SUMMARY

The Maritime and Coastguard Agency (MCA) exercises Central Government's statutory responsibilities for taking action when oil or hazardous and noxious substances emanating from any at-sea activity threaten the United Kingdom or its surrounding waters. As part of its commitment to provide cleaner seas around the United Kingdom, the MCA publishes, via ACOPS, an annual survey of reported discharges attributed to vessels and offshore oil and gas installations operating in the United Kingdom Pollution Control Zone (UKPCZ).

The annual survey results complement historical data and records and enable MCA's Counter Pollution and Response (CPR) Team to monitor trends in the number of incidents, the amount of oil and chemicals spilt, the geographical distribution of spills, the sources of pollution and the nature of the pollution.

Following analysis of 1,606 incident reports and supporting information, 654 separate discharges from vessels and offshore oil and gas installations were identified in the survey area during 2007. A significant overall increase of 17% was evident in the total number of incidents reported from all sources over the previous year’s total.

The total number of vessel-source discharges reported during 2007 increased by 29% compared with the previous year thereby reversing the continuous downward trend identified in the annual statistics since 2000.

The survey statistics showed 3 main reasons for the increased number of vessel- source pollution incidents reported during 2007 compared with 2006. Firstly, reporting organisations identified 13 additional oil discharges from vessels operating in the open sea off north-east England and eastern England. Secondly, 11 additional vessel casualty spills involving fishing vessels, pleasure craft and work boats operating in ports and the open sea were reported. Thirdly, port and harbour authorities recorded a significant increase in the total number of incidents involving small diesel oil sheens attributed to suspected bilge pump-outs from pleasure craft.

A smaller 13% increase over the previous year was apparent in the total number of discharges attributed to offshore oil and gas installations during 2007 thereby representing a fourth successive annual increase.

Further analysis of the data showed that the reported total of 280 accidental oil discharges from offshore oil and gas installations during 2007 was the same number as the mean annual total between 2000 and 2006. In contrast the 2007 total of 182 non-mineral oil discharge incidents, primarily those involving chemical substances, from offshore oil and gas installations was more than double the 2003-2006 mean annual total of 82 incidents.

The discharges from all sources reported during 2007 comprised 72% mineral oils, 27% chemicals (including oil-based mud and related products) and 1% other substances (including vegetable and animal oils).

1 Crude oils accounted for 17% of all identified types of mineral oil discharges. Bunker, diesel, fuel and gas oils were spilt in varying quantities from vessels or offshore oil and gas installations on 196 occasions in all survey enumeration areas with the exception of Essex & Kent.

Approximately 80% of all reported discharges were in the open sea, 17% were in ports and harbours and 3% were in other marine environmental zones. Five beach pollution incidents were attributed to vessels and in addition several local authority reports referred to the continuing background problem of marine debris and lost cargoes washed ashore on amenity beaches.

Respondents submitted details of 109 incidents involving discharges of polluting substances from vessels operating in ports and harbours. On most occasions the pollution was confined within enclosed areas and removed from the water surface during clean-up operations.

Estimated volumes of discharges were recorded in 570 incident reports. The modal class for oil discharges was again less than 455 litres but larger spill volumes of between 456 litres and approximately 302 tonnes were recorded in 7 of the 11 survey enumeration areas.

The largest oil spill was an accrued total over the year during the MSC Napoli (53,409 gt, built 1992) incident. During the course of towing, beaching and subsequent phases of the operation to salvage the vessel an estimated total of 302 tonnes of oil was lost to sea and at least 1,000 seabirds were affected by the resulting pollution.

The largest loss of chemical reported was 157 tonnes of sodium bicarbonate which occurred at Shell’s Dunlin Alpha installation on 9 January. The spillage was caused after a hose sheared during a pumping operation from a supply vessel. A further 45 discharges of 2 tonnes or more from vessels and offshore installations were reported during 2007 and many of these occurred over weeks or months.

At least 36 confirmed discharges were attributed to vessel casualties, including 16 pleasure craft and workboats, 14 fishing vessels, 2 general cargo vessels, a research vessel, a tug, a jack-up barge and the container vessel MSC Napoli.

Reporting organisations submitted details of 2 successful prosecutions brought by the competent authorities during 2007. The captain of the MV Jork (1,922 gt, built 1978), which struck the unmanned satellite gas platform Viking Echo-Delta and later sank spilling 4 tonnes of gas oil, was sentenced to 12 months imprisonment for two offences, these being over alcohol limits and breaching the 500-metre exclusion zone around the gas platform.

Observations from air surveillance patrols and a satellite surveillance programme were again employed by the MCA and the Department for Business, Enterprise and Regulatory Reform (BERR) to help identify discharges at sea.

2 SECTION 1: INTRODUCTION AND SURVEY DESIGN

1.1 INTRODUCTION

1.1.1 Since 1965 the Advisory Committee on Protection of the Sea (ACOPS) has compiled statistics and other information on different types of marine pollution in the waters around the British Isles. The competent authorities and other stakeholder groups have used this information for a wide range of purposes including policy and planning decisions, evaluations of particular programmes, assessments of regulatory compliance levels, development of risk assessment models and to support educational campaigns. Examples of organisations that have consulted the survey data include the Department for Transport, European Commission, International Maritime Organisation, Local Authority Associations, Scottish Executive and the Welsh Assembly Government.

1.2 SURVEY DESIGN

1.2.1 In accordance with the MCA's survey specification a two-page questionnaire was designed to capture information relating to discharges of oil and other hazardous and noxious substances from vessels and offshore oil and gas installations. The survey area included the UKPCZ and adjacent areas of jurisdiction including ports, harbours, tidal stretches of rivers, and estuaries. The boundaries of the UKPCZ are shown in Figure 2. The survey questionnaire and accompanying guidelines are provided in Appendix 2.

1.2.2 The survey questionnaire was distributed to the appropriate representatives of coastal local authorities, port and harbour authorities, national environment agencies and animal welfare groups. In addition, questionnaire responses were supplemented with Petroleum Operations Notice No1 (PON1) reports provided by the Department for Business, Enterprise and Regulatory Reform’s (BERR) Offshore Environment Unit and Pollution Reports (POLREPS) provided by the MCA. The resulting information was entered into a database identifying separate pollution incidents by date, location and other attributes.

3 1.2.3 Following analysis of data the survey results were presented in a range of different formats. In Section 2 descriptive statistics are provided for reported discharges including some numerical trends with 2000 as the base year and also including categories and types of polluting substances, geographical locations and distributions of incidents, amount and extent of reported pollution, sources, details of prosecutions brought by the competent authorities, and reporting effort.

1.2.4 In Section 3 summary reports are provided for all larger discharges of 2 tonnes or more. Further information is provided in Section 4 for each of 11 geographical areas around the United Kingdom, including the causes of particular incidents and counter-pollution responses where necessary.

1.2.5 Elements of the survey quality assurance programme are outlined in Section 5 including the number of incident reports compiled from information submitted by two or more reporting organisations. Moreover, the current database is provided in Appendix 1 as part of the quality assurance programme in order to ensure the reliability and accuracy of the survey results. Furthermore, annual survey reports are posted on the MCA’s website as publicly available documents for scrutiny by all interested stakeholder groups.

4 SECTION 2: DESCRIPTIVE STATISTICS AND TREND ASSESSMENTS

2.1 NUMERICAL TRENDS IN REPORTED DISCHARGES

2.1.1 Following analysis of 1,606 incident reports and supporting information, 654 separate discharges from vessels and offshore oil and gas installations were identified within the survey area during 2007. A significant overall increase of 17% was evident in the total number of incidents reported from all sources over the previous year’s total.

2.1.2 Trends in annual totals for reported discharges between 2000 and 2007 are displayed in Figure 1, including separate line graphs for vessels and offshore oil and gas installations. An upward trend is evident in both sets of statistics.

2.1.3 The total number of vessel-source discharges reported during 2007 increased by 29% compared with the previous year, up from 149 during 2006 to 192 during 2007, thereby reversing the continuous downward trend identified in the annual statistics since 2000. Survey respondents attributed the additional pollution to more frequent oil discharges from vessels operating in both ports and the open sea, including 15 additional spills caused by vessel casualties.

2.1.4 A smaller 13% increase was evident in the total number of reported discharges attributed to offshore oil and gas installations during 2007 thereby representing a fourth successive annual increase.

2.1.5 Further analysis of these statistics showed that the total of 280 reported oil discharges from offshore oil and gas installations during 2007 was the same number as the mean annual total of oil discharges reported between 2000 and 2006.

2.1.6 In contrast, there has been a marked increase in the total number of non- mineral oil spills attributed to offshore oil and gas installations since 2003 following a change in the reporting requirements for discharges of this nature. The total of 182 non-mineral oil discharge incidents reported during 2007, primarily those involving chemical substances, was more than double the 2003-2006 mean annual total of 82 discharges. Further details of each incident are provided in Appendix 1.

2.2 CATEGORIES OF REPORTED DISCHARGES

2.2.1 In Table 1 statistics are provided showing the different categories and numbers of discharges reported during 2006 and 2007 for each of 11 enumeration areas. Geographical boundaries of each enumeration area and the complete survey area are shown in Figure 2. It should be noted that the statistics for discharges in the United Kingdom Continental Shelf (UKCS) Oil and Gas enumeration area have been presented in two source categories: offshore oil and gas installations; and vessels.

7 8 2.2.2 The numbers of discharges reported during 2007 comprised 72% mineral oils, 27% chemicals (including oil-based mud and related products) and 1% other substances (including vegetable and animal oils). Overall, 95 additional discharges were reported during 2007 compared with 2006 and of these 53 were mineral oils and 42 were other substances.

2.3 LOCATIONS OF REPORTED DISCHARGES

2.3.1 The geographical location of each reported discharge has been identified in Appendix 1 together with other information for each incident. To facilitate comparisons with previous years’ data, reported locations of all vessel-source mineral oil discharges in the open sea, nearshore waters and estuaries during 2007 are plotted in Figure 3. Data for ports have been grouped separately for England (including single incidents attributed to Guernsey and the Isle of Man), Wales, Scotland and Northern Ireland.

2.3.2 The overall geographical pattern for vessel-source oil discharges in the survey area during 2007 showed more frequent reports of incidents across 7 enumeration areas, especially those in the North Sea, with the highest density of reported incidents in the open sea occurring in the vicinity of oil and gas installations.

2.3.3 The geographical locations of all discharges are further analysed by their distribution across five marine environmental zones in each enumeration area: open sea; tidal river or estuary; bay or nearshore waters; beach or shore; and port or harbour. The results are presented in Table 2 and show that 80% of all discharges reported were in the open sea, 17% in ports or harbours and 3% across the remaining zones. The percentage figures remained unchanged compared with those for 2006.

2.3.4 Reporting organisations submitted details of 109 incidents involving discharges of polluting substances from vessels operating in ports or harbours, 12 more than the corresponding total for 2006, and clean-up operations were completed on most occasions. Most of the additional incidents were identified as small diesel sheens attributed to suspected bilge pump-outs from pleasure craft. Further details are provided in Section 4.

2.3.5 Five beach pollution incidents were attributed to suspected oil discharges from vessels during 2007. In addition several local authority reports referred to the continuing background problem of marine debris and lost cargoes washed ashore on beaches. For example, thousands of plastic drip-bags and their refrigerated containers were washed ashore on beaches across the Scilly Isles and between Land’s End and Falmouth in during December. Subsequent investigations traced the lost cargo to the MV Endeavor, which lost 11 containers overboard near the Seven Stones Reef on 10 December. A significant quantity of the lost cargo from the MSC Napoli was also recovered from beaches in Devon, Dorset and Hampshire (refer 4.5.2 to 4.5.8).

11 2.4 AMOUNT AND EXTENT OF REPORTED POLLUTION

2.4.1 Information describing observed dimensions and volumes of pollution for each enumeration area is presented in Table 3. It should be noted, however, that details of the extent of pollution were not available for 74% of the total number of incidents reported. Likewise, estimates for volumes of discharges were not provided in written reports for 84 incidents, or 13% of the total reported.

2.4.2 Excluding discharges from offshore oil and gas installations, approximately 8% of oil slicks were greater than 1.6 km in length when this information was reported. Broadly comparable statistics from the 1995, 2000 and 2005 surveys were 15%, 12% and 7% respectively.

2.4.3 The modal class for all oil discharges was again less than 455 litres but larger volumes of between 456 litres and approximately 302 tonnes were recorded in 7 of the 11 survey enumeration areas. In total, 7% of all oil discharges were greater than 455 litres when this information was recorded, 1% more than the previous year.

2.4.4 The corresponding values for discharges of other substances were 41% and 4% respectively. It should be noted, however, that reported discharges of non- mineral oil substances from offshore oil and gas installations may take place over a significant period of time. In some cases it may be many months before remedial work can be undertaken due to the timescales involved in sourcing equipment to carry out the work (refer to Section 3).

2.4.5 The largest oil spill was an accrued total over the year during the MSC Napoli incident. During the course of towing, beaching and subsequent phases of the operation to salvage the vessel an estimated total of 302 tonnes of oil was lost to sea and at least 1,000 seabirds were affected by the resulting pollution.

2.4.6 The largest chemical loss notified was 157 tonnes of sodium bicarbonate at Shell’s Dunlin Alpha installation on 9 January. The loss was caused after a hose sheared during a pumping operation from a supply vessel. The operation was stopped and was not resumed until actions had been put in place to ensure a similar incident could not occur. In Section 3 details are provided for a further 45 discharges of 2 tonnes or more from vessels and offshore installations including those discharges occurring over an extended period of time.

2.5 CATEGORIES AND TYPES OF POLLUTION

2.5.1 Statistics showing the different categories and types of polluting substances are presented in Table 4. Mineral oils were again the most frequently recorded category of polluting substances and were identified in 72% of incident reports. Crude oils accounted for 17% of the identified types of mineral oil discharges, this figure being 6% lower than the previous year’s. The largest spill of 5 tonnes of light crude oil occurred on the 1 July following a coupling failure onboard the MTANKER Rangrid at the Tetney Monobuoy in the River Humber.

14 2.5.2 Bunker, diesel, fuel and gas oils were in varying quantities from vessels or oil and gas installations on 196 occasions in all enumeration areas with the exception of Essex & Kent. The spills occurred most frequently during bunkering operations in the UKCS, western Scotland and southern England enumeration areas.

2.5.3 Lubrication and hydraulic oil spills were recorded in 9 of the 11 survey enumeration areas with 81 spills attributed to offshore oil and gas installations. Respondents described the remaining types of mineral oil discharges as base oils, condensate, engine oils, oily bilge water, slops, tarry lumps and waste oils. In addition, aviation fuel was identified as a polluting substance on 4 occasions including a spill from the MTANKER Emerald Isle berthed alongside the Fawley Oil Terminal.

2.5.4 Respondents identified 184 discharges of substances other than mineral oils during 2007 compared with 142 such discharges during 2006. Two reports referred to incidents involving fish and vegetable oil discharges from vessels. A missing rudder plug caused a slow leakage of 1 tonne of vegetable filling oil from the RFA Black Rover and some contaminated material was later removed from a small stretch of shoreline. There were no references to any observed garbage discharges from vessels or offshore oil and gas installations during 2007.

2.5.5 Offshore operators reported 182 incidents involving chemicals during 2007 compared with 135 during the previous year. The identified substances included barite, drilling slops, glycol solutions, hydraulic fluids, methanol, oil- based mud, oxygen scavenger, scale inhibitors, sodium bicarbonate and water- based mud. The estimated volumes of discharges reported ranged from less than 1 kg to 157 tonnes and further details are provided in Section 3 and Appendix 1.

2.6 REPORTED SOURCES OF POLLUTION

2.6.1 The figures in Table 4 show for each enumeration area the numbers of incidents in which reporting organisations either identified a specific source of pollution or suspected a vessel or other offshore pollution source. The statistics for the identified sources of pollution are further analysed in Table 5 to show the different types of vessels, and additional details including the names of vessels or installations are provided in Appendix 1.

2.6.2 This method of analysis showed that oil and gas installations operating on the UKCS accounted for 77% of all identified sources of pollution which was 2% less than the previous year. Corresponding statistics for fishing vessels, pleasure craft, general cargo vessels and the remaining types of vessels were 6.6%, 4.5%, 3.1% and 9% respectively. Reporting organisations identified oil and chemical tankers as sources of pollution on 4 occasions during 2007.

16 2.6.3 At least 36 confirmed discharges were attributed to vessel casualties, including 16 pleasure craft and workboats, 14 fishing vessels, 2 general cargo vessels, a research vessel, a tug, a jack-up barge and the container carrier MSC Napoli (53,409 gt, built 1992) which was deliberately grounded in Lyme Bay after suffering a catastrophic hull failure in the English Channel (refer 4.5.2 to 4.5.8). The vessel casualty spills occurred in all enumeration areas with the exception of Essex & Kent, Orkney & Shetland Islands and the UKCS. Moreover, vessel casualties accounted for 52% of all confirmed discharges attributed to pleasure craft and workboats and likewise 35% of all discharges attributed to fishing vessels. The corresponding statistics from the 2006 survey were 43% and 28% respectively. Further details identifying the likely causes of vessel casualties, where known, are provided in Section 4 and Appendix 1.

2.7 PROSECUTIONS

2.7.1 Reporting organisations submitted details of 2 successful prosecutions brought by the competent authorities during 2007 which are summarised in Table 6.

2.7.2 In the southern North Sea the general cargo vessel MV Jork (1,922 gt, built 1978) struck the unmanned satellite gas platform Viking Echo-Delta on 3 August and sank the following day. The accident caused between £7 million and £10 million worth of damage and gas production from the platform was shut down. Approximately 4 tonnes of gas oil escaped from the wreck and was dispersed by wave action and none arrived ashore.

2.7.3 Following a joint investigation by the MCA, the Health and Safety Executive, Lincolnshire Police and Norfolk Constabulary, the Master of the vessel pleaded guilty before Lincoln Crown Court to one charge brought under the Railway and Transport Safety Act 2004 for being over alcohol limits and to another charge brought under the Petroleum Act 1974 for breaching the 500- metre exclusion zone around the gas platform. He was later sentenced to 6 months’ imprisonment for the former offence and 12 months for the latter offence, to run concurrently (Lloyd’s List, 7 August & 6 November).

2.7.4 In a case brought by Falmouth Harbour Commissioners the owners of the MFV Olivia Jean (242 gt, built 1980) received a fine of £1,000 following a 17.5 litre bunkering spill in Falmouth Harbour on 17 September (Lloyd’s List, 8 May 2008).

2.8 REPORTING EFFORT

2.8.1 The number of incident reports received from each of 10 reporting organisations is shown in Table 7. The total number of reports received and processed was 1,606 from which 654 separate incidents were subsequently identified and entered into the 2007 database.

2.8.2 Observations from air surveillance patrols and a satellite surveillance programme were again employed to help identify discharges from vessels and offshore oil and gas installations operating in the UKPCZ. ______

19 SECTION 3: SUMMARY OF LARGER DISCHARGES (TWO TONNES OR MORE) DURING 2007

(Refer to Section 4 and Appendix 1 for further details of each incident)

The figures given below are indicative of the reported volumes of discharges confirmed in written reports. However, incidents in which significant amounts of beach material were mixed with pollutants, or where the volumes of discharges were not indicated or measured, are not included. The incidents are ordered according to spill size. Those that occurred over a period of time have been included at the end of this section.

3.1 South West England 18 January MV MSC Napoli (05-SW/013) The British-registered Container Carrier Napoli (53,409 gt, built 1992) suffered a catastrophic hull failure in the western Channel and was later deliberately grounded in shallow water off Branscombe Beach in Lyme Bay. The ship was carrying 41,473 tonnes of cargo in 2,318 20-ft and 40-ft containers including 159 containers with 1,684 tonnes of contents classified as Dangerous Goods. The vessel also had approximately 3,500 tonnes of Intermediate Fuel Oil and 152 tonnes of Marine Diesel Oil on board with small quantities of hydraulic oils and lubrication oils. Over the next six months the 3,500 tonnes of fuel oil and the containers were systematically removed. During the course of towing, beaching and subsequent phases of the operation to salvage the vessel an estimated total of 302 tonnes of oil was lost to sea. At least 1,000 oil covered seabirds were taken to RSPCA centres and following successful rehabilitation 485 were returned to the wild. Debris from the vessel was eventually recovered during beach cleaning operations undertaken by contractors, volunteers and local authority personnel in Hampshire, Dorset and Devon.

3.2 UKCS 9 January Shell Dunlin Alpha (11-UKCS/1170) Shell reported a discharge from the Dunlin Alpha installation of 157 tonnes of sodium bicarbonate due to a sheared hose at a connection during pumping from a supply vessel. The operation was stopped and was not resumed until actions had been put in place to ensure a similar incident did not occur.

3.3 UKCS 24 February Apache MODU Petrolia (11-UKCS/1212) Apache reported a discharge from the MODU Petrolia of 51.428 tonnes of Ultradrill Pemix water-based mud from a mud pit dump valve which had been left open. Upon noticing the pit level was not rising as quickly as expected the valve line-up was checked and the dump valve was closed.

3.4 UKCS 12 October Shell Shearwater (11-UKCS/1544) Shell reported a discharge from the Shearwater installation of 39.27 tonnes of tri-ethylene glycol (TEG) due to a bellows failure in the cooling system which resulted in the potable water/TEG/corrosion inhibitor mix leaking to the open drains system. The system was shut down and isolated to allow repair. Shell has now put in place a number of actions to prevent a reoccurrence.

20 3.5 UKCS 6 July BG Group Sedco 704 (11-UKCS/1419) BG Group reported a discharge from the Sedco 704 installation of 38 tonnes of Carbosea oil-based mud due a valve being inadvertently opened. An investigation was carried out and procedures put in place to prevent a reoccurrence.

3.6 UKCS 26 November Talisman Piper Bravo (11-UKCS/1589) Talisman reported a discharge from the Piper Bravo installation of 26.125 tonnes of amine due to a leak in the amine cooler vessel causing the solution to flow to sea via the sea-water-cooling collection header. The system was shut down to allow inspection and replacement of the amine cooler vessel.

3.7 UKCS 1 June Shell Goldeneye (11-UKCS/1354) Shell reported a discharge from the Goldeneye installation of 26 tonnes of mono-ethylene glycol (MEG) due to a ½” tubing pipeline failure. The installation was shut down and the tubing repaired.

3.8 UKCS 18 September ConocoPhillips Murdoch (11-UKCS/1514) ConocoPhillips reported a discharged from the Murdoch installation of 24.704 tonnes of methanol due to hose disconnection from the well tree. The damaged hose was replaced and a second hose was also changed as a precaution.

3.9 UKCS 7 September unidentified vessel (12-UKCS/1157) The Ninian Northern installation reported an oil sheen with an estimated volume of 7.97 tonnes which was attributed to an unidentified passing vessel.

3.10 UKCS 22 January BP Harding (11-UKCS/1179) BP reported a discharge from the Harding installation of 7.92 tonnes of sodium chloride clean-filtered brine caused by an open annulus valve during a well workover.

3.11 UKCS 27 August Talisman Ocean Nomad (11-UKCS/1489) Talisman reported a discharge from the Diamond Offshore Drilling Limited Ocean Nomad MODU of 7.4 tonnes of Versaclean oil-based mud due to the failure of the primary slip-joint packer-seal and the secondary slip-joint packer failing to energise. The slip-joint packer control system was reenergised and operated at a higher pressure to prevent further losses until the slip-joint could be replaced and the control system upgraded.

3.12 UKCS 8 March Talisman Claymore Alpha (11-UKCS/1229) Talisman reported a discharge from the Claymore Alpha installation of 6.8 tonnes of Oceanic HW540 hydraulic fluid over the period 8th March to 14th March due to a rupture within the hydraulic supply core umbilical to the subsea emergency shutdown valves (ESVs). The hydraulic function of the four subsea ESVs in the umbilical was transferred to temporary hoses and repairs carried out to prevent further pollution.

21 3.13 UKCS 1 October BP Galaxy 1 (11-UKCS/1528) BP reported a discharge from the Galaxy 1 MODU of 6.46 tonnes of oil-based mud due to relaxed seals resulting from insufficient hydraulic pressure. Spill containment measures and clean-up were implemented.

3.14 UKCS 3 June CNR International Ninian Central (11-UKCS/1359) CNR reported a discharge from the Ninian Central installation of 5.314 tonnes of oxygen scavenger and biocide chemicals, which were mistakenly mixed in one tank. A vigorous exothermic chemical reaction followed causing some deformation of the tank and generating potentially toxic gas. CNR took the decision to discharge the chemicals to sea to maintain the safety of the platform and personnel.

3.15 North East England 1 July MTANKER Rangrid (1-NE/223) A marine breakaway coupling failure was identified as the cause of a 5-tonne spillage of light crude oil from the Norwegian-flagged MTANKER Rangrid at the Tetney Monobuoy in the River Humber. A chemical dispersant was employed during a counter-pollution operation and no beaching of oil was reported.

3.16 UKCS 29 March ExxonMobil Thames (11-UKCS/1256) ExxonMobil reported a discharge from the Thames installation of 4 tonnes of Castrol Transaqua HT hydraulic fluid due to a component failure in the hydraulic pump. The pump was removed and serviced, a new discharge pipe with additional clamps fitted and compression fittings on the skid were remade.

3.17 Eastern England 3 August MV Jork (2-EE/250) The general cargo vessel MV Jork (1,922gt, built 1978) struck the unmanned satellite gas platform Viking Echo-Delta in the southern North Sea and sank the following day. Surveillance flights were tasked to the area and subsequently identified a number of surface gas oil slicks above the wreck position with an estimated total volume of 4 tonnes. The pollution was dispersed by wave action and none arrived ashore.

3.18 UKCS 4 March MSV Sea Tiger (12-UKCS/059) The MSV Sea Tiger reported a 3.9-tonne spillage of hydraulic oil during an anchor-handling operation at the Arbroath platform.

3.19 UKCS 17 June Maersk Oil Gryphon Alpha (11-UKCS/1384) Maersk Oil reported a discharge from the Gryphon Alpha installation of 3.8 tonnes of Oceanic HW540 hydraulic fluid. The well was shut in and a leaking hose was replaced.

3.20 UKCS 23 March Venture Kittiwake Alpha (11-UKCS/1247) Venture reported a discharge from the Kittiwake Alpha installation of 3.67 tonnes of diesel due to hose failure. The hose was immediately drained and recovered. Following incident investigation, Kittiwake amended procedures to improve hose storage and management procedures.

22 3.21 UKCS 19 January Shell Gannet C3 (11-UKCS/1177) Shell reported a discharge from the Gannet C3 installation of 3.28 tonnes of crude oil which occurred during pigging operations. The pigging operations ceased immediately and an investigation was undertaken.

3.22 UKCS 1 April unidentified vessel (12-UKCS/178) The Cormorant Alpha installation reported a drifting patch of oil with an estimated volume of 3 tonnes which was attributed to an unidentified passing vessel.

3.23 UKCS 16 May Centrica Resources Rose (11-UKCS/1327) Centrica reported a discharge from the Rose installation of 2.203 tonnes of methanol due to a leak at the subsea whip line, which was being re-pressurised after a period of redundancy.

3.24 UKCS 10 July BP Minerva (11-UKCS/1430) BP reported a discharge from the Minerva installation of 2.12 tonnes of Oceanic HW540 hydraulic fluid from a closed solenoid valve on a well riser. Immediate action was taken to stop the leak by replacing the solenoid.

UKCS INCIDENTS OCCURRING OVER AN EXTENDED PERIOD DURING 2007.

The following reported UKCS discharge incidents occurred over a period of time within the year.

In all cases the source of the discharge was from subsea control equipment. The operator continued the discharge to maintain the integrity and functionality of the wells/equipment until equipment and dive support vessels could be resourced to complete the necessary repairs.

Each discharge required the operator to provide an environmental impact assessment in order to identify any potential environmental issues. The operator in each case was required to provide regular updates on their management plan. Where necessary meetings with the operator took place to discuss aspects associated with the incident. Discussions included the type and volume of fluid being discharged, potential environmental impact and the operator’s short- and long- term plans to stop the discharge and, where relevant, effect a final repair.

3.25 UKCS 12 July CNR Ninian Central (11-UKCS/1433) CNR reported a discharge from the Ninian Central installation of 56.975 tonnes of Oceanic HW540 hydraulic fluid between 12th July and 29th August.

3.26 UKCS 15 July Total Dunbar (11-UKCS/1441) Total reported a discharge from the Dunbar installation of 45.820 tonnes of TROS 518 hydrate inhibitor from the umbilical core at the Forvie manifold between 15th July and 7th August. Diver intervention successfully repaired the leak.

3.27 UKCS 15 May Shell Haewene Brim (11-UKCS/1326) Shell reported a discharge from the Haewene Brim FPV of 41.808 tonnes of Transaqua HT due to a leak from subsea equipment between 15th May and 2nd October. Subsea control module changed.

3.28 UKCS 30 January Hess AHOO1 (11-UKCS/1190) Hess reported a discharge from the AH001 FPV of 41.764 tonnes of Oceanic HW540 hydraulic fluid from the Rob Roy manifold. An ROV inspection was completed and the source of the leak identified and repairs carried out. The leak occurred between 30th January and 31st December.

3.29 UKCS 1 January Talisman Clyde (11-UKCS/1166) Talisman reported a discharge from the Clyde MODU of 40.715 tonnes of a chemical hydraulic fluid (Castrol Transaqua HT) from a subsea hydraulic system caused by a non-bonded accumulator. This incident continued over the period between 1st January and 2nd July.

3.30 UKCS 13 July Mobil Beryl Alpha (11-UKCS/1438) Mobil reported a discharge from the Beryl Alpha installation of 30.541 tonnes of Oceanic HW443 hydraulic fluid between 13th July and 31st December. The leak path was identified and repairs made.

3.31 UKCS 7 December Shell Caravel (11-UKCS/1602) Shell reported a discharge from the Caravel Monotower of 29.4 tonnes of Bentonite mix due to a ruptured bellow on a gas riser on its exit from the base of the monotower. Bentonite filling was suspended, the bellows repaired and the monotower verified as leak tight.

3.32 UKCS 1 January Chevron Captain WPPA (11-UKCS/1165) Chevron reported a discharge from the Captain WPPA installation of 17.032 tonnes of Oceanic HW540 hydraulic fluid identified due to an increase in the use of the Oceanic HW540 above the permit levels from the subsea template hydraulic control system. This occurred between 1st January and 13th June. Investigations identified the cause of the leak and a number of subsea control modules were replaced or upgraded.

3.33 UKCS 2 March Maersk Oil GPIII (11-UKCS/1220) Maersk Oil reported a discharge from the GPIII FPV 15.095 tonnes of Transaqua HT from 2nd March to 18th June. This was due to a leak on either the production or the test meter routing valve. Repairs were successfully carried out following a Diving Support Vessel inspection.

3.34 UKCS 1 March Britannia (11-UKCS/1219) Britannia reported a discharge from the Britannia installation of 15.051 tonnes of Transaqua HT due to a hydraulic fluid leak from pipework from 1st March to 31st December.

24 3.35 UKCS 10 August Talisman Bleo Holm (11-UKCS/1466) Talisman reported a discharge from the Bleo Holm of 13 tonnes of a chemical hydraulic fluid (Oceanic HW443) from the Ross field RP3 subsea control unit caused by a leaking hose. This incident continued over the period between 10th August and 7th December.

3.36 UKCS 26 March BP Schiehallion (11-UKCS/1252) BP reported a discharge from the Schiehallion installation of 12.32 tonnes of the hydraulic oil Castrol Hyspin M46 due to a failed cooling line between 26th March and 11th May.

3.37 UKCS 14 March Shell Gannet Delta (11-UKCS/1240) Shell reported a discharge from the Gannet Delta installation of 8.157 tonnes of Brayco Micronic SV200 between 14th March and 3rd December. Repairs were completed and tested successfully.

3.38 UKCS 3 August CNR Balmoral (11-UKCS/1460) CNR reported a discharge from the Balmoral of 7.602 tonnes of a mix of Stack Magic/tri-ethylene glycol (TEG) between 3rd August and 10th August from the subsea hydraulic control system.

3.39 UKCS 10 June Oilexco Balmoral/Brenda (11-UKCS/1374) Oilexco reported a discharge from the Balmoral/Brenda installation of 5.050 tonnes of Oceanic HW443 hydraulic fluid due to a hydraulic line leak between 10th June and 20th June. This was repaired and there were no further hydraulic losses.

3.40 UKCS 1 January BG Group Armada Hub (11-UKCS/1163) BG Group reported a discharge from the Armada Hub installation of 4.985 tonnes of Transaqua HT2. The incident occurred between 1st January and 31st December.

3.41 UKCS 22 May Talisman Piper (11-UKCS/1337) Talisman reported a discharge from the Piper installation of 4.6 tonnes of a chemical hydraulic fluid (Oceanic HW740R) from the Tweedsmuir umbilical hydraulic core caused by a leaking hydraulic connection. This incident continued over the period between 22nd May and 31st December.

3.42 UKCS 18 April Talisman Northern Producer (11-UKCS/1284) Talisman reported a discharge from the Northern Producer FPV of 3.681 tonnes of methanol from a subsea methanol line caused by a damaged hose. The incident continued over the period between 18th April and 4th May.

3.43 UKCS 1 January BP Petrojarl Foinaven (11-UKCS/1167) BP reported a discharge of crude oil in produced water from the Petrojarl Foinaven FPSO of 3.34 tonnes due to a leak in a subsea water injection flowline. This incident occurred between 1 January and 4th September 2007. The flowline was closed in and replacement of the damaged section scheduled for May 2007.

25 3.44 UKCS 13 June Talisman Clyde (11-UKCS/1377) Talisman reported a discharge from the Clyde installation of 2.852 tonnes of a chemical hydraulic fluid (Castrol Transaqua HT) from the Orion subsea satellite well control system caused by a non-bonded accumulator. This incident continued over the period between 13th June and 4th July.

3.45 UKCS 1 January CNR International Tiffany/Thelma (11-UKCS/1164) CNR reported a discharge of 2.71 tonnes of Brayco Micronic SV200 from 1st January to 31st December due to a leak from a subsea actuated valve on Thelma well C8.

3.46 UKCS 17 September Venture Phillips Annabel (11-UKCS/1513) ConocoPhillips reported a discharge from Annabel of 2.6 tonnes of Aqualink 300E between 17th September and 17th October. The leak was successfully repaired. Annabel facilities are owned and operated by Venture.

3.47 UKCS 17 September Venture Ann/Alison (11-UKCS/1512) ConocoPhillips reported a discharge from the Ann/Alison of 2.08 tonnes of Aqualink 300E between 17th September and 31st December. Ann/Alison facilities are owned and operated by Venture.

27 4.1 North-east England (Northumberland, Tyne & Wear, Durham, Yorkshire and The Humber)

4.1.1 Fifteen confirmed vessel-source pollution incidents were reported during 2007 compared with a single incident during the previous year. Reporting organisations described 8 accidental oil discharges in ports and another 7 oil spills in nearshore waters or in the open sea.

4.1.2 Three reporting organisations submitted details of an incident in the River Humber on 1 July following a 5-tonne spillage of light crude oil from the Norwegian-flagged MTANKER Rangrid at the Tetney Monobuoy. One tonne of the chemical dispersant Slickgone NS was sprayed onto the oil during a counter-pollution operation and no shoreline pollution was reported. The cause of the incident was later identified as a marine breakaway coupling failure on a floating hose.

4.1.3 The MFV Marbella was identified as the source of a 750-litre diesel spill in the Albert Dock on the River Humber. Contractors deployed booms to contain the oil and only a small quantity entered the river. The MV Lady Kathleen was identified as the source of a small diesel spill during a bunkering operation in Immingham Dock on 4 March. Two POLREPS referred to 1-litre and 2-litre fuel oil spills from workboats at Immingham Dock and Seaton Burn on 23 January and 24 February respectively.

4.1.4 The Teesport Authority submitted details of 2 oil discharges during the year. The MV Norstream was identified as source of a 50-litre hydraulic oil discharge on 16 January and another 20-litre discharge of hydraulic oil was attributed to an unidentified vessel operating within the port.

4.1.5 The MFV Flourish (22 gt) sank in the North Sea near the Rough gasfield following a collision with the MV Nautica (1,587 gt, built 1992) and oil was later sighted on the surface during a search and rescue operation (Lloyd’s List, 15 October). Two minor leakages of gear lubricant from a positioning thruster were reported by the MSV Northern River on 6 and 7 April.

4.1.6 Approximately 25 cubic metres of 2.5 metre-long logs were washed overboard from the deck cargo of the MV Flinterbaltica in a position approximately 100 nautical miles north east of Flamborough Head on 9 November.

4.2 Eastern England (Lincolnshire, Norfolk & Suffolk)

4.2.1 Reporting organisations identified 15 oil pollution incidents attributed to vessels during 2007 compared to only 2 incidents during 2006. Seven discharges were reported in local ports and harbours and the remainder in nearshore waters or the open sea. Three incidents involved vessel casualties comprising a pleasure craft, a fishing vessel and a general cargo vessel. Accidental discharges from offshore oil and gas installations operating off Eastern England were included in the statistics for the UKCS (refer to area 11 report for UKCS).

28 4.2.2 In the open sea the general cargo vessel MV Jork (1,922 gt, built 1978) struck the unmanned satellite gas platform Viking Echo-Delta on 3 August and sank the following day in a position approximately 45 nautical miles northeast of Cromer. The accident caused between £7 million and £10 million worth of damage and gas production from the platform was shut down.

4.2.3 Surveillance flights were sent to the area and subsequently identified a number of surface gas oil slicks above the wreck position with an estimated total volume of 4 tonnes. The oil was later dispersed by wave action and none arrived ashore. Two of the vessel’s hatch covers weighing 25 tonnes each were later recovered floating in the Strait of Dover and in the southern North Sea off The Netherlands two months later (Lloyd’s List, 7 August, 8 October & 13 December).

4.2.4 Following a joint investigation by the MCA, the Health and Safety Executive, Lincolnshire Police and Norfolk Constabulary, the Master of the vessel pleaded guilty before Lincoln Crown Court to being three times over the legal alcohol limit and entering a 500-metre exclusion zone around the gas platform, and was jailed for 12 months (Lloyd’s List, 7 August & 6 November).

4.2.5 There were 7 further reported sightings of surface sheens or patches of oil in nearshore waters or in the open sea during February, April, August, September, November and December. The largest sheen, 2.3 kms long and 1 km wide, was detected by a satellite off Lowestoft on 1 November. The standby vessel Putford Rover reported a 100-litre gas oil spill in the open sea on 4 August. A damaged shaft stern tube was identified as the cause of a 250-litre spillage of lubrication oil reported by the MSV Putford Artemis (1,190gt, built 1975) (Lloyd’s List, 28 August & 30 August).

4.2.6 Three confirmed oil discharges were attributed to vessels operating within the port of Felixstowe during 2007. Three reporting organisations, including the Suffolk Joint Emergency Planning Unit, described a 50-litre bunkering spill from the MDREDGER Norma on 24 January. During the clean-up operation the vessel was boomed-off and an oil dispersant was used by contractors. Another 2 clean-up operations were completed following oil discharges from unidentified vessels in the same location on 16 March and 12 July.

4.2.7 The MFV Breydon Warrior moored in Great Yarmouth Harbour sank after being struck by the MSV Far Grimshader. An unknown quantity of diesel oil escaped from the wreck and was later dispersed by tidal action (Lloyd’s List, 23 July). A fractured pipe leading to the starboard engine of the MSV Putford Trader was identified as the cause of a 30-litre lubrication oil discharge in the same harbour on 18 October. Elsewhere, minor oil spills were also reported at Boston Haven and at Ipswich Harbour.

4.2.8 Two Dutch fishing vessels each reported incidents in which unexploded ordinance was trawled up in fishing nets off the coast of East Anglia during

29 2007. Two military smoke- and flame-generating devices were washed ashore between Cromer and Wells-next-the-Sea.

4.3 Essex & Kent

4.3.1 Respondents reported 3 oil pollution incidents during 2007 compared with 8 incidents during the previous year. All 3 incidents involved sightings of oil patches or sheens in the open sea and there were no references to any spills attributed to vessels operating in local ports or harbours.

4.3.2 A POLREP and a Kent County Council report noted a surface slick extending for more than 14 km off the North Foreland on 19 April which was attributed to an unidentified passing vessel. Later in the year the MV Autocarrier was identified as the source of a larger surface sheen trailing the vessel for a distance of 29 km in the same locality. The cause of the discharge was identified as a 50-litre lubrication oil leakage to the main engine which subsequently passed through the engine system and was vented over the side into the sea. An MCA aircraft was sent to the area and reported that the oil was gradually dispersing.

4.4 Southern England (East and West Sussex, Hampshire, Dorset and the Isle of Wight)

4.4.1 Twenty-four pollution incidents attributed to vessels were reported during 2007 compared with 17 incidents reported during the previous year. Eighteen oil discharges were recorded in local ports and harbours and most were attributed to pleasure craft. Other types of vessels identified as a source of pollution included an oil tanker, a barge, a workboat, a ro-ro ferry, a military vessel and fishing vessels.

4.4.2 Lymington Harbour Commissioners and the Chichester Harbour Conservancy submitted a total of 9 reports describing minor diesel sheens from pleasure craft which were quickly dispersed by tidal action. A further 3 reports describing minor diesel sheens from pleasure craft operating in the River Hamble estuary were received from Hampshire County Council. Approximately 20 litres of diesel escaped to sea after a moored workboat capsized and sank in Langstone Harbour during adverse weather on 15 January. A POLREP and a Dorset County Council report referred to a 1-litre aviation fuel spill from the RFA Fort Austin in Portland Harbour on 1 February.

4.4.3 Poole Harbour Commissioners provided comprehensive reports of 5 minor incidents recorded during the year and clean-up operations were completed on 4 occasions. A small leakage from a jet ram was identified as the source of a hydraulic oil sheen observed alongside the MV Condor Express on 3 May. A boom and absorbent pads were deployed in a clean-up operation following a 25-litre lubrication oil spill from a pleasure craft berthed at the Sunseekers Shipyard on 24 July. Formal warning letters were issued to the owner of the MFV Viking following two 2-litre gas oil spills at the Town Quay.

30 4.4.4 A New Forest District Council report and a POLREP referred to a small aviation fuel oil sheen attributed to the MTANKER Emerald Isle berthed at the Fawley Oil Terminal. A small hole in the hull of the tanker caused by corrosion was later identified by divers. The area was boomed off and the contents of the holed tank were transferred to a slop tank.

4.4.5 During adverse sea conditions the barge Longsands (30 metres by 10 metres) broke all its lines from the MTUG Luvly Jubly and ran aground in Bowleaze Cove in Weymouth Bay on 24 October. A large caterpillar crane and 6 barrels containing old oil were lost over the side. A small surface sheen of fuel oil from the crane was later dispersed by wave action. At the time of reporting the owners of the barge had submitted a salvage plan which had been approved (Lloyd’s List, 25 October, 19 November & 6 December).

4.4.6 In the open sea the MFV Challenger was identified as the source of a surface sheen which extended for more than 8 km. Seventeen 22-litre drums filled with petrol were lost overboard from HMS Southampton off Portsmouth on 5 March. Three Havant Borough Council and Dorset County Council reports referred to individual oil and chemical drums being recovered from local beaches.

4.5 South-west England (Devon, Cornwall, , Channel Islands and the Western Approaches)

4.5.1 Reporting organisations identified 24 pollution incidents attributed to vessels during 2007 compared with 15 incidents during 2006. Sixteen recorded incidents were in ports and harbours, 4 in the open sea and 4 in the remaining marine environmental zones. A source of pollution was identified on 19 occasions including 5 references to vessel casualties.

4.5.2 The crew of the British-registered fully cellular containership MSC Napoli (53,409 gt, built 1992) abandoned the vessel in the western Channel on 18 January after she suffered a catastrophic hull failure and got into severe difficulties. Following discussions between the French Authorities, the UK’s Secretary of State Representative for Maritime Salvage and Intervention (SOSREP) and salvors the decision was taken to tow the vessel to Portland thereby avoiding deeper water and a greater threat of environmental damage.

4.5.3 On 20 January the vessel started to settle and break up under tow and was therefore deliberately grounded in shallow water off Branscombe Beach in Lyme Bay. Although part of the World Heritage Jurassic Coast the site was selected in order to minimise the impact of any spillages and to enable salvage work to remove the vessel and its cargo.

4.5.4 At the time of the incident the ship was carrying 41,473 tonnes of cargo in 2,318 20-ft and 40-ft containers including 159 containers with 1,684 tonnes of contents classified as Dangerous Goods under the IMDG (International Maritime Dangerous Goods) Code. The Dangerous Goods included industrial, agricultural and cosmetic chemicals such as bisphenol A,

31 alkylphenols, pesticides, organotins, organic solvents and corrosive materials. None of the containers with these contents were lost overboard and all were subsequently recovered. The vessel also had approximately 3,500 tonnes of Intermediate Fuel Oil (IFO) and 152 tonnes of Marine Diesel Oil (MDO) on board with small quantities of hydraulic oils and lubrication oils. Over the next six months the 3,500 tonnes of fuel oil and the containers were systematically removed.

4.5.5 During the course of towing, beaching and subsequent phases of the operation to salvage the vessel an estimated total of 302 tonnes of oil was lost to sea including 50 tonnes of IFO and 150 tonnes of MDO. The largest spill was estimated to have been 9 tonnes on Tuesday 23 January. Oil that came ashore in small quantities was often associated with debris from the contents of the containers that had broken open. During February some oil and cargo lost from the vessel in the western Channel were washed ashore along a stretch of the northern coast between Perros-Guirec and Morlaix.

4.5.6 At least 1,000 oil covered seabirds were taken to the RSPCA centres at West Hatch, Mallydams Wood and Stapeley Grange, and following successful rehabilitation 485 were returned to the wild.

4.5.7 A total of 117 containers were lost overboard, 80 of which were eventually washed ashore. Initially, hundreds of looters began scavenging the loose goods, breaking open the containers that had washed up onto the beach and removing other goods, including personal possessions. These activities caused further debris to litter the shoreline. Debris from the vessel was eventually recovered during beach cleaning operations undertaken by contractors, volunteers and local authority personnel in Hampshire, Dorset and Devon.

4.5.8 On 20 July the wreck was split in two and the bow section was later towed to the Harland & Wolff yard in Belfast to be broken up. At the end of the 2007 survey reporting period the remaining aft portion of the vessel, including the engine-room and accommodation block, still lay badly damaged on the seabed off Sidmouth (Lloyds List, 19, 22, 23, 24, 25 ,26, 30, & 31 January, 2, 5, 8, 13, 16 & 27 February, 13 & 26 March, 9 & 10 May, 4, 13, 20 & 24 July, 9 & 16 August, 13 September, 19 October, 8 & 20 November, 3, 19 & 20 December). A more detailed account of the MSC Napoli incident including the lessons learned, conclusions reached and recommendations for future responses has been published by the Maritime and Coastguard Agency (refer to www.mcga.gov.uk).

4.5.9 Elsewhere, oil discharges resulting mainly in surface sheens were reported in local ports and harbours at Brixham, Falmouth, Fowey, Penryn, Paignton, Plymouth and Truro. Absorbents were employed in a clean-up operation after a small fishing vessel sank in Brixham Harbour on 19 January. Another clean-up operation was completed after the MFV Fiona Starr sank alongside Fishermans Quay in Penryn Harbour on 7 May. While refuelling from a bunker barge the MFV Olivia Jean (242 gt, built 1980) spilled oil

32 overboard into Falmouth Harbour on 17 September. The owners of the vessel were later taken to court by Falmouth Harbour Commissioners (Lloyd’s List, 8 May 2008).

4.5.10 A missing rudder plug caused a 1-tonne leakage of a vegetable filling oil from the RFA Black Rover and contaminated materials were later removed from an adjacent beach. The luxury yacht Never Say Never ploughed into the south-east Platte reef off St. Sampson’s Harbour Guernsey at 15 knots on 13 September. The yacht suffered extensive damage including a ruptured fuel tank which led to a spillage of diesel oil. A patch of diesel oil with an estimated volume of 318 litres was observed in Falmouth Bay after the MFV Lady Hamilton of Helford sank following a collision with the MV Blithe Spirit on 3 October (Lloyd’s List, 16 April 2008).

4.5.11 The MV Enforcer (7,642 gt, built 2003), bound for Belfast, lost five 20-foot containers filled with wood and glass products overboard north of the Lands End Traffic Separation Scheme (TSS) on 17 January (Lloyd’s List,19 January). Thousands of plastic drip-bags and their refrigerated containers were washed ashore on beaches across the Scilly Isles and between Land’s End and Falmouth in Cornwall during December. Subsequent investigations traced the lost cargo to the MV Endeavor which lost 11 containers overboard near the Seven Stones Reef on 10 December.

4.6 Bristol Channel and South Wales (Somerset, Bristol, Gloucestershire, Monmouthshire, Cardiff, Newport, Vale of Glamorgan, Bridgend, Neath & Port Talbot, Swansea, Carmarthenshire and Pembrokeshire)

4.6.1 Accidental oil discharges from vessels operating in ports and harbours were again the major characteristic of the 2007 statistics accounting for 16 of 17 incidents recorded by reporting organisations. Most discharges involved relatively small quantities of fuel oils and a clean-up operation was usually completed after each discharge. A source of the pollution was identified on 15 occasions and there were no references in reports to any legal proceedings initiated against alleged offenders. During 2006, reporting organisations had identified 24 pollution incidents.

4.6.2 The Environment Agency Wales (EA), Milford Haven Port Authority (MHPA) and Pembrokeshire County Council (PCC) submitted detailed accounts of 11 oil discharges attributed to vessels operating within Milford Dock and Milford Haven during 2007. Estimated volumes were provided for each of the discharges and the median volume was 5 litres, the same as for the previous year. Individual spill volumes ranged from 1 litre to 91 litres. Four incidents occurred during internal tank transfer and bunkering operations.

4.6.3 The largest spill of 91 litres of lubrication oil occurred on 6 February after a generator and other machinery were lost overboard from the support barge Dina M. The area was boomed-off and recovery operations for the lost machinery were put in place. Absorbent pads were deployed to recover a

33 small quantity of gas oil spilt from the MTUG Millgarth within an enclosed dock on 9 February.

4.6.4 The floating jack-up barge/four-legged platform JB-104 partially collapsed alongside the South Hook liquefied natural gas (LNG) terminal on 7 October. The port authority mobilised its counter-pollution vessels at the scene of the accident because a plastic storage tank filled with 2 tonnes of diesel oil was lost overboard along with a crane and other equipment from the deck of the barge. The tank was later recovered intact and only a minor leakage of diesel occurred (Lloyd’s List, 9 October).

4.6.5 Three reporting organisations reported a 20-litre spillage of diesel oil from a small inshore fishing boat which sank at Pembroke Dock on 16 July. During the clean-up operation two full 55-litre drums of oil were recovered intact and a third was recovered half-full.

4.6.6 Elsewhere, oil spills in ports or harbours were recorded at Barry, Bristol, Sharpness and Weston super Mare. An EA Wales report described a 150- litre lubrication oil spill from the MCHEMICAL tanker Alea Tony (2,500 gt) at Barry Docks on 12 March. A fouled propeller was identified as the cause of the spillage and the surface sheen was dispersed by tidal and wave action.

4.6.7 The Bristol Port Company submitted details of 2 bunkering spills from tugs and a clean-up operation was completed on both occasions. A bilge discharge from the passenger vessel the Bristol Queen was believed to have been the source of a diesel sheen at Weston super Mare on 20 February. British Waterways noted a very minor diesel spill at Sharpness Docks.

4.6.8 Crude oil residues were removed from a small stretch of shoreline at Porthcawl during March.

4.7 Irish Sea (Cardiganshire, Gwynedd, Anglesey, Aberconwy & Colwyn, Denbighshire, Flintshire, Merseyside, Lancashire, Cumbria, Isle of Man and all Districts of Northern Ireland)

4.7.1 Nineteen vessel-source discharges were identified by reporting organisations during 2007 compared with 18 discharges during 2006. The sources of the discharges were identified on 17 occasions and at least 8 oil spills were caused by vessel casualties, primarily accidents involving fishing vessels and pleasure craft. Twelve spills occurred in local ports and harbours and the remainder in nearshore waters or the open sea. Accidental spills from oil and gas installations operating in Morecambe Bay were included in the statistics for the UKCS (refer to area 11 report for UKCS).

4.7.2 Two reports were received from the Port of Larne Authority describing hydraulic oil spills from the ro-ro MV P & O Express on 16 and 30 June. Both spills were caused by hose failures and the oil was dispersed by wave and tidal action. A clean-up operation was required after the MFV Regal Star accidentally discharged 50 litres of diesel oil into Peel Harbour on 20

34 April. The Isle of Man Harbours report noted that the costs of the clean-up operation were charged to the owners of the vessel.

4.7.3 Seven pollution incidents were reported in the ports and nearshore waters of North Wales during 2007. On 19 January the PC Bad Ladz broke from its moorings and ran aground on rocks outside Moelfre Harbour causing a 182- litre diesel spillage. Later in the year the MFV Patricia D dragged its mooring and broke up on the shore at Colwyn Bay causing a 50-litre diesel oil spill. A patch of bilge oil was observed on the water surface after another small fishing vessel sank on its moorings off Beaumaris Point in the Menai Strait on 27 September.

4.7.4 Four pollution incidents were recorded by Holyhead Port Control during the year. The crew of the hydrographic research vessel MV Smit Cymyran were winched to safety by helicopter after she hit rocks off the coast of Anglesey on 20 August. The vessel was later refloated and towed to Holyhead Inner Harbour where a small diesel spill occurred during a pumping out and fuel transfer operation. An absorbent boom was deployed to remove the oil from the water surface (Lloyd’s List, 22 August).

4.7.5 The PC Lord Rayleigh capsized and sank in Holyhead Harbour on 19 November causing a slow leakage of diesel which was dispersed by wave action. A small sheen in the fish dock at Holyhead was attributed to a bilge discharge from the MFV Independant. Later in the year the same fishing vessel reported a 650-litre discharge of diesel oil following a fuel tank rupture in the open sea off Anglesey.

4.7.6 Four incidents were recorded by Mersey Ports during the year. A clean-up operation was undertaken following a 20-litre spillage of intermediate fuel oil from the MBARGE Skline in the West Alexandra Docks on 23 March. During the following month the MBARGE Stanley H was identified as the source of a 10-litre spillage of gas oil. A fishing vessel engaged in a bunkering operation was believed to have been the source of a diesel oil discharge in the Canada Dock on 10 May. A light fuel oil sheen attributed to an unidentified passing vessel was observed near the C11 Buoy in the river Mersey on 16 December.

4.7.7 Four oil spills were recorded in the ports, harbours and coastal waters of Cumbria and Lancashire during 2007. On 28 January the ro-ro MV Saga Moon anchored off Heysham suffered a hydraulic oil leak of approximately 20 litres which was dispersed by wave action. A motor cruiser sank off Flimby after catching fire and a small amount of diesel was later observed on the surface of the water in the vicinity of the vessel.

4.7.8 ABP Barrow and the EA provided detailed accounts of a 200-litre oil discharge from the MBARGE Mary M on 4 August. The moored vessel rode over shore steps on a falling spring tide and listed heavily allowing gas oil to escape to sea through a tank vent. Absorbent mats and propeller washing were used in the clean-up operation. Another clean-up operation was

35 completed following a 200-litre diesel spillage from a vessel at Whitehaven on 20 September.

4.8 Western Scotland (Dumfries and Galloway, Ayrshire, Inverclyde, Argyll & Bute and the Highlands & Islands Region to Cape Wrath)

4.8.1 Reporting organisations submitted details of 22 vessel-source pollution incidents compared with 23 the previous year. Fourteen reported incidents were in local ports or harbours, and fishing vessels or pleasure craft were identified as the source of pollution on 13 occasions. Further analysis of the information contained in annual returns showed 8 oil spills following vessel casualties and there were no references to any successful prosecutions brought by the competent authorities against alleged offenders.

4.8.2 Diesel oil was reported seeping from the MFV Apha Beta after the vessel sank on her moorings in Tobermory Bay on the Isle of Mull on 20 March. A Scottish Environment Protection Agency (SEPA) report referred to a beach pollution incident after a pleasure craft ran aground and broke up at Bayble on the Isle of Lewis. A fibre glass-hulled workboat sank in 40 metres of water after striking an unidentified submerged object in the Lynn of Loan on 4 August. A diesel sheen was observed on the water surface and was later dispersed by wave action.

4.8.3 The double-hulled MV Fingal (1,409 gt, built 1984) ran aground at Sanda, south of the Mull of Kintyre, on 7 September. The vessel was refloated and towed to Troon Harbour where a 500-litre diesel oil spill occurred due to a hole between a fuel and ballast tank. The area was boomed off and a skimmer was deployed to remove the pollution from the water surface (Lloyd’s List, 11 & 12 September). A diesel sheen was observed after a workboat sank in the Nith Channel in the Solway Firth on 20 September. No further details on the incident were available at the time of reporting.

4.8.4 The MFV Spez Nova sank after striking an unidentified object in Loch Snizort off the Island of Skye on 30 November. The vessel had 500 litres of diesel on board and any resulting pollution was expected to disperse naturally. A POLREP recorded a 50-litre spillage of diesel after the MFV Osprey suffered an engine failure and drifted onto rocks at Reiff in Loch Broom. On 19 December the MTUG Flying Phantom (287 gt, built 1981) capsized and sank in heavy fog in the River Clyde near Clyde Bank causing a leakage of diesel into the river. Divers later recovered the bodies of 3 crew members (Lloyd’s List, 21 & 24 December). A Marine Accident Investigation Branch report criticised safety procedures on the River Clyde and on the vessel (Lloyd’s List, 2 October 2008).

4.8.5 Reporting organisations described at least 5 oil spills from vessels engaged in refuelling or bunkering operations in ports and in the open sea. Highland Council Harbours reported only 2 bunkering spills from fishing vessels during 2007 which represented a significant improvement compared with previous years’ totals. Damage to a hose nozzle during a refuelling operation was identified as the cause of a 200-litre diesel spillage from the MFV

36 Endurance in Lochinver Harbour on 21 February. The MFV Marigold reported a 100-litre diesel bunkering spill in the same location on 2 September. The costs of clean-up operations were invoiced to the respective vessels.

4.8.6 Shoreline inspections were carried out following a 20-litre bunkering spill from the Caledonian Macbrayne ferry Loch Alainn at the Aird More terminal on Barra. The resulting sheen was quickly dispersed by wave action and no evidence of shoreline pollution was found. A chemical dispersant was employed in a clean-up operation at Tarbet following a 7.5-litre gas oil spill.

4.8.7 A POLREP identified HMS Westminster as the source of a 50-litre diesel spill in the North Minch on 22 September. The warship rolled whilst refuelling at sea and fuel spilled onto the deck and over the ship’s side. A MARPOL kit was deployed to combat the pollution. A fractured fuel line was identified as the cause of a 200-litre diesel spillage from a whale/dolphin-watching workboat operating near the Isle of Mull on 12 August. Clyde Coastguard issued a warning to the public after phosphorous flares were washed ashore on the Mull of Galloway coast.

4.9 Orkney and Shetland Islands

4.9.1 Three pollution incidents attributed to vessels were reported during 2007 compared with 7 incidents during 2006. Accidental spills from oil installations operating in the West Shetland Basin were included in the statistics for the UKCS (refer to area 11 report for UKCS).

4.9.2 The Emergency Towing Vessel MTUG Anglian Sovereign was identified as the source of 2 diesel spills with a combined volume of 380 litres in Scalloway Harbour on 26 April and 10 May. A faulty metering system was identified as the cause of the first spill and a faulty sounding system during a bunkering operation from a road tanker caused the second incident. Clean-up operations employing absorbent booms were completed on both occasions. A SEPA report described a small diesel spill from a workboat on 15 August.

4.9.3 The Shetland Islands Council noted that there were no polluting discharges from vessels operating at Sullom Voe during 2007 and likewise the Orkney Islands Council submitted a nil return for 2007.

4.10 Eastern Scotland (the northern and eastern shores of the Highlands and Islands Region from Cape Wrath, Moray, Aberdeenshire, Angus, Fife, Lothian and Scottish Borders)

4.10.1 Thirty discharges from vessels were recorded by reporting organisations during 2007 compared with 15 during 2006. Fifteen spills occurred in ports and harbours, 14 in the open sea or estuaries and one beach pollution incident was reported. The source of the pollution was identified on 18 occasions, 4 involving support vessels, and there were 14 references to fuel oils as polluting substances.

4.10.2 Aberdeen Harbour Board provided details of 6 oil spills during 2007. Estimated volumes were provided for each spill and the median volume was 12.5 litres compared with 4 litres for the previous year. An accidental overspill during a bunkering operation caused a 200-litre fuel oil discharge from the ro-ro MV Hascosay berthed at the West Pacific Wharf on 5 July. Booms and a skimmer were deployed in the clean-up operation. The MSV Normand Pioneer was identified as the source of a 100-litre hydraulic oil spill at the Atlantic Wharf on 22 September. Three smaller spills of between 5 and 15 litres in volume were also attributed to support vessels.

4.10.3 Three vessel-source pollution incidents were recorded by the Forth Ports Authority during the year. The French naval vessel Leopard reported a diesel spill in Leith Docks on 4 May. Later in the year a small hydraulic oil spill was attributed to the MV Flinterbrise at Grangemouth but counter- pollution measures were not required. The MV Maersk Hudson reported a 4-litre hydraulic oil spill whilst alongside at Braefoot on 2 November.

4.10.4 Elsewhere 6 incidents involving diesel sheens were recorded at Arbroath, Avoch, Bo’ness, Gardenstown, Inverness and Wick. At least 5 of the incidents were caused by fishing vessels or pleasure craft sinking in the harbours.

4.10.5 Eleven surface sheens or patches of oil were attributed to unidentified vessels operating in the open sea off eastern Scotland during 2007. Six of these were reported by the Buzzard and Ocean Nomad platforms and in each case the pollution was broken up and dispersed by wave action and posed no threat to the shoreline.

4.10.6 Two civilian helicopters reported a light crude slick in the open sea off Aberdeen which extended for more than 3 kms, the likely source being tank washings. A POLREP referred to a sighting of a larger slick, extending for more than 13 km, in the vicinity of the Claymore Platform on 29 August.

4.10.7 During a surveillance flight on 22 October Atlantic 406 detected a surface slick extending for more than 59 km in the wake of the MV West Sailor. The Master of the vessel described the discharge as fish oil and a Port State Control inspection was carried out by the authorities when the vessel arrived at its next port of call in the Netherlands. A creel boat ran aground on rocks near Portlethen and a small quantity of diesel oil came ashore. The MFV Prolific (50 gt, built 1979) sank in the open sea off Wick and a light sheen of oil was later observed on the water surface (Lloyd’s List, 23 October). An East Lothian Council report noted that at least 8 x 25 litre drums filled with waste marine engine lubrication oil were removed from local beaches during 2007.

4.11 United Kingdom Continental Shelf

4.11.1 The discharge statistics for this enumeration area were again compiled from POLREP reports submitted by the MCA and PON1 reports submitted by

38 BERR. Operators are required to notify BERR where an unauthorised discharge of oil or chemical to sea, regardless of volume, has occurred. Each discharge is reported on a Petroleum Operations Notice No1 (PON1) forwarded to BERR and MCA.

4.11.2 BERR reviews every PON1 received in order to assess the potential for environmental impact and any counter-pollution response actions. In addition each incident reported is reviewed to ensure actions are being undertaken to prevent recurrence and to assess whether there has been any contravention of legislation. This is undertaken in accordance with BERR's investigation and enforcement policies.

4.11.3 Separate data sets have been presented for accidental discharges attributed to offshore oil and gas installations and for discharges attributed to vessels, whether identified or not, operating within the UKCS area (Refer to Figure 2).

Oil and gas installations 4.11.4 All accidental/unplanned discharges or spills of oil or chemicals, regardless of volume, must be notified to the relevant authorities. Accidental discharges may take place over a significant period of time. In some cases it may be many months before remedial work can be undertaken due to the timescales involved in sourcing equipment to carry out the work. Environmental risk assessments have shown that these events, which are normally of relatively small volume, usually cause negligible impact to the marine environment. Details of all discharges, including a cause where known, are listed in Appendix 1 (UKCS oil and gas installations), and further information is provided in Section 3 for those spills of 2 tonnes or more.

4.11.5 A total of 280 accidental oil discharges were attributed to oil and gas installations during 2007 including those operating in the west Shetland Basin, Liverpool Bay and off the coast of eastern England. The 2007 annual total was the same number as the mean annual total recorded between 2000 and 2006.

4.11.6 Analysis of oil types showed that approximately 65% of accidental oil spills were identified as fuel, lubrication or hydraulic oils. Estimated volumes for 276 oil spills were reported and of these 95% were less than 455 litres.

4.11.7 In addition, the authorities were notified of 182 accidental discharges of chemical substances during 2007 compared with 135 discharges during the previous year. These chemicals are routinely used in oil and gas exploration and production operations and included amine, barite, glycol solutions, methanol and sodium bicarbonate.

4.11.8 The estimated volumes of accidental chemical discharges ranged from less than 1 kg up to 157 tonnes and 52 discharges were 1 tonne or more. It should be noted, however, that many of the larger discharges occurred over an extended interval and further details are provided in Section 3.

39 4.11.9 The PON1 reports again indicated that remedial actions were taken by operators following most accidental discharges. The responses included identification of root causes of spills, improvements being made in operational control procedures, recommendations suggested concerning preventative actions, and the carrying out of any necessary repairs and modifications to faulty or damaged equipment.

Vessels 4.11.10 A further 20 incidents, 1 more than the previous year, were attributed to vessels operating within the UKCS enumeration area. Most involved surface sheens or oil slicks reported by offshore installations but attributed to unidentified passing vessels. The estimated volumes, where known, ranged from 2 litres to 7.8 tonnes. In each incident it was assumed that the pollution dispersed naturally without posing a threat to wildlife or the coastline.

4.11.11 The MSV Sea Tiger reported a 3.9-tonne spillage of hydraulic oil on 4 March which was caused by a leakage in heat exchangers for a winch system. An oil slick attributed to an unidentified passing vessel with an estimated volume of 7.8 tonnes was reported by the Ninian Northern installation on 7 September.

40 SECTION 5: QUALITY ASSURANCE PLAN AND ACKNOWLEDGEMENTS

5.1 Quality Assurance Plan

As part of a comprehensive quality assurance plan, data verification procedures were again applied at all stages during the 2007 survey. For example, other sources of information were consulted including the casualty section of Lloyd’s List, and any relevant reports were cross-referenced with the appropriate questionnaire returns.

The approaches for data entry and analysis are clearly shown in the relevant tables and all entries to the enumeration area sub-sets were subject to independent checking to detect any errors. On some occasions unexpected values were confirmed with the various data sources. Multiple reports were again received from BERR and MCA describing accidental discharges from oil and gas installations operating on the UKCS. For the remaining discharges from vessels, 26% of individual incident reports were compiled from questionnaire returns submitted by two or more reporting organisations.

As part of the quality assurance plan the complete database is provided for scrutiny in Appendix 1 thereby enabling stakeholder groups to determine the reliability and accuracy of the survey results. Furthermore, the annual survey reports are made available to all interested parties through the MCA's website: www.mcga.gov.uk.

ACOPS ANNUAL SURVEY OF VESSEL/OFFSHORE SOURCED MARINE POLLUTION

GUIDELINES TO AID COMPLETION OF THE SURVEY FORM

The survey questionnaire requests information on incidents involving a range of pollutants including mineral oil (MARPOL I), noxious liquid substances (MARPOL II), packaged dangerous/harmful goods (MARPOL III) and garbage (MARPOL V).

Reports are requested for pollution incidents attributed to discharges, or suspected discharges, from vessels and offshore installations operating within the UK Pollution Control Zone, harbour waters and national waters. Information is not required for pollution incidents attributed to land-based sources such as industrial premises, sewers and outfalls.

Annual returns can be made either by e-mail or by post. If using e-mail please click on the boxes provided and insert other information in the spaces provided. The e- mail and postal versions of the survey form can be downloaded from the ACOPS website at www.acops.org (under UK surveys on the main menu). Survey reports can be downloaded from the Maritime & Coastguard Agency's website at www.mcga.gov.uk under Environmental (Counter Pollution & Response) on the main menu.
