important fire prevention activities. It involves the controlled application of fire during periods of lower fire risk, to achieve one of three main purposes: fuel reduction (FRB), ecological (ECO) management and forest regeneration (REG). It is important to understand that planned burning operations do not stop or eliminate the risk of bushfires. However, Victorian research, and similar information from other parts of Australia and overseas, clearly shows that firefighters have a much better chance of managing bushfires in areas where planned burns have been carried out. Approved burns in this year’s Plan will require a range of preparation works to make the planned area ready to ignite when the weather and other conditions are right. Preparation works may include, brushing up or grading of existing boundaries and internal tracks, management of hazardous trees, the construction and preparation of boundary and control lines with machinery and pest plant controls. The preparation works will have on-site inspections which will assess the surrounding assets and planned burn objectives. Private Property Burn – burn that occurs wholly on private land. Planned Burn Size – the maximum area of the fuel management activity measured in hectares (ha), including areas specifically excluded from disturbance. Residual Risk - The impacts on life and property that remain after planned burning and bushfires, we call the 'residual risk'. If residual risk is 100 per cent – there has been no fire in the landscape and no fuel reduced and we are at maximum risk where fires will spread and impact. If residual risk is at 70 per cent – the impacts to life and property will be reduced by about a third. Strategic Fuelbreak - A strategic fuelbreak is a strip of land where vegetation has been modified to reduce the amount of fuel available to burn during a bushfire. New Burn – ‘NEW’ = New burn did not appear on last year’s JFMP. Blank box = Not a new burn. Burn was approved in the previous JFMP but has not been carried out, it is included in this JFMP and may be conducted at any time. Non-Burning Fuel Treatments – Non-burning fuel treatments such as the maintenance and construction of fire control lines, fire access tracks, fuel breaks, fire infrastructure and other fuel management activities are required to support the planned burning program. Treatments to achieve these works can include slashing, pruning, chemical application (in alignment with safety standards), grazing or other operations (such as ploughing, mulching or rolling) that may be more appropriate or practical in certain areas. For example, fuel on small areas or blocks located within townships may be treated mechanically, where burning is impractical. These methods may also be more suitable in certain vegetation types.
