Before you fill in this form please make sure that both your organisation and the plans you have for the asset once transferred meets ALL the criteria set out in the Community Asset Transfers Policy Position and Guidance Document .

It is vital your full proposal contributes to the council’s priorities, the Community Strategy which focus on better outcomes for the people of Cumbria and has the support of the community in which it is based/serves. In this expression of interest you are asked to describe your plans so think about those requirements when you fill in this form.

Sustainability for your service delivery and therefore asset use is also a key element. You need to show that you have thought about this before making an expression of interest and then demonstrate how you will do this in your full proposal.

Please provide us with as much detail as you can, the boxes on the form expand to fit the content so that you can do this. Tell us how the transfer of the asset will bring benefits to the both the wider community and the community it currently serves. Once your application has been received a named council officer will be appointed as your contact throughout the application process.

2. Your Organisation

Are you a voluntary and community sector organisation which is a legal entity, or a legally constituted through a consortia agreement?

Legally constituted amateur rugby league football club

What type of organisation are you? (E.g. a registered charity, community interest company or charitable incorporated organisation, a not for profit company etc.) When was it established?

We are a “not for profit” amateur sports club that was founded in 1900

Explain your governance arrangements?

The club is constituted and registered under the Industrial and Provident Societies act 1965 (Register No. 29037R) A copy of the constitution is available for viewing as necessary. The management committee consists of the Hon President, Hon Chairman, Hon Vice Chairman, Hon Secretary, Hon Treasurer as well as 11 other committee members. Currently, Egremont Rugby League Football Club has a management committee that have extensive experience in managing and administration.

Describe what your organisation does?

Egremont Rangers ARFLC is over 100 years old and can trace its history to 1900, its facilities are at the north end of Egremont with a club house on North Road and playing fields at Gillfoot Park. The club has a proven track record of assisting the local community by providing a safe environment to develop young sports persons.

Perhaps its most famous star is Rob Purdham who, in recent times has captained GB Professional Rugby League. In the last two years it has provided several amateur internationals at U18s through to open age, all of whom have been developed through the Egremont youth scheme.

The majority of players, officials and supporters emanate from the surrounding housing estates of Smithfield, Orgill, Briscoe Mount and Castle Croft areas of Egremont, although we also capture players and supporters from Millom, Drigg, Seascale, Gosforth, St Bees and Whitehaven areas.

Teams at Under 8s, 9s, 11s, 12s, 14s, 16s, 18s and two open age sides all vie for the same training and playing area at Gillfoot Park. County ARL, football and RL Camps also use the facility which is jointly owned and managed with the Egremont Cricket Club

We are an established ‘not for profit’ community sports club. Through sport and community inclusion we have become a key focal point of the Egremont and Copeland community. The club have attained and currently hold Club Mark Gold status.

Egremont Rangers ARLFC is the collective description used for all senior and junior and community activities (sport and non sport) carried out within our facilities.

The club purpose can be summarised as

• To provide and assist in providing facilities for sport, recreation or other leisure time occupation of such persons who have need for such facilities by reason of their youth, age, infirmity or disablement, poverty or social and economic circumstances or for the public at large in the interests of social welfare and with the object of improving their conditions of life. o To provide a suitable environment to encourage and develop players, officials and supporters into Rugby League. o To promote community participation in healthy recreation by providing facilities for the playing of rugby league and other sports capable of improving health.

3. Reasons for Transfer

Explain why you are applying for a community asset transfer and how this will benefit the wider community?

From March 2012, a major change in policy and direction from the governing body, the Rugby Football League, has moved the game to summer rugby. This will mean that for the first time that the structure of Rugby League will be fully joined up from Super League down to the regional leagues which will provide many opportunities for clubs at all levels. The RFL strongly believe to a summer sport will benefit the game and help grow the participation of the community into the game. Egremont ARLFC, plays its six junior teams and one open age team in the local leagues with the Cumberland Amateur Rugby League Association (CARLA), the other open age team plays in the National Conference League. With all 8 teams now playing in the season March-October there is a clash on Gillfoot park with the 6 cricket teams that also need to use the same area for training and matches. Clearly, there is a need for additional facilities that have the space to carry out the right coaching skills and physical tests to continue the development of players from under 8 to open age. Malcolm Bars provides a great opportunity for Egremont RL to continue its excellent work in the community by providing the capability to train and play in this area.

The benefits to the local community can be measured not only by the number of active players, supporters, officials, and coaches of around 300 people, but from the level at which these participants have represented the area at national and international levels.

Egremont RL has produced many internationals and currently has the British Amateur Rugby League, Great Britain captain, plus 4 other open age internationals as well as several youth internationals.

In the last two years our players have represented the country in Australia, Dubai, Lebanon, South Africa and France

How will your organisation meet all the costs associated with taking on ownership (leasehold or freehold) of the asset?

Egremont Rugby League Club has managed to sustain itself for over 100 years.

Funds are raised from four key areas, match day revenue, Clubhouse facilities, fund raising events and local business sponsorships. Our main and youth committees will continue their well established practices to raise funds to support this new venture.
