Dear Conference Delegate,

Welcome to your State League of Municipalities’ 101st Annual Conference. When I took office as your President, some 12 short months ago, I was reminded of the fact that we can only repay the debt we owe to those who came before us by working together to ensure a better future for those who will come after us.

We know that, through its various services, the League of Municipalities has been helping New Jersey local officials do just that, now for more than a century. The need for knowledge is constant. That is why we first came to the League’s Annual Conference, and that is why we return.

We come together in Atlantic City to share our insights on the state of New Jersey, on the state of its municipalities, and on the state of the people who we have sworn to serve. We come to talk and to teach. To listen and to learn. We come to expand our horizons and to help our colleagues expand theirs. We come to refine our understanding of the reality in which we find ourselves, because the only thing that we can truly build on is the truth.

This year’s Conference theme–“Meeting the Challenges of Municipal Government” – provides a framework for all of us. But it is up to each of us to fill in that frame. From the seminars, to the consulting opportunities, to the exhibit floor, to the informal encounters with old friends and new acquaintances – it all serves to make you a better public servant. In three

President’s MessagePresident’s short days, we can all gain better knowledge and a better perspective on the problems and opportunities that we will encounter over the next 12 months back in our home towns.

Food Service and Restaurants A restaurant is conveniently located in the 2500 aisle of the Exhibit Hall. It will be serving continental breakfasts, snacks, sandwiches, deli platters, and beverages. In addition, there are two small snack bars with limited menus in the front of the Exhibit Hall (aisles 100 and 1500).

Convention Hall Parking Underground parking is available at the Convention Center for a fee. Also, parking is available at nearby hotel/casinos and public parking lots for a fee.

Photocopying Atlantic-Tomorrow’s Office provides photocopying and fax facilities for the Mayor’s Information Center and League support staff. See them in booth 1819.

Transportation Jitneys and Taxis Jitneys and taxis will serve the Notes Program Convention Center throughout the day and require standard cash fare.

Shuttle Bus Shuttle service to the Convention Center by Academy Bus is available only from officially participating hotels as designated on the League website, mobile app, and printed program. This service is included in the room fees at the participating hotels and is ADA accessible. Shuttle service will start Tuesday, Wednesday, and Thursday at 7:30 a.m. and stop at 6:00 p.m. Buses will depart every 15 to 20 minutes on average. Detailed shuttle schedules will be posted in the lobby of each participating hotel.

Exemption from Occupancy Tax Municipal officials paying hotel room bills by cash or personal check are not entitled to an exemption from the luxury tax. The exemption only applies if the room bill is paid directly by the governmental agency, in this case, only by voucher from the municipality. All rooms are subject to a Room Tax and Tourism Fee.

League Business Proceedings Resolutions Committee The League Resolutions Committee will meet Tuesday, November 15, 3:00 p.m. in Room 320, Atlantic City Convention Center. The Committee will consider only those resolutions that were submitted on or before October 14. Any interested delegate may attend. The Committee’s report containing recommended Program Notes resolutions will be submitted to delegates for voting at the Annual Business Meeting. A synopsis of all resolutions submitted for committee action is available at the League Information Booth, across from the registration counters.

CEU and Verification Attendance Procedures In order to make the CEU procedures more efficient and convenient for all participants, we utilize an electronic scanning system. Please note that these procedures only apply to educational sessions. Business meetings and vendor sessions are not included in the scanning system. Scanning IN and OUT is required Scanning Instructions: 1. As you enter an educational session, you will scan your badge face side up at the badge scanner at the entrance. 2. Once you have scanned your badge, the scanner will make a “beep” sound. You may now enter the session. 3. When the session has finished, you will sign-out for the session the same way you signed in. PLEASE NOTE: All attendees Continuing Education Units must scan in and scan out in order to receive credit. All certificates will display the attendees sign-in and sign-out time. 4. You will not receive a paper certificate on the way out of the session. Instead, you will be able to log on to the CEU tracking system (through njslom.org/confceu) and print it out in the convenience of your home or office computer (see instructions below). * If the scanner does not work properly, please go to the Room Monitor Stations on the 3rd floor near classrooms 305 and 306 or the 4th floor near classrooms 405 and 406 and report this immediately! Once you have taken the evaluation, you can print your certificate by hitting “Print.” 7. Once on the print screen, you have the option to “Print My Certificate” or “Email My Certificate”. a. Hitting “Print My Certificate” will take you to a print screen where you can print your certificate. Please note, certificates may be printed more than once. b.
