6 Acknowledgements

6.1 Member Kevin Schwass, QSM, JP

Devonport-Takapuna Local Board acknowledged Member Kevin Schwass and his contribution to local government, especially in the Devonport-Takapuna and greater North Shore areas. Member Schwass is retiring from local government at the end of this term. He was a founding Member and Deputy Chair of Devonport-Takapuna Local Board in the newly established Council. Member Schwass was also a two term North Shore City Councillor, from 2004 – 2010, and served as Deputy Chair of the Strategy and Finance Committee and Chair of the Events, Promotions and Tourism Subcommittee. He was also a detective in the Police for seven years. Kevin Schwass has been at the forefront of the North Shore hospitality industry for over 25 years, is a member of the Bruce Mason Centre Management Board and he has also been awarded the Queen’s Service Medal for services to Hospitality and Community.

Resolution number DT/2013/291 MOVED by Member C Darby, seconded Member MA Cohen: That the Devonport Takapuna Local Board: a) acknowledge Member Kevin Schwass and his contribution to local government, especially in the Devonport-Takapuna and greater North Shore areas. CARRIED

6.2 Ella Yelich-O'Connor- Lorde

Devonport-Takapuna Local Board acknowledged the outstanding success of the 16 year old Devonport-Takapuna resident and student singer-songwriter Ella Yelich-O'Connor known by her stage name Lorde. With her song ‘Royals’, Lorde became the first lead solo female to crown Billboard's Nielsen BDS-based Alternative Songs chart in more than 17 years and this week she scored the longest domination on the Alternative chart held by a woman, as "Royals" leads the list for a sixth week. Lorde's Royals is currently at no.3 on Billboard 100. Member Joseph Bergin acknowledged Member Dianne Hale on her appointment to the Board of Directors of the Devonport Naval Museum. Resolution number DT/2013/293 MOVED by Member JM Bergin, seconded Member C Darby: That the Devonport-Takapuna Local Boar: a) acknowledge Member Dianne Hale on her appointment to the Board of Directors of the Devonport Naval Museum, noting she is the first woman appointed to this role. 8.1 Takapuna Grammar School Rowing Club Resolution number DT/2013/294 MOVED by Member DP Hale, seconded Member MA Cohen: That the Devonport-Takapuna Local Board: a) receive the deputation from Takapuna Grammar School Rowing Club. b) request officers investigate 2 Sir Peter Blake Parade as a potential location for a rowing facility and report issues and options, including the co-location of different clubs at such a facility, back to the Devonport- Takapuna Local Board. CARRIED

9.1 Forrest Hill Skate Park

Sam Hagan, James Thornton, Tommy Ellery and Trent McGregor were in attendance to request an upgrade to the Forrest Hill Skate Park. A submission was tabled in support of the presentation. 9.2 Emma Poyner, North Shore Theatre and Arts Trust - Pier by Pumphouse Theatre

Emma Poyner, North Shore Theatre and Arts Trust was in attendance to address the Devonport-Takapuna Local Board regarding the safety issues of the pier by the Pumphouse Theatre. She also raised concern about the damaged concrete pad outside the public toilets and the health and safety issue of the uneven cobblestones at the car park. 12 Memorial Drive Signage Proposals - Confirmation of Design

Matthew Woodside, Parks Advisor Devonport and Takapuna was in attendance in support of this report. Resolution number DT/2013/300 MOVED by Member JM Bergin, seconded Member DP Hale: That the Devonport-Takapuna Local Board: a) approve the location of the proposed Memorial Drive stone entrance signage as shown on the attached General Arrangement drawing dated 16/08/13. b) approve the design and general dimensions of the Memorial Drive stone entrance signage based on the attached General Arrangement drawing dated 16/08/13. c) instruct officers to undertake development of detailed design in conjunction with Devonport RSA to appropriately address their concerns in relation to the General Arrangement (concept) drawing. 13 Devonport to Takapuna Green Route

Resolution number DT/2013/302 MOVED by Member DP Hale, seconded Member MA Cohen: That the Devonport-Takapuna Local Board: a) approve a grant of $20,000 (plus a CPI adjustment for this financial year) of the Board’s discretionary operating expenditure, towards the operating costs of the Devonport Historical and Museum Society, contingent on a funding agreement being prepared and signed with the Society. CARRIED Resolution number DT/2013/303 MOVED by Member KA Schwass, seconded Member DP Hale: b) approve the expenditure of up to $25,000 of the Board’s discretionary operating expenditure to prepare a Greenways network plan; c) request that officers work with Auckland Transport to assess the benefits of the Greenways Project to support future representation and advocacy to the New Zealand Transport Agency to contribute funding to the pedestrian and cycle routes. Resolution number DT/2013/306 MOVED by Member MA Cohen, seconded Member KA Schwass: g) approve expenditure of up to $19,500 from SLIPs (Small Local Improvement Projects) and $1,500 discretionary operating expenditure in 2013/14 and up to $68,000 from SLIPs (Small Local Improvement Projects)and $2,000 discretionary operating expenditure in 2014/15 to undertake Forest Hill Skate Park improvements; h) require that relevant council officers work with local skateboarders to progress the project to achieve the best outcomes. 22 Northern Busway Extension

Joshua Arbury, Principal Transport Planner was in attendance in support of this item. Resolution number DT/2013/316 MOVED by Member C Darby, seconded Member DP Hale: That the Devonport-Takapuna Local Board: a) support bringing forward construction of the Northern Busway extension between Constellation and Albany as part of the New Zealand Transport Agency’s proposed motorway upgrades in the area. b) support in principle the busway’s proposed alignment to the east of State Highway 1, subject to the following conditions: - Albany busway station permanently remains in its current location west of SH1 - An efficient crossing of SH1 for buses is provided. - NZTA works with Auckland Transport and Council officers to determine the optimal location of any future station between Albany and Constellation. - NZTA works with Auckland Transport and Council officers to determine the future busway alignment and station location between Albany and Silverdale - NZTA and Auckland Transport undertake public consultation on the proposed route alignment. 26 Devonport Field of Remembrance Resolution number DT/2013/320 MOVED by Member MA Cohen, seconded Member DP Hale: That the Devonport-Takapuna Local Board: a) support the Devonport Returned Services Association in their initiative to create a temporary Field of Remembrance in Windsor Reserve, for approximately two weeks over Anzac Day, Remembrance Day, and other commemorative occasions to be advised. b) acknowledge that Commemorations using the Field of Remembrance will be repeated for each for the years up until and including 2018, those being the centennial of each of the years of World War One. c) provide Landowner consent for the use of the part of the Reserve extending to the west and north of the flagstaff at Windsor Reserve as indicated in attachment 1. d) require that the Devonport Returned Services Association works with relevant council officers to undertake this event. 29 Temporary arrangements for urgent decisions and officer delegations during the election period Resolution number DT/2013/324 MOVED by Member MA Cohen, seconded Member KA Schwass: That the Devonport-Takapuna Local Board: a) delegate to chair and one other board member the power to make, on behalf of the local board, urgent decisions that may be needed between the final local board business meeting and the day the term of office of current members ends. b) note that during the period from the commencement of the term of office of new local board members following the elections until the inaugural meeting of the local board, urgent decision-making will be undertaken by the Chief Executive under current delegations. c) approve officers, as a temporary measure, making business as usual decisions under their existing delegated authority between 12 October 2013 and the first business meeting of the local board, without requiring compliance with the requirement in the current delegation protocols to consult with the nominated portfolio holder. d) note that existing appointments by the local board to external bodies will cease at the election and new appointments will need to be made by the local board in the new term. e) require that all members of the board be notified whenever a decision is made under delegations during the election period.
