INTRODUCTION
M/s Indian Rare Earths Limited( IREL), a Government of India Undertaking company under the Administrative Control of Dept Of Atomic Energy, having its Corporate office at Mumbai (Maharashtra) has one of its units at Manavalakurichy, in the district of Kanyakumari , Tamil Nadu engaged in mining of beach sand, mineral separation.
As a part of IREL mission towards power independence and utilization of renewal power sources, it is in the process of tendering to engage a suitable solar plant provider for Installation and commissioning of a 1MW grid interactive solar power plant in the IREL Manavalakurichy. The project will be executed on basis of BOOT (build– own–operate–transfer) method for a period of 15 years and entire product should carry a warranty of 25 years
With an intention to find a suitable list of contactors/ vendors in the field of providing solar power by installation of solar power plant, IREL invites Expression of Interest from prospective bidders for short listing based on the pre-qualification as given in Annexure - I. The short listed tenderer/ parties shall be issued with tender documents for this contract and also in future for similar work at sole discretion of IREL. IREL reserves the right to float open tender with revised/ same pre - qualification criteria to finalize the contract.
The prospective bidders should ensure that they shall cater to the requirement of ( a) Scope of work specified in technical specification mentioned in Annexure-III. ( b) The brief details of the process of the plant is mentioned in Annexure-V (c) The geographic locations, climatic conditions, etc is mentioned in Annexure-IV.
In order to facilitate scrutiny of the offers the prospective bidders are requested to furnish all relevant information including docume nts mentioned in Annexure – IV.
Interested parties shall submit their proposal in duplicate in sealed envelopes addressed to General Manager(Purchase), Indian Rare Earths Ltd., Manavalakurichy, Kanayakumari district, TamilNadu. Pin-629252 on or before 30-06-2016
The sealed envelope containing the bid should be super scribed with “Expression of Interest (EOI) for Installation and commissioning of a 1MW grid interactive solar power plant in the IREL Manavalakurichy through BOOT(build, own, operate and transfer model) and supply of electrical power to TANGEDCO Grid with the tender No. and date

General Clauses
The bids received will be opened at 14:30 hrs on the same day at the above office in the presence of authorized representatives of bidders, if any. Bids received after due date and time shall be rejected.
The interested parties shall have to bear all cost associated with the preparation and submission of its EOI and IREL will in no case be responsible or liable for reimbursement of any cost to conclude the process.
At any time before the submission of EOI, IREL may for any reason what so ever carry out amendments to this EOI documents at its own initiative or in response to a clarification requested by the parties. The amendment will be made available in our website and will be binding on them.
IREL at its discretion extend the dead line for the submission of proposals.
Parties will have to come up with the best suggestions on application of latest technologies in the related fields and will offer solutions in integrating such technologies for reliable, efficient and economic operation of the power plant. Choice of latest technological trends with suitable analysis & justifications for application in the proposed project shall be furnished by each parties.
The offers that are incomplete in any respect or those that are not consistent with the requirements as specified in this document or those that do not adhere to formats, wherever specified may be considered non responsive and may be liable for rejection and no further correspondence will be entertained from such parties.
IREL, Manavalakurichy reserves the right to accept or reject any EOI without assigning any reason whatsoever and such decision of HEAD, Manavalakurichy shall be final.

Annexure-I Pre-qualification for the expression of Interest:
Evaluation of the bids as per the EOI shall be carried out based on the compliance of the PQ criteria me ntioned below.
PQ-1: Party should have successfully executed installation and commissioning of minimum 0.6MW grid interactive solar power plant at any place within India for any Central/ State Government, Public Sector Undertaking(s) or reputed private organizations during last seven years ending 31St March 2016.
Party has to furnish the following towards documentary evidence of execution of work (a) Copy of Purchase order/Work Order/contract document/ agreement between parties during the above period (b) (c) Satisfactory performance certificates from concerned authority/ department/ organization of the PO/WO copy enclosed above. (d) List of customers with address and contact number. (e) Photograph(s) of the above plant(s) already commissioned by party.
PQ-2: Financial Standing:
a) Average annual financial turnover during the last 3 years, ending 31st March 2015 should be at least ₹ 2,25,00,000/-. Documentary proof for the same shall be enclosed.
PQ-3: Party has to submit the following along with the offer: a. Valid PAN number as per I.T. Act 1961(Copy of PAN card to be enclosed)
b. Valid Service Tax registration number & date(Copy of Service tax registration certificate to be enclosed)
c. Company profile specifically bringing out whether they are sole proprietor or partnership firm or limited company(Copy of partnership deed duly attested by Notary in case of partnership firms)

General Instruction to Bidders
1. Expression of Interest (EOI) is invited from qualified bidders with adequate technical expertise in supply, installation, commissioning and operation of grid interactive solar power plant at any place within India for any Central/ State Government, Public Sector Undertaking(s) or reputed private organizations.
2. Before submitting EOI, the bidders are requested to carefully examine the scope of work, pre- qualification criteria and if there should be or appear to be any ambiguity therein they should immediately refer the matter to IREL for clarification.

4. The EOI application and EOI bid form shall be typed or written in indelible ink and all pages shall be signed by the applicant/authorized person in token of acceptance of EOI bid documents. The EOI bid and all correspondence incidental to and concerning to the EOI bid shall be in English language only.
5. IREL reserves the right to modify the EOI by amendment for any reason whatsoever at any ti me prior to the last date of submission of EOI and such amendments if any shall be hosted in the website only.
6. Scope of work
Scope of work under this specification is for Installation and commissioning of a 1MW grid interactive solar power plant in the IREL Manavalakurichy through BOOT(build, own, operate and transfer model) and supply of electrical power to TANGEDCO Grid at a mutually agreed rate including but not limited to the following.
1.0 Site visit, study of local conditions and existing operation: The bidder before participating in the process shall visit Manavalakurichy project site to study the scope of work involved in the process as well as the site condition of proposed installation.
2.0 Major outline of the scope:
Technical information of IREL’s Electrical Syste m: IREL Manavalakurichy is located in the south west coast of India in the state of TamilNadu which is having enough land (8 acres) in two adjoint sites for installation of a grid interactive solar Photovoltaic power station with all accessories.
IREL at present receives the Electrical power at 1250 KVA (Maximum demand) from Ta mil Nadu Generation and Distribution Corporation Ltd.(TANGEDCO) through 11KV s ystem. IREL is having its own indoor substation equipped with 1No.1000 KVA, 11/0.433 KV and 1 No. 750 KVA, 11/0.416 KV transformer. The general voltage level is 415V excluding the lighting requirement.
As part of IREL’s mission to become power independent and utilization of solar renewal power, IREL is interested in installation of a grid interactive power plant of 1MW approx. in IREL Manavalakurichy through BOOT (build, own, operate and transfer model) and supply of electrical power to TANGEDCO Grid at a mutually agreed rate.
IREL proposes to provide the following: 1. Land with free air space to obtain hindrance free sunlight throughout the day. 2. Road facility up to the land site of installation 3. Water supply for drinking purpose at the installation site. 4. Construction power. 5. Allowing persons engaged by party for various activities to go to site through IREL premises. 6. Lay out of IREL premises indicating tentative plane of installation of the plant is enclosed for reference.

Party has to provide: 1. Obtain all statutory clearances including but not limited to MOEF, Forest clearance, (it is for information that no forest land is included in the proposed land),, clearance from CEA , TNPCB, TANGEDCO, MNRE, DMS(Electrical), Panchayat and any other statutory clearance required for installation of the plant. 2. Installation of ground-mounted photovoltaic (PV) and concentrating solar power (CSP) facilities 3. Installation of 11KV lines and substation accessories for connection to Tamil Nadu Generation and Distribution Corporation Ltd., grid (Proposal is for a grid interactive power station) 4. All power cable required for connection from the termination point (sending point) of the solar power plant to the receiving end (TANGEDCO) shall be in the scope of party. 5. Our power received from TANGEDCO is at 11 KV. Hence the units generation and grid connectivity to TANGEDCO grid should be 11 KV. 6. The contract shall be for a period of 15 years and after 15 years the complete plant is to be handed over to IREL free of cost. The entire product should have a warranty for 25 years. 7. All manpower requirement, compliance of all statutory norms etc are in the scope of the party. 8. The electrical drawings and connection plan to grid system is to be enclosed by each bidder. 9. Details of subsidy to be obtained by the party from Government are to be clearly specified. 10. The party has to apply for separate connection for auxiliary power from TANGEDCO and the total cost shall be borne by the party. 11. The party has to abide by all statutory rules & regulations of TANGEDCO prevailing currently as regards the tariff agreement/ grid connectivity is concerned. The approximate tariff pattern and tariff rate is to be specifically provided by the party for reference. The party has to clearly spell out the terms of power selling agreement as per the existing rules of TANGEDCO.
Further clarification, if any, required for submission of the proposal shall have to be sought vide Email. Party has to clearly specify any deviation, modification, change required in the scope.
