TENDER NOTICE

ZMC 193 – WHEELS TO WORK 2012/2015

Applicants are invited to tender for the supply/provision of the above service to Council and & Wrekin Council for a period of up to 3 years commencing on the 1st April 2012.

Shropshire Council and Telford & Wrekin Council have been granted monies by the Department of Transport to spend on a wide range of sustainable transport measures which meet the objectives of supporting and boosting the local economy and cutting carbon emissions during 2012- 2015

Previously the Shropshire and Telford Wheels 2 Work schemes were operated as separate entities with a limited level of cross boundary cooperation. The purpose of this tender exercise is to bring the two Local Authority areas together under the banner of a ‘Shropshire and Telford – Wheels 2 Work’. The aim is to provide greater flexibility to job seekers across Shropshire as a whole and maximise the funding available to clients by minimising overheads through greater economies of scale.

Shropshire Council are the lead authority for this tender exercise and will be evaluating responses jointly with Telford & Wrekin Council.

This tender relates to the management and delivery of a three year Shropshire and wide W2W programme. The services to be delivered start with advice and guidance including individual travel plans available to anyone self referring, or those referred on, from for example Connexions, Jobcentre Plus, LSC or Colleges.

There is also an expectation that the contractor will promote the service through local businesses to address recruitment / retention issues. This will be through feedback from the likes of employment agencies, economic development teams for both Shropshire Council and Telford & Wrekin Council and / or from direct contacts with employers.

Travel plans may be for an individual interview for employment or long term access to employment and training. Reference should be made to the widest range of transport providers, to include Community Transport and Community Car type solutions where appropriate. Where there is an access issue and no transport services are available thus preventing take up of work or training, options will be investigated and where appropriate one of the following solutions provided.

Tender Notice (1 Stage process)

The core solutions to be offered will be:

a) Pushbike (procured and managed by project operator), both standard and electric, loan / purchase where the nearest transport hub is within a reasonable and safe cycling distance and the individual does not have access to a bicycle.

b) Moped (procured, and managed by project operator) loan for up to six months where the individual pays a fee towards the cost of the moped and all fuel costs. The individual is encouraged to save for their own transport solution for after the loan expires.
