Sir, all the 9 villages are being supplied adequate water i.e. more than the project intensity of 62% through the existing Canal Network of Masudpur Panihari Link Channel, Datta Distributory, Singhwa Distributory, Kheri Sheoran Minor of Bhakra system and Masudpur Distributory, Lohari Minor of system. On demand of villagers for improved irrigation, some areas of villages Lohari Ragho, Datta, Tharwa and Saladheri are being shifted to Yamuna system by extension of Masudpur Distributory.

The Masudpur Distributory from RD 0 to 101470 off take from 235768-R Branch (Yamuna System) was lined during the year 1978-1979 with discharge as 118 Cs. and GA/CCA as 29785/27368acres for providing irrigation in villages Masudpur, Datta, Lohari Ragho, Haibatpur, Rakhi Shahpur, Rakhi Garhi, Gamra, Kheri Jalab, Kheri Lochab in Narnaund Constituency. Later on the shareholders demanded supply of Bhakra waters also and accordingly during 1998-99 Masudpur Panihari Dy. from RD 0- 25500 off-taking from RD 75000-L Barwala Branch was lined and further in the year 2005 it was extended from RD 25500 to 40000 and linked to Masudpur Distributory at RD 70000-R and renaming it as “Masudpur Panihari Link Channel” from RD 0 to 72470. Resultantly the Masudpur Distributory was curtailed at RD 63350.The discharge of Masudpur Dy. Was accordingly reduced to 90 Cs. with GA/CCA i.e. 16825/15605. The total area of 9 villages is 33600 GA and 31365 CCA. The percentage of irrigation of this area is more than 140% whereas the irrigation of the area on the proposed extension is on lesser side. Later on shareholders of nine No. outlets of tail Lohari Minor, Masudpur Distributory (Yamuna System) and Masudpur Panihari Link channel (Bhakra System) with GA/CCA as 3886/3724 acres have stated that they are not getting proper irrigation through existing sources and thus demanded for extension of Masudpur Distributory through new alignment from RD 63350 to 84000. The existing irrigation of 3165 acre out of 3455 acre was from 72% to 154% whereas remaining area of 290 acres on Masudpur Panihari Link Channel was getting irrigation in the range of 18% to 39% only. On the demand of Shareholders/Zamindars case was heard jointly by DCO/Hansi and DCO/ under Haryana Canal and Drainage Act, 1974 on 11.02.2014 wherein it was observed that though adequate water is being supplied to the in question villages but irrigation of the area in question depends on tube well and water of the tube wells is salty and not fit for agriculture and thus to improve the irrigation through canal water, the scheme was approved. Subsequently, the Project Estimate for Extension of Masudpur Distributory from RD 63350 to RD 84000 was approved by the Standing Technical Committee of the department in its meeting held on 11.08.2014. The administrative approval amounting to Rs. 933.00 lac was accorded by the Govt. vide memo No. 2/29/2016-11W dt. 16.05.2016. Accordingly the alignment was approved vide CE/BWS, I&WR Deptt. letter No. 6132/5BWS/70/320 dated 04.10.2016. Land involved for the above scheme i.e. 19.18 acres is required to be purchased from the land owners in village Lohari Ragho and Tharwa as per “Land Purchase Policy” of Govt. of Haryana. The capacity of above said extension channel is 8.64/11.23 cs. The area finally taken on the extension channel is 3567/3455 acres GA/CCA. The land measuring 17.24 acres is of village Lohari Ragho and 1.94 acre of village Tharwa. The collector rate for the year 2017-18 for village Lohari Ragho is 12.50 lakh per acre and village Tharwa is Rs 12.30 lakh per acre and the same has been recommended by “Committee of Secretaries” in its meeting held on 04.07.2018 under the Chairmanship of Chief Secretary and finally approved by the “High Powered Land Purchase Committee” under the chairmanship of Hon’ble Finance Minister on 22.11.2018 under the “Land Purchase Policy” with condition that “the payment to be made to the landowners is to be deposited with concerned DRO and the same will be released by the Revenue department to the bank/landowners only after registry of the entire land of the scheme is made in the name of Irrigation and Water Resources Department, to avoid any complications at later stage.

The total land amount involved is Rs. 243.00 lakh and the same has been deposited with DRO/Hisar. Subsequently notices were issued on 18.06.2019 to the land owners of the land for the registration of their land in favour of the Provincial Govt. The farmers/land owners who came forward for registration of their land have given the written statement to the DCO wherein they demanded that the cheque for the cost of land should be given simultaneously with the registration of land. On the other dates fixed for registration, none of the farmers/land owners reached Tehsil, Narnaund for the registration purpose and when they were contacted telephonically, they again demanded that the cheque for the land must be given with the registration itself. Thus not even the single registration of the land has been made in favour of I&WR Deptt.

The department officials accordingly approached the land owners for carrying out and executing the registry but in vain. In turn the land owners staged dharna during Sept. 2019 at the village Kheri Chopta demanding that the land should be acquired instead of purchase. They further stated that some of the villagers are living outside the State or Abroad. Accordingly, a meeting was held with the DC/Hisar and other officers wherein it was decided that firstly the bifurcation of the land owners is to be done. Accordingly, a list of all the land owners was prepared, who reside in State or outside the State. Several meetings were also held to resolve the matter but in vain. Again a meeting was held with DC/Hisar, Tehsildar Narnaund and SDM Narnaund on 09.01.2020 wherein it was decided that notices be issued again to the land owners for execution of registry of land. The notices were again issued to each and every land owner on 10.01.2020 wherein the directions were given to the land owners for carrying out the registration of their land on 21.01.2020 in the office of the Tehsildar Narnaund. After great persuasion and motivation now the work of registry of land in favour of the department is in progress and already 10.40 acre land of village Lohari Ragho out of 17.24 acre and 0.96 acres land of village Tharwa out of 1.94 acre stands registered and after completion of the registration of land process in favour of Irrigation Department, the work will proceed further and formalities of estimate and tenders and thereafter allotment of work will be carried out.
