1.0 INTRODUCTION

This supplement is intended to work in conjunction with the Pembina Corporate Emergency Response Plan (ERP), which is based on the Incident Command System (ICS).

The Corporate ERP includes: • Internal notification and activation guidelines • Response management/organizational details • Incident classification tools • Responder roles and responsibilities • Public protection measures • Communication strategies and protocols • Incident investigation and recovery considerations • Training and exercise expectations • Forms for incident documentation

It is imperative that company personnel and contractors become familiar with site or system specific related duties and responsibilities outlined in this supplemental ERP. An effective response to any emergency requires preplanning and testing, to ensure all personnel are aware of their duties and that they can effectively implement them.

In preparing this supplement, the following factors were considered, as appropriate: • Properties/characteristics and quantities of product being transported and/or stored • Regular activities on site or within the Emergency Planning Zone (EPZ), where established • Potential consequences to human life and health, as a result of an operational upset • Potential consequences to the environment, as a result of an operational upset

Personal information that is gathered from stakeholders is governed by the privacy provisions of the applicable Privacy Acts/Laws and is only provided to key emergency responders in the event of an emergency. Personal information is only included in confidential copies of the ERP which are identified in the Distribution List. If notification to surface developments within the EPZ is required, confidential information will be made available to the Energy Regulator (CER)/US Department of Transportation (DOT) upon request.

System Description

1.1.1 Vantage HVP Pipeline Pembina owns and operates the Vantage HVP Pipeline System which transports ethane from Tioga, North Dakota to a tie-in with Pembina’s Alberta Ethane Gathering System (AEGS) at Empress, Alberta. The Vantage system involves a total of 789 kilometers (490 miles) of pipeline, which includes four (4) segments, that safely transports ethane into Alberta for use in the petrochemical industry: • 4 km (2.5 miles) of 10" line in Alberta • 582 km (362 miles) of 10” line in Saskatchewan • 128 km (80 miles) of 10” line in North Dakota • 75 km (47 miles) of 8” line of the West Spur lateral also in North Dakota

Surface facilities include: • 38 remotely controlled block valves • Pump stations near Empress, Alberta, as well as pump stations near Carnagh, Aneroid, Assiniboia, and Minton, Saskatchewan

Vantage Pipeline operations are monitored from the Pembina Sherwood Park Control Centre (SPCC) 24 hours a day. The Emergency Planning Zone (EPZ) for the Vantage Pipeline was determined to extend a distance of 995 metres or 1088 yards on either side of the pipeline. The EPZ for the Vantage Pipeline is located in the southern-most portion of Saskatchewan, Canada in close proximity to the Canada/USA border. Although the pipeline does not run through Montana, USA approximately 6530 yards of the EPZ extends into Sheridan County, Montana, with the remainder of the EPZ in North Dakota, USA. The portion of the pipeline system within the State of Montana has no residents or surface developments within the EPZ.

Common land uses along the Vantage Pipeline System; located within the south central region of Saskatchewan and Alberta (in Canada), and the central northern region of North Dakota and Montana (in the USA) varies from cattle ranching, agricultural farming and crown/federal land. The remainder of the system is primarily located on privately owned land with residential developments and some level of oil and gas development. Stakeholders within the Vantage HVP Pipeline EPZ include residents, businesses, and other industrial operators.

There are no /Tribal Reserves within the Vantage HVP Pipeline EPZ. A portion of the City of Tioga, North Dakota is within the Vantage HVP Pipeline EPZ.

1.1.2 Empress HVP Pipeline The Empress Pipeline is owned by Veresen Midstream General Partner Inc. and Veresen Midstream Limited Partnership, together Veresen Midstream. Veresen Midstream is jointly owned by Pembina Pipeline Corporation (Pembina) and Kohlberg Kravis Roberts (KKR) and contract operated by Pembina. The NPS 10” (273.1 mm) pipeline is approximately 25 km in length and runs between a tie-in valve in Alberta to a tie-valve in Saskatchewan. The pipeline is used to transport ethane gas between Pembina’s AEGS pipeline system and Pembina’s Burstall NGL Storage Terminal. The EPZ for the Empress Pipeline is 900 m. Empress Pipeline operations are monitored from the Pembina Sherwood Park Control Centre 24 hours a day. Common land use along the Empress Pipeline; located south and east of the South Saskatchewan River, is primarily agricultural with some grazing lease holders. There is limited oil and gas activity. There is only one (1) full time and one (1) part-time residence included within the Empress Pipeline EPZ by egress and four (4) legacy vacant farmhouses with outbuildings. There are no First Nations/Tribal Reserves within the Empress EPZ. The only facility within the Empress EPZ is the Pembina NGL Storage Terminal. The Empress EPZ falls with Cypress County within Alberta and the RM of Deer Forks No. 232 within Saskatchewan.

The offices are charged with overseeing the safe and secure movement of daily shipments of hazardous materials by all modes of transportation, as well as ensuring the safe, reliable, and environmentally sound operation of the nation's pipeline infrastructure.

PHMSA is a U.S. Department of Transportation (DOT) agency that develops and enforces regulations for the safe, reliable, and environmentally sound operation of pipeline transportation system in the US and daily shipments of hazardous materials by land, sea, and air. From the federal level, they oversee the development and implementation of regulations concerning pipeline construction, maintenance and operation, and share these responsibilities with their state regulatory partners. The pipeline safety regulations implement the laws found in the U.S. Code.

PHMSA’s role in support to pipeline incidents is to reach out to emergency responders to ensure the preparedness and response communities are fully primed to deal with any type of hazardous material or pipeline incident.
